<p>Sir,<br />I am directed to convey the sanction of competent authority for the release of a sum of <strong>Rs.1,82,801/- (Rupees One Lakh Eighty-Two Thousand Eight Hundred and One Only)</strong> towards Grant-In-Aid in favor of the following 3 Pensioners Associations (on their having been registered under NITI Aayog DARPAN and having been linked with PA&amp;O under PFMS), for meeting expenditure in connection with the implementation of the objectives of &#8216;Pensioners&#8217; Portal&#8217;, as per the details given below:</p>

<ol class="wp-block-list" start="2"><li><strong>Since December 2020, all applications for Grant-in-Aid are being received through an online Portal namely &#8220;ANUDAAN&#8221;. After registration Pensioners&#8217; Associations may apply through Grant-in-Aid for which uploading of utilization certificate in this Portal is mandatory. Utilization Certificates in respect of earlier grant sanctioned to above Pensioner Association are enclosed.</strong></li><li>Details of Recurring Grant for admissible Activities:</li></ol>



<p>The maximum permissible amounts on the individual Component eligible for sanction/ reimbursement in the form of Grant-in-Aid are as follows, with flexibility of 25% on higher/lower side of individual component:</p>

<p>(i) Telephone + Internet Connection &#8211; Up to Rs. 12,000 per annum<br />(ii) Stationery + Battery replacement &#8211; Up to Rs. 19,500 per annum<br />(iii) Subsidy towards Rent of Building/ Water/ electricity/ AMC of equipment &#8211; Up to Rs. 28,500 per annum<br />(iv) Remuneration Payable to data entry (part time) per annum &#8211; up to.Rs. 15,000 per Operator</p>



<p><strong>Total &#8211; Up to Rs. 75,000 per annum</strong></p>



<ol class="wp-block-list" start="4"><li>Any other expenditure by the Pensioners Association on any activity/ component other than those mentioned above will not be admissible from the Grant-in-Aid and will be treated as an unspent amount, to be recoverable or adjusted from the future grant as the case may. In case the actual expenditure during the year on the individual components is less than the permissible amount on individual components, the difference of Grant-in-Aid &#8216;and the actual expenditure will be treated as unspent and will be adjusted in the next year&#8217;s grant.</li><li>Further, the above Grant-in-Aid is subject to maintenance in a separate Bank Account for the Grant-in-aid under Pensioners&#8217; Portal, and all the expenditure to be booked only through PFMS-EAT module in their respective log-in-id. The Grantee shall also generate/ upload/ submit/approve a Utilization Certificate (in the prescribed Performa) for the grant received and utilized during the year 2019-2020 in the PFMS-EAT module through the irrespective Log-in-ID within three months of the issue of sanction. Failure to do so will make the Grantee Pensioner Association liable for a refund of the entire Grant-in-Aid amount along with the interest.</li><li>The Pensioners&#8217; Associations are required to submit a consolidated performance-cumAchievement report immediately after utilization of this grant. The Associations are also required to prepare their Annual work Plan for the current and next financial year before they could become eligible for a Grant of any further grant-in-aid for the next financial year.</li><li>The grant is further subject to the terms and conditions as indicated in the Annexure.</li><li>The above Pensioners Associations, therefore, advised booking the utilization of funds for approved components under the Scheme of GIA through EAT Module under PFMS. Any expenditure in cured otherwise than through EAT module will not qualify for adjustment against the Grant-in-aid being sanctioned and released and the Association will be liable to refund such amount to this Department.</li><li>In case of any difficulty in booking Expenditure under PFMS, <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">Pensioner</a> Association may also contact PFMS Central Help Desk Contact number and email ID for PFMS-EAT Module query:</li></ol>

<p>In view of the above, Pensioner Associations are advised to book the expenditure against grant-in- aid only through PFMS EAT Module for the prescribed components as mentioned in the sanction letter.</p>



