Subject: Transfer of Personal Assistant of CSSS under the provision of RTP of CSSS-reg.

The undersigned is directed to refer to this Department’s O.M. No. 25/28/2014-CSII(A) dated 22.07.2015 vide which the revised Rotational Transfer Policy (RTP) for CSSS personnel has been notified. It has accordingly been decided to carry out rotational transfer on the basis of the revised RTP.

2. As per the provision of RTP, the total tenure prescribed for a PA of CSSS in a particular Cadre Unit! Ministry/ Department is 8 years against the cut-off date of 1 sl July, 2016. Officials serving in Ministry/ Department, which are largely regulatory in nature, namely DoPT, MHA, Defence, Legal Affairs and Expenditure will be given a reduced tenure by one year i.e. 7 years against the cut-off date of 1 sl July, 2016.
3. Keeping in view of the above, all the Cadre Units of CSSS are required to furnish the name of all the eligible PAs, who have completed the prescribed tenure, mentioned in para 2 above, as on 01.07.2016 for transfer under RTP to execute the transfer policy smoothly as in Annexure-I.

4. While examining the web based data in respect of the Personal Assistants to be covered under RTP, it has been observed that complete data in respect of a large number of officials are not available. The Cadre Units are, therefore, requested to ensure that the data at Cadre Management System updated. In the meanwhile, the information in respect of PAs be furnished to this Department in the enclosed proforma positively by 16.10.2017.

Subject: Review of CSSS officers in the Grade of Personal Assistant under FR 56 (j) and Rule 48 of CCS(Pension) Rules, 1972-reg.

The undersigned is directed to refer to this Department’s D.O. letter No. 3/8/2015-CS.1 (D) dated 26.02.2016 and subsequent reminders dated 08.11.2016, 29.11.2016 and 23.12.2016 vide which all the cadre units of CSSS were requested to furnish the inputs in the format annexed therewith with respect to the officers who in the opinion of Ministry/Department, are covered under extant provisions of FR 56 (j)/Rule 48 of CCS(Pension) Rule, 1972. However, the inputs sought in respect of PA Grade are still awaited from several Ministries/Departments.

2. It is, therefore, once again requested to all the defaulting cadre units to furnish the requisite information in respect of PA Grade who are due to review under the provisions of FR 56U) to this Department within a week positively.

Subject: Delegation of power to relax the educational qualification for appointment in the personal staff of Union Ministers — regarding

The undersigned is directed to refer to this Deptt’s O.M.No.8/5/98-CS.II dated 23.10.2001 wherein it is clarified that ‘the educational/skill qualification for personal staff of Ministers should be similar to the corresponding/comparable posts in the Government and as per the directions of Hon’ble Prime Minister, there will be no relaxation in the educational and skill qualification for the personal staff of Ministers.

2. This Department had been receiving many references from various Ministries/Departments for appointment of officials in the personal staff of Ministers in relaxation of prescribed educational qualification. In order to curb the delay in appointment of persons in the personal staff of Ministers seeking relaxation of educational qualification, the matter has been re-examined and it has been decided with the approval of Hon’ble Prime Minister to delegate the power for relaxation of educational qualification for appointment of officials in personal staff of Union Ministers as under:

(i) The power to relax the educational qualification for appointment as Peon in the personal staff of Union Minister is delegated to the respective Ministry.

(ii) The power to relax the educational qualification for appointment to posts other than Peon in the personal staff of Union Ministers has been delegated to Cabinet Secretary.

3. As regards para 2(ii) above, it is clarified that the Ministries/Departments are required to submit the proposal to this Department (CS-II Division) for seeking relaxation of educational qualification for appointment of officials to posts other than the post of Peon in the personal staff of Union Ministers for obtaining concurrence of Cabinet Secretary.

4. All the Ministries/Departments are requested to take the above mentioned guidelines into consideration before forwarding any proposal for appointment of officials in the personal staff of Ministers.

Subject: Compilation of vacancies in the Personal Assistant (PA) grade of CSSS for the Select List Year-2012.

