<h3 class="wp-block-heading"><strong>(33.3) Grant of increment to the retiring employees on the date of their retirement, if the date of their increment follows their date of retirement &#8211; Amendment to the rules governing grant of increment &amp; extension of the amended rule to pensioners as a one-time measure</strong></h3>



<p>Grant of increment to a pensioner is contrary to the personnel policy of the Government” may perhaps be because of the reason that the Rules governing grant of increment stipulate that the employee must be on duty on the date on which he earns an increment and if the employee is not on duty, the increment shall be granted from the date of resumption of duty. Therefore, if the date of increment of an employee falls on the next date of his retirement, the increment that would have been allowed to him but for his retirement is not granted for the reason that the employee, having retired from service, is not on duty on the date on which the increment would have been otherwise granted to him.</p>



<p>The provisions of the rules, as they stand now, have made such employees ineligible for increment even after rendering 365 days of service after earning the last increment. The Rules on grant of increment have undergone many changes and modifications have been made in the past on several occasions, which were to the advantage of the employees and the retiring employees as well. Hence, suitable amendment may be considered</p>



<p><strong><span style="text-decoration: underline;">Discussion/Decision taken in the meeting</span></strong></p>



<p>Joint Secretary, DoPT informed that as per the existing rule provisions regulating annual increment, fulfillment of the following conditions is mandatory for a Government servant to earn the annual increment :-</p>



<ul class="wp-block-list">
<li>(i) the Government servant must be in service on the date on which the increment falls due and;</li>



<li>(ii) he should have rendered satisfactory work and displayed good conduct during the one year period preceding the date on which the increment falls due.</li>
</ul>



<p>He further added that the demand for amending the existing rule provisions governing annual increment is apparently based on the Hon’ble Supreme Court’s Order dated 11.04.2023 in Civil Appeal No. 2471 of 2023 @ SLP (C) No. 6185/2020-KPTCL VS. CP Mundinamani &amp; Ors.</p>



<p>DoPT representative also informed that the matter was examined in consultation with other nodal Ministries/Departments like Department of Expenditure, Department of Legal Affairs etc. Further, Ld. Attorney General of India has also been consulted in the matter and based on the advice received, efforts are being made to seek clarification from the Hon’ble Supreme Court on the relevant issues-including rule provisions-which need elucidation. Further action, as may be required in the wake of Orders of the Hon’ble Supreme Court, can be taken on completion on the said exercise.</p>



<p>The Chairman, SCOVA directed DoPT to examine this issue in consultation with Ld. Attorney General expeditiously.</p>

<p>1.13 The Committee is of the view that Pensioners’ associations play an instrumental role in promoting Pensioners’ Welfare besides providing a platform for the retirees to project their grievances to the concerned agencies/authorities for their overall welfare. The Committee is satisfied with the reply of the Department and hopes that additional funds will be provided to deserving associations based on their previous performance and fund utilization. (3.31)</p>



<h3 class="wp-block-heading">Action Taken</h3>



<p>1.14 DoPPW has decided to provide the additional funds to deserving associations. Accordingly a proposal for increase of Grant-in-Aid to Pensioners’ Associations from Rs. 75000/- p.a. to Rs. 5,00,000/- has been submitted to IFD.</p>



<h3 class="wp-block-heading">Further observation</h3>



<p><strong>1.15 The Committee appreciates the efforts of the government in providing additional&nbsp;</strong><strong>funds to the deserving associations.</strong></p>

<ol class="wp-block-list" start="2"><li><strong>Since December 2020, all applications for Grant-in-Aid are being received through an online Portal namely &#8220;ANUDAAN&#8221;. After registration Pensioners&#8217; Associations may apply through Grant-in-Aid for which uploading of utilization certificate in this Portal is mandatory. Utilization Certificates in respect of earlier grant sanctioned to above Pensioner Association are enclosed.</strong></li><li>Details of Recurring Grant for admissible Activities:</li></ol>



<p>The maximum permissible amounts on the individual Component eligible for sanction/ reimbursement in the form of Grant-in-Aid are as follows, with flexibility of 25% on higher/lower side of individual component:</p>