<ol class="wp-block-list" start="11"><li>The Drawing and Disbursing officer of the Department of Pension &amp; Pensioners&#8217; Welfare is authorized to draw the amount as mentioned in Col 5 of Table given in para 1 above for disbursement to the Grantee Pensioners&#8217; Association by way of transferring the amount to the Bank Accounts of respective Pensioners&#8217; Associations.</li><li>The expenditure involved is debitable to Major Head &#8220;2070&#8221;- Other Administrative Services 00.800. Other Expenditure, (Minor Head); 43-Plan Scheme of Department of Pensions and Pensioner Welfare, 43.01- Pensioners Portal;<strong> 43.01.31- Grants-In-Aid-General</strong> under Demand No-73 Ministry of Personnel, Public Grievances &amp; Pensions for the year 2020-2021.</li><li>The accounts of the above Pensioners&#8217; Associations shall be open to inspection by the· sanctioning authority and the audit, both by the Comptroller and Auditor &#8211; General of India under the provision of CAG (DPC) Act, 1971 and internal audit by the Principal Accounts Officer of the Department of Pension &amp; Pensioners&#8217; Welfare, whenever the organization is called upon to do so.</li><li>Th. is sanction issues under financial powers delegated to the Ministries / Departments of Government of India with the concurrence of Integrated Finance Division vide Note No.#24· to #26 of F.No.4(1)2021 -P&amp;PW(H) (Computer No.6947) dated 24/02/2021.</li><li>The expenditure of <strong>Rs.1,82,801/- (Rupees One Lakh Eighty-Two Thousand Eight Hundred and One Only) </strong>has been noted in the Grant-In-Aid register for the year 2020-2021.</li></ol>

<p>Sir,</p>
<p>As you know, the Department of Pension and Pensioners&#8217; Welfare has been sanctioning Grant-in-Aid to identified Pensioners&#8217; Associations up to monetary limit of Rs.75,000/- per annum per Pensioners&#8217; Association to defray expenses on the following components to meet the objectives of the Pensioners&#8217; Portal :-</p>

<p>2. The above parameters for Grant-in-Aid were made applicable from the financial year 2013-14 on the basis of recommendations of &#8220;A committee for making recommendations for rationalisation of amount of Grant-in-Aid to identified Pensioners&#8217; Associations&#8221;, as contained in this Department&#8217;s letter No.55/24/2013- P&amp;PW(C) dated December 19, 2013 copy of which was also sent to all the identified Pensioners&#8217; Associations.</p>
<p>3. As of now, few Pensioners&#8217; Associations have been raising the issue of further rationalization of amount of Grant-in-Aid as also the components on which the same could be spent in various forums including, during Awareness Programmes and various other meetings etc. This Department,- therefore, intends to examine the above issue after calling for suggestions from identified Pensioners&#8217; Associations with regard to rationalization of amount of Grant-in-Aid and various permissible component heads for its utilization.</p>
<p>4. You are, therefore, requested to send views/suggestion of your Pensioners&#8217; Association in the above matter latest by 31st July, 2018 for consideration of this Department.</p>

<p>EPFO has launched the pensioner&#8217;s portal https://mis.epfindia.gov.in/PensionPaymentEnquiry. The pensioner&#8217;s portal is recently launched service, available at EPFO website by which all EPFO pensioners may get the details of pension related information like Pension payment order number, Pensioner&#8217;s Payment Order details, Pensioner&#8217;s passbook information &amp; other related information such as date of credit of pension, submission of pensioner’s life certificate etc.</p>
<p>It is helpful to know the status of their life certificate, in case of non-submission/rejection of life certificate of the pensioners. It also provides the details and the reason of stoppage of pension.</p>
<p><strong>Track e KYC:</strong></p>
<p>The enhanced &#8220;Track eKYC&#8221; facility for the convenience of members have been launched to check the status of Aadhaar seeded against their UAN and to figure out the specific mismatch details.</p>
<p>The facility has been made available at EPFO&#8217;s website www.epfindia.gov.in &gt;&gt; Online Services &gt;&gt; e-KYC Portal&gt;&gt; TRACK eKYC.</p>
<p>Using the facility, EPFO members can online track the status of Aadhaar seeded against his/ her UAN. While using the facility, the member will have to provide his/her UAN. After entering his/ her UAN the member can click the &#8220;Track eKYC&#8221; button and the exact status in respect of his/her UAN will be displayed on the screen.</p>

