<li>In the last 8 Years of Modi Government, Ministry of Personnel, Public Grievances &amp; Pensions has become a “Facilitatory Ministry” dedicated to the service of both the personnel and common man.</li>



<li>Dr Jitendra Singh launched Revamped e-HRMS 2.0 Portal, which will provide the following services in a digital mode to the employees &#8211; Transfers (Rotation/Mutual), Deputation, APAR, IPR, iGOT Trainings, Vigilance Status, Deputation Opportunities, Service Book and other basic HR Services like Leave, Tour, Reimbursements etc.</li>



<li>The compilation of 78 Master Circulars is expected to promote ease and convenience and help the user Departments in expeditiously disposing their HR issues</li>



<li>Union Minister of State (Independent Charge) Science &amp; Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today said, DoPT is fast emerging as key Human Resources Nucleus for Government of India.</li>
</ul>



<p>Delivering a keynote address on culmination of Good Governance Week (19-25 December 2022) at CSOI Auditorium, Dr Jitendra Singh said, in the last 8 Years of Modi Government, Ministry of Personnel, Public Grievances &amp; Pensions has become a “Facilitatory Ministry” dedicated to the service of both the personnel and common man.</p>



<p>Dr Jitendra Singh underlined that the transformative reforms undertaken by DoPT, Department of Pensions and ARPG in the last 8 years brought increased transparency, increased accountability and technology driven changes moving from Timeline to Real time through Dashboard mechanism to follow the ultimate goal of Prime Minister’s Mantra of “Maximum Governance, Minimum Government”.</p>



<p>Paying rich tributes to former Prime Minister, Bharat Ratna, Shri Atal Bihari Vajpayee, on whose birth anniversary Good Governance Day is observed, Dr Jitendra Singh said, this year’s event is also special in the sense that we have celebrated the 75th Anniversary of India’s Independence and also assumed the Presidency of G-20 to make a mark on Global Issues and Challenges in years ahead.</p>



<p>Dr Jitendra Singh said, this year’s event is also significant that Mission Karmayogi has graduated to a new level and is now available on Mobile App to learn and engage anytime from anywhere. He also pointed that Mission Karmayogi has also moved to next generation after Prime Minister Modi launched Karmayogi Prarambh module on 22nd November, 2022 during the 2nd edition of Rozgar Mela. The Minister said, the Prarambh module will be of immense help to new entrants into the government service to prepare for future role in a perfect fashion.</p>



<p>Secretary, DoPT, Ms. S Radha Chauhan in her address said that the main aim of all government jobs is to deliver the services to common man with ease and also within time. She said, delivery of services with commitment and in a qualitative manner should remain the guiding principle of all Civil Servants. Ms Chauhan said, Good Governance Day is also an occasion to reiterate this noble resolve of bringing “Ease of Living” for common man.</p>



<p>Secretary, DARPG, Mr V. Srinivas said that the Sushasan Sapth 2022 witnessed the Second Nation-wide campaign for Redressal of Public Grievances and Improving Service Delivery. He said, Prashasan Gaon ki Ore 2022 has witnessed significant progress – 50.79 lac public grievances were redressed, 282 lac service delivery applications were disposed, 863 innovations in governance were documented and 194 Vision India@2047 District level documents uploaded on the GGW22 portal till December 24, 2022.</p>



<p>Earlier Dr Jitendra Singh launched Revamped e-HRMS 2.0 Portal, as the earlier iteration of the e-HRMS was limited in scope, where employees could avail limited services and it was not connected with other HR applications. As a result, the employees were unable to get full benefits of digital service deliveries and seamless connection with HR applications and initiatives of the Govt. The revamped e-HRMS 2.0 Portal will provide the following services in a digital mode to the employees &#8211; Transfers (Rotation/Mutual), Deputation, APAR, IPR, iGOT Trainings, Vigilance Status, Deputation Opportunities, Service Book and other basic HR Services like Leave, Tour, Reimbursements etc.</p>



