<h4 class="wp-block-heading">Dr Jitendra Singh addresses the 7th All India Pension Adalat in New Delhi; interacts with Pensioners, Staff and Officers dealing with Pension Cases from 225 locations across the country</h4>

<p>Union Minister of State (Independent Charge) Science &amp; Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today said, Department of Pension &amp; Pensioners’ Welfare has introduced a number of path breaking reforms including relaxation in the provision of Family Pension for divorced daughters and Divyangs, introduction of Face Recognition Technology through mobile app for ease in submitting Life Certificate by elderly pensioners, Electronic Pension Pay Order, assistance from Postal Department to facilitate pension process etc.</p>



<p>Addressing the 7th All India Pension Adalat in New Delhi, Dr Jitendra Singh said that steps like extension of Family Pension to differently abled child of a deceased Government employee/ Pensioner or giving a major hike in the Family Pension emoluments for Divyang children of a deceased government servant/ pensioner are not only pension reforms but these are social reforms having wide implications.</p>



<p>Dr Jitendra Singh emphasised that under the leadership of Prime Minister Narendra Modi, the Government follows the Mantra of Good Governance for bringing “Ease of Living” to the common man. He said, under guidance of Mr Modi, out of box ideas and solutions are being devised for the well-being of pensioners. He said, the purpose of Pension Adalat is to resolve the grievances of beneficiaries in a prompt manner as well as to learn the procedural bottlenecks in disbursal of benefits.</p>



<p>Dr Jitendra Singh directed the senior officials of the Department to come out with a comprehensive “Manual for Pensioners” based on the feedback received from all the Central Ministries/Departments and Subordinate Offices for bringing further ease to pensioners. In the Pension Adalat, the Minister today randomly interacted and obtained feedback from the Pensioners, Staff and Officers dealing with the cases in Delhi and about 225 locations across the country. Over 1000 cases are listed today for the resolution and the Department is giving special preference to cases pertaining to family pensioners and super senior pensioners aged 80 years and above.</p>



<p>Dr Jitendra Singh said, the Pension Adalat initiative was started in 2017 by the Department which is leveraging technology for speedy resolution of Pensioners’ grievances. The model adopted is that all stakeholders to a particular grievance are invited on a common platform and the case is resolved as per extant policy. He informed that since 2017, some 22,494 pensioners’ grievances have been taken up and 16,061 matters resolved on the spot.</p>



<p>Dr Jitendra Singh in his concluding remarks said that the primary objective of the exercise is to provide “Ease of Living” to the Pensioners and to prevent litigation which involves financial stress to the pensioner as well to the Government and at the same time is a very lengthy process. It also creates an All-India impact and convey a message to all the Ministries/Departments/Organizations the importance this Government attaches to Pensioners’ individual grievances, the Minister added.</p>



<p>Dr Jitendra Singh recalled that the earlier Pension Rules were notified 50 years ago in 1972. Since then, a large number of amendments to the CCS (Pension) Rules, 1972 have taken place. He said, in the light of such changes and several office memoranda clarifying different provisions of these Rules, the Department has brought out a revised and updated version of the Rules i.e. Civil Services (CCS) (Pension) Rules, 2021.</p>



<p>V.Srinivas, Secretary Pension stated that the Department of Pension &amp; Pensioners’ Welfare has ensured end-to-end digitization of the Pension payment process by making BHAVISHYA software mandatory for all the Ministries to process their pension cases. He stated that this software has laid out dead-lines for every stake holder to complete the Pension processing so that pension is started on time. All Ministries have been instructed that their Nodal Officers should conduct weekly review meetings of pending grievances ensure accountability of Government officials dealing with Pensioners’ grievances.</p>

<p>Subject: <strong>First Credit of pension on the basis of e-PPO into the account of the pensioner/ family pensioner followed by subsequent verification with physical PPOs &#8211; Regarding</strong></p>



<p>It has been observed that the first credit of pension into the account of pensioner/ family pensioner is delayed as the CPPCs of Banks await the receipt of the physical PPO for verification before starting the payment of benefits. The delay in crediting of pension to the pensioner’s account due to this has been causing undue hardship to pensioners.</p>



<p>2. With a view to streamline the process to expedite the payment of first credit, all the Heads of the CPPCs of Authorised Banks are hereby directed to ensure that the credit of the first pension into the account of pensioner/family pensioner is carried out immediately on the basis of e-PPO and e-SSA received from the CPAO. The physical PPO booklet and related documents will continue to be sent to CPPCs until further orders. On receipt of the same, the CPPC of Banks will verify the details and if any differences are found between the e-PPO and manual PPO, the same should be intimated to CCP, CPAO within a month for necessary corrective action.</p>



