<p>The undersigned is directed to refer to the Ministry of Earth Sciences&#8217; SFS File No. DGM-HQ-43011(10)/5/2022 Note dated 8/8/2022 regarding seeking guidance/ direction of this Department on the subject mentioned above.</p>



<p>2. The matter has been examined in this Department. It is stated that there is no provision under CCS (Pension) Rules, 2021 or CCS (Pension) Rules, 1972 to delete the name of daughter from Pension Payment Order (PPO) of the Government servant. The daughter is assumed to be a member of family of Government servant as and when intimated by the Government servant in the prescribed proforma. Hence, the name of family members will remain in the PPO. The eligibility for Family Pension is decided after demise of Government servant according to existing rules. Ministry of Earth Sciences may take action accordingly.</p>

<h3 class="wp-block-heading">Goa EPFO to collect life certificate from home for bedridden pensioners</h3>

<p>In the present scenario of <strong><a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a></strong> Pandemic, Employees Provident Fund Organization desires that all the Pensioners should stay safe and stay at home in the prevailing Pandemic situation. Therefore, <a href="https://centralgovernmentnews.com/category/epfo/" target="_blank" rel="noreferrer noopener">EPFO</a> has proactively partnered with Common Service Centre( CSC) to provide facilities to submit Digital Jeevan Pramaan Patra. Further Post offices have also started collection of Digital Jeevan Pramaan. A multi- agency model adopted by EPFO empowers EPS pensioners with choice and autonomy to select the service delivery agency as per their convenience.</p>



<p>In this regard, a key policy change has been brought by EPFO to allow <strong><a href="https://centralgovernmentnews.com/tag/EPS/" target="_blank" rel="noreferrer noopener">EPS</a></strong> pensioners to submit their Digital Pramaan Patra at any time during the year as per their convenience and not just during the months of November &amp; December. The Life Certificate will remain valid for One year from the date of submission. For example, The Digital Life Certificate submitted in November/ December 2019 is valid for release of monthly pension for one year i.e up to November / December 2020, respectively. This pro -pensioner step has been taken to provide hassle free Social Security cover to EPS pensioners.</p>



<p>EPS Pensioners are hereby requested to avoid visiting PF Offices and instead submit Aadhar based Biometric Digital <a href="https://centralgovernmentnews.com/tag/life-certificate/" target="_blank" rel="noreferrer noopener">Life Certificate</a> for Jeevan Pramaan Patra at respective Bank branches, nearest Post Offices or at Common Service Centers, for details about nearest Common Service Centre use link https://locator.esecloud.in. Pensioners only need to carry their mobile, Bank pass book, Pension Payment Order number and Aadhar number. They can also avail this service by contacting their local Postman/ Nearest Post Office. There are 254 post offices and 100 Common Service centers all over Goa providing services of Jeevan Praman Patra.</p>



<p>For bed ridden pensioners or those suffering for infirmity, Goa Office shall make arrangement to collect Life Certificate from their home for availing such facility, Pensioner/his her family members should send a request through email at ro.goa@epfindia gov.in with complete details.</p>



<p>Therefore, EPFO strongly advises the pensioners to visit their Pension disbursing Banks, nearest Post Offices, Common Service Centers to submit the Digital Life Certificate/ Jeevan Pramaan Patra, in this COVID-19 Pandemic situation in order to stay safe.</p>

<p>Subject : <strong>Facility for Central Government Civil pensioners to store Electronic PPO in Digi Locker &#8211; regd.</strong></p>



<p>1. It has come to the notice of this Department, that several Pensioners, over a period of time, misplace the original copies of their <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" rel="noreferrer noopener">Pension</a> Payment Order (PPO) which, needless to say, is a very important original document. In the absence of their PPO, these pensioners have to face innumerable hardship at various stages of their retired life. For newly retiring officials, in view of the widespread <a href="https://centralgovernmentnews.com/tag/Covid-19/" target="_blank" rel="noreferrer noopener">Covid-19</a> pandemic, it is a dilemma to physically receive hard copies of the <a href="https://centralgovernmentnews.com/tag/PPO/" target="_blank" rel="noreferrer noopener">PPO</a></p>



