<h3 class="wp-block-heading">EPFO extends three months’ time for Employers to upload wage details etc. regarding Pension on Higher Wages</h3>



<p class="has-text-align-right">Posted On: 29 SEP 2023</p>



<p>Earlier an online facility was made available by EPFO for submitting Applications for Validation of Option /Joint Options for pension on higher wages. The facility was for eligible pensioners / members in compliance with the Hon’ble Supreme Court order dated 04.11.2022. The facility was launched on 26.02.2023 and was to remain available only till 03.05.2023. However, considering the representations of the employees, the time limit was extended to 26.06.2023 in order to provide complete four months’ time to eligible pensioners / members for filing applications.</p>



<p>A last opportunity of 15 days was further given to remove any difficulty faced by the eligible pensioners/ members. Accordingly, the last date for submission of Applications for Validation of Option / Joint Options by employees was extended to 11.07.2023. 17.49 lakh Applications for Validation of Option / Joint Options have been received from pensioners / members till 11.07.2023.</p>



<p>In view of representations received from Employers &amp; Employers’ Associations wherein requests were made to extend time period for uploading wage details of applicant pensioners / members, the employers were also given further period of three months to submit wage details etc. online latest by 30.09.2023.</p>



<p>Now, again many representations have been received from Employers &amp; Employers’ Associations wherein requests have been made to extend further time period for uploading wage details of applicant pensioners / members. 5.52 lakh Applications for Validation of Option / Joint Options are still pending with employers, as on 29.09.2023.</p>



<p>Therefore, the request has been considered sympathetically and the Chairman, Central Board of Trustees has extended the time, for the employers to submit wage details etc till 31.12.2023.</p>

<p>Union Minister of State (Independent Charge) Science &amp; Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh today lauded the efforts of the Staff Selection Commission for deciding to conduct the Multi-Tasking (Non-Technical) Staff examination 2022 in 13 regional languages in addition to Hindi and English for the first time.</p>



<p>Dr Jitendra Singh said, the move is in tune with Prime Minister Narendra Modi’s vision of providing level playing field to all the job aspirants and to ensure that no one is denied an opportunity or being at disadvantaged due to language barrier.</p>



<p>The thirteen regional languages are Urdu, Tamil, Malayalam, Telugu, Kannada, Assamese, Bengali, Gujarati, , Konkani, Manipuri(also Meiti), Marathi, Odia and Punjabi.</p>



<p>Dr Jitendra Singh said, the move will fulfil the long pending demand of candidates from different States, and particularly from South India for the Exams being conducted earlier in English and Hindi Languages. This is likely to benefit a very large number of candidates from all over the country, the Minister added.</p>



<p>Dr Jitendra Singh asserted that after this historic move, efforts are on to gradually include all the languages mentioned in Eighth Schedule to the Constitution.</p>



<p>Dr Jitendra Singh pointed that Modiji during the inauguration of the the “Kashi Tamil Sangamam” in Varanasi in November, 2022 pointed out that “despite having one of the world’s oldest living languages, i.e., Tamil, we lack in honouring it fully. “This is the responsibility of 130 crore Indians to preserve the legacy of Tamil and enrich it. We have to remember to remove linguistic differences and establish emotional unity”.</p>



<p>Dr Jitendra Singh said, it is the continuous endeavour of the Staff Selection Commission to provide level playing field to different sections of the population so as to bridge the regional disparities and attain the ideals of the Constitution while at the same time celebrating the linguistic diversity of our country.</p>



<p>The Minister informed that in order to review the scheme and syllabus of examinations conducted by the Staff Selection Commission, including the medium in which the examinations are conducted, the Department of Personnel and Training had constituted an Expert Committee. The Committee, has, inter-alia, recommended that it would be in fitness of things to conduct the examinations for lower-level posts in multiple languages, which, to begin with, can start with a few languages and then gradually increase to include all the languages mentioned in Eighth Schedule to the Constitution. The Government has accepted the recommendations of the Committee.</p>