<p>Sir,</p>
<p>I am directed to refer to this Department&#8217;s sanction of even number dated 21.9.2017 (copy enclosed) authorizing grant in-aid in favour of 21 identified Pensioner Associations total amounting to Rs.14,16,389/- against which an amount of Rs.6,83,207/- payable to 10 Pensioner Associations, an amount of Rs.540352/- to 8 Pensioner Associations and an amount of Rs.1,25,815/- to 2 Pensioner Associations had already been released vide sanction letter of even number dated 28.9.2017, 30th October,20 17 and 6th December,20 17 respectively. This sanction is for further release of sanctioned amount of Rs.66955/-(Rupees Sixty Six Thousand Nine Hundred Fifty-Five only) in favour of under-mentioned 1 Pensioner Association on their having been registered under NITI Aayog DARPAN and having been linked with PA&amp;O under PFMS, as per details given in Col.5 of the Table given below :-</p>

<p>2. This Department also undertake on behalf of respective Pensioner Associations that funds utilization towards the expenditure to be incurred on approved components will be done through EAT module mapping for which has already been done under DARP AN in PFMS module. The Pensioner Association thus needs to fulfill this undertaking given by this Department</p>
<p>3. The. above Pensioners Association is, therefore, advised to book the utilization of funds for approved components under the Scheme of GIA through EAT Module under PFMS. Any expenditure incurred otherwise than through EAT module will not qualify for adjustment against the Grant-in-aid being sanctioned and released and the Association will be liable to refund such amount to this Department.</p>
<p>4. All the Pensioners Associations can access the Eat Module under PFMS by creating log-in-id and password The Log-in-ID of each Pensioner Association is Unique ID under EAT Module of PFMS which is indicated against each Pensioner Associations in Column &#8216;8″ of the Table under Para&#8217; 1′ above. For getting the password the Association need to first fill the log-in-id ( as indicated in column &#8216;8&#8217; of the above Table) and use the facility of &#8216;Forget Password&#8221; to get the fresh Password by authenticating OTP which they will receive from PFMS on the registered mobile number and E-mail by PFMS as mentioned earlier in the agency details under PFMS. After filling the OTP sent by the PFMS, the Association will get the option of &#8216;Change Password&#8217;. Accordingly, the Association will be able to create the new password for Log-in-ID. If, &#8216;any help is needed to create log-in-ID and password in EAT module of PFMS and acquainting themselves with other functions including booking of expenditure in EAT module, they may contact this Department for arranging necessary training etc. for them. The Drawing &amp; Disbursing Officer of the Department of Pension &amp; Pensioners&#8217; Welfare is authorized to draw the amount as mentioned in Col 5 of Table given in para 1 above for disbursement to the Grantee Pensioners&#8217; Association for transferring the amount to the Bank Accounts of respective Pensioners&#8217; Associations.</p>
<p>6. The expenditure involved is debitable to Major Head &#8220;2070&#8221;- Other Administrative Services 00.800.0ther Expenditure, ( Minor Head); 43-Plan Scheme of Department of Pensions and Pensioner Welfare, 43.01-Pensioners Portal; 43.01.31- Grants-in-Aid-General under Demand No.-</p>
<p>70 Ministry of Personnel, Public Grievances &amp; Pensions for the year 2017-18.</p>
<p>7. The accounts of. the above Pensioners&#8217; Associations shall be open to inspection by the sanctioning authority and the audit, both by the Comptroller and Auditor -General of the India under the provision of CAG (DPC) Act, 1971 and internal audit by the Principal Accounts Officer of the Department of Pension &amp; Pensioners&#8217; Welfare, whenever the organization is called upon to do so.</p>
<p>8. This sanction issues under financial powers delegated to the Ministries/Departments of the Government of India with the concurrence of Integrated Finance Division vide Diary No. Dir (F/P)/P 4625 dated 04.09.2017.</p>
<p>9. The expenditure of Rs.66955/-(Rupees Sixty Six Thousand Nine Hundred Fifty-Five only) has been noted in the grant-in-aid register for the year 2017-2018.</p>
<p>10. The release of GlA through this Sanction will be governed by the terms and conditions contained in this Department Sanction of even number dated 21.9.2017 referred to above.</p>