The undersigned is directed to say that this Department has been calculating the vacancies in the PA grade on centralised basis by preparing the Post Based Reservation Roster (PBRR) since SLY-2012. Since the period of SLY-2012 i.e. from 1.7.2012 to 30.6.2013 has been completed, the process of compilation of exact number of vacancies in the PA grade for the SLY-2012 needs to be initiated.

The vacancies arisen on account of retirement in the PA grade and promotion to the PS Grade will be assessed centrally by this Department for which post based reservation rosters (PBRRs) will be prepared in this Department. In order to calculate the exact number of vacancies in the PA grade for SLY-2012 arisen due to other reasons such as deputation, resignation, pre-mature retirement, death, absorption, etc., additional information will be required from the Cadre Units of CSSS.

2. For compilation of this information, some proformae have been devised which are enclosed as Annexures I to VII to this O.M. As such, all Cadre Units are requested to furnish the requisite information properly in the prescribed Annexures to this Department positively by 5.8.2013 so as to enable this Department to prepare the PBRRS in respect of PA Grade and calculate the vacancies for the Select List Year 2012.

Subject : Fixation of Range of Seniority for promotion from PA to PS Grade of CSSS Select list Year-2011-reg.

Reference is invited to this Departments’ O.M. of even number dated 28.03.2013 & subsequent reminder dated 07/05/2013 on the above mentioned subject. The requisite information regarding recommendation of DPC for promotion of eligible PA to PS Grade of CSSS for the Select List Year-2011 was required to be furnished in the prescribed proforma by 30/04/2013 by the Cadre Units of CSSS.

2. The requisite information from the Cadre Units addressed below has not so for been received despite a reminder. Thy non-receipt of this information is delaying the process of finalizing the panel of eligible officers for appointment to PS Grade of CSSS for the Select List Year-2011. The defaulting Cadre Units are requested to furnish the requisite information without further delay.

Subject : Nomination of Stenographers Grade ‘D’ / PA (ad-hoc) of CSSS for appointment to the Grade of Personal Assistants of CSSS for the Select List Year — 2010 (Part) on regular basis under the Zoning Scheme for Seniority Quota (SQ).

The undersigned is directed to refer to this Departments O.M. of even number dated 18.2.2012 wherein the range of seniority for promotion from Stenographers Grade ‘D’ to Personal Assistant Grade of CSSS for the Select List Year-2010 has been laid down and to say that on the basis of information furnished by the Cadre Units, it has been decided to nominate the Stenographers Grade ‘D’ / PA (ad-hoc) whose names appear in the Annexure to this O.M. for appointment / promotion to the PA Grade of CSSS on regular basis under the Zoning Scheme on their inclusion in the Select List Year 2010 (Part) (SQ).

2. It is requested that urgent action may be taken to appoint/promote these officers to PA Grade of CSSS against the Select list Year 2010 (SQ) provided they are clear from vigilance angle. A copy of the appointment / promotion order issued in this regard by the Cadre Units duly indicating the CSL number of the officers may be forwarded to this Department immediately.

3. No request for retention will be entertained as cadre allocation has been made on the basis of vacancies reported under seniority quota by the respective cadre units and in accordance with Rotational Transfer Policy for CSSS personnel issued vide O.M.No 13/1/2009-CS.II dated 15.7.2011.

4. Cadre units are also requested to ensure that the officers concerned are relieved within 45 days from the date of issue of this O.M. to take up the new posting in the cadre unit allocated failing which their nomination order shall be cancelled by this Department In case an officer nominated against the Select List Year, 2010 refuses regular promotion, cadre units concerned may initiate action in terms of this Department’s O.M No 5/1/2008-CS.I(S) dated 8.4.2011 under intimation to this Department.

5. The unfilled vacancies of SC/ST Category may be carried forward to the Select List Year 2011 since sufficient number of SC/ST candidates are not available in the zone of promotion for Select List Year 2010.

6. This O.M. is available on the website of this Department viz. www.persmin.nic.in – Central Services Wing -> CS Division -> CSSS Promotion (Regular) -> Steno Grade ‘D’ to ‘C’.
