<p>Sir/Madam,</p>
<p>As you are aware that 7th CPC pension revision for Pre-2016 pensioners/family pensioners is going on in compliance to the DP&amp;PW 0M dated 12th May, 2017. As on date, more than 5 Lakhs pension revision cases of central civil pensioners/family pensioners have been received in Central pension Accounting Office (CPAO). CPAO is receiving many queries from the pensioners/family pensioners regarding status of their pension revision. CPAO is providing the status of pension revision to the pensioners. The pension revision status can also be checked by the pensioners/family pensioners through CPAO website www.cpao.nic.in by entering their 12 digit PPO numbers. For the wider publicity of this facility among Central Civil Pensioners/family pensioners, it is felt necessary that a link of this facility available on CPAO website may be provided in the official websites of your Ministry/Department and its attached/subordinate offices for the benefits of pensioners.</p>
<p>It is therefore requested that a link of following URL Of CPAO website; http://cpao.nic.in/Pensioner/ppo_status.php may be created in the websites of your Ministry/Department by the NIC Wing under the caption-&#8220;Check Your 7th CPC Pension Revision Status&#8221;.</p>

<p>Sub: <b>Grant of Fixed Medical Allowance to Central Government Civil Pensioners residing in areas not covered under Central Government Health Scheme -reg</b>.</p>
<p>&nbsp;</p>
<p>The undersigned is directed to refer to this Department’s OM No.38/99/99-P&amp;PW(C) dated 17-4-2000 on the subject mentioned above and to say that in accordance with the instructions contained therein, Central Government Civil Pensioners, residing in an area not served by any CGHS dispensary or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, even though their places of residence may fall within the limits of a CGHS covered cities, are required to submit the following documents for claiming Fixed Medical Allowance:</p>
<p>&nbsp;</p>
<p>a) An undertaking in the prescribed format.</p>
<p>&nbsp;</p>
<p>b) A certificate from the Medical Authorities of CGHS or from authorities of corresponding Health Schemes of the concerned Ministries/Departments, as the case may be, that the area where the pensioner is residing is not served by any dispensary under CGHS or the corresponding Health Scheme administered by the Ministry/Department.</p>
<p>&nbsp;</p>
<p>2. Keeping in view the difficulties being faced by the pensioners in obtaining the required certificate from the concerned Medical Authorities, the matter has been reconsidered in consultation with the Ministry of Health and Family Welfare. It has now been decided that the pensioners, residing in areas not covered by CGHS or any corresponding Health Schemes administered by other Ministries/Departments, as the case may be, would no longer be required to submit a certificate referred to in para 1 (b) above.</p>
<p>&nbsp;</p>
<p>However, such pensioners would continue to submit an undertaking in the following format:<br />
I , a retired employee of ____ (Office Address) declare that I am residing at (Residential Address indicated in PPO) , which area is not covered under CGHS or any corresponding Health Scheme administered by the Ministry/Department of , (as the case may be). I have also not obtained and do not wish to obtain a CGHS Card for availing out-door facilities under CGHS/Corresponding Health Scheme of other Ministries/Departments from any dispensary situated in an adjoining area.</p>
<p>&nbsp;</p>
<p>3. A Central Government Civil Pensioner is also required to fill the enclosed Form along with above mentioned undertaking.</p>
<p>&nbsp;</p>
<p>4. All the pension disbursing authorities are required to obtain the above undertaking along with the Form, as mentioned in Para 3 above, from such pensioners before sanctioning Fixed Medical Allowance. An entry to this effect should also be made in their PPOs.</p>