<p>(i) Telephone + Internet Connection &#8211; Up to Rs. 12,000 per annum<br />(ii) Stationery + Battery replacement &#8211; Up to Rs. 19,500 per annum<br />(iii) Subsidy towards Rent of Building/ Water/ electricity/ AMC of equipment &#8211; Up to Rs. 28,500 per annum<br />(iv) Remuneration Payable to data entry (part time) per annum &#8211; up to.Rs. 15,000 per Operator</p>



<p><strong>Total &#8211; Up to Rs. 75,000 per annum</strong></p>



<ol class="wp-block-list" start="4"><li>Any other expenditure by the Pensioners Association on any activity/ component other than those mentioned above will not be admissible from the Grant-in-Aid and will be treated as an unspent amount, to be recoverable or adjusted from the future grant as the case may. In case the actual expenditure during the year on the individual components is less than the permissible amount on individual components, the difference of Grant-in-Aid &#8216;and the actual expenditure will be treated as unspent and will be adjusted in the next year&#8217;s grant.</li><li>Further, the above Grant-in-Aid is subject to maintenance in a separate Bank Account for the Grant-in-aid under Pensioners&#8217; Portal, and all the expenditure to be booked only through PFMS-EAT module in their respective log-in-id. The Grantee shall also generate/ upload/ submit/approve a Utilization Certificate (in the prescribed Performa) for the grant received and utilized during the year 2019-2020 in the PFMS-EAT module through the irrespective Log-in-ID within three months of the issue of sanction. Failure to do so will make the Grantee Pensioner Association liable for a refund of the entire Grant-in-Aid amount along with the interest.</li><li>The Pensioners&#8217; Associations are required to submit a consolidated performance-cumAchievement report immediately after utilization of this grant. The Associations are also required to prepare their Annual work Plan for the current and next financial year before they could become eligible for a Grant of any further grant-in-aid for the next financial year.</li><li>The grant is further subject to the terms and conditions as indicated in the Annexure.</li><li>The above Pensioners Associations, therefore, advised booking the utilization of funds for approved components under the Scheme of GIA through EAT Module under PFMS. Any expenditure in cured otherwise than through EAT module will not qualify for adjustment against the Grant-in-aid being sanctioned and released and the Association will be liable to refund such amount to this Department.</li><li>In case of any difficulty in booking Expenditure under PFMS, <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">Pensioner</a> Association may also contact PFMS Central Help Desk Contact number and email ID for PFMS-EAT Module query:</li></ol>

Other Expenditure, (Minor Head); 43-Plan Scheme of Department of Pensions and Pensioner Welfare, 43.01- Pensioners Portal;<strong> 43.01.31- Grants-In-Aid-General</strong> under Demand No-73 Ministry of Personnel, Public Grievances &amp; Pensions for the year 2020-2021.</li><li>The accounts of the above Pensioners&#8217; Associations shall be open to inspection by the· sanctioning authority and the audit, both by the Comptroller and Auditor &#8211; General of India under the provision of CAG (DPC) Act, 1971 and internal audit by the Principal Accounts Officer of the Department of Pension &amp; Pensioners&#8217; Welfare, whenever the organization is called upon to do so.</li><li>Th. is sanction issues under financial powers delegated to the Ministries / Departments of Government of India with the concurrence of Integrated Finance Division vide Note No.#24· to #26 of F.No.4(1)2021 -P&amp;PW(H) (Computer No.6947) dated 24/02/2021.</li><li>The expenditure of <strong>Rs.1,82,801/- (Rupees One Lakh Eighty-Two Thousand Eight Hundred and One Only) </strong>has been noted in the Grant-In-Aid register for the year 2020-2021.</li></ol>

<p>In continuation of this Department’s OM of even no. dated 13.07.2019 regarding holding of 31st meeting of Standing Committee of Voluntary Agencies (SCOVA) under the Chairmanship of Hon’ble MOS(PP), the date, time and venue of the meeting is as under:-</p>



<p><strong>Date and Time :- September 6, 2019 (Friday) at 10 a.m.<br />Venue &#8211; Committee Room-A, Vigyan Bhawan Annexe, Maulana Azad Road, New Delhi</strong></p>



<p>Due to constraint of the space, only one representative may attend the above said meeting. It is requested that the name of the member nominated to attend the meeting may kindly be sent to the undersigned.</p>