<p>2. Accordingly, the Department of Pension &amp; Pensioners’ Welfare (DoPPW) has decided to integrate the electronic Pension Payment Order (e-PPO) generated through Public Financial Management System (PFMS) application of CGA (Controller General of Accounts) with Digi Locker, in order to enhance Ease of Living of Central Government Civil Pensioners. This system will enable any Pensioner to obtain an instant copy/print-out of the latest copy of his PPO from his Digi Locker account. This initiative will create a permanent record of his PPO in his Digi Locker and at the same time eliminate delays in reaching the PPO to new pensioners, as well as the necessity of handing over a physical copy.</p>



<p>3. This facility has been created within ‘Bhavishya’ software, which is a single window platform for Pensioners, right from the start of their Pension processing, till the end of the process. “Bhavishya” shall now provide an option to the retiring employees, to link their Digi-locker account with their “Bhavishya” account and obtain their e-PPO in a seamless manner.</p>

<h3 class="wp-block-heading">4. The following steps are required to store e-PPO in Digi Locker:</h3>



<ul class="wp-block-list"><li>Bhavishya” provides option to retiring employees for linking their Digi-locker account with “Bhavishya” to get e-PPO.</li><li>Above option is available to the retiree at the time of filling of retirement forms, as well as after submission of the forms</li><li>Retiree will sign into their Digi-locker account from Bhavishya and authorize Bhavishya to PUSH the e-PPO to Digi Locker.</li><li>As soon as e-PPO is issued, it is automatically PUSHED into corresponding Digi locker account and the retiree is informed about the same through SMS and Email by Bhavishya.</li><li>To view/download the e-PPO, retiree has to log into the Digi Locker account and simply click on the link.</li></ul>



<p>5. The Administrative Divisions of all Ministries/Department and attached/subordinate offices are requested to bring these instructions to the notice of all concerned for compliance.</p>



<p>6. This issues with the approval of the Secretary (Pension &amp; Pensioners’ Welfare).</p>

<p>Government employees retiring during COVID pandemic will be receiving “provisional” pension till their regular Pension Payment Order (PPO) is issued and other official formalities completed.</p>



<p>Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that after the Modi Government took over, the Department of Pensions had upgraded and equipped itself to deliver the PPO to the concerned employee without delay on the day of his or her superannuation. Besides this, in the last few years, taking cue from Prime Minister Narendra Modi’s emphasis on digitalization, the Department of <a href="https://centralgovernmentnews.com/category/pension/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">Pension</a> also created a Portal, which could be accessed by any government employee approaching superannuation to find out the status of his or her pension papers, he said.</p>



<p>However, because of the disruption in the official work due to COVID pandemic and lockdown, Dr Jitendra Singh said, some of the employees who had retired during this period may not have been provided with PPO. But, as an evidence of the present government’s sensitivity towards the pensioners and the senior citizens, a decision was taken that in order to avoid a delay in the start of regular pension covered under CCS (Pension Rules) 1972, the rules may be relaxed to enable seamless payment of “Provisional Pension” and “Provisional Gratuity” till the regular PPO is issued.</p>



<p>As per the OM (Office Memorandum) issued by Department of Pensions, affiliated to the Ministry of Personnel, the payment of “Provisional Pension” will initially continue for a period of six months from the date of retirement and the period of “Provisional Pension” may be further extended up to one year in exceptional cases. These instructions shall also be applicable in cases where a government servant retires otherwise than on superannuation i.e. voluntary retirement, retirement under FR 56, etc.</p>