<p>Subject: <strong>Special benefit in cases of death and disability in service – Revision of Disability Pension/Family pension of Pre-2006 disability pensioners/ Family Pensioners -regarding.</strong></p>
<p><strong> </strong></p>
<p>The undersigned is directed to say that the pension of pensioners/family pensioners who were drawing pension/family pension as on 1.1.2006 under the CCS(EOP) Rules was to be revised in accordance with Department of Pension &amp; Pensioners’ Welfare OM No.38/37/2008-P&amp;P&amp;W(A) dated 1.9.2008. Accordingly, instructions were issued vide this Department OM of even number dated 30th September, 2010 for extension of benefits of modified parity to past pensioners for revision of disability pension/family pension covered under CCS(EOP) Rules.</p>
<p>&nbsp;</p>
<p>2. Orders were issued vide this Departments OM No.38/37/2008-P&amp;PW(A) dated 28th January, 2013 for further stepping up of normal pension/family pension to 50%/30% of the sum of minimum pay in the pay band and grade pay corresponding to the pre-revised pay scales from which the pensioner had retired, as arrived at with reference to the fitment table annexed to the Ministry of Finance, Department of Expenditure OM No.1/1/2008-IC dated 30th August 2008. It was decided to extend this benefit to pre-2006 disability pensioner/family pensioner covered under the Central Civil Services (Extraordinary Pension) Rules vide this Departments OM of even number dated 20.11.2014.</p>
<p>&nbsp;</p>
<p>3. Orders have been issued vide this Departments OM No.38/37/2008-P&amp;PVV(A) dated 30.7.2015 to revise the pension/family pension of all pre-2006 pensioners/family pensioners in accordance with this Departments OM No.38/37/2008-P&amp;PW(A) dated 28.1.2013 with effect from 1.1.2006 instead of 24.09.2012. Accordingly, it has been decided that the benefit of revision of disability pension/extra-ordinary family pension in terms of this Departments OM of even number dated 20.11.2014 would also be applicable w.e.f. 01.01.2006 instead of 24.09.2012.</p>
<p>&nbsp;</p>
<p>4. All other terms and conditions in the O.M. dated 3.2.2000, as amended vide O.M. No.45/3/2008-P&amp;PW (F) dated 18.11. 2008, 30.09.2010 and 20.11.2014 shall remain unchanged.</p>
<p>&nbsp;</p>
<p>5. This issues with the concurrence of the Ministry of Finance, Department of Expenditure, vide their I.D Note No.1(5)/EV/2012, dated 23.02.2016.</p>
<p>&nbsp;</p>
<p>6. <p>Subject : <strong>Issue of Pensioners’ Identity Card to pensioners.</strong></p>
<p>&nbsp;</p>
<p>The undersigned is directed to say that the instructions were issued by this Department vide O.M. No.41/21/2000-P&amp;PW(D) dated 16/11/2000 for issue of Identity Cards to Central Government pensioners. These instructions were reiterated/clarified vide this Department’s OMs of even number dated 30.4.2013 and 25.7.2013. It has been observed that various Departments/Offices are either not issuing pensioners Identity Card to the retired employees or the Identity Cards are not in the format prescribed vide this Department’s OM dated 25.7.2013.</p>
<p>&nbsp;</p>
<p>2. The matter has been reviewed in this Department. It has been decided that apart from the details already prescribed, the Pensioners Identity Card should include the Aadhaar Number of the pensioner (if available). Accordingly, a revised format for the pensioners Identity Card is enclosed (Annexure-I and Annexure-11).</p>
<p>&nbsp;</p>
<p>3. Further, the following specifications are laid down for the pensioners Identity Card to be issued by the Departments/Offices from which the pensioner retired:</p>
<p>&nbsp;</p>
<blockquote class="tr_bq"><p>(i) The Pensioners Identity card should be in the prescribed format.</p>
<p>(ii) The Identity Card should be of the standard size of 8.5 cm x 5.5 cm.</p>
<p>(iii) The Pensioners Identity Card should be printed (and not hand written) on good quality paper of 125 GSM or equivalent.</p>
<p>(iv) The Identity Card would be got laminated by the Department/Office before handing it over to the pensioner.</p></blockquote>
<p>&nbsp;</p>
<p>4. All Departments in the Government of India are requested to issue suitable instructions to the Offices under their control to invariably issue Identity Card to the pensioners in accordance with the instructions issued by this Department.</p>

<p>As you are aware, the grievances of pensioners are being fed online through our application CPENGRAMS available in the Pensioners’ Portal maintained by this Department. To facilitate lodging of grievances by pensioners’ spread all over India, this Department has identified 43 Pensioners’ Associations across the country as per list enclosed. These Associations, some time find out difficult in getting the grievances redressed in spite of constant follow up with the Departmental offices at regional level. Some of the Pensioners Associations have pointed out that timely action is not being taken by various Ministries/ Departments/ Organisations for redressal of grievances and same remain pending for unduly long periods.</p>