<p>Only outstation member will be paid TA/DA and local members will be paid conveyance charges in accordance with the rules/instructions. Outstation members will be paid TA/DA as per their last entitlement on retirement. Representatives of Pensioners Associations who are entitled for journey by air and also entitled to journey by air as per this Department’s letter no. 42/11/2014-P&amp;PW(G) dated 19.05.2014 may purchase their Air Tickets from Air India only (at Booking Counters/website of Air India) or by utilizing the services of authorized travel agency i.e Balmer Lawrie &amp; Company /IRCTC /M/s Ashok Travels &amp; Tours.</p>



<p>It is requested to fill up the Mandate Form enclosed. The TA/DA reimbursement would be made through e-payment mode afterwards.</p>

<p>As you know, the Department of Pension and Pensioners&#8217; Welfare has been sanctioning Grant-in-Aid to identified Pensioners&#8217; Associations up to monetary limit of Rs.75,000/- per annum per Pensioners&#8217; Association to defray expenses on the following components to meet the objectives of the Pensioners&#8217; Portal :-</p>

<p>2. The above parameters for Grant-in-Aid were made applicable from the financial year 2013-14 on the basis of recommendations of &#8220;A committee for making recommendations for rationalisation of amount of Grant-in-Aid to identified Pensioners&#8217; Associations&#8221;, as contained in this Department&#8217;s letter No.55/24/2013- P&amp;PW(C) dated December 19, 2013 copy of which was also sent to all the identified Pensioners&#8217; Associations.</p>
<p>3. As of now, few Pensioners&#8217; Associations have been raising the issue of further rationalization of amount of Grant-in-Aid as also the components on which the same could be spent in various forums including, during Awareness Programmes and various other meetings etc. This Department,- therefore, intends to examine the above issue after calling for suggestions from identified Pensioners&#8217; Associations with regard to rationalization of amount of Grant-in-Aid and various permissible component heads for its utilization.</p>
<p>4. You are, therefore, requested to send views/suggestion of your Pensioners&#8217; Association in the above matter latest by 31st July, 2018 for consideration of this Department.</p>

<p>Sir,</p>
<p>I am directed to refer to this Department&#8217;s sanction of even number dated 21.9.2017 (copy enclosed) authorizing grant in-aid in favour of 21 identified Pensioner Associations total amounting to Rs.14,16,389/- against which an amount of Rs.6,83,207/- payable to 10 Pensioner Associations, an amount of Rs.540352/- to 8 Pensioner Associations and an amount of Rs.1,25,815/- to 2 Pensioner Associations had already been released vide sanction letter of even number dated 28.9.2017, 30th October,20 17 and 6th December,20 17 respectively. This sanction is for further release of sanctioned amount of Rs.66955/-(Rupees Sixty Six Thousand Nine Hundred Fifty-Five only) in favour of under-mentioned 1 Pensioner Association on their having been registered under NITI Aayog DARPAN and having been linked with PA&amp;O under PFMS, as per details given in Col.5 of the Table given below :-</p>