<p>Sub:- <strong>Implementation of Government&#8217;s decision on the recommendations of the Seventh Central Pay Commission &#8211; Revision of pension of pre-2016 pensioners/family pensioners, etc.</strong></p>
<p>The undersigned is directed to say that the 7th Central Pay Commission (7th CPC). in its Report, recommended two formulations for revision of pension of pre-2016 pensioners. A Resolution No. 38/37/2016-P&amp;PW (A) dated 04.08.2016 was issued by this Department indicating the decisions taken by the Government on the various recommendations of the 7th CPC on pensionary matters.</p>
<p>2. Based on the decisions taken by the Government on the recommendations of the 7th CPC, orders for revision of pension of pre-2016 pensioners/family pensioners in accordance with second Formulation were issued vide this Department&#8217;s OM No. 38/37/2016-P&amp;PW (A) (ii) dated 04.08.2016. It was provided in this OM. that the revised pension/famiiy pension wet. 112016 of pre-2016 pensioners/family pensioners shall be determined by multiplying the pension/family pension as had been fixed at the time of implementation of the recommendations of the 6th CPC, by 2.57.</p>
<p>3. In accordance with the decision mentioned in this Department&#8217;s Resolution No. 38/37/2016-P&amp;PW (A) dated 04.08.2016 and OM No. 38/37/2016-P&amp;PW(A) (ii) dated 04.08.2016, the feasibility of the first option recommended by 7th CPC has been examined by a Committee headed by Secretary, Department of Pension Pensioners’ Welfare.</p>
<p>4. The aforesaid Committee has submitted its Report and the recommendations made by the Committee have been considered by the Government. Accordingly, it has been decided that the revised pension/family pension w.e.f 01.01.2016 in respect of all Central civil pensioners/family pensioners, including CAPF&#8217;s, who retired/died prior to 01.01.2016, may be revised by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which they retired/died. This will be done by notional pay fixation under each intervening Pay Commission based on the Formula for revision of pay. White fixing pay on notional basis, the pay fixation formulae approved by the Government and other relevant instructions on the subject in force at the relevant time shall be strictly followed. 50% of the notional pay as on 01.01.2016 shall be the revised pension and 30% of this notional pay shall be the revised family pension wet. 1.1.2016 as per the first Permutation. In the case of family pensioners who were entitled to family pension at enhanced rate, the revised family pension shall be 50% of the notional pay as on 01.01.2016 and shall be payable till the period up to which family pension at enhanced rate is admissible as per rules. The amount of revised pension/family pension so arrived at shall be rounded off to next higher rupee.</p>
<p>5. It has also been decided that higher of the two Formulations is the pension/family pension already revised in accordance with this Department&#8217;s OM No. 38/37/2016-P&amp;PW(A) (ii) dated 04.08.2016 or the revised pension/family pension as worked out in accordance with para 4 above, shall be granted to pre-2016 central<br />
civil pensioners as revised pension/family pension w.e.f. 01.01.2016. In cases where pension/family pension being paid w.e.f. 1.1.2016 in accordance with this Department’s OM No. 38/37/2016~P&amp;PW(A) (ii) dated 04.08.2016 happens to be more than pension/family pension as worked out in accordance with para 4 above, the pension/family pension already being paid shall be treated as revised pension/family pension w.e.f. 1.1.2016.</p>
<p>6. Instructions were issued vide this Department&#8217;s OM No. 45/86/97-P&amp;PW(A) (iii) dated 10.02.1998 for revision of pension! family pension in respect of Government servants who retired or died before 01.01.1986, by notional fixation of their pay in the scale of pay introduced with effect from 01.01.1986. The notional pay so worked out as on 01.01.1986 was treated as average emoluments/last pay for the purpose of calculation of notional pension/family pension as on 01.01.1986. The notional pension/family pension so arrived at was further revised with effect from 01.01.1996 and was paid in accordance with the instructions issued for revision of pension/family pension of pre-1996 pensioners/family pensioners in implementation of the recommendations of the 5th Central Pay Commission.</p>
<p>7. Accordingly, for the purpose of calculation of notional pay w.e.f. 1.1.2016 of those Government servants who retired or died before 01.01.1986, the pay scale and the notional pay as on 1.1.1986, as arrived at in terms of the instructions issued vide this Department’s OM 45/86/97-P&amp;PW(A) dated 10.02.1998, will be treated as the pay scale and the pay of the concerned Government servant as on 1.1.1986. in the case of those Government servants who retired or died on or after 01.01.1986 but before 112016 the actual pay and the pay scale from which they retired or died would be taken into consideration for the purpose of calculation of the notional pay as on 1.1.2016 in accordance with para 4 above.</p>
<p>8. The minimum pension with effect from 01.01.2016 will be Rs. 9000/- per month (excluding the element of additional pension to old pensioners). The upper ceiling on pension/family pension will be 50% and 30:16 respectively of the highest pay in the Government (The highest pay in the Government is Rs. 250,000 with<br />
effect from 01.01.2016).</p>
<p>9. The pension/family pension as worked out in accordance with provisions of Para 4 and 5 above shall be treated as &#8216;Basic Pension&#8217; with effect from 01.01.2016. The revised pension/family pension includes dearness relief sanctioned from 1.1.2016 and shall qualify for grant of Dearness Relief sanctioned thereafter.</p>
<p>10. The existing instructions regarding regulation of dearness relief to employed/re-employed pensioners/family pensioners, as contained in Department of Pension &amp; Pensioners Welfare OM. No. 45/73/97-P&amp;PW(G) dated 02.07.1999, as amended from time to time, shall continue to apply.</p>
<p>11. These orders would not be applicable for the purpose of revision of pension of those pensioners who were drawing compulsory retirement pension under Rule 40 of the CCS (Pension) Rules or compassionate allowance under Rule 41 of the CCS (Pension) Rules. The pensioners in these categories would continue to be entitled to revised pension in accordance with the instructions contained in this Department&#8217;s OM. No. 38/37/2016-P&amp;PW(A)(ii) dated 4.8.2016.</p>
<p>12. The pension of the pensioners who are drawing monthly pension from the Government on permanent absorption in public sector undertakings/autonomous bodies will also be revised in accordance with these orders. However, separate orders will be issued for revision of pension of those pensioners who had earlier<br />
drawn one time lump sum terminal benefits on absorption in public sector undertakings, etc. and are drawing one-third restored pension as per the instructions issued by this Department from time to time.</p>
<p>13. in cases where, on permanent absorption in public sector undertakings/autonomous bodies, the terms of absorption and/or the rules permit grant of family pension under the CCS (Pension) Rules, 1972 or the corresponding rules applicable to Railway employees/members of All India Services, the family pension being drawn by family pensioners will be updated in accordance with these orders.</p>
<p>14. Since the consolidated pension will be inclusive of commuted portion of pension, if any, the commuted portion will be deducted from the said amount while making monthly disbursements.</p>
<p>15. The quantum of age-related pension/family pension available to the old pensioners/ family pensioners shall continue to be as follows:</p>