<p>You are therefore, requested to sensitize your Department towards the grievances of pensioners so that unnecessary delays could be avoided for prompt redressal of grievances. The regional offices and field officers, wherever they exist also be requested to provide all cooperation to the Pensioners’ Associations who are helping in the redressal of grievances.</p>

<div>Subject: <b>Grant of Dearness Relief to CPF beneficiaries in receipt of ex-gratia payment w.e.f 01.01.2015.</b></div>
<div></div>
<div>In continuation of this Department’s OM No 42/10/2014-P&amp;PW(G) dated 20th October, 2014, the President is pleased to grant the Dearness Relief at the rate of 5th CPC w.e.f. 1.1.2015 to the following:</div>
<div></div>
<div>(i) The surviving CPF beneficiaries who have retired from service between the period 18.11.1960 to 31.12.1985 and are in receipt of ex-gratia @ Rs.600/ p.m. w.e.f. 1.11.1997 under this Department’s OM No. 45/52/97-P&amp;PW(E) dated 16.12.1997 &amp; revised to Rs.3000, Rs.1000, Rs.750 &amp; Rs.650 for Group A, B, C &amp; D respectively w.e.f 4th June,2013 vide OM No.1/10/2012-P&amp;PW(E) dtd. 27th June, 2013 are entitled to Dearness Relief @ 223% w.e.f. 1.1.2015.</div>
<div></div>
<div>(ii) The following categories of CPF beneficiaries who are in receipt of ex-gratia payment in terms of this Department’s OM No. 45/52/97-P&amp;PW(E) dated 16.12.1997 are entitled to DR @ 215% w.e.f. 1.1.2015.</div>
<div></div>
<div>(a) The widows and dependent children of the deceased CPF beneficiary who had retired from service prior to 1.1.1986 or who had died while in service prior to 1.1.1986 and are in receipt of Ex-gratia payment of Rs. 605/- p.m. &amp; revised to Rs 645 w.e.f 04 June ,2013 vide OM No. 1/10/2012-P&amp;PW(E) dated 27th June,2013.</div>
<div></div>
<div>(b) Central Government employees who had retired on CPF benefits before 18.11.1960 and are in receipt of Ex-gratia payment of Rs. 654/-, Rs. 659/-, Rs. 703/- and Rs. 965/-.</div>
<div></div>
<div>2. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee. In their application to the Indian Audit and Accounts Department, these orders issue in consultation with the C&amp;AG.</div>
<div></div>
<div>3. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No 1(4)/EV/2004 dated 25.05.2015.</div>

<p>Subject: <strong>Rounding off of a fraction of a rupee in regulation of additional pension</strong></p>
<p>The undersigned is directed to say that vide this Department’s 0M No.38/37/08-P&amp;PW(A) dated 1 ,9.2008 and 0M No. 38/37/08-P&amp;PW(A) dated 2.9.2008. Instructions were issued for grant of additional pension/family pension @ 20% to 100% to old pensioners/family pensioners of the age of 80 years and above.</p>
<p>A question has been raised as to how the amount of additional pension is to be regulated in case the additional pension results in fraction of a rupee. The matter has been examined in consultation with Ministry of Finance (Department of Expenditure) and it has been decided that the amount of additional pension as finally calculated may be rounded off to the next higher rupee.</p>
<p>In cases where the pension/family pension of old pensioners has been fixed/revised without rounding off the additional pension, in those cases also, the additional pension may be rounded off to the next higher rupee hereinafter. However, no arrears for the period from 1.1.2006 on account of such rounding off would be paid in those cases.</p>
<p>3. This issues with the approval of Ministry of Finance (Department of Expenditure) ID No. 157/EV/2015 dated 30.3.2015.</p>