<p>3. It may also be ensured that the e-Scroll for all payments of pension made is submitted the Same day to CPAO while intimating RBI.</p>



<p>4. The order shall come into effect from the date of issue of this OM</p>



<p>This issues with the approval of the Controller General of Accounts.</p>

<p><strong>Subject : Submission of Life Certificate by NPS-AR pensioner through Jeevan Pramaan.</strong></p>



<p>The Central Pension Accounting Office is Pension Disbursing Authority for National Pension system- Additional Relief (<strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong>&#8211;<strong>AR</strong>). The NPS-AR pensioners are required to submit Life Certificate in the month of November every year for continuation of the pension. Life Certificates are sent to CPAO through the Bank Branches of the pensioners, where the pensioners maintain their pension accounts.</p>



<p>2. A new interface (Aadhar based) for submission of Life Certificate has been developed in Jeevan Pramaan for NPS-AR pensioners and this interface is now live for submission of Digital Life Certificate (DLC] through Jeevan Pramaan. Now NPS-AR pensioners can submit their Life Certificate through Jeevan Pramaan. The Jeevan Pramaan User Manual for uploading Digital Life Certificate is attaching herewith.</p>

<p>Please connect Board’s letter of even no. dated 24.8.2020 wherein a suggestive list of discrepancies was provided with a request to carryout intensive checks of <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">pension </a>payments. Now, one of the Zonal <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">Railways</a> has brought out some more discrepancies noticed by them during the spot checks. Accordingly, a revised suggestive list duly incorporating these discrepancies is attached for ready reference.</p>

Admissibility of DR to the pensioners who are permanently absorbed in PSUs.<br />3. Age related additional quantum of pension w.r.t date of birth of the pensioner / family pensioner and with reference to the prescribed percentage of increase.<br />4. Ascertaining missing age profile of the pensioner/ family pensioner.<br />5. Restoration of commuted pension.<br />6. Payment of enhanced family pension at the extant rates and the period.<br />7. Wrong fixation of Basic pension to ex-gratia pensioners.<br />8. Discrepancies in payment of Fixed Medical Allowance to the Pensioners,<br />9. Continuation of pension payment to deceased pensioners’ account<br />10. Amount lying unconnected in inoperative Bank Account of the pensioners.<br />11. Any other item which PFA/ CPO may consider fit.</p>

<p>1. The family <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">pension</a> is payable to the unmarried/ widowed/ divorced daughter until she gets married or remarried or until she starts earning her livelihood, whichever is earlier.</p>

<p>2. The family pension is payable to unmarried/ widowed/ divorced daughter above the age of 25, after all unmarried children have attained the 25 years of age or have started . earning their livelihood, whichever is earlier.</p>



<p>3. If the deceased government servant/ pensioner has survived by any disabled child, the widow/ divorced/ unmarried daughter will be eligible to receive family pension only after the turn of disabled child.</p>

<p>4. Divorced daughter is eligible for family pension where the divorce proceedings had been filed in a competent Court during the lifetime of the employee/ pensioner or his/her spouse but divorce took place after their death. In such cases, the family pension will commence from the date of divorce.</p>

<p>Relaxation given under above referred circular no. C-207 is further extended till 31/05/2020. Accordingly, superannuation/retiring pension claim where date of retirement is on or before 31.05.2020 and all death cases pension claim may also be forwarded as a soft copy i.e. scanned copy to PCDA (<a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">Pension</a>) Allahabad email address cda-albd[at]nic.in. While forwarding scanned copy of pension claims following points may be kept in view:-</p>



<ul class="wp-block-list"><li>Duly completed scan copy of LPC-cum-Datasheet should be supported with scan copies of supporting documents.</li><li>Scan copy of claim should be in PDF format.</li><li>Claims where date of retirement is after 31.05.2020 will not be entertained.</li><li>Claims should be forwarded only through official email id which is registered for HOO CODE.</li><li>Subject of email will be “ Pension claim- G1/Civil/  Pensioner name /Date of Retirement”</li><li>This arrangement is optional for those Head of Offices, who are not in position to forward pension claim in hard copy during lockdown.</li></ul>

<p>Subject: <strong>Accounting Procedure for crediting the amount withdrawn by the pensioner from PFRDA and interest thereon in to Government Account for availing benefit of Additional Relief on Death/ Disability of the Govt Servant covered under NPS-reg.</strong></p>