<p>Staff Selection Commission is one of the largest recruiting agencies of the Government of India, its main mandate being recruitment to all Group B (Non-Gazetted) and Group C (Non-Technical Posts) in various Ministries/ Departments of the Government of India the medium of examinations conducted by the Commission is normally Hindi and English.</p>

<h2 class="wp-block-heading">Year-End Review of DoPT (Ministry of Personnel, Public Grievances &amp; Pensions)-2022</h2>



<p><strong>Major achievements/ initiatives of DoPT during calendar year 2022</strong></p>



<p class="has-text-align-right">Posted On: 29 DEC 2022</p>



<p>(i) <strong>Rojgar Mela:</strong> Hon’ble Prime Minister launched Rozgar Mela through video conferencing on 22nd October, 2022. Appointment letters to more than 1.46 lakh candidates issued during the two trenches of the recruitment drive ‘Rozgar Mela’ through Video conferencing across the country. Rozgar Mela is a significant step forward towards fulfilling the continuous commitment of the Central Government to provide job opportunities for the youth. The new recruits, selected from across the country, will join various Ministries/ Departments of Government of India. The appointees will join the government at various levels viz. Group – A, Group – B (Gazetted), Group – B (Non-Gazetted) and Group – C. These recruitments are being done in mission mode by Ministries and Departments either by themselves or through recruiting agencies such as UPSC, SSC, Railway Recruitment Board. For expeditious recruitment, selection processes have been simplified and made tech enabled.</p>



<p>(ii) <strong>Karmayogi Prarambh</strong> – To impart online induction training to new recruits, Karmayogi Prarambh has been launched by Hon’ble Prime Minister on 22nd November 2022 for providing behavioral and functional skills such as self-leadership and information technology.</p>



<p>(iii) <strong>Consolidation of OMs</strong> &#8211; As per vision of Hon’ble Prime Minister for transparent and efficient administration, the exercise of consolidation of OMs in digital form was carried out by Department of Personnel &amp; Training. To ease the difficulties being faced by stakeholders, including the General Public, a new Application has, thus, been created under the Heading “OMs”. Eleven major Heads and relevant Sub-Heads have been created to capture the entire journey of Government officials from Recruitment till retirement.</p>



<p>(iv) <strong>Special Maternity Leave</strong> – Taking into consideration the emotional trauma faced by the women in case of death of a child soon after birth/ stillbirth, instructions regarding grant of 60 days special Maternity Leave were issued vide O.M. No. 13018/1/2021-Estt.(L) dated 02.09.2022.</p>



<p>(v) <strong>e-HRMS 2.0</strong> &#8211; Fostering the vision of Hon’ble Prime Minister, Narendra Modi ji, DoPT launched e-HRMS 2.0 with service to its beneficiaries as core of its development. This one stop solution for HR needs will take the vision of Karmayogi forward and shall empower employees in their service to the nation. With whole of Government approach &amp; service first approach as its core, e-HRMS 2.0 will focus on providing value added services to the employees, based on their profiles, experience and needs.</p>



<p>(vi) <strong>iGOT app</strong> &#8211; integrated Government online learning (iGOT) has been launched on android platform to provide government employees any time, any-where learning. It will provide employees access to the courses available on iGOT portal through their mobiles phones.The app and the platform will allow all government employees, at multiple levels, to undergo continuous training, depending on their domain areas. The app and the platform will provide anytime-anywhere-any-device learning to train about 2 crores users which was hitherto not achievable through traditional measures, i.e. computer based training only.</p>



<p>(vii) <strong>Revamping of PROBITY portal</strong> &#8211; PROBITY portal has been revamped to add more functionalities to improve the user experience and optimizing the Portal to collect the data on new data points/ parameters, which will help in generating comprehensive reports on various modules. All the user Departments will undertake to submit updated data on a monthly basis, which would be made available on Probity portal.</p>