<p>The revamped e-HRMS 2.0 is the first digital system in Govt. of India to provide end-to-end HR Services. Presently, no other Government Service Cadre System in India is as advanced in its reach and applications, as the revamped e-HRMS 2.0. would be with the launch of this system, DoP&amp;T will be moving towards total digitization of HR Services. Revamped e-HRMS 2.0 will save several thousand man-hours and tonns of printing paper. This will also go a long way in improving employee satisfaction, promoting ease of doing/processing HR work and enhancing productivity and transparency in administrative functioning.</p>



<p>The Minister also launched Mobile Application of iGoT Karmayogi Portal by Karmayogi Bharat (SPV) with an aim to create professional, well trained and future ready civil service for India, Mission Karmayogi was launched by the Govt. of India. The iGOT Karmayogi platform is envisaged as a democratised, competency driven solution space that all of the government can access to enhance their execution capabilities.</p>



<p>With this vision, an iGOT-Karmayogi mobile app is also being launched. The app and the platform will allow all government servants, at multiple levels, to undergo continuous training, depending on their domain areas. The app and the platform will provide anytime-anywhere-any-device learning to train about 2 crores users which was hitherto not achievable through traditional measures. On this app, learners can:</p>

<li>Learn anytime, anywhere, on any device (even offline)</li>



<li>Upskill themselves with variety of courses for their needs</li>



<li>Learn directly from top institutes and experts</li>



<li>Earn certificates and enrich their profile</li>

<li>Identify their gaps &amp; needs and upgrade their skills, attitudes and knowledge</li>

<p>Dr. Jitendra Singh also launched the Revamped Probity Portal &#8211; In 2017, a dedicated online portal (https://probity-dopt.nic.in) was made functional for obtaining the data from all the Ministries/ Departments/ Autonomous Organizations/ Public Sector Banks in respect of following items –</p>



<ul class="wp-block-list">
<li>Review under FR 56(j)/similar provisions</li>



<li>Number of cases pending for sanction for prosecution</li>



<li>Implementation of Rotational Transfer Policy &#8211; Identification of sensitive posts and number of sensitive posts occupied for more than 3 years</li>



<li>Number of Major and Minor penalty disciplinary proceedings</li>



<li>Discontinuation of Interviews for Group ‘B’ (Non-Gazetted)/Group posts.</li>
</ul>



<p>DoP&amp;T has now completely revamped the existing Probity Portal. The new and revamped Probity Portal and capturing of real-time information using such platform will send a clear signal that ‘non-performance’ and ‘inefficiency’ of the government employees will not be tolerated and that the right attitude towards public service with ‘integrity’ and ‘probity’ are expected from every Government servant.</p>



<p>DoPT has undertaken an extensive exercise of consolidation of instructions issued from time to time related to various aspects of service and made them easily accessible. Accordingly, under 11 major Heads (and relevant sub-heads), the 78 Master Circulars have been made available, which shall be updated in real time basis and will be easily searchable through intelligent search engines. The Master Circulars are being made available through the DoPT website https://dopt.gov.in.</p>



<p>e-Book on Consolidation of Instructions was also unveiled &#8211; The Government instructions in the forms of various Office Memorandums and Circulars were available on official website of DoP&amp;T, but it used to be a challenge for the Government officials, Departments, Users and interested citizens to have access to the latest and updated version of the government instructions on HR/ Service/ Pension/ Training related matters</p>

<p>Attention is invited to this office OM No. CPAO/IT&amp;Tech/Master Data/14 (Vol-II)/2018-19/52 dated 22.06.2018 (copy enclosed), on the subject cited above, issued to all banks to update their Master Data quarterly as per the revised format available on CPAO’s website.</p>



<p>2. It has been observed that Banks are not updating their master data regularly and not providing the changed information in Format-F along with the payment scrolls. This has the potential to lead to data mismatch between Banks and CPAO which can in turn lead to underpayment/overpayment of pension and other financial/non-financial errors.</p>