<p>Dr Jitendra Singh said, this decision has been taken considering that because of the constraints of pandemic and lockdown, a government servant may find difficulty in submitting his Pension Forms to the Head of Office or may not be able to forward the Claim Form in hard copy along with Service Book to the concerned Pay &amp; Accounts Office in time, particularly when both the offices are located in different cities. This is very pertinent to Central Armed Police Forces (CAPFs) who are constantly on the move and whose Heads of Offices are located in cities different from where the Pay &amp; Accounts Office is located.</p>



<p>Vide another circular, Department of Pension &amp; Pensioners’ Welfare (DOPPW) has directed all offices maintaining GPF (General Provident Fund) Accounts to complete all credit entries including accruing interest to the employees two years before retirement and then one year before retirement so that Provident Fund is also paid accurately in time.</p>

<p>With reference to the context cited above, EPFO has collaborated with NISD and has made available the digital version of the Pension Payment Order (PPO) for the Pensioners of Employees’ Pension Scheme at Digilocker Portal for the benefit of the Stakeholders. By collaborating with NISD, EPFO seeks to improve its service delivery by creating a digital highway that can facilitate exchange of digitally signed documents amongst the issuers, citizens and the other Government service providers. The PPO issued by EPFO to the EPS pensioners has been made available at Digilocker Portal in shape of a Digital Certificate which any concerned EPS Pensioners can download by registering on Digilocker.</p>

<h3 style="text-align: center;">Expectation From Pensioner</h3>
<p>1. Timely Submission of Pension Claims:Application for grant of pension /gratuity /commutation/revision should be submitted to Head of Office/RO concerned. The application should be submitted well in advance so that it reached the PCDA (P) Allahabad office (through HOO) at least three months before the date of your retirement. Only then it can be ensured that the Pension Payment Order (PPO) reaches you (through your HOO/RO) before your retirement.</p>
<p>2. Reminder /queries to know status of a claim: There is thirty days drill for PCDA (P) office for notification of pension/Family Pension (and 60 days drill for Disability/WIP cases). Therefore once a pension claim is sent to the PCDA (P) office, reminders/FAX /queries regarding that claim should not be sent for atleast 35 days (65 days for Disability /WIP cases) from the date your claim is sent by your RO/HOO to PCDA (P). The queries should be sent to the officer-in charge of that section (which can be seen from &#8216;Organisational structure&#8217; on this Website along with the references/letter number under which claim submitted.</p>
<p>3. Check the PPO: On receipt of an intimation memo relating to notification of your pensionary awards/copy of PPO, you should check that the pensionary awards have been notified correctly as per extent rules.</p>
<p>4. Corrections required in your PPO: If you feel that some correction is required in your PPO, you should contact your RO/Head of Office /Pension Disbursing Agency (PDA) for taking up the matter with Principal Controller of Defence Accounts (Pensions), Allahabad.</p>
<p>5. In case of anychange in your residential address , you should send an intimation to your PDA/HOO/RO</p>
<p>6. Annual identification: For Annual identification you should appear before your PDA/submit Life Certificate failing which your pension may be stopped.</p>
<p>7. Loss of PPO: Where the P.P.O.(Pension Payment Order) notifying your pensionary awards has been lost you should make a request to your P.D.A. to furnish a Loss Certificate to the P.C.D.A.(P) to obtain a duplicate copy of P.P.O.</p>
<p>8. In case of re-employment in any Central or State govt./Autonomous bodies/Public Sector Undertaking, the full facts of re-employment should be given by you to your PDA (Pension Disbursing Authority) immediately after re-employment occurred. In case of non-re-employment, a declaration to this effect may be given to your PDA, once in a year in the month of May positively.</p>
<p>9. Details of family, post discharge changes: In case you have married after retirement or have children born after retirement , please furnish full details with relevant certificates to your RO/HOO. In case the joint notification of your Family Pension is not done, please ensure that same is done immediately. You can take up the issue through your RO/HOO with the PCDA(P) or other Pension Sanctioning Authority (PSA)</p>
<p>10. In case there is a handicapped child, the details of your family members including the name of handicapped child should be given to your RO/HOO and an acknowledgment should be obtained.</p>
<p>11. In the event of conviction by a court of law, full facts of the case should be reported to the PDA/P.C.D.A.(P).</p>
<p>12. Change of PDA: If you desire to draw your pension from another paying agency you should make a request to your current PDA for transfer of your pension account to the PDA from where you now desire to draw your pension. No reference is required to be made to the Pension Sanctioning Authority i.e. P.C.D.A(P), Allahabad for change of PDA.</p>
<p>13. References to PCDA(P) Office: If you desire to make a reference to the office of PCDA(P), Allahabad on any issue, please quote your PPO No,(under which your PPO was originally sanctioned, and also latest Corrigendum PPO number) apart from other details .</p>
<p>14. For restoration of commuted portion of pension after 15 years, from the date of receipt of commuted value of pension, please apply to the PDA on the prescribed form as PCDA (P) has got no role in this regard.</p>
<p>15. Please nominate the person to whom you want to authorise Life Time Arrear on your demise and submit the nomination form to your PDA. In case you want to change it please submit a change nomination form to your PDA to avoid hardship to your nominee to get the amount of Life Time Arrear .</p>