<p>(viii) <strong>Large number of promotion in CSS/ CSSS/ CSCS</strong> &#8211; Promotion of 8000+ CSS/CSSS/CSCS Officers: Promotions were held up in the three services [Central Secretariat Service (CSS), Central Secretariat Stenographers Services (CSSS) and Central Secretariat Clerical Service (CSCS)] in all the grades, due to pending litigations in Hon’ble Supreme Court of India on the twin issues of “Reservation in Promotion” in SLP No.31288/2017 – Union of India and “Promotion of SC/ST on own merit” in SLP No.30621/2011 &#8211; Jarnail Singh &amp;Ors. and similar such matters. Based on the Hon’ble Supreme Court Order dated 28.01.2022 &amp; Subsequent direction of Estt. (Res) dated 12.04.2022 promotion exercise was initiated and promotion orders of more than 8,000 officers in different grades of CSS/ CSSS/ CSCS were issued by 30th June, 2022.</p>

<p><strong>SVAMITVA</strong> (Survey of Villages and Mapping with Improvised Technology in Village Areas). The scheme was launched by the Prime Minister on National Panchayati Raj Day, 24th April 2020 with a resolve to enable economic progress of Rural India by providing “Record of Rights” to every rural household owner.</p>



<p><strong>Phase I &#8211; Pilot Scheme (April 2020 &#8211; March 2021):</strong> Covers States of Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh, Uttarakhand, Punjab, Rajasthan, Andhra Pradesh and establishment of Continuous operating Reference systems (CORS) in the State of Haryana, Madhya Pradesh, Punjab and Rajasthan</p>



<p><strong>Phase II (April 2021 &#8211; March 2025)</strong> &#8211; Complete survey of remaining villages by 2025 and CORS network set up across the Country by 2022.</p>



<h4 class="wp-block-heading">Achievements under SVAMITVA Scheme during the year 2022</h4>



<ul class="wp-block-list">
<li>As on December 2022, drone flying has been completed in 2,03,118 villages</li>



<li>Drone flying has been saturated in Dadra and Nagar Haveli and Daman and Diu, Delhi, Haryana, Lakshadweep Islands, Puducherry, Uttarakhand, Goa, Andaman and Nicobar Islands.</li>



<li>Property cards have been prepared for all the Inhabited villages of Haryana and Uttarakhand. The preparation and distribution of SVAMITVA cards will soon be completed in Union Territory of Puducherry.</li>



<li>e-Gram Swaraj e-Financial Management System</li>
</ul>



<p>In order to strengthen e-Governance in Panchayati Raj Institutions (PRIs), eGramSwaraj, a Simplified Work Based Accounting Application for Panchayati Raj, was launched on the occasion of National Panchayati Raj Day on April 24, 2020. It has been developed amalgamating the functionalities of all the applications under e-panchayat Mission Mode Project (MMP). e-GramSwaraj assists in enhancing the credibility of Panchayat through inducing greater devolution of funds to PRIs. It brings better transparency through decentralized planning, progress reporting and work-based accounting. Furthermore, the application provides a platform for effective monitoring by higher authorities.</p>



<h4 class="wp-block-heading">Integration of Beneficiary details with eGramSwaraj:</h4>



<p>In order to enhance transparency and empower Panchayats, Ministry of Panchayati Raj has been pursuing to integrate beneficiary details of various union Ministries/ Departments with e-GramSWARAJ Application. The information shall be made available to Gram Panchayats, to read out in the course of the Gram Sabhas for public verification. This verification would be a landmark in ensuring accountability through digitalization and public participation.</p>



<h4 class="wp-block-heading">Geo-tagging of assets:</h4>



<p>As a part of effective monitoring, it is imperative to have field-level monitoring of physical progress of the works. Further, supplementing to strengthening the system; geo-tagging of assets (on completion of work) is of utmost importance. Ministry has developed mActionSoft – a mobile based solution to help in capturing photos with Geo-Tags (i.e. GPS Coordinates) for the works which have asset as an output. Geo-tagging of the assets is done in all three stages viz. (i) before start of the work, (ii) during the work and (iii) on completion of work. This would provide a repository of information on all works and assets related to natural resource management, water harvesting, drought proofing, sanitation, agriculture, check dams and irrigation channels etc.</p>



<p>Progress (as of December 2022): 2.05 lakh photographs of the assets have been uploaded by the Gram Panchayats for the activities taken under Fifteen Finance Commission in the current year.</p>