This Department also undertake on behalf of respective Pensioner Associations that funds utilization towards the expenditure to be incurred on approved components will be done through EAT module mapping for which has already been done under DARP AN in PFMS module. The Pensioner Association thus needs to fulfill this undertaking given by this Department</p>
<p>3. The. above Pensioners Association is, therefore, advised to book the utilization of funds for approved components under the Scheme of GIA through EAT Module under PFMS. Any expenditure incurred otherwise than through EAT module will not qualify for adjustment against the Grant-in-aid being sanctioned and released and the Association will be liable to refund such amount to this Department.</p>
<p>4. All the Pensioners Associations can access the Eat Module under PFMS by creating log-in-id and password The Log-in-ID of each Pensioner Association is Unique ID under EAT Module of PFMS which is indicated against each Pensioner Associations in Column &#8216;8″ of the Table under Para&#8217; 1′ above. For getting the password the Association need to first fill the log-in-id ( as indicated in column &#8216;8&#8217; of the above Table) and use the facility of &#8216;Forget Password&#8221; to get the fresh Password by authenticating OTP which they will receive from PFMS on the registered mobile number and E-mail by PFMS as mentioned earlier in the agency details under PFMS. After filling the OTP sent by the PFMS, the Association will get the option of &#8216;Change Password&#8217;. Accordingly, the Association will be able to create the new password for Log-in-ID. If, &#8216;any help is needed to create log-in-ID and password in EAT module of PFMS and acquainting themselves with other functions including booking of expenditure in EAT module, they may contact this Department for arranging necessary training etc. for them. <p>Minutes of the 26th meeting of Standing Committee of Voluntary Agencies (SCOVA) held on 03.02.2015 under the Chairmanship of Hon’ble MOS (PP) at Vigyan Bhawan Annexe, New Delhi.</p>
<p><strong>The list of participants is at Annexure-A</strong></p>
<p>2. At the outset Joint Secretary (Pension) welcomed Hon’ble MOS (PP), Secretary, Pension &amp; Pensioners’ Welfare, representatives of Pensioners Associations and the participating officers of various Ministries/Departments. It was stated that SCOVA is a multiparty forum and a platform for sharing views. Under the able leadership of the Hon&#8217;ble Minister, the Department will continue to streamline the various policy issues for the benefit of the pensioners.</p>
<p>3. Thereafter, Hon&#8217;ble MOS (PP), Chairman, SCOVA, welcomed all participants to the meeting. He said that presently the number of pensioners is more than the number of employees in service. Hence, there is a large pool of experience which can be utilized in a constructive manner. MOS (PP) also mentioned that the Department has been able to effectively deliver on most of what was promised. Fixed Medical Allowance (FMA) has been increased from Rs.300 to Rs.500, online grievance monitoring system CPENGRAMS is being used to keep the number of outstanding grievances to a minimum, BHAVISHYA (online pension sanction and payment tracking system) has been extended to 25 Ministries/Departments. MOS(PP) also stated that the Pensioner&#8217;s Portal is a part of the e-governance system which is in itself a priority of the present Government. He said that initiative &#8220;Sankalp&#8221; had immense potential to contribute to the welfare of pensioners  who could continue to contribute to the society after their retirement. Regarding the issue of agenda points suggested by the various Pensioners Associations being summarily rejected, it was informed that due importance was attached to all agenda points. However, owing to time constraints some of them are taken up for discussion during the SCOVA meeting and the items which were specific to a particular Department were forwarded to the concerned Ministries/Departments for taking necessary  action. Hon&#8217;ble MOS(PP) emphasized that each Department should look at the pensioners as their own responsibility and treat them as their family members.</p>
<p>It was pointed out by Pensioners Associations that there has been delay in payment of the enhanced amount of Fixed Medical Allowance in several Postal Circles. The instructions of Department of Posts to Postal Circles for accessing the orders from the website of DoP&amp;PW and send the copies to the Pension Disbursing Offices without delay are not being followed. A suggestion was made that the Heads of Postal Divisions (instead of the designated Officer in Postal Page 2 of 8 Circle Offices) may be authorised to download the relevant order from the website of DoP&amp;PW and send the copies to the Head Post Offices to effect timely payment to the Pensioners.</p>
<p>4. Thereafter, the Action Taken Report of 25th SCOVA meeting and Fresh Agenda items of 26th SCOVA meeting were taken up for discussion.</p>
<p>5. Discussion on ATR of 25th SCOVA meeting:</p>
<p>i) Sl.No 1 of ATR: Status of issue of revised PPOs to pre-2006 pensioners.</p>
<blockquote><p>a) CPAO informed that 29,615 cases were pending for revision. Despite several efforts, no further information was coming forth in respect of the pre-1990 PPOs. They have approached banks and pensioners to obtain the missing information. CPAO was advised to hold meetings with individual Ministries and sort out cases issue wise so that  solutions  could be worked out and the pendency brought down to zero. CPAO was also advised to discuss the issue with Ministry of Railways and Department of Defence who had shown remarkable progress and brought down the pendency to Nil.</p>
<p><strong>(Action: CPAO)</strong></p>
<p>b) One of the Pensioner Association intimated that a number of cases were still pending in the Maharashtra Circle post offices. The Department of Posts intimated that they would consider delegating authority of revision to sub-post offices. In case of Patiala Circle, date of birth of spouse is not indicated in the revised PPOs. In respect of the comments of other Pensioners Associations, they were requested to give specific case wherein revised authority has not been issued.</p>
<p><strong>(Action: Department of Posts)</strong></p>
<p>c) The Ministry of Railways informed that only 5000 cases are pending where no records are available and revised PPOs could not be issued. However, the Pensioners Association informed that in Firozpur, Ambala and Delhi revised PPOs in some cases have not been issued. Ministry of Railways was therefore asked to reconfirm their figures of revised PPOs.</p>
<p><strong>(Action: Ministry of Railways)</strong></p>
<p>d) Department of Telecommunications informed that as on date 867 cases are pending and out of which 665 cases pertain to BSNL. Necessary action to revise these are being taken.</p>