<p>3. In view of the above, Heads of CPPCs/GBDs of all Authorized banks are requested to update Master Data of pensioners quarterly for review and better management of the data. They are also requested to furnish the changed information in Format-F including date of Life Certificate along with each and every payment/receipt scroll in future so that any subsequent changes required in master data may be incorporated by CPAO itself.</p>



<p>4. To facilitate the banks, the guidelines for electronic transmission of accounting data under the CPPC system by authorized banks along-with changed/updated Format-F have been provided on CPAO’s website www.cpao.nic.in (&#8220;For Banks Guidelines for Banks &#8211; Guidelines for Master data&#8221;).</p>

<p>Subject: <strong>Grant of Liberalised family pension to widows who re-married before 01.01.1996- Instructions regarding.</strong></p>



<p>Reference: GoI, MoD letter No. 1(1)/2001/D (Pen-C) dated 24 June 2005</p>



<p>Of late it has been observed that the complaints are being received from widow of Armed force personnel died prior to 01.01.1996 regarding non-payment of Liberalised family pension to the widows who were in receipt of LFP and subsequently LFP was stopped / converted into OFP due to her remarriage before 01.01.1996 with a person other than the real brother of her deceased husband. In terms of Gol, MoD letter no. 200847/Pen-C/71 dated 24.02.1972, the LFP sanctioned to widow was stapped and further converted into OFP after her remarriage with a person other than real brother of the deceased soldier.</p>



<p>In accordance to Gol, MoD letter No. 1(1)/2001/D(Pen-C) dated 24 June 2005, Liberalised family pension of such widows who remarried before 01.01.1996 and whose LFP were stopped and concerted into OFP due to their remarriage are now regulated in terms of para 6.6 of Gol, MoD letter No. 1(2)/97/D(Pen-C) Dated 31.01.2001. The actual benefit arising out of this order will be payable w.e.f 24.06.2005.</p>



<p>In view of the above you are requested to review all the affected cases where LFP was not yet restored to widaw as per Gol, MoD letter No.-1(1)/2001/D(Pen-C) dated 24 June 2005 by issuing afresh PPO. Such cases after review may please be sent to OI/C, G-4 section of this Office enclosing following documents-</p>



<p>i) Corr. LPC- cum datasheet along with the proforma (attached as annexure &#8216;A&#8217; duly supported with sheet roll.</p>



<p>ii) Family pension claims for restoration of  LFP.</p>



<p>iii) A certificate regarding supporting/non-supporting of child (ren) countersigned by the zila sainik along with family details as per annexure B.</p>



<p>iv) An application from widow for restoration of Liberalised family pension</p>



<p>v) Last payment certificate by PRA, where date upto which Liberalized Family Pension was paid to widow and date of stoppage of Liberalized family pension is clearly mentioned.</p>



<p>vi) Descriptive roll of widow duly affixed recent photographs.</p>

<p>Sir,</p>



<p>In continuation of this Ministry&#8217;s letter No. PC 1(2)/97-D (Pen-C), dated the 16th May, 2001 on the subject mentioned above, I am directed to convey the sanction of the President to grant Liberalised Family Pension to a widow whose liberalised family pension was stopped on her remarriage before 01.01.96 with a person other than the real brother of the deceased. Such pension may be regulated in terms of para 6.6 of this Ministry’s letter No. 1(2)/97/D(PEN-C) dt. 31.01.2001.</p>



<p>2. The actual benefit arising out of this order will be payable from the date of issue of this letter. </p>



<p>3. Pension Regulations of the three Services will be amended in due course.</p>



<p>4. This issues with the concurrence of Defence(Finance) vide their UO No. 2907/Fin/ Pen dated 24.6.05.</p>

