This group of personnel can, by and large, offer greater maturity, experience and stability. With improved living conditions and the best of medical facilities, most of these retiring government employees would be capable of putting in a good 5-7 years of active service.</div>

<div>The Department of Pension and Pensioners’ Welfare conducted a pre-retirement counseling for retirees here today. Addressing the concluding session the Minister of State for Personnel, Public Grievances and Pension Dr. Jitendra Singh said that the issue of retirement is to be handled with social mindset. The MoS stated that the society should feel good about it. He stated that the issue is too large to handle by the government itself and hoped that social organization should come forward to help.</div>
<div></div>
<div>The Department of Pensions has institutionalised regular conduct of pre-retirement Counseling workshops. These workshops target retiring personnel two to two-and-a-half years before the retirement date. Topics covered are (i) Formalities to be covered for timely payment of retirement dues (ii) Financial planning for the amounts received at retirement (iii) Preparation of Will (iv) CGHS facilities after retirement and (v) Post-retirement opportunities through Sankalp.</div>

<div>The “Sankalp’ programme has been initiated by the Department towards this end and a web portal of the same name has also been launched. Pensioners, Pensioner Associations and NGOs can register on the website http//www.pensionersportal.gov.in/sankalp.</div>
<div></div>
<div>Recognising the fact that a retiring government employee is very often unprepared to face the fact that he may be without a daily routine and a meaningful existence the day after he retires, the Government is looking for ways to engage the retired employees in meaningful social work.</div>
<div></div>
<div>There are approximately 40,000 fresh retirees every year from the Central Government Civil establishments alone. This number could be close to 1,00,000 including defense, railways, posts and telecom. In addition there is a pool of around 50 lakh existing pensioners. This group of personnel can, by and large, offer greater maturity, experience and stability. With improved living conditions and the best of medical facilities, most of these retiring government employees would be capable of putting in a good 5-7 years of active service. Further, the financial requirements are by and large taken care of by the regular monthly pension payments which are also inflation indexed. What that hurts is a sense of not being wanted anymore and the lack of a daily routine.</div>
<div></div>
<div>Realising the potential of such a large section of experienced, capable and productive workforce, the Department of Pensions and Pensioners’ Welfare has conceptualised such pre-retirement counseling sessions for retirees. This serves as a platform for exchange of information between retiring employees and voluntary or other organisations working towards building society looking for expertise, skill and maturity which can be offered by these retired government servants. The forum will serve to facilitate matching of broad parameters of geographical location and basic skills/ expertise required/ available. Both employees and organisations will have to register on to this portal.</div>

<div>Another possibility is to bring together groups of like-minded pensioners /Pensioners’ Associations and the ministries which are looking for concurrent audit or evaluation of development schemes being implemented all over the country.</div>

<div>In pursuance of CGA office letter No. S-11012/2/3(19)/Banks/RBD/2004/2077 dated 31.08.2013 read with Ministry of Finance, Department of Expenditure letter No. 7/10/2012-13 dated 13.09.2012 removal of state-wise jurisdiction from HDFC Bank for disbursement of civil pensioners introduced vide Correction Slip No. 21 to the Scheme for payment of pensions to Central Government Civil Pensioners by Authorised Banks is withdrawn with immediate effect. Accordingly status so as on 31.07.2013 should be maintained. A list of States as on 30.07.2013 in which the HDFC was authorized to disburse the civil pension is enclosed for ready reference.</div>

<div>In view of the above, all Pr. CCAs/CAs with independent charge are advised to issue necessary instructions to all their Pay Sz Accounts Offices and Head of offices under their payment control<strong> not to accept any of the paying branch of HDFC Bank Ltd. from any of the fresh retirees for disbursement of their pension</strong>. If any such case comes to the notice where the pensioner has opted the HDFC bank for his pension payment he may be advised to change his options to avoid unnecessary correspondence in this regard causing delay in starting the pension payment and consequent discomfort to him.</div>

<p>The condition of applying for family pension in Form 14 on the death of pensioner has been causing inconvenience to widows, specially on account of the requirement of attestation by two Gazetted Officers.</p>
<p>The Minister of State for Personnel, Public Grievances &amp; Pensions Shri V. Narayanasamy informed the members of Standing Committee of Voluntary Agencies (SCOVA) that the Government has decided to do away with the requirement of submission of Form 14 for commencement of family pension where the pensioner and spouse hold a joint account. The spouse may inform the Bank of death of the pensioner by way of a simple letter enclosing a copy of death certificate. The paying bank will identify the spouse based on the information given in the PPO and its own “Know Your Customer” procedures.</p>
<p>In other cases, i.e., where the pension is not being credited to the joint bank account of the pensioner and his/her spouse, the condition of attestation of Form 14 has been done away with and giving witness of two persons has been considered as sufficient.</p>