<p>e) D/o Ex-Servicemen Welfare informed that revised PPOs have been issued in most of the cases. This was refuted by the Defence Pensioner Association. Pensioners Associations were requested to give the list of the pending cases to the Department of Ex-servicemen Welfare, which will take the matter with CGDA. However, CGDA was asked to also reconfirm their figures.</p></blockquote>

<p>The undersigned is directed to refer to your letter ibid and state that Board has taken various steps to streamline the pension payment system to ensure that payment of pension is commenced from the month following the month of retirement and the grievances, if any, are redressed promptly, as indicated below:</p>

<p>i. Single Window System has been implemented with banks to do away with delays in commencement of pension payments inherent in the earlier system. In brief, the scheme envisages that Railways will hand over the PPOs issued during a month to the nominated nodal branch of the respective banks (located at the HQ of PPO issuing Railways) by 5th of the following month. The nodal branch is responsible to forward it to their concerned Centralised Pension Processing Centre (CPPC) by 1oth of the following month so that the CPPC can commence pension w.e.f. last day of the following month. The scheme has already been implemented with 22 banks and remaining banks are under process of implementation.</p>

<p>ii. Further, at present, the pensioner is called to the bank for submission of an undertaking about recovery of excess/overpayments before commencement of pension. In order to obviate delays in the process of commencement of pension on this account, Board , vide letter no. F(E)III 2008/PN1/13 dated 17.3.2015 , has issued instructions that requisite undertaking may be obtained by HOD from the retiring employee before his retirement and forwarded to pension disbursing bank along with PPO by the Accounts Officer. The pensioner would no longer be required to visit the bank to activate his first payment of pension.</p>

<p>&nbsp;</p>
<p>iii. In addition, it is planned to issue e-PPOs to the banks under the centralised Pension application (ARPAN) which would do away with the delays altogether. The same is being tested and is expected to be rolled out by end of this year. Railways are being advised to strictly follow the instructions and monitor timely commencement of pension to the staff.</p>

<p>iv. RBI was also addressed to direct the banks to put in place a sound grievance redressal mechanism for pensioners at CPPC/ Pension Paying Branches of the Banks . RBI has since issued the advisory to the banks to ensure expeditious redressal of pensioners’ grievances.</p>

<div>Full and modified parity will be meaningless unless the actual grades and grade pays implemented to serving employees on revision are taken into consideration.  For some categories especially at lower and middle levels, grades higher than those actually recommended by the Commissions were implemented for employees in service.  They were not extended for modified and full parity to those who retired prior to revision in the corresponding posts on the pretext that what were implemented were improved grades and grade pays.  This resulted in invidious discrimination against and grave injustice to past retirees.  The gap in pensions due to this ever widens not only with every subsequent revision but also whenever additional installment of DR and when  additional quantum based on advanced age are  granted.</div>
<div></div>
<div>Parity, full or modified, will be meaningful and confer real benefit on past retirees only when the actual grades and grade pays implemented for serving employees are taken for this purpose.  This injustice is happening only when a higher grade or grade pay is given to a certain category after revision.    We respectfully submit that certain sections of past pensioners are not able to get justice in the  matter of full/modified parity due to the above discriminatory treatment.  A Group-B officer, who retired in III CPC scale had been brought down one scale lower w.e.f., 1.1.96 and to Rs.4200/- GP w.e.f., 1.1.2006 whereas a IV CPC Group-B officer got Rs.4600/- GP  w.e.f., 1.1.2006 and a V CPC Group-B officer got Rs.4800/- GP in revision.  This injustice has occurred to many categories of pre-2006 retirees.  We appeal to the Commission to do full justice to all past retirees in the above regard by making suitable recommendations.</div>
<div></div>
<div>Pre-2006 pensioners were given 40% fitment benefit whereas serving employees were given grade pay.  This resulted in grave imbalance between pre and post 2006 pensioners.  In order to rectify this, notional fixation has to be extended w.e.f., 1.1.2006 to pre 2006 pensioners taking 50% of corresponding grade pay into account so that they will be brought on a common platform with post 2006 pensioners and they will all get equal justice in the next revision as per VII CPC.  We urge the Commission to recommend same fitment benefit to employees as well as pensioners to avoid imbalance between past and future pensioners and also same multiplication factor for revision to one and all to ensure equal treatment.</div>