<h4 class="wp-block-heading"> Citizen Charter     </h4>



<p>In order to focus on the commitment of the Panchayati Raj Institutions (PRIs) towards its Citizens in respects of Standard of Services, Information, Choice and Consultation, Non-discrimination and Accessibility, Grievance Redress, Courtesy and Value for Money, Ministry has provided platform to upload Citizen Charter document (<a href="https://panchayatcharter.nic.in/" target="_blank" rel="noreferrer noopener">https://panchayatcharter.nic.in/</a>) with the slogan “Meri Panchayat Mera Adhikaar – Jan Sevaayein Hamaare Dwaar” (मेरी पंचायत मेरा अधिकार – जन सेवाएं हमारे द्वार). This also includes expectations of the Organization from the Citizen for fulfilling the commitment of the Organization.</p>



<p>Department of Administrative Reforms and Public Grievances in Ministry of Personnel, Public Grievances and Pensions, Government of India, in its efforts to provide more responsive and citizen-friendly governance, coordinates the efforts to formulate and operationalize Citizens&#8217; Charters in Central Government, State Governments and UT Administrations. It provides guidelines for formulation and implementation of the Charters as well as their evaluation. Till December 2022, 2.15 lakh GPs have uploaded their approved Citizen Charter and offering 952 services to citizen out of which 268 services are delivered through online mode.</p>



<h4 class="wp-block-heading">Audit Online</h4>



<p>As a part of the critical institutional reform, Fifteenth Finance Commission (XV FC) has stipulated that the audited reports of Panchayat accounts need to be made available in the public domain, as an eligibility criterion. In this regard, MoPR had conceptualized the application “AuditOnline” for carrying out online audit of Panchayat accounts pertaining to Central Finance Commission Grants. It not only facilitates the auditing of accounts but also provisions for maintaining digital audit records pertaining to audits that have been carried out. This application provides for streamlining the various audit processes, namely, audit inquiries, draft local audit reports, draft audit paras etc. One of the unique features of this application is that it is entirely configurable to suit to the States’ Audit process / flows complying to the respective State Audit Rules/Act(s). AuditOnline is also linked to eGramSwaraj for ease of flow of accounting related information pertaining to the Panchayats.</p>



<h4 class="wp-block-heading">Finance Commission Grants to Rural Local Bodies</h4>



<p>Fifteenth Finance Commission (XV FC) has made allocations of grants to the Rural Local Bodies. Its allocation for the period FY 2020-21 is Rs.60, 750 Crore and for the period 2021-2026 is Rs.2,36,805 crores, which have been allocated to Panchayats in all tiers and traditional bodies in Non-Part IX States and Sixth Schedule areas.</p>



<h4 class="wp-block-heading">Rural Technology Advancements &#8211; Smart Vending Cart</h4>



<p>In its efforts towards leveraging technology for Rural Development, MoPR has collaborated with Principal Scientific Advisor to Government of India, Department of Science and Technology and six IITs in developing Smart Vending Cart to be used by Vendors in the rural areas. The Smart Vending E-Cart, designed by IIT Bombay, has been demonstrated and found to be quite appropriate for use the vendors / small businesses in rural, peri-urban and farm sectors.</p>



<p>The Smart Vending E-Cart has multifaceted user-friendly enabling technologies and features which provides proper storage and temperature for enhanced shelf life of perishable foods/items like vegetable &amp; fruits etc. It has enhanced features for modularity, ergonomics, foldability, customer attraction, solar power LED lighting, mist cooling, weighing machine, mobile charging, radio, sitting facility, water, cash box, waste disposal bin, sanitizers, digital payment facility etc. IIT Bombay is collaborating with fabricators for mass production of the Smart Vending Carts through PPP model. The product has also been developed in various types, namely, retrofit, manual and smart &#8216;e versions&#8217;.</p>



<p>The Ministry of Panchayati Raj and NIC–MoPR are in the process of developing a portal to serve as platform for the retail of Smart eVending carts, in rural areas of the country.</p>



