<p>Sub: <strong>Guidelines regarding change of cadre of Indian Administrative Service Officers appointed against vacancies reserved for Physically Handicapped (PH) category.</strong></p>
<p>The undersigned is directed to refer to this Department&#8217;s OM of even number dated 14.02.2014 on the subject mentioned above and to say that consequent upon the approval and circulation of Cadre Allocation Policy for All India Services &#8211; IAS / IPS / IFoS vide OM No. 13013/2/2016-AIS.I dated 05.09.2017, the policy for change of cadre of Indian Administrative Service Officers appointed against vacancies reserved for Physically Handicapped (PH) category issued vide this Department&#8217;s OM of even number dated 14.02.2014 will now be treated as superseded w.e.f. Civil Services Examination &#8211; 2017.</p>
<p>2. Further, proposals of cadre change of Indian Administrative Service Officers appointed against vacancies reserved for Physically Handicapped (PH) category on the basis of Civil Service Examination upto 2016 will continue to be considered as per policy circulated vide this Department&#8217;s OM of even number dated 14.02.2014.</p>

<p>Sub: <strong>Allotment of berths under physically handicapped quota.</strong></p>
<p>As per extant instructions, handicapped quota of 2 berths in sleeper class (one lower and one. middle) is earmarked for physically handicapped persons travelling on concession.</p>
<p>1.1 There are two types of handicapped persons who can book berth under this quota; one for whom it is compulsory to travel along With escort and the second for whom it is optional. Recently instances were brought to the notice of this office where the handicapped persons for whom it is optional to. take an escort were not allowed to book single berth against this quota by some Railways since the second berth will go vacant as middle berth cannot be allotted to physically handicapped persons. This issue was also raised in Court of Chief Commissioner for Persons with Disabilities.</p>
<p>2. The matter has been accordingly examined and it has been decided. as under:-</p>
<blockquote><p>(i) There will be two types of handicapped quota of two berths each (one lower and one middle) in the same cabin; one for physically handicapped persons who can utilize concession only when accompanied by an escort and the second for those handicapped persons for whom it is optional to take an escort with them.</p>
<p>(ii) As for the former category it is compulsory to be accompanied by an escort, these berths can be booked by such category of handicapped persons booking tickets on concession on first come first serve basis.</p>
<p>(iii) For the later, where. it is optional to be accompanied by an escort, if the first handicapped person intends to book berth along with escort, both the berths will be booked. However if the first handicapped person books without escort, the second berth will not be booked under handicapped quota and will be released to RAC/waitlisted passengers at the time of preparation of reservation charts.</p>
<p>(iv) Further, at the time of preparation of reservation charts, the unutilized lower berths under this quota can be released to physically handicapped passenger(of either category who were kept in general waiting list due to-exhaustion of their quota), single senior citizen travelling alone on priority and thereafter to waitlisted passengers as per priority. In case a single berth. i.e. middle berth is left vacant in this quota of second category it will be released to RAC/waitlisted passengers.</p>
<p>(v) It has also been decided that whenever a physically handicapped person books ticket on concession and if no berth is available in handicapped quota, the system will automatically try to allot he lower berth to him/her and middle berth to escort subject to availability of same at the time of booking</p>
<p>(vi) CRIS will make necessary modifications in the software at the earliest but not later than 22.12.2015 under intimation to all Zonal Railways as well as to this office.</p></blockquote>
<p>3. Necessary instructions may be issued to all concerned. After provision of this facility by CRIS, wide publicity to above changes may be made for information of general public.</p>

<p>7th Pay Commission likely to recommend work-from-home options for physically handicapped, women employees</p>
<blockquote><p>“The 7th Pay Commission is finding out if there are possibilities for differently-abled and women employees of the Central Government to work from home.”</p></blockquote>
<p>According to sources, the 7th Pay Commission has sought for the opinion of the Department of Information and Technology regarding this option. The 7th Pay Commission has asked to study the possibilities of differently-abled and women workers to perform simple and specialized tasks from home and stay connected via the internet and other telecommunication tools.</p>
<p>The 7th Pay Commission has asked the Department of Information and Technology to identify such jobs for the less than 10,000 differently-abled workers who are currently employed by the Central Government.</p>
<p>Sources also say that Flexi-time Working Hours options are being considered for the more than 3.5 lakh women who are employed by the Central Government.</p>
<p>Since it is impossible for both these segments of workers to work during night shifts, the 7th Pay Commission is looking for options to employ them in specialized monetary and supervisory works which could be performed from home. It is being said that the step will be of tremendous relief for employees who have to travel long distance to reach their offices, and for the employees who work in congested offices.</p>
<p>It can be inferred that the 7th Pay Commission is particular about giving priority to women and differently-abled workers. Sources say that the 7th Pay Commission believes that greater productivity could be expected from them.</p>
<p>It is a well-known fact that telecommuting and work-from-hope options have become very popular in the private sectors and highly specialized tasks are sometimes performed this way. The 7th Pay Commission wants to bring in this work culture to the Central Government jobs too.</p>
<p>Meanwhile, news and updates about the 7th Pay Commission continue to flow into the news media. The Commission is very likely to submit its report to the Government by the end of December. Sources say that the final stage of preparing the report is now on.</p>
<p>Speculations about 35 percent salary hike, increasing the minimum pay to Rs.21,000, 4 MACP promotions, modernizing the CGHS medical facilities, and most importantly, about the retirement age, continue to surface. Readers are requested to not believe in any of them because all of them are mere figments of the writers’ imagination.</p>