<p>The amount of additional pension will be shown distinctly in the pension payment order. For example, in case where a pensioner is more than 80 years of age and his/her revised pension is Rs.10,000 pm, the pension will be shown as (i) Basic pension = Rs.10,000 and (ii) Additional pension = Rs.2,000 pm. The pension on his/her attaining the age of 85 years will be shown as (i).Basic Pension = Rs.10,000 and (ii) additional pension = Rs.3,000 pm. Dearness relief will be admissible on the additional pension available to the old pensioners also.</p>
<p>16. A few examples of calculation of pension/family pension in the manner prescribed above are given in Annexure-I to this OM.</p>
<p>17. No arrears on account of revision of Pension/Family pension on notional fixation of pay will be admissible for the period prior to 1.1.2016. The arrears on account of revision of pension/family pension in terms of these orders would be admissible with effect from 01.01.2016. For calculation of arrears becoming due on the revision of pension/ family pension on the basis of this O.M., the arrears of pension and the revised pension/family pension already paid on revision of pension/family pension in accordance with the instructions contained in this Department&#8217;s OM No. 38/37/2016-P&amp;PW(A) (ii) dated 04.08.2016 shall be adjusted.</p>
<p>18. it shall be the responsibility of the Head of Department and Pay and Accounts Office attached to that office from which the Government servant had retired or was working last before his death to revise the pension! family pension of Pre-2016 pensioners/family pensioners with effect from 01.01.2016 in accordance with these orders and to issue a revised pension payment authority. The Pension Sanctioning Authority would impress upon the concerned Head of Office for fixation of pay on notional basis at the earliest and issue revised authority at the earliest. The revised authority will be issued under the existing PPO number and would travel to the Pension Disbursing Authority through the same channel through which the original PPO had travelled.</p>
<p>19. These orders shall apply to all pensioners/family pensioners who were drawing pension/family pension before 1.1.2016 under the Central Civil Services (Pension) Rules, 1972, and the corresponding rules applicable to Railway pensioners and pensioners of All India Services, including officers of the Indian Civil<br />
Service retired from service on or after 111973. A pensioner/family pensioner who became entitled to pension/family pension with effect from 01.01.2016 consequent on retirement/death of Government servant on 31.12.2015, would also be covered by these orders. Separate orders will be issued by the Ministry of Defence in regard to Armed Forces pensioners/family pensioners.</p>
<p>20 These orders do not apply to retired High Court and Supreme Court Judges and other Constitutional/Statutory Authorities whose pension etc. is governed by separate rules/orders.</p>
<p>21 These orders issue with the concurrence of Ministry of Finance (Department of Expenditure) vide their ID. No. 30-1l33(c)/2016-IC dated 11.05.2017 and ID. No.30-1133(c)/2016-IC dated 12.05.2017.</p>
<p>22. In their application to the persons belonging to the Indian Audit and Accounts Department, these orders issue in consultation with the Comptroller and Auditor General of India.</p>
<p>23. Ministry of Agriculture etc. are requested to bring the contents of these orders to the notice of Heads of Department/Controller of Accounts. Pay and Accounts Officers, and Attached and Subordinate Offices under them on top priority basis. All Ministries/Departments are requested to accord top priority to the work of revision of pension of ore-2016 pensioners/family pensioners and issue the revised Pension Payment Authority in respect of all ore-2016 pensioners,</p>