<p>In order to check delay and bring in more transparency, the Centre has asked all its departments to mandatorily process all pension-related cases through an online system.</p>
<p>The move will result in timely sanction and grant of post-retirement benefits to employees.</p>
<p>The Ministry of Personnel, Public Grievances and Pensions has issued instructions to secretaries of all central government departments asking them to ensure that pension cases are processed electronically.</p>
<p>It has been seen that despite detailed guidelines and instructions, a large proportion of retiring employees do not get their retirement benefits and pension payment order (PPO) in time, the Ministry said in an order.</p>
<p>It said an online pension sanction and payment tracking system called &#8216;Bhavishya&#8217; has been launched to check delay in providing retirement benefits to employees.</p>
<p>Both the retiring employees as well as administrative authorities can monitor progress of pension cases at each stage online.</p>
<p>&#8220;It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form,&#8221; the Personnel Ministry said, seeking strict compliance of its directive.<br />
All pension related cases of retiring employees have to be filed electronically from January 1, 2017 and &#8220;in no case will the pension case be delayed on account of electronic processing through Bhavishya&#8221;, it said.</p>

<p>Department of Pension and Pensioners’ Welfare is responsible for formulation of policy and coordination of matters relating to pension policy and welfare of Central Government pensioners. It has been seen that despite detailed guidelines and instructions to the contrary a large proportion of retiring employees do not get their retirement benefits and the Pension Payment Order(PPO) in time. It is likely that such retired employees find it difficult to get the process completed after retirement. The sanction process starts more than a year before the date of retirement and requires cooperation amongst various agencies. This department has, therefore, launched Bhavishya &#8211; an online pension sanction and payment tracking system. The system by keeping track of the progress of each case introduces transparency and accountability. Both the retiring employees as well as administrative authorities can monitor progress at each stage.</p>
<p>2. The system has been running successfully in the main Secretariat of all ministries/departments for the last one year. It has since been extended to cover over 3000 Drawing and Disbursing Officers and Pay and Accounts Offices from various ministries/departments and their attached offices.</p>
<p>3. It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form. The Pay and Accounts Offices will process cases generated through Bhavishya through the pension module in COMPACT till the Public Financial Management System(PFMS) is made operational and integrated with Bhavishya.</p>
<p>4. It is to be noted that all authorities will strictly follow the timelines prescribed under the CCS(Pension) Rules and in no case will the pension case be delayed on account of electronic processing through Bhavishya.</p>
<p>5. These instructions take effect from 1st January, 2017.</p>
<p>6. This issues with the approval of competent authority.</p>

										<content:encoded><![CDATA[<p><strong>EPFO settles 104.38 lakh claims in the current fiscal CBT, EPF recommended 8.8% rate of interest for the year 2015-16</strong></p>

