<p><strong>Subject: Development of electronic system for processing and authorizing the pension</strong></p>



<p>In the Central Civil Ministries two systems namely Bhavishya system developed by Department of Pension and Pensioners’ Welfare (DP&amp;PW) and Public Financial Management System (PFMS) developed by O/o the Controller General of Accounts are being used for Sanction of pension cases by the Heads of offices (HoOs) and Authorization of pension cases by the Pay and Accounts Offices (PAOs) respectively towards reaching the end goal of end to end digitization of pension.</p>



<p>2. The pension forms are filled by the pensioners electronically under Bhavishya System and are sent by the HoOs to the respective PAOs electronically. The PAOs of respective Ministry&#8217;s /Departments/ Offices send the <a href="https://centralgovernmentnews.com/tag/e-PPO/" target="_blank" rel="noreferrer noopener">e-PPO </a>(electronic pension payment order) to CPAO which in turn issues e-SSA (electronic special seal authority) and sends it to Pension Disbursing Banks for making the pension payments electronically.</p>



<p>3. A brief description of both the systems is as under:-</p>

<ul class="wp-block-list"><li><strong>Bhavishya</strong>: This system provides online tracking of pension sanction and payment process by the individual as well as the administrative authorities. The system captures the pensioners personal and service particulars. The forms for processing of pension can be submitted online. It keeps retiring employees informed of the progress of pension sanction process through SMS/E-mail. The system obviates delays in payment of pension by ensuring complete transparency.<br /><br />Also check: <strong><a href="https://centralgovernmentnews.com/bhavishya-pension-sanction-and-payment-tracking-system-launched-on-pilot-basis/" target="_blank" rel="noreferrer noopener">“BHAVISHYA” Pension Sanction and Payment Tracking System Launched on Pilot Basis</a></strong><br /></li><li><strong>PFMS</strong>: Bhavishya is integrated with the Pension module of PFMS and all the data forward through Bhavishya appear in the Pension module of PFMS. After verifying all the details by the concerned PAO and the e-ppo is prepared and this e-ppo is transmitted to the CPAO electronically after digitally signing it.</li></ul>



<p>4. As you are aware that the postal services in the country are not working at their full strength due to the <a href="https://centralgovernmentnews.com/tag/COVID-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> pandemic which is delaying in finalization of pension cases. It is also mentioned that during this pandemic, the movement of physical papers may be avoided to contain the spread of the disease.</p>



<p>5. Keeping in view of the facts mentioned above, it is suggested that your department may also initiate the process for electronic submission of pension documents for sanction and authorization of pension as being done in the Central Civil Ministries for the pensioners covered under CCS (Pension) Rules. This will make the life of the pensioners very easy, reduce unnecessary use of paper and data entry at various levels and ensure speedy processing and payment of pension. This will be a big reform under the aegis of Digital India mission as envisaged by Hon’ble Prime Minister of India.</p>

<p>6. The system can be developed by your departments as per the applicable pension rules or the existing systems of Bhavishya and PFMS may be customized as per the needs of your Department/Office for sanctioning and authorizing the pension cases and its onward transmission to CPAO electronically. If required, the technical teams of DP&amp;PW and CGA will provide all necessary technical support.</p>

<p><strong>Uploading of Salary Payment Files on PFMS by 25thSeptember 2019 for the month of September 2019</strong></p>



<p>It has come to the notice of this office that Bank Unions have called for a strike from 26thSeptember to 27thSeptember 2019. Banks are likely to remain closed on those days and even files for the payment of salary for the month of September 2019, which is due for 30thSeptember 2019 may not get processed, resulting in delay of disbursal of Salary to the <a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener" aria-label="Central Government Employees (opens in a new tab)">Central Government Employees</a>.</p>



<p>2. All the Pr. CCAs/ CCAs/ CAs (independent charge) are, therefore, requested to issue necessary instructions to all the field PAOs/ CDDOs under their control to <strong>upload the salary payment files for the month of September 2019 with NPB date as 30thSeptember 2019 (last working day of the month) and ensure to reach the banks latest by 25thSeptember 2019.</strong></p>

<p>Department of Expenditure , Ministry of Finance clarifies that it&#8217;s Order dated 18th June 2019 relating to the disbursal of salary for the month of June 2019 is applicable to only an attached office under the Department namely, the O/o Controller General of Accounts (CGA) and the officials working in the PFMS Project Cell and is temporary in nature to avoid exceeding the Vote on Account limit</p>