<p>Reference:-(i) This office letter No.G-1/M/01/ICOs/7th CPC/Vol-II dated 29.09.2017 addressed to PCDA(O) Pune.<br />
(ii) This office letter No. G-1/M/01/ICOs/7th CPC/Vol-III dated 30.11.2017 addressed to Naval Pension office and Air Force Central Accounts office amongst other<br />
(iii) GoI, MoD letter No. 17(1)/2017(02)/D(Pen/Pol) dated 17.10.2018.</p>
<p>1. Please refer to this office letters cited above issued for revision of pension/ family pension in respect of pre-01.01.2016 retired/discharged/invalided out/died Armed Forces officers. Consequent upon issuance of the concordance table vide GoI, MoD letter No. 17(1)/2017(02)/D(Pension/Policy) dated 17.10.2018, revision of pension under notional pay fixation method is to be carried out by the PSAs concerned by issuing Corr. PPO.</p>
<p>2. These concordance tables have been prepared to facilitate fixation of notional pay of Pre‐2016 pensioners/ family pensioners by the PCDA(O) Pune/ NPO, Mumbai / AFCAO New Delhi in case of commissioned officers of Army / Navy /Air Force respectively. Due care has been taken to prepare these concordance tables based on the fitment tables for fixation of pay from 3rd to 4th, 4th to 5th, 5th to 6th and 6th to 7th Pay Commission. In case of any inconsistency in the concordance tables vis‐a‐vis the relevant rules / instructions, the notional pay and pension/ family pension of pre‐2016 pensioners / family pensioners may be fixed in accordance with the rules / instructions applicable for fixation of pay in the intervening Pay Commission periods.</p>
<p>3. The pension / family pension of pre‐2016 Armed Forces pensioners / family pensioners may be revised using the appropriate concordance table in accordance with the instructions contained in this Ministry&#8217;s above quoted letter dated 05/09/2017.</p>
<p>4. To enable PSAs to implement the MOD letter dated 05.09.2017 para‐18 of the ibid letter clearly specifies that it shall be the responsibility of the PCDA(O) Pune/AFCAO New Delhi/ NPO Mumbai in case of Commissioned Officers of Army / Air Force / Navy to initiate cases for revision of pension/ family pension of Pre‐01‐01‐2016 pensioners/ family pensioners with effect from 01.01.2016 in accordance with these orders for issue of revised Pension Payment Order (PPO) for every pensioner / family pensioner. The Pension Sanctioning Authority would impress upon the PCDA(O) Pune / AFCAO New Delhi/ NPO, Mumbai for fixation of pay on notional basis based on extant orders and will issue revised Pension Payment Order at the earliest.</p>
<p><strong>5. Suo-moto Revision:</strong></p>
<p>This office has carried out an analysis to assess number of cases of Pre-16 pensioners where revision is involved. As per Sanction Database, an estimated 52,000 cases of Commissioned Officers requires revision of pension/family pension. To carry out revision through normal conventional method of calling for LPC‐CUM‐Data Sheet with vetting of Pay details by Pay Accounting Office concerned would be time consuming. Therefore, it has been proposed to carry out suo‐moto revision subject to the approval of Ministry of Defence, wherever feasible based on PDA details and Pay details (and other info like Rank and QS) wherever available in master data base and based on notional Pay fixation as per Concordance table for 7th CPC issued vide GOI. MOD letter dated 17/10/2018.</p>
<p><strong>6. Initiation for remaining cases where suo moto is not feasible</strong></p>