<div><strong>Revision of Pension by Pay comm. is to neutralize inflationary effect . Inflation affects all equally with- out cut off date. Then why cut off dates for implementation of Pay comm. recommendations?</strong></div>

<div><strong>7th CPC recommendations should apply to all pensioners without cut-off dates .All new benefits to apply to present pensioners. Pension of all should rise by equal % to ensure equality.</strong></div>
<div><strong><br />
</strong></div>
<blockquote><p><strong>Minimum-Maximum Ratio</strong></p></blockquote>
<div><strong>Ratio mini- max. emoluments i.e. Basic + DA+IR was down to 1:8 on 1.7.96 prior to Vth CPC implementation. 7CPC must bring it back to that level.</strong></div>
<blockquote><p><strong>Gulf between highest &amp; lowest paid</strong></p></blockquote>
<div><strong>Huge gulf between lowest &amp; highest pension need to be narrowed, should not be more than 1:8.Revise pay/pension of top person first, divide it by 8 to calculate minimum.</strong></div>

<div><strong>Any attempt to increase highest &amp; lowest paid ratio in Govt jobs will be disastrous and against the preamble to constitution.</strong></div>

<blockquote><p><strong>Additional old age pension</strong></p></blockquote>
<div>100 yrs of age for a pensioner is illusionary BPS requests the Hon’ble comm. to review existing dispensation &amp; to recommend 10%upward increase in pension every 5 yrs   from 65yrs to 75yrs , 20% every 5yrs from 75- 85yrs &amp; finally increasing pension to 100% at 90 yrs of age. As in the present scenario old age disabilities/diseases set-in right from 60 yrs of age &amp; go on manifesting v. fast needing additional medical &amp; caregiver expenditure.</div>
<blockquote><p><strong>Pension to be net of Income Tax</strong></p></blockquote>
<div>Purchase value of pension gets reduced day by day due to steep rise in food, medical &amp; transport cost. Net worth of a pensioner gets considerably reduced at year end compared to the beginning of the year. To enable a pensioner in the evening of life to live with minimum comfort, BPS appeals that Pension may be exempted from Income tax.</div>

<blockquote><p><strong>DR Merger</strong></p></blockquote>
<div><strong>BPS requests the pay comm. to recommend merger of Dearness allowance with basic pension whenever it goes 50% or beyond.</strong></div>
<div><strong>Due to inherent flaws in the method of inflation index calculation which is  based on WPI. DR  is never sufficient to afford 100% neutralization. Whenever DR rise to 50% &amp; above, it results in considerable erosion of financial position of Pensioners.</strong></div>

<div><strong>Defence civilian are paid from defence budget. Are accorded Rank equivalency. BPS urge pay comm. To recommend  ex- servicemen status to retd. Defence civilians.</strong></div>

<blockquote><p><strong>BSNL pensioners</strong></p></blockquote>
<div><strong>BSNL pensioners are governed by Rule 137A of CCS (Pension) Rules 1972. BPS pleads that they be treated  at par with C .G. Pensioners for pension fixation.</strong></div>

<blockquote><p><strong>Family pensioners other than spouse</strong></p></blockquote>
<div>Family pension is restricted to daughters who become divorcee or widow during the life time of  Parents. Social Structure always force a widow or divorced lady to return to parental home. In the absence of parents illiterate ladies have to feed themselves &amp; children by doing menial jobs &amp; living as destitutes. Removal of present restriction will help these ladies to lead honorable life. BPS appeals to hon’ble  comm. to consider the issue on humanitarian grounds &amp; to recommend removal of this restriction .</div>

<div><strong>TO ensure social security. Amend it to guarantee minimum 50% of last drawn as pension &amp; Family pension as per exiting pre 2004 scheme</strong></div>

<blockquote><p><strong>Restoration of commuted value</strong></p></blockquote>
<div><strong>Commutation is an advance sanctioned to pensioner at  specific  conditions &amp; rate of intt.  at the time of retirement which is recoverable from  pension in regular monthly installments. Thus the recovery must stop the day total amount with interest is recovered.BPS requests that Commuted value of Pension be restored after 10yrs.</strong></div>