<p>Attention is invited to DP&amp;PW OM. No. 38/41/06/P&amp;PW(A) dated 05.05.2009 to be read with OM No. 28/03/2018-P&amp;PW(B) dated 02.04.2018 wherein it is stated the &#8220;The Exit and Withdrawals under NPS regulations 2015 provides in para 6(e) that if the subscriber or the family members of the deceased subscriber, upon his death, avails the option of additional relief on death or disability provided by the Government, the Government shall have right to adjust or seek transfer of the entire accumulated pension wealth of the subscriber to itself. The subscriber or family members of the subscriber availing such benefit shall specifically and unconditionally agree and undertake to transfer the entire accumulated pension wealth to the Government, In lieu of enjoying or obtaining such additional reliefs like family pension or disability pension or any other pensionary benefits from such Government authority.&#8221; It is also stated in the OM dated 02.04.2018 that &#8220;the family of the deceased Govt. servant is entitled to family pension under old pension scheme, if they want to avail the benefits under old pension scheme. In this case the entire accumulated funds under NPS may be recovered from the family with interest However, the possibility to adjust the recovery of accumulated wealth from arrears of family pension may also be explored. &#8220;</p>



<p>References have been received from the Pay &amp; Account Offices for accounting procedure for N PS corpus deposited by the pensioner/family pensioner or received from PFRDA.</p>



<p>O/o the CGA vide its U O no. 1(7)(2)/2010/Cla/TA/205 dated 05.08.2019 has suggested the accounting procedure for the amount of NPS corpus received from pensioner/family pensioner/ PFRDA as under:</p>



<ul class="wp-block-list"><li>The amount received may be deposited into the existing government account of the PAO concerned.</li><li>The receipt may be accounted for by crediting MH 0071- Contributions and Recoveries towards Pension and other retirement benefits, 01- Civil. Minor Head 101-Subscriptions and Contributions. A new sub-head &#8216;Accumulated Pension Wealth in respect of N PS subscribers&#8217; may be got opened under the above head for the purpose, if already not opened.</li></ul>



<p>All the Pr. CCAs/CCAs/CAs/ AGs/Administrators of UTs are requested to instruct concerned PAOs to follow the accounting procedure mentioned above.</p>

<p>2. It was decided to increase the age of retirement from 58 to 60 years vide its notification No.25012/2/97-Estt.(A) dated 13th May, 1998. In pursuance of this decision and in view of the recommendation of the Vth Central Pay Commission, in partial modification of Rule 54(3) (a) of CCS (Pension) rules, 1972, it was decided that the payment of family pension at enhanced rates will be payable for 7 years or till the government servant/pensioner would have attained the age of 67 years against the existing provision of 65 years. This has been applicable in cases where Government servant is to retire at the age of 60 years in pursuance of the notification dated 11.05.1998 and not where Government servant has already retired at the age of 58 years or would have retired at the age of 55 years but for his premature demise.</p>
<p>3. Subsequently rule 54(3)(a)(ii) has also been amended to read as under:<br />
In the event of death of Government servant after retirement, the family pension as determined under sub-clause (i) shall be payable for a period of seven years, or for u period up to the date on which the retired deceased Government servant would have attained the age of 67 years had he survived, whichever is less.</p>
<p>4. In view of this it is clear that family pension at enhanced rates will be payable for 7 years or till the deceased retired government servant would have attained the age of 67 years had he survived, whichever is less, irrespective of type of retirement. date of retirement and age of superannuation applicable in the case of retired Govt. servant. This would equally apply in all Central Civil Govt. Departments/Offices including CPAF and Medical Officers.</p>

										<content:encoded><![CDATA[<p><b>Eligibility of Divorced Daughter of Armed Forces Personnel for Grant of Family Pension</b></p>
<p>As per Ministry of Defence (MoD) letter of September 2015, presently only those children who are dependent and meet other conditions of eligibility for family pension at the time of death of the Government servant or his/her spouse, whichever is later, are eligible for family pension. Accordingly, divorced daughters who fulfil other conditions are eligible for family pension if a decree of divorce had been issued by the competent court during the life time of at least one of the parents.</p>
<p>The Government has been receiving grievances from various quarters that the divorce proceedings are a long drawn procedure which take many years before attaining finality. There are many cases in which the divorce proceedings of a daughter of a Government employee/pensioner had been instituted in the competent court during the life time of one or both but none was alive by the time the decree of divorce was granted by the competent authority.</p>
<p>The matter has been examined and it has been decided vide Ministry of Defence letter dated 17 November 2017 to grant family pension to a divorced daughter of Armed Forces personnel in such cases where the divorce proceedings has been filed in a competent court during the life time of the employee/pensioner or his/her spouse but divorce took place after their death &#8211; provided that the claimant fulfils all other conditions for grant of family pension. In such cases, the family pension will commence from the date of divorce.</p>