<h4 class="wp-block-heading">Gram Urja Swaraj</h4>



<p>In pursuance of the Prime Minister’s commitment towards addressing climate change made during the CoP 26 held in Glasgow in November 2021, Ministry of Panchayati Raj has started the Gram Urja Swaraj initiative, with an aim to promote adoption of renewable energy at Gram Panchayat level. The Ministry of Panchayati Raj has also launched the Gram Urja Swaraj Portal in May 2022, to capture the inclination of Panchayati Raj Institutions (PRIs) towards adoption of renewable energy.</p>



<p>Implementation of the Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996 (PESA)</p>



<p>On 9th September, 2022, MoPR has sent a letter to Principal Secretary/ Secretary of Panchayati Raj Department of all PESA States requesting to share the Action Taken Report on the important suggestions/ ideas/ issues which had emerged during deliberations/discussions among representatives of all PESA States in the National Level Conference on PESA held on 18.11.2021 at New Delhi.</p>



<p>On 13th September, 2022, Minister of Rural Development &amp; Panchayati Raj requested the State Panchayati Raj Ministers of Jharkhand, Odisha &amp; Madhya Pradesh, who have not yet framed PESA Rules, to ensure PESA Rules are notified without further delay.</p>



<p>Recently, States of Chhattisgarh and Madhya Pradesh have notified their State PESA Rules on 08.08.2022 and 15.11.2022 respectively.</p>



<p>Based on continuous advocacy and persuasion by the Ministry of Panchayati Raj, at present, out of ten PESA Sates, eight States namely Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Rajasthan and Telangana have framed their State PESA Rules under their respective State Panchayati Raj Acts/laws.</p>



<p>In Jharkhand and Odisha, the process of inter-departmental consultation is still in progress.</p>



<h4 class="wp-block-heading">Capacity Building of Panchayati Raj Institutions</h4>



<p>The Capacity Building of Panchayati Raj Institutions (PRIs) has been one of the major activities of Ministry of Panchayati Raj (MoPR). The Ministry has been providing programmatic, technical and institutional support for strengthening of PRIs including advocacy support for inter-ministerial and multi-sectoral coordination. Under the ambit of capacity building, knowledge support is also being provided for enhancing devolution to PRIs and finding solutions for local governance as well as outreach towards strengthening rural India. Some of the major activities undertaken towards capacity building of PRIs have been described in the succeeding sections:</p>



<p>(a) <strong>Rashtriya Gram Swaraj Abhiyan (RGSA):</strong> Centrally Sponsored Scheme of RGSA implemented from 2018-19 to 2021-22 and an amount of Rs.2149.09 crore was released and more than 1.42 crore Elected Representatives, Functionaries and &amp; other stakeholders of Panchayats were provided various and multiple trainings.</p>



<p>(b) <strong>Revamped Rashtriya Gram Swaraj Abhiyan (2022-23 to 2025-26)</strong>: Centrally Sponsored Scheme of Revamped RGSA approved by Cabinet Committee on Economic Affairs (CCEA) on 13.04.2022 for implementation from 01.04.2022 to 31.03.2026 (co-terminus with XV Finance Commission period) at a total cost of Rs.5911 crore including Central Share of Rs.3700 crore and State share of Rs.2211 crore.</p>



<p>The focus of the scheme of Revamped RGSA is on re-imagining Panchayati Raj Institutions as vibrant centers of local self-governance with special focus on Localization of Sustainable Development Goals (LSDGs) at grassroot level adopting thematic approach through concerted and collaborative efforts of Central Ministries and State Line departments and other Stakeholders with ‘Whole of Government and Whole of Society’ approach.</p>



<p><strong>Coverage</strong>: The Revamped RGSA will extend to all States and Union Territories (UTs) of the country. For the purpose of these guidelines, wherever ‘Panchayats’ are mentioned, these will include institutions of rural local government in non-Part IX areas.</p>



<p><strong>Funding pattern:</strong> The scheme comprises of both Central and State Components. The Central Components of the scheme is fully funded by the Government of India. However, the funding pattern for State Components is in the ratio of 60:40 among Centre and States respectively, except NE, Hilly States and UT of J&amp;K where Central and State share is 90:10. For other UTs, Central share is 100%.</p>