<p>It has been brought to notice that an internal Confidential Office Order pertaining to the Department of Expenditure, Ministry of Finance is being circulated in various social media platforms.</p>



<p>It is clarified and informed that the Department of Expenditure &#8216;s Order dated 18th June 2019 relating to the disbursal of salary for the month of June 2019 is applicable to only an attached office under the Department of Expenditure namely, the O/o Controller General of Accounts (CGA) and the officials working in the PFMS Project Cell and is temporary in nature to avoid exceeding the Vote on Account limit. </p>



<p>The General Public is also forewarned and cautioned not to circulate the Order since it is confidential in nature and may attract punitive actions under the applicable legal provisions.</p>

										<content:encoded><![CDATA[<p style="text-align: left;" align="right"><strong>Finance Minister to inaugurate the Centralized GP Fund Module of PFMS for all the Central Government Employees and ePPO Module of PFMS for complete end -to -end electronic processing of Pension cases tomorrow</strong></p>

<p>On the occasion of 42nd Civil Accounts Day tomorrow, the Union Minister for Finance &amp; Corporate Affairs , Shri Arun Jaitley will inaugurate the Centralized GP Fund Module of PFMS for all the Central Government Employees. The centralized GPF module meets a long standing demand of the Central Government Employees for a mapping of GPF Accounts with the unique Employee ID thereby facilitating online application for GPF advances and withdrawals with online access to the employee&#8217;s current GPF balances. The module will streamline GPF accounting and transfer of balances.</p>
<p>During the Inaugural Session, the Finance Minister, Shri Jaitley will also inaugurate the ePPO module of PFMS for complete end -to -end electronic processing of Pension cases. The ePPO includes the integration of the BHAVISHYA application of the Department of Pension &amp; Pensioners&#8217; Welfare and the PARAS application of CPAO with PFMS for seamless processing of Pension cases thereby eliminating delays and errors involved in manual processing.</p>
<p>A function is being organized tomorrow at D.S. Kothari Auditorium, DRDO Bhawan Complex, New Delhi to mark the 42nd Civil Accounts Day.</p>
<p>The Finance Minister, Shri Arun Jaitley will be the Chief Guest at the Inaugural Session. The Union Minister of State for Finance, Shri Pon. Radhakrishnan will preside over this Session. The Secretary (Expenditure), Shri A. N. Jha and the Controller General of Accounts(CGA), Shri Anthony Lianzuala will be the other dignitaries at the Inaugural Session.</p>
<p>It may be mentioned here that the Union Finance Minister, Shri Arun Jaitley had earlier graced the 40th Civil Accounts Day function on March 1, 2016 in which the Hon&#8217;ble President of India was the Chief Guest. The Union Finance Minister, Shri Jaitley had also very graciously inaugurated the ‘Mahalekha Niyantrak Bhawan&#8217;, the new building of this office on September 14, 2016.</p>
<p>Earlier, the Finance Minister had been kind enough to launch the mandatory use of PFMS for Central -Sector schemes monitoring (Oct 2015), the Non -Tax Receipts Portal (NTRP) (Feb 2016) and the Web Responsive Pensioners&#8217; Service of the Central Pension Accounting Office (CPAO) (September 2016).</p>
<p>The Union Government initiated a major reform in Public Financial Management in 1976. The Audit and Accounts functions were separated by relieving the Comptroller and Auditor General of his responsibility of preparation of Union Government accounts. The accounting function was brought directly under the control of the Executive. Consequently, the Indian Civil Accounts Service (ICAS) was established. The ICAS was carved out from the Indian Audit &amp; Accounts Service (IA &amp; AS), initially through the promulgation of an Ordinance amending the C &amp; AG&#8217;s (Duties, Powers and Conditions of Service) Amendment Act, 1976. Later on, the Departmentalization of Union Accounts (Transfer of Personnel) Act, 1976 was enacted by Parliament and assented to by Hon&#8217;ble President of India on 8th April, 1976. The Act was deemed to have come into force with effect from 1st March, 1976. Accordingly, the ICAS is celebrating March 1 every year as the &#8220;Civil Accounts Day&#8221;.</p>
<p>Since its inception the ICAS has steadily grown in stature and now plays an important role in the management of public finances of the Union Government</p>
<p>Other highlights of the 42nd Civil Accounts Day function are</p>
<p>* <strong>Inauguration of the Centralised GPF and ePPO modules of PFMS</strong></p>
<p>Reforms in public financial management are a continuous process. Structural changes take place in the economy and in the functioning of government which demand accounting data on public finances to be available to decision makers, often on real time basis. This demand for faster information can only be met through adoption of technology. Recognizing this need, the Service has since its inception, been a pioneer in the use of Information Technology in Payments, Accounting and Financial Reporting.</p>