<p>In remaining cases where Pay Details (and other related fields like Rank and QS) and current PDA details are not available with this office, in such cases this office will not be able to revise the pension and issue the revised PPO on suo‐moto basis. In these cases, claims / inputs will be required from concerned Record keeping and Pay Accounting office viz. PCDA(O) Pune/ NPO, Mumbai / AFCAO New Delhi in case of commissioned officers of Army / Navy /Air Force respectively to authenticate the pensioner details. Similarly, in case of Post-96 retired Majors and equivalent granted Pay of Lt. Col. and equivalent notional pay in concordance table has not been provided. In such type of cases the notional pay will be fixed by concerned Pay accounts office. Therefore, to carryout effective, paperless and speedy revision, an Utility software has been developed by PCDA(P) office to be hosted on CGDA WAN to make available all the data of Pre‐2016 Commissioned Officers pensioners/family pensioners for access, modification, initiation (if not found available in database of PCDA(P) on search) and for fixation of 7th CPC pay details by respective Pay Accounting Office in line with MOD letter dated 05/09/2017 (Para 18). Due care has been taken to account for all the cases of live pensioners. However still if any case is missing, the same may be initiated through this utility by PAO and forwarded online through utility.</p>
<p>In case of revision of Pre-01.01.2016 Family Pension /Disability cases or fresh initiation, copy of concerned PPO may also to be uploaded by PAO concerned for ready reference while submitting the revision claim through utility provided</p>
<p><strong>7. Paperless Revision and issue of e‐PPO</strong></p>
<p>As the Data can be accessed, initiated, approved and completed through the utility software provided by this office on WAN and controlled through allotted login / password, which is menu based and user friendly. Collection of data will be realized through an interface accessible through CGDA WAN and completed data will be processed by PCDA(P) Allahabad and e‐PPOs will be generated in cases received. The working methodology of utility software and the User Manual is attached for guidance.</p>
<p><strong>8. Issue and Transmission of e‐PPO</strong></p>
<p>The revised corrigendum PPO will be issued by PSAs in e‐PPO mode with new 12 digit PPO No. and 4 digit suffix code alongwith old PPO number. The e‐PPO consisting of .pdf and .xml files will be digitally signed and will be transmitted directly to the PDAs through SFTP connectivity as is already being done for new pensioners (no confirmation from PCDA(O)/AFCAO, New Delhi/NPO Mumbai is required by PDA). E‐PPOs will also be uploaded on CGDA WAN for PCDA(O)/ AFCAO, New Delhi /NPO Mumbai to download a copy for record purpose as well as for providing a copy to the pensioner/family pensioner concerned. Any irregularity if noticed may be pointed out to this office for further necessary action.</p>
<p><strong>9. Allotment of login ID and password to Administrator PAO:</strong></p>
<p>To access the utility programme, PAO will be issued login ID and password. Accordingly every PAO has to nominate one Officer of their office as ADMIN (Administrator) to whom login credentials i.e. password will be provided by PCDA(P). The ADMIN of PAO may further allot login user id and password to the required number of users to act as Initiator and Approver in their office at their end through ‘User Management&#8217; of utility software on WAN. For this purpose a Proforma for allotment of login ID and password to the Admin of PAO concerned is enclosed as per Annexure‐A which may be filled and submitted to this office under the signature of PAO In charge concerned on the e‐mail address pcdapedp.dad@nic.in of this office as well as invariably through the hard copy duly signed by O I/C of the PAO concerned to Shri Himanshu Tripathi, IDAS Group Officer, EDP Centre, PCDA(P) Allahabad‐211014 for further necessary action within a month of issue of this letter / Circular.</p>
<p><strong>10. Allotment of login ID and password to other users of PAO (other than administrator)</strong></p>
<p>The Administrator of PAO will further allot login user ID and password to the required number of users as Initiator and Approver of their office at their end through ‘User Management&#8217; of utility software on WAN. Facility has been provided in the utility software that all user can change their password after allotment or as and when they requires.</p>