<p><strong>Achievements under revamped RGSA</strong>: An amount of Rs.435.34 crore has been released to 11 State (Arunachal Pradesh, Assam, Himachal Pradesh, Karnataka, Kerala, Maharashtra, Mizoram, Odisha, Punjab, Sikkim and Uttarakhand) and other implementing agencies as on 12-12-2022 and more than 13 lakh Elected Representatives, Functionaries and &amp; other stakeholders of Panchayats were provided various and multiple trainings for which details have been uploaded on Training Management Portal</p>

<p>In a written reply to a question in the Rajya Sabha today that whether people belonging to Other Backward Classes (OBCs) are lagging in deriving benefit of 27 percent reservation in central services, Dr Jitendra Singh said, this data is based on the information provided by various Ministries/Departments of the Central Government, including their attached/subordinate offices.</p>



<p>The Minister said, filling of vacancies is a continuous process. Department of Personnel and Training has issued instructions to the Ministries/Departments of the Central Government to designate an officer of the rank of Deputy Secretary and above, as Liaison Officer, to ensure due compliance of the orders and instructions pertaining to reservation and set up a Special Reservation Cell under the direct control of Liaison Officer to assist her/him in discharge of duties.</p>

<p>Ministry of Defence has approved the extension of pension payment for three months for banks’ pensioners, who migrated to SPARSH, {System for Pension Administration (Raksha)} and whose identification was due in November 2022. It is reiterated that the process of Annual Identification/ Life Certification is a statutory requirement for continued and timely credit of monthly pension. Thus, all defence pensioners who are yet to complete their annual identification are requested to complete their annual identification/ life certification by February 2023 positively to ensure smooth processing and credit of their pension entitlement.</p>



<p><strong>Annual Identification/ Life Certification can be done via the following means:</strong></p>



<p>1. Via the Digital Jeevan Pramaan online/ Jeevan Pramaan Face App for Android Users.</p>

For performing life certification through Jeevan Pramaan, they have to select respective Sanctioning Authority as “Defence &#8211; Jt.CDA(AF) Subroto Park” or Defence &#8211; PCDA (P) Allahabad” or “Defence &#8211; PCDA (Navy) Mumbai &amp; Disbursing Authority as your respective pension disbursing bank/ DPDO etc.</p>

<p><strong>Last date to submit applications (fresh/renewal) for National Means cum Merit Scholarship Scheme (NMMSS) is 15th November, 2022 on National Scholarship Portal</strong></p>

<p>The last date for submission of applications for NMMSS for the year 2022-23 is 15th November 2022. Under the ‘National Means-cum-Merit Scholarship Scheme’ scholarships are awarded to meritorious students of economically weaker sections to arrest their drop out at class VIII and encourage them to continue their education at secondary stage. One lakh fresh scholarships are awarded to selected students from class IX every year and their continuation / renewal in classes X to XII for students studying in State Government, Government-aided and local body schools. The amount of scholarship is Rs. 12000/- per annum.</p>



<p>The National Means cum Merit Scholarship Scheme (NMMSS) is boarded on the National Scholarship Portal (NSP) &#8211; a one stop platform for scholarship schemes given to students. NMMSS scholarships are disbursed directly into the bank accounts of selected students by electronic transfer through Public Financial Management System (PFMS) following DBT mode. This is a 100% centrally sponsored scheme.</p>



<p>Students whose parental income from all sources is not more than Rs. 3,50,000/- per annum are eligible to avail the scholarships. The students must have minimum of 55% marks or equivalent grade in Class VII examination for appearing in the selection test for award of scholarship (relaxable by 5% for SC/ST students).</p>



<p>There are two levels of verification, L1 is Institute Nodal Officer(INO) Level and L2 is District Nodal Officer(DNO) level. The last date of INO level (L1) verification is 30th November, 2022 and of DNO level (L2) verification is 15th December, 2022.</p>

<p>The Department of Pension &amp; Pensioners&#8217; Welfare (DOPPW) is the nodal department for formulation of policies relating to pension and other retirement benefits of Central Government Pensioners/ Family Pensioners. During SCDPM 2.0 campaign, the department has targeted to resolve 4200 pending pension grievances to ensure speedy redressal and to enhance &#8220;Ease of living&#8221; for 68 lakh Central Government Pensioners.</p>