<p>Sub:- <strong>Revision of pension of pre-2006 pensioners – reg.</strong></p>
<p>The orders for implementation of the decision taken by the Government on the recommendations of 6th CPC for revision for pension of past pensioners were issued vide Department of Pension &amp; Pensioners’ Welfare’s OM dated 1.9.2008. The provisions of Para 4.2 of this OM were clarified vide this Department’s letter dated 3.10.2008.</p>
<p>2. The Hon’ble Central Administrative Tribunal, Principal Bench, New Delhi in its common order dated 1.11.2011 in four petitions [OA No.655/2010, 306/2010, 50712010 and 3079/2009] directed that the past pensioners may be granted, w.e.f. 1.1.2006, a minimum pension with reference to the fitment table applicable for revision of pay of serving employees.</p>
<p>3. A large number of representations from pre-2006 pensioners are being received by the Department of Pension &amp; Pensioners’ Welfare for extension of benefits similar to what had been allowed in case of OA No.655/2010 by CAT, Principal Bench, New Delhi.</p>
<p>4. In this context, it is informed that four Writ Petitions were filed in the High Court of Delhi challenging the order dated 1.11.2011 of Hon’ble CAT in four OAs. These petitions were dismissed on 29.4.2013. Subsequently, four SLPs were filed in the Hon’ble Supreme Court over a period of time against the said order of the Hon’ble High Court. Of the four SLPs, the one pertaining to Central Government SAG (S-29) Pensioners’ Association which was first in the series of said SLPs, has since been dismissed by the Hon’ble Supreme Court on 29.7.2013. As the Review Curative Petition against the said order dated 29.7.2013 also failed, the Government of India decided to comply with the order by extending the requisite benefits to the parties involved in the said SLP. As regards the other three SLPs (Nos.36148-50/2013), Hon’ble Supreme Court in its order dated 19.11.2013 issued notice and made the following observation: .</p>
<p><em>“Learned Counsel for the respondent submits that during the pendency of these petitions the respondent-writ petitioners shall not precipitate the matter by filing contempt proceedings either before the High Court or before the Tribunal. That statement is recorded. “</em></p>
<p>5. Thus the issue of revision of pension of pre-2006 pensioners w.e.f. 1.1.2006 as covered under SLP Nos. 36148-50/2013 in the Apex Court which have been tagged with Civil Appeal No.8875-76/2011 filed by Ministry of Defence in a similar matter is subjudice.</p>

<p>The Department of Pension &amp; Pensioners’ Welfare is in the process of providing a platform for the retiring Central Government employees to showcase commendable work done during service. It is envisaged that this would provide satisfaction to the retiring employee and also act as a motivator for serving employees. This would also be a wonderful opportunity to garner the resource of retiring employees for voluntary contribution to nation building post retirement. The retiring employee may submit a write-up, not more than 5000 words alongwith appropriate attachments where need be.</p>

<p>2. All Ministries/Departments are requested to inform retiring employees that they may, voluntarily, submit the details in the enclosed Form alongwith Form 5 of CCS (Pension) Rules, 1972.</p>
<p>&nbsp;</p>
<p>3. It may be noted that –</p>
<blockquote class="tr_bq"><p>(a) Since most successful ventures would have contributions of the entire team, retiring persons may indicate names of other members of the team in the writeup.</p>
<p>(b) Any work that has contributed to the efficiency, economy and effectiveness in government functioning or / and any innovation which led to improved work culture or any other contribution considered significant by the retiring employee may be submitted.</p>
<p>(c) Comments which are religious or political in nature (or gender based or based on caste and creed) will not be permitted. The content should not be such as to disturb communal harmony or be against national interest. There should not be any sensitive or secret information in the write-up.</p></blockquote>
<p>&nbsp;</p>
<p>4.The Head of Office shall check the contents to ensure that the submission is as per format and submit to the administrative head/ authority designated for approval., This exercise would be completed at least one month before retirement and the result uploaded on the concerned departmental website on the facility to be provided by Department of Pension &amp; P.W.</p>
<p>&nbsp;</p>
<p>5. The Department of Pension and Pensioners’ Welfare would coordinate and collate the data and information received from various departments.</p>
<p>&nbsp;</p>
<p>6. (a) For the employee not belonging to AIS , the write-up would be uploaded on the website of the Department from where he retires and the website of the cadre controlling authority.</p>
<p>b) For employee of AIS, the write-up would, in addition, be uploaded on the website of the cadre controlling authority and the State cadre to which he belongs.</p>
<p>&nbsp;</p>
<p>7. While an online system is being designed for this purpose, for which separate set of instructions would be issued, it would be possible for employees to submit hardcopies instead of going online.</p>
<p>&nbsp;</p>
<p>8. The Departmental website while displaying the write-up will have a disclaimer that the contents and suggestions are as provided by the retiring employee and the department is not responsible for factual inaccuracies and the veracity of the claims.</p>