<p>New Delhi: While taking stock of the performance of EPFO in the month of February 2016, Dr V.P. Joy, the newly appointed Central P.F. Commissioner, noted that for the period April 2015 to February 2016, EPFO settled 104.38 lakh claims. Out of these 40% were settled within 3 days and 78% within 10 days. 96% of the claims were settled within the stipulated 20 day period.</p>
<p>During the month, 211th meeting of the Central Board of Trustees, EPF was held at Chennai. The Board deliberated on the rate of interest for the financial year 2015-16 and recommended 8.80% interest on the PF balances in members’ accounts. Last year, the rate of interest was 8.75%.</p>
<p>A Simplified Pension Claim Form 10D (UAN) and single page Pension Payment Order (PPO) under the Employees’ Pension Scheme, 1995 was also unveiled by the Union Labour &amp; Employment Minister (Independent charge) at the conclusion of the Board meeting. The single page PPO format is simple and more comprehensible to members / pensioners. This attempt is towards the rationalization and simplification of forms in line with the initiatives of the Government. At present, the simplified 10D-UAN claim form is meant to be used only by a member who has an activated Universal Account Number. Other pre-requisites are filing of details in Form 11(New), Aadhaar Number and Bank Account details in the UAN portal. The nominations with Aadhaar numbers should also be available in the UAN portal. Through this Form, service to a member can be done directly without any requirement of attestation by the employer. Both the simplified PPO format and claim form will be implemented from 01.04.2016.</p>
<p>In order to boost the process of seeding the Universal Account Number (UAN) with KYC (eg. PAN, bank account details, Aadhar) that enables enhanced services from EPFO, an “Incentive Scheme” has been launched for the employers. Under this scheme a claim refund of upto 10% of administrative charges payable to EPFO can be claimed upon completing specified tasks (furnishing member information and digitally authenticated KYC details). The Scheme shall be in operation for one year, beginning 1st January 2016 to 31st December, 2016.</p>
<p>The age of superannuation in EPF Scheme, 1952 was also revised from erstwhile 55 years to 58 years to align it with the age of superannuation in Pension Scheme (EPS 1995).</p>
<p>The month of February 2016 saw EPFO redressing more than 20,000 grievances leaving only 3,083 grievances pending. This translates into 82% of these grievances remaining pending for less than 7 days.</p>

<p>New Delhi, Apr 28 (PTI) The National Informatics Centre (NIC) in various states have been asked to provide necessary technical support for starting enrollment of pensioners for getting digital life certificate to ensure hassle free disbursal of pension.<br />
In order to spare the pensioners from the trouble of visiting banks for submission of life certificates annually, the Centre had in November last year launched an Aadhaar-based biometric verification system ‘Jeevan Pramaan’.</p>
<p>The system enables pensioners to submit the digital life certificate online to pension disbursing banks.</p>
<p>“NIC centres across various states and districts are being directed by the Department of Electronics and Information Technology to provide necessary technical support for starting enrolment of pensioners for digital life certificate,” the Ministry of Personnel, Public Grievances and Pensions said in an order.</p>
<p>In view of the immense advantages of using Aadhaar numbers, pensioners’ associations are requested to disseminate information about Jeevan Pramaan amongst pensioners.</p>
<p>They have also been asked to collaborate in making it a success by facilitating registration of pensioners on Jeevan Pramaan portal using Aadhaar based authentication for organising enrolment activities, the order said.</p>
<p>With the help of the facility, which is in addition to the other already existing methods, it is possible to submit the life certificate from personal computers, laptops or mobile phones or by visiting a conveniently located branch of any bank or a common service centre, the Ministry said.</p>
<p>“A pensioner or family pensioner who wants to benefit from this facility needs to obtain an Aadhaar number and get it linked to his or her Pension Payment Order (PPO) number and pension account. This will also speed up commencement of family pension in the event of death of pensioner or spouse,” it said.</p>
<p>There are about 55 lakh central government pensioners.</p>