<p>As on 21.10.2022, the following activities were carried out by this department. i.e. within 20 days of the campaign, 3150 Pension Grievances have already been resolved. The Department is convening inter-ministerial meetings with concerned Ministries/Departments to resolve all grievances within due time period. The Department is on track to achieve the ambitious target set by it at the start of the campaign and bring down the pendency of Pension Grievances. The Department has issued 30 circulars under Easing of Rules/Processes. Total 3094 E-Files has been closed which action are completed. Total 26 Cleanliness Campaign has been conducted by this Department and Pensioners Associations across the country.</p>

<p><strong>Government appoints Lt General Anil Chauhan (Retired) as Chief of Defence Staff (CDS)</strong></p>

<p>The Government has decided to appoint Lt General Anil Chauhan (Retired) PVSM, UYSM, AVSM, SM, VSM as the next Chief of Defence Staff (CDS) who shall also function as Secretary to Government of India, Department of Military Affairs with effect from the date of his assumption of charge and until further orders. In a career spanning over nearly 40 years, Lt Gen Anil Chauhan had held several command, staff and instrumental appointments and had extensive experience in counter-insurgency operations in Jammu &amp; Kashmir and North-East India.</p>



<p>Born on 18th May 1961, Lt Gen Anil Chauhan was commissioned into the 11 Gorkha Rifles of the Indian Army in 1981. He is an alumnus of the National Defence Academy, Khadakwasla and Indian Military Academy, Dehradun. In the rank of Maj General, the officer had commanded an Infantry Division in the critical Baramula sector in the Northern Command. Later as Lt General, he commanded a corps in the North East and subsequently went to become the General Officer Commanding-in-Chief of the Eastern Command from September 2019 and held the charge until his retirement from the service in May 2021.</p>



<p>In addition to these command appointments, the officer also tenanted important staff appointments including the charge of Director General of Military Operations. Earlier, the officer had also served as a United Nations mission to Angola. The officer superannuated from the Indian Army on 31 May 2021. Even after his retirement from the Army, he continued to contribute to national security and strategic matters. For his distinguished and illustrious service in the Army, Lt General Anil Chauhan (Retired) was awarded the Param Vishisht Seva Medal, Uttam Yudh Seva Medal, Ati Vishisht Seva Medal, Sena Medal and Vishisht Seva Medal.</p>

<p>Union Minister of State (Independent Charge) Science &amp; Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today announced the DoPT (Department of Personnel &amp; Training) decision of granting mass promotion to over 8,000 government employees in one go. The promotees belong to three key secretariat services.</p>



<p>Dr Jitendra Singh said the orders for mass promotion of these employees belonging to the Central Secretariat Service (CSS), Central Secretariat Stenographers’ Service (CSSS) and Central Secretariat Clerical Service (CSCS) have been issued after several rounds of high-level meetings in DoPT chaired by him in the last two-months. The Minister said, even legal experts were consulted widely as some of the orders were subject to the outcome of pending writ petitions.</p>



<p>Dr Jitendra Singh said, it was disheartening to see government employees attaining retirement from service without getting one’s due promotion and thanked Prime Minister Shri Narendra Modi for this kind decision. Of the total of 8,089 promoted employees, 4,734 are from CSS, 2,966 from CSSS and 389 from CSCS.</p>



<p>Dr Jitendra Singh also met delegations of Central Secretariat officials on several occasions to thrash out the issue, as he considered that these three services – CSS, CSSS and CSCS form the backbone of the central secretariat administrative functioning.</p>



<p>Dr Jitendra Singh also recalled that over three years back, DoPT had carried out mass promotions of nearly 4,000 officials in different departments at different levels, which had been widely hailed. Many of these promotion orders were also issued, subject to the outcome of pending writ petitions, he recalled.</p>



<p>Dr Jitendra Singh said that the secretariat services are an essential tool of governance, since the notes and drafts prepared by them form the bedrock of Government policies as the proposals pass through various stages in the government hierarchy.</p>