<blockquote><p><strong>Restoration of commutation to PSU absorbees</strong></p></blockquote>
<div><strong>Presently in case of pensioners other than PSU absorbees pensioners, recovery of commuted value of pension lasts 15 yrs, where as in case of PSU absorbees this recovery continues till survival which is discriminatory. In their case also fullpension should be restored, the day sanctioned amount with interest is fully recovered.</strong></div>
<blockquote><p><strong>Injustice to those born onIst jan &amp; on Ist  july</strong></p></blockquote>
<div><strong>Modified FR56(a) requires every one whose date of birth is the first of month to retire from service on the afternoon of last day of preceding month on attaining superannuation age. As a result, those born on Ist of Jan loose  pay &amp; pensionrevision benefits due to pay comm. recommendations and those born on Ist july loose benefit of one increment. They are deprived of equality of status. Hon’ble pay comm. is requested to set right the discrepancy.</strong></div>
<blockquote><p><strong>Gratuity</strong></p></blockquote>
<div><strong>We suggest that the gratuity may be calculated on the basis of 26 effective days as against 30 days in a month.</strong></div>
<div><strong> The ceiling of 16.5 times should also be removed.</strong></div>
<blockquote><p><strong>Health care</strong></p></blockquote>
<div><strong>Healthcare is not a luxury to be in  possession of privileged few. All Govt. pensioners must be issued smart cards for cashless treatment in emergencies in any empanelled/NABH accredited hospital in the country. BPS requests the Honourable commission to recommend accordingly .</strong></div>

<blockquote><p><strong>Quality healthcare</strong></p></blockquote>
<div><strong>To ensure quality healthcare to pensioners . Periodically upgrade CGHS rates, to keep these compatible to market rates. Exercise rate &amp; quality control on Govt. empanelled  hospitals.</strong></div>
<blockquote><p><strong>Hospital Regulatory authority</strong></p></blockquote>
<div><strong>Constitute hospital regulatory authority to monitor quality &amp; rates of empanelled &amp; NABH /NABL  accredited hospitals / Labs to ensure quality healthcare at affordable rates.</strong></div>

<blockquote><p><strong>Fixed Medical allowance</strong></p></blockquote>
<div><strong>As is recorded in Para 5 of the minutes of Committee of Secretaries (COS) held on 15.04.2010. OPD cost per CGHS card holder was Rs1369/ PM in 2007-8. With inflation, it is well over Rs 2500/PM now.EPFO baneficiaries already getting RS 2000/PM FMA wef June.013. Hon’ble comm. is requested to recomend Rs 2500/FMA w/o distance restriction, net of Income Tax and  allowing DR on it.</strong></div>

<blockquote><p><strong>Grievance redressal</strong></p></blockquote>
<div><strong>There should be an effective redressal mechanism with a strict Time line &amp; punitive clause for violation of time line. Any court judgement involving a common policy matter of Pay/Pension should be extended automatically to similarly placed employees/Pensioners without driving every affected person  to court of Law.</strong></div>
<div><strong>BPS, therefore, appeal to Hon’ble Comm. to recommend accordingly.</strong></div>

<blockquote><p><strong>Immediate relief</strong></p></blockquote>

<p><strong>Pending submission of commission’s report &amp; implementation of its recommendations . As an immediate measure to partially  mitigate sufferings of pensioners, BPS appeal to the Hon’ble comm. to immediately recommend merger of 50% DR with basic pension &amp; an interim relief of 20% of existing pension.</strong></p>

<li>Federations of C.G. Pensioners’ associations be    granted recognition by Government.</li>
<li>Pensioners’ representatives should be included in various Committees &amp; Forums wherein issues relating to pensioners’ are discussed &amp; decided.</li>
<li>SCOVA may be upgraded to JCM level.</li>
<li>Scope of Pension Adalats be widened to include Genl.Grievances&amp; Pensioners associations may be permitted to present pensioners cases in Pension Adalats.</li>

periodical upward revision of CGHS rates to match market rates,</li>
<li>relaxation of restriction for grant of family pension to divorced &amp; widowed daughters,</li>
<li>restore, 100% commuted value to PSU absorbees,<br />
Ex-servicemen status to Defence civilian,<br />
BSNL pensioners be treated at par with C.G.Pensioners for pension fixation,</li>
<li>rectify anomalies created by GP &amp; implementation of 6th CPC. etc.</li>