<p>Shri N. K. Singh, Chairman, FFC will deliver the keynote address at the Plenary Session from 12.00 PM to 12.50 PM on the topic &#8220;Managing Public Finances for a resurgent India&#8221;. The Address will be of tremendous significance in the context of fiscal discipline efforts of the Union and the States that would be required to achieve fiscal consolidation.</p>

<p>The post-lunch session (2:00 PM -2:50 PM) will feature a talk by Shri Rajnish Kumar, Chairman, State Bank of India on the topics &#8220;Leveraging Information Technology for an efficient receipt and payment system of the Government of India&#8221;. As the head of the premier accredited and aggregator bank for Government business, the views of Chairman, SBI on the subject would be of immense significance especially in the context of implementation of the Public Financial Management System (PFMS) with a seamless integration with the banking systems.</p>

<p>Subject: <strong>Standard Operating Procedure for Engagement of Ministries/Departments of Government of India with PFMS and NTRP.</strong></p>
<p>Reference is invited to this office QM. No. S-11012/e-payment-PFMS/9(4VTA-II/2016-17/251 dated 22nd March, 2017 regarding engagement of Ministries/Departments of Government of India with PF MS and NTRP.</p>
<p>2. With reference to above, a Standard Operating Procedure (SoP) containing necessary guidelines / instructions for engagement of Ministries/Departments of Government of India with PFMS and NTRP is enclosed for information and necessary action. All the Ministries/Departments of Central Government are required to go through the SoP in order to submit their proposals for integration with PFMS and NTRP to office of CGA through their Pr. CCAs/CCAs/CAs. O/o CGA, alter examining the proposal with respect to the relevant Rules/Provisions of GAR, R&amp; P Rules, GFR, DFPR etc., will forward the same to PFMS for further necessary action. The PFMS will process the proposal in consultation with the concerned Ministry/Department and CGA and implement the same finally under intimation to CGA and Ministries/Departments concerned.</p>
<p>3. The proposal may contain the following:-</p>

<p>Sub: <strong>Processing of Pension cases mandatorily through Bhavishya (Online Pension Sanction &amp; Payment Tracking System) w.e.f 01/01/2017 &#8211; reg.</strong></p>
<p>Department of Pension and Pensioners’ Welfare is responsible for formulation of policy and coordination of matters relating to pension policy and welfare of Central Government pensioners. It has been seen that despite detailed guidelines and instructions to the contrary a large proportion of retiring employees do not get their retirement benefits and the Pension Payment Order(PPO) in time. It is likely that such retired employees find it difficult to get the process completed after retirement. The sanction process starts more than a year before the date of retirement and requires cooperation amongst various agencies. This department has, therefore, launched Bhavishya &#8211; an online pension sanction and payment tracking system. The system by keeping track of the progress of each case introduces transparency and accountability. Both the retiring employees as well as administrative authorities can monitor progress at each stage.</p>
<p>2. The system has been running successfully in the main Secretariat of all ministries/departments for the last one year. It has since been extended to cover over 3000 Drawing and Disbursing Officers and Pay and Accounts Offices from various ministries/departments and their attached offices.</p>
<p>3. It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form. The Pay and Accounts Offices will process cases generated through Bhavishya through the pension module in COMPACT till the Public Financial Management System(PFMS) is made operational and integrated with Bhavishya.</p>
<p>4. It is to be noted that all authorities will strictly follow the timelines prescribed under the CCS(Pension) Rules and in no case will the pension case be delayed on account of electronic processing through Bhavishya.</p>
<p>5. These instructions take effect from 1st January, 2017.</p>
<p>6. This issues with the approval of competent authority.</p>