<p>As per the Annual action Plan of Controller General of Defence Accounts, New Delhi in consultation with the Ministry of Defence, the Principal Controller of Defence Accounts (Pensions) Allahabad will be organising the 119th Defence Pension Adalat at Jamshedpur (Jharkhand) on 29th and 30 th October, 2013 for redressal of grievances of Defence pensioners including Defence Civilians drawing pension through PUBLIC SECTOR BANKS, TOs’ and DPDOs in the State of Jharkhand and adjoining areas.</p>
<p><strong>Objective</strong><br />
Any Defence Pensioners / Defence Family Pensioners / Defence Civilian and their families having any specific grievances relating to sanction or disbursement of Defence pension are requested to submit their representation, in writing, in duplicate to :</p>

<p>A format of the representation is given on this website. Applicants are advised to apply as per the format, for easy processing of their applications.</p>

Two copies of the applications should be sent<br />
Photocopies of Pension payment order, Corr PPO, discharge certificate (wherever required) and other documents must be enclosed<br />
Each application will be allotted a unique Adalat Registration Number. The same should be quoted in all future correspondence.<br />
Individual call letters notifying the date and venue of the Adalat will be sent in due course<br />
Incomplete and unsigned representations will be rejected.<br />
The Date of the Pension Adalat on dt 29 th &amp; 30th Octobar, 2013 at Tulsi Bhavan, Near Gopal Maidan, Bishtapur, Jamshedpur (Jharkhand).</p>
<p><strong>TA/DA</strong> will not be reimbursed to pensioners/individuals attending the Adalat for redressal of their pension related problems.</p>

<p>The 23rd meeting of Standing Committee of Voluntary Agencies (SCOVA) of the Department of Pension &amp; Pensioners’ Welfare is scheduled to be held shortly. The details of the date, time and venue of the meeting will follow. The meeting will be chaired by the Hon’ble Minister of State in the Ministry of Personnel, Pubic Grievances &amp; Pensions.</p>
<p>2. All the Pensioners Associations under <a href="http://centralgovernmentnews.com/?s=scova">SCOVA</a> are requested to kindly provide the following requisite information through fax as well as E-mail : &#8211;</p>
<p>(a) Suggest fresh items / issues, if any, for inclusion In the agenda to be discussed for the proposed meeting. Kindly do not send those agenda items which have already been discussed in the previous SCOVA meetings and on which final decision/action has already been taken. Your response in this regard may please be sent to this Department so as to reach the undersigned latest by 8th August, 2013 to enable us to finalize the agenda items. Minutes of the meetings and Action Taken Reports of the previous SCOVA meetings are available on the website of this Department www.pensionersportal.gov.in</p>
<p>(b) Because of the consideration of space, only one representative of your organization may attend the above said meeting. Confirmation of participation and the name of the participant may kindly be intimated in advance to the undersigned by fax/e-mail.</p>

The Standing Committee of Voluntary Agencies (SCOVA) was last reconstituted vide this Department’s Resolution No.42/50/2010-P&amp;PW(G) dated 24th June, 2011 for a period of two years. <p>2. The term of SCOVA will be of 2 years. The Standing Group would serve for three terms of two years each. The Rotating Group would serve for one term of two years and would be eligible for re-nomination for one more term.</p>
<p>3. The SCOVA will hold its meting as often as may be necessary. However, it will meet at least once in  year.</p>
<p><strong>4. The SCOVA will function to promote the following objectives :-</strong><br />
(i) To provide a feed back on implementation of policies/programme of the Department of Pension and Pensioners’ Welfare.<br />
(ii) To discuss and critically examine the policy initiatives; and<br />
(iii) To mobilize voluntary efforts to supplement the Government action.</p>
<p>5. Traveling Allowance and Daily Allowance to Non official members for attending the meeting of the SCOVA shall be regulated in accordance with the provisions of SR 190 and orders of Government of India there under as issued from time to time.</p>
<p>6. The expenditure involved will be met from within the sanctioned budget grant of Department of Pension &amp; Pensioners’ Welfare.</p></div>