<strong>Disbursement of Old Age, Disability and Widow Pensions</strong></p>

<p>Resolution of technical issues, if and when faced by the Banks, in dealing with assistance being disbursed through them is an ongoing process. No Bank has raised any issue related to any specific training requirement for their human resources for handling the pension issues.</p>
<p>Government has adopted the Direct Benefit Transfer (DBT) Scheme for direct transfer of benefit into the bank/post office accounts of beneficiaries of schemes under National Social Assistance Programme (NSAP). Instructions have been issued to the States for getting the due consent for seeding the Aadhaar details. Instructions also mention that disbursement of pension of any beneficiary could not be affected due to non-availability of Aadhaar number. Further, NSAP guidelines provide that given their physical, social and economic vulnerability, States should ensure that an infirm/old beneficiary will not have to travel far distance to access his/her pension account. As far as possible, for people who cannot cover distance physically, the objective is to provide door step delivery.</p>
<p>Several Banks in many states are using the services of Bank Sakhi&#8217;s coming from self help groups to provide cost effective solutions for delivery of pensions at home.</p>
<p>This information was provided by the Minister of State for Rural Development, Shri Ram Kripal Yadav today in a written reply to a Lok Sabha question.</p>

<p>Reference:- This office Circular No. 588 dated 20.10.2017, Circular No. 590 dated 06.11.2017 and Circular No. 595 dated 25.01.2018.</p>
<p>Office of the PCDA(P) Allahabad has started issuing e-PPOs for all categories of pensioners. A new PPO series was also introduced for various types of e-PPOs and subsequently range of modifications took place while adopting the process.</p>
<p>2. Copies of digitally signed e-PPOs are being sent electronically to PDAs and to Record Offices (ROs) concerned in case of JCOs/ORs . The RO, after scrutinising and checking the e-PPO, is required to forward a hard copy of the e-PPO (after printing from the PDF file) along with Descriptive Roll of the pensioners to PDA concerned. Record Offices (ROs) are also required to provide a copy of the e-PPO to the Armed Forces Pensioners/ Family Pensioners for their record either as a hard copy or through an e-mail as deemed fit.</p>
<p>3. After issuance of e-PPOs by this office, the e-PPOs are immediately forwarded to Record Offices concerned through DPCC (Defence Pension Contact Centre) functioning in the office premises of the PCDA (Pensions) Allahabad.</p>
<p>4. However, it has been noticed that the Record Offices (ROs) and the pensioners/family pensioners are not receiving e-PPO on time thereby causing delay in receipt of pension and other pensionary benefits.</p>
<p>5. In view of the above, all Record Offices are requested to instruct their representative/s to contact the DPCC (Defence Pension Contact Centre) functioning in the office premises of the PCDA(Pension) Allahabad for collection of e-PPOs issued by this office in soft copy viz. Compact Disk (CD) or in Pen Drive. Discrepancy observed in the e-PPO, if any, may be immediately brought to the notice of this office for necessary action at this end. For any query regarding collection of e-PPO, please contact Lt. Col. Palani S, Officer I/C, DPCC (E-Mail ID : dplc1pcdap@gmail.com, Phone: 0532- 2423486, Army Line : 6219).</p>
<p>6. Further, Record Offices are requested to ensure that e-PPOs are collected and despatched timely to PDAs alongwith Descriptive Roll so that payment of pensionary benefits are made to the pensioners/family pensioners in time.</p>

<p>Subject : <strong>Implementation of Government decision on the recommendations of the 7th Central Pay Commission (CPC)-Revision of Disability / War Injury Pension for Pre 01.01.2006 Deference Forces Pensioners : Clarification Regarding.</strong></p>
<p>Reference : This office Circular No. 582 dated 05.09.2017, Circular No. 585 dated 21.09.2017 and Circular No. 596 dated 09.02.2018.</p>
<p>Of late complaints are being received from the pensioners that PDAs are not revising the pension of Pre-01.01.2006 retiree Armed Forces Pensioners in terms of Got, MoD letter No. 17(01)/2017(01)/D(Pen/Policy) dated 23.01.2018 (circulated vide this office Circular No. 596 dated 09.02.2018) under which method of re-computation of Disability/War Injury Element before applying the multiplication factor of 2.57 has been provided.</p>
<p>In view of the above, PDAs are requested to revise the Disability/War Injury Pension of Pre-01.01.2006 retired Armed Forces Personnel strictly in terms of GoI, MoD letter dated 23.01.2018 till receipt of Corr. PPO based on Notional Pay Fixation method. Cases in which PDAs are facing any difficulty to identify the pensioner, if any, as mentioned at Para 5 of Circular No. 596 dated 09.02.2018, the case may be forwarded to Audit Section of this office. The revision of such cases may be done on priority basis.</p>
<p>It is reiterated that where the disability of the pensioner was assessed as 50% in discharge cases, then it will be rounded to 75% as mentioned in Para -3 of the Circular No. 596. However, if the individual has already been given rounding off benefit through PPO (in invalid out cases) then rounding off benefit in such cases should not be given.</p>