<p><strong>Year End Review: Highlights of Department of Pension and Pensioners’ Welfare during 2015 </strong></p>

<p>Following are the highlights of the achievements of Department of Pension and Pensioners’ Welfare during the year 2015:</p>
<p><strong>Anubhav</strong></p>
<p>‘Anubhav’ is a platform for retiring government employees to share their experience of working the Government and for showcasing commendable work done during service. It is envisaged that this would provide satisfaction to the retiring employees and also act as motivator for serving employees. Over time this will build up a wealth of useful suggestions. This would also provide an excellent opportunity to harness the resource of retiring employees for voluntary contribution to nation building post retirement.</p>
<p>The retiring employees may, voluntary, submit write-up along with the pension application form. Necessary amendments have been made to the checklist attached to Form 5 under Rule 59 of the CCS (Pension) Rules, 1972. A webpage has been created which can be accessed from the website of the Department of Pension (persmin.nic.in/pension.asp).</p>
<p>The software application was demonstrated on 23.02.2015 and tested on the first lot of retirees during the pre-retirement counselling workshop (PRC) organized by the Department on 26.2.2015. To sensitize the Ministries /Departments, Awareness Workshops on ‘Anubhav’ have been organized by this Department on 24th March, 2015 and on 24th April, 2015 in New Delhi.</p>
<p><strong>Bhavishya</strong></p>
<p>Bhavishya is an online tracking system for pension sanction and payment. By keeping track of the progress of each pension case, it introduces transparency and accountability into the system thereby plugging delays. This benefits the retiring employees, pensioners and the administration equally.</p>
<p>The system allows online filing of application of pension by the retiring employees, encapsulates the Pension Rules required for processing pension cases and generates all forms and reports necessary for finalizing pension cases as well as needed for monitoring by the Departments.</p>
<p>Bhavishya is being implemented in main secretariat of 83 Ministries/Departments and 22 attached offices involving 792 Drawing and Disbursing Officers (DDO) till December 30, 2015, which are in various stages of processing pension cases of 4759 retiring employees. This is being scaled up to cover all 9000 DDOs spread across the country.</p>
<p>In order to spread awareness of Bhavishya application the Department of Pension &amp; Pensioners’ Welfare conducted an Awareness Workshop on ‘Bhavishya’ under the auspices of Hon’ble MOS (PP) on 26th November, 2015 in Plenary Hall, Vigyan Bhavan, New Delhi. The workshop was designed for Heads of Office/Drawing and Disbursing Officers of all ministries/departments including those of attached and subordinate offices located in Delhi. Around 1200 participant attended the Workshop.</p>
<p><strong>Pensioners’ Portal</strong></p>
<p>Pensioners’ Portal is the one stop solution for all information needs of the pensioners. The Portal also provides for registration of pensioners&#8217; grievances through the Centralized Pension Grievance Registration and Monitoring System (CPENGRAMS). During the year (upto 15.12.2015) 16683 grievances were received and 14354 were disposed, leaving a balance of 2329.</p>
<p><strong>Standing Committee of Voluntary Agencies (SCOVA)</strong></p>
<p>A Standing Committee of Voluntary Agencies (SCOVA) functions under the Chairmanship of MOS (PP) to provide feedback on the implementation of policies/ programmes of this Department besides mobilizing voluntary effort to supplement the Government action. SCOVA meeting was held in October, 2015 which was attended by representatives of various Pensioners&#8217; Associations and the Ministries/Departments.</p>