<p style="text-align: left;">Subject: <strong>Introducing a dedicated day for attending pensioners in person &#8211; reg</strong>.</p>
<p>The undersigned is directed to inform that in order to facilitate mitigation of problems of Central Civil Pensioners, it has been decided that on every Wednesday, concerned officers of the Department of Pension and Pensioners’ Welfare will be available between 15.00 and 16.00 hrs, in person, in Room No. 310, Lok Navak Bhavan (near Gate No.1) to meet pensioners and, as far as possible, answer the queries/points raised by the pensioners.</p>
<p>2. The Central Civil Pensioners, aggrieved of <a href="http://centralgovernmentnews.com/category/pension/">pension </a>related matters and seeking clarification etc., on application of any of the following rules/regulations may meet the concerned officers of this Department alongwith a written submission, by appearing in person, on the prescribed date, time and venue, and make us of this facility.</p>
<p>3. The rules being administered by this Department are:</p>
<p><strong>(i) CCS (Pension) Rules, 1972;</strong></p>
<p><strong>(ii) CCS (Commutation of Pension) Rules, 1981;</strong></p>
<p><strong>(iii) CCS (Extra-ordinary Pension) Rules;</strong></p>
<p><strong>(iv) GPF (CS) Rules, 1960; and </strong></p>
<p><strong>(v) CPF (lndia) Rules, 1962.</strong></p>