<p>Subiect :- <strong>Non-issue of Pension slip by banks.</strong></p>
<p>Attention is invited to para 4.6.6 of CPPC Guidelines issued by CPAO whereby it has been mentioned that &#8220;The Home Branch will meet all information needs of the pensioner using the CPPC system. The CPPC software will display on the computer screen, options and view of the details of calculation of pension and its breakup of the pension paid to the pensioner/ family pensioner. The Home Branch will act as intermediary between the pensioner &amp; CPPC and, besides providing accounts statement, provide to the pensioners the TDS, pension slip, the Due and Drawn Statement in respect of each arrear and the Annual Income Statement&#8221;.</p>
<p>In view of the above, Heads of CPPCs and Heads of Government Business Divisions of all the authorized banks are requested to strictly adhere to the above mentioned provision of para 4.6.6 of the CPPC guidelines.</p>

<p>Furthering the Digital India-initiatives of Govt. of India, Principal Controller of Defence Accounts(Pensions), Allahabad has startedissuance of electronic-Pension Payment Orders (e-PPOs) to the pensioners along with their Pension Disbursement Agencies viz., Banks, Defence Pension Disbursement Offices, Post Offices, etc. What began in the first phase, for all Commissioned Officers and JCOs/ORs of Armed Forces from the month of October 2017, has now been extended to all defence pensioners including defence civilians.</p>
<p>Principal Controller of Defence Accounts (Pensions), Allahabad is the sole agency under Ministry of Defence which sanctions Pensions for the Defence Services viz., Army, Coast Guard, Defence Research and Development Organization,General Reserve Engineer Force, Border Roads Organization, Military Engineering Services and other Defence organisations including Defence Account Department and Defence Civilians.</p>
<p>The shift from manual system to e-PPO system is expected to minimize delays in pension disbursement and further revision as and when needed. This initiative also eliminates the occurrence of human errors in data entry at multiple levels.</p>

<p>A Ministry or Department may procure certain non-consulting services in the interest of economy and efficiency and prescribe detailed instructions and procedures for this purpose without, however, contravening the basic guidelines provided in rule 199 to 206 of &#8220;General Financial Rules 2017&#8221; (GFR 2017). As each Ministry/Department is competent to procure services at their level to meet seasonal or short-term requirements, the centralised data is not maintained in this regard.</p>
<p>There are detailed procedures laid down for procurement of such non-consulting services including e-procurement in Chapter 6 of the GFR 2017 and the &#8220;Manual for Procurement of Consultancy &amp; Other Services, 2017&#8221;.  Ministries are competent to decide the mode depending on the nature of work, nature of competency required etc. Any deviation or violation can be dealt by the Ministry appropriately. The wages for the persons engaged on contract/outsourcing cannot be less than the minimum wage fixed/notified by the concerned State Government.</p>
<p>The Government posts are regularly filled up in accordance with the recruitment rules. Each Ministry/Department is responsible for appointment of regular employees against vacant posts after completing all procedural formalities. The centralised data of vacancies and backlog vacancies is not maintained.</p>
<p>This was stated by the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances &amp; Pensions, AtomicDr Jitendra Singh in a written reply to a question in the Lok Sabha today</p>