<p>It has been observed that in most of the cases of pension related grievance, the Ministries/Departments/Organizations do not upload the replies to the petitioner on the portal and close the cases. It is therefore requested that in case, any letter or orders etc, are issued by the concerned Ministry/Department/Organization for redress of the grievance or for not acceding the request of the petitioner for valid reasons, the same may also be uploaded on the portal CPENGRAMS.</p>

<p>Subject : <strong>Issue of Pensioners’ Identity Card to pensioners.</strong></p>
<p>&nbsp;</p>
<p>The undersigned is directed to say that the instructions were issued by this Department vide O.M. No.41/21/2000-P&amp;PW(D) dated 16/11/2000 for issue of Identity Cards to Central Government pensioners. These instructions were reiterated/clarified vide this Department’s OMs of even number dated 30.4.2013 and 25.7.2013. It has been observed that various Departments/Offices are either not issuing pensioners Identity Card to the retired employees or the Identity Cards are not in the format prescribed vide this Department’s OM dated 25.7.2013.</p>
<p>&nbsp;</p>
<p>2. The matter has been reviewed in this Department. It has been decided that apart from the details already prescribed, the Pensioners Identity Card should include the Aadhaar Number of the pensioner (if available). Accordingly, a revised format for the pensioners Identity Card is enclosed (Annexure-I and Annexure-11).</p>
<p>&nbsp;</p>
<p>3. Further, the following specifications are laid down for the pensioners Identity Card to be issued by the Departments/Offices from which the pensioner retired:</p>
<p>&nbsp;</p>
<blockquote class="tr_bq"><p>(i) The Pensioners Identity card should be in the prescribed format.</p>
<p>(ii) The Identity Card should be of the standard size of 8.5 cm x 5.5 cm.</p>
<p>(iii) The Pensioners Identity Card should be printed (and not hand written) on good quality paper of 125 GSM or equivalent.</p>
<p>(iv) The Identity Card would be got laminated by the Department/Office before handing it over to the pensioner.</p></blockquote>
<p>&nbsp;</p>
<p>4. All Departments in the Government of India are requested to issue suitable instructions to the Offices under their control to invariably issue Identity Card to the pensioners in accordance with the instructions issued by this Department.</p>

<p><strong>Interactive Awareness Workshop Under Pensioners’ Portal</strong></p>
<p>The Department of Pension and Pensioners Welfare, Ministry of Personnel, Public Grievances and Pensions is implementing a web based mission mode project on pensions namely Pensioner’s Portal under the National e-Governance Plan. The Department has also started initiative called SANKALP for channelizing the experience and skill of Pensioners towards meaningful social activities.</p>
<p>The Department is proposing to conduct the next such Awareness Programme for Pensioners at Assam Rifles Garrison, Near D.C. Office, Kohima (Nagaland) on 25.03.2015. The meeting will be chaired by Secretary (P,AR&amp;PG).</p>
<p>The basic objective of the project is to facilitate redressal of Pensioners’ Grievances as also to provide information and guidance to pensioners on various pension and retirement related matters. User Ministries/Departments, Pensioners, Banks, Controller General of Accounts (CGA), Central Pension Accounting Office (CPAO), Post Offices etc. are the stakeholders in this venture aimed at welfare of the Pensioners.</p>
<p>With a view to providing know how about the operational aspects of this Portal and the Grievances Redressal Mechanism in particular, the Department of Pensions is conducting Awareness Programmes at different locations in the country.</p>