<strong>Item No.1</strong><br />
<strong>Sub: Less payment of pension to pre-96 and pre-2006 retirees</strong><br />
It has been noted that the employees drawing pay scale of Rs.1400-2300 in V CPC were allotted pay scale of Rs.5000-8000 in V CPC, and subsequently they were placed in scale Rs.9300-34800 in PB-2 with Grade Pay of Rs.4200. But it is surprising that, pre-1996 retirees have been placed in PB-I pay scale Rs.5200-20200 with Grade Pay of Rs.2800.</p>
<p>In AIRF’s opinion, this is discrimination with the employees retired before 1.1.1996.</p>
<p>Necessary action, therefore, needs to be taken in the matter urgently.</p>
<p><strong>Item No.2</strong><br />
<strong>Sub: Provision of HRA for PensionerslFamily Pensioners</strong><br />
A Government Servant while in service is paid either House Rent Allowance or government accommodation. After retirement he is left with no facility of government accommodation or House Rent Allowance. As such, a pensioner has to pay a major part of his pension as a rent for accommodation. On account of high prices of residential houses, it is not possible for a retired employee to purchase even a small house out of his retirement dues.</p>
<p>AIRF, therefore, requests that, some provision, for payment of HRA to Pensioners/Family Pensioners, should be made to enable them to spend their retirement life comfortably.</p>
<p><strong>Item No.3</strong><br />
<strong>Sub: Increase in Family Pension</strong><br />
A government employee gets pension @ 50%of his Basic Pay after retirement, which is considered sufficient to meet the expenses on day-to-day requirement of the family such as food, clothes etc., but after the demise of pensioner, only 30% pension is admissible as Family Pension to his widow. As such, the family gets 40% less pension in comparison to the pension admissible to the employee. It is understood that, after the demise of pensioner, the expenses are not reduced by 50%, which is perhaps the base of fixing FarnIy Pension. Moreover. besides expenses on food, there are some other miscellaneous expenses, which cannot be overlooked. In the circumstances, the existing provision of 30% pension to the family of deceased pensioner is inadequate for survival.</p>
<p>AIRE is, therefore, of the view that the Family Pension should be increased at least from 30% to 40%.</p>
<p><strong>Item No.4</strong><br />
<strong>Sub: Arbitrary orders denying revision of Pension and Family Pension in favour of the pensioners who were in receipt of Compulsory Retirement Pension and Compassionate Allowance under Rules 40 and 41 of the Central Civil Services(Pension) Rules, 1972</strong><br />
In terms of rule 40 &amp; 41 of Central Civil Services(Pension) Rules, 1972, Compulsory Retirement Pension and Compassionate Allowance are sanctioned. Such Compulsory Retirement Pension and Compassionate Allowance, whenever sanctioned, are revised at par with other pensioners. But DOP&amp;PW’s O.M. No.38/37/08—P&amp;PW(A) dated 03.10.2008 has stated that, there should not be any revision on the Compulsory Retirement Pension and Compassionate Allowance. This order will adversely affect the living standard of the such retired employee.</p>
<p>AIRF, therefore, urges upon that, this order may please be called back and the revision, already undertaken, should be allowed to stay.</p>
<p><strong>Item No.5</strong><br />
<strong>Sub: Revision of PPO in favour of Pensioners/Family Pensioners</strong><br />
Ministry of PPG&amp;P(Departrnent of Pension) vide Para 11 of F. No. 38/ 37/08-P&amp;PW(A) dated 01.09.2008 has issued order that revised PPO should be suo-moto issued by the pension sanctioning authority. This has been revised vide PPG&amp;PW’s subsequent F. No.38/37/08—P&amp;PW(A) Pt. I dated 14.10.2008 stipulating that the disbursing authority should furnish calculation in respect of revision of Pension/Family Pension to the pension sanctioning authority, and on receipt of the same, pension sanctioning authority would revise the PPO in favour of pensioner/family pensioner.</p>
<p>This order has created utter confusion and the same was raised in the ordinary meeting of the NCIJCM, held on 15.05.2010, when it was assured that the matter would be sorted out early. Unfortunately, after lapse of long 18 months, the matter could not be sorted out, resulting in, large number of pensionerslfamily pensioners of pre 01.01.2006 could not get the revised PPO.</p>
<p>AIRF, therefore, urges that, necessary action may be taken to issue revise PPO to the PensionerslFamily Pensioners of pre 01.01.2006 retirees.</p>
<p><strong>Item No.6</strong><br />
<strong>Sub: Fixation of pension of pre-2006 retirees in terms of <a href="http://centralgovernmentnews.com/category/6cpc/">VI CPC</a> pay scales</strong><br />
AIRF feels that the pension of pre-2006 retirees should be fixed on the basis of corresponding pay stage in new Pay Band plus Grade Pay of their last pay drawn in pay scale held by them at the time of their retirement.</p>
<p>In this regard, the Hon’ble CAT, New Delhi vide its judgement dated 01.11.2011 in OA Nos.0655/2010, 3079/2009, 306/2010 and 0507/2010 have given the direction to fix the pension of pre-2006 retirees as stated above.</p>
<p>AIRF understood that, instead of Implementing the judgernent of the CAT, DoP&amp;PW has challenged the judgement before the Hon’ble High Court, New Delhi.</p>
<p>AIRF, therefore, requests, that the DoP&amp;PW, instead of fighting against Hon’ble CAT’s orders, may consider the justified demand in the interest of the pre-2006 retirees.</p>
<p><strong>Item No.7</strong><br />
<strong>Sub: Restoration of commuted portion of pension</strong><br />
Presently, there is a provision for restoration of commuted portion of pension after 15 years. On an average, a small number of pensioners attain the age of 75 years. As such, most of the pensioners are deprived of the benefit of restoration of pension.</p>
<p>AIRF, therefore, requests that the period of 15 years may be reduced to 12 years so that some more pensioners could get the benefit of restoration of commuted portion of pension.</p>
<p>In this connection, it is pertinent to mention that the Fifth CPC had also recommended to reduce this period to 12 years.</p>
<p><strong>Item No.8</strong><br />
<strong>Sub: Enhancement of age related to additional basic pension</strong><br />
There has been a demand from certain Pensioners Associations! Pensioners Samaj on the issue of enhancement of pension on attaining the age of 65, 70, 75 and 80 and so on by 5% every time.</p>
<p>Presently, age related enhancement in pension is admissible to the pensioners having 80 years of age completed.</p>
<p>As all are well aware that, a handful pensioners survive up to the age of 80 years. As such, majority of pensioners are unable to get the benefit of enhanced pension.</p>
<p>AIRF, therefore, requests the government to take a positive view to reduce minimum age limit from 80 to 65 years for giving the benefit of enhanced <a href="http://centralgovernmentnews.com/category/pension/">pension</a>.</p>

										<content:encoded><![CDATA[<p><strong>Web Based Pensioner Portal to Facilitate Grievance Redressal of Pensioners, 17 Lakh Hits Received on the Portal</strong></p>
<p>The Department of Pension &amp; Pensioners&#8217; Welfare has developed a web-based &#8216;Pensioners&#8217; Portal&#8217;, under the National e-Governance Plan for dissemination of pension related information as well as registration of pensioners&#8217; grievances online. Addressing the media during the National Editors Conference in the Capital, Mr. V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office stated that welfare of pensioners and their families is of utmost concern for the Government. The department has on date received 56836  pension grievances and Redressed 38822 cases. More than 17 lakh hits have been received on the pensioner portal.</p>
