<p><strong>Sub: Establishment &#8211; I.T. Department, A.P.&amp; Telangana &#8211; Clarification regarding processing of Pension Papers and personal claims &#8211; Issue of instructions &#8211; Regarding.</strong></p>



<p>Ref: This office OM in F. No. Pr. CCIT/Estt/Pension/22-23 dated 26/04/2022.</p>



<p>It has been brought to the notice of this office that the Retiring Officers / Officials working in stations other than their Head of Office / Department are located at are facing problems in finalization of Pension Papers / Pay fixation and other related issues regarding retirement.</p>



<p>2. An Office Memorandum has been issued in this regard vide this office letter cited under reference. In the Memorandum it has been directed that DDO concerned (i.e.) where Salary is paid) should take the activity of processing of pension papers / Pay fixation by taking necessary approvals from the Head of the Departments / Office (having Administrative Control over the Retiring Officer/ official).</p>



<p>3. But, it is observed many practical and technical problems are faced by DDOs (i.e. where salary is paid) in taking necessary approvals from Administrative Heads of the concerned retiring Officer/ Official.</p>



<p>4. In view of the above, to mitigate the issues faced by the Retiring Officers / officials it is now decided that the DDO (i.e. where salary is paid) is directed to transfer the LPC’s of all the employees including those who are retiring to the DDO (where administrative control of the concerned employee) immediately.</p>



<p>4. The DDO (where administrative control of employee) is directed to accept the LPC and process all the claims of the employee such as Salary / TA/ LTC/ Pay Fixation / Grant of Leave etc., and all other Service matters including processing of pension papers. The Service Register of the employee should be maintained at DDO having Administrative Control only.</p>



<p>5. All office expenses other than mentioned above may be incurred by the DDOs as per the Proceedings of the Commissioner of Income Tax(Admin &amp; TPS), Hyderabad in F. No. CCAP/Finance/DDOs Re-organisation/2020-21 dated 29.03.2021.</p>



<p>6. All the settled cases of pensioners and cases where processing of pension has been initiated should not be disturbed and the DDO (where salary is being paid presently) and the Head of Office of the same DDO are directed to complete the process at their end.</p>



<p>7. The entire exercise as instructed Should be completed at the earliest and the action taken report shall be sent by 06.06.2022.</p>

<p>Subject:- <strong>Implementation of SPARSH in respect of Defence Civilian Pensioners.</strong></p>



<p>Ref:- This office Circular No. SPARSH-03 dt.30.06.2021.</p>



<p>Please refer to this office circular No. SPARSH-03 wherein it was decided that the cases of individual retiring on or before 01.08.2021 and family pension claims (fresh cases where no PPO has been notified earlier) received till 16.07.2021 shall be processed through legacy system. The claims received after 16.07.2021 would not be entertained as it has to be processed through SPARSH w.e.f. 01.08.2021.</p>



<p>As roll out of web based comprehensive pension package system for Defence Civilians i.e. <strong>SPARSH </strong>(System for Pension Administration (Raksha)) is still in progress and few organizations are yet to send complete data of users, Now it has been decided by the competent authority that <strong>all pension claims of August retirees</strong> or prior to August retirees, whose pension claims were returned by this office are to be notified through the legacy system.</p>



<p>Therefore, all the aforesaid claims of August retirees may be re-submitted immediately to this office through speed post or via email to this office e-mail address cda.albd@nic.in at the earliest to enable this office to notify the PPO through legacy system. Subject of email should be given as “<strong><span style="text-decoration: underline;">Pension claim-G1/Civil</span></strong>”. Head of Offices must ensure at their end that no case is processed through both system, resulting in duplicate pension sanction.</p>



<p>In addition, it has also been decided to process the pension claims of the under-mentioned organizations through legacy system till further order.</p>

<h3 style="text-align: center;">Expectation From Pensioner</h3>
<p>1. Timely Submission of Pension Claims:Application for grant of pension /gratuity /commutation/revision should be submitted to Head of Office/RO concerned. The application should be submitted well in advance so that it reached the PCDA (P) Allahabad office (through HOO) at least three months before the date of your retirement. Only then it can be ensured that the Pension Payment Order (PPO) reaches you (through your HOO/RO) before your retirement.</p>
<p>2. Reminder /queries to know status of a claim: There is thirty days drill for PCDA (P) office for notification of pension/Family Pension (and 60 days drill for Disability/WIP cases). Therefore once a pension claim is sent to the PCDA (P) office, reminders/FAX /queries regarding that claim should not be sent for atleast 35 days (65 days for Disability /WIP cases) from the date your claim is sent by your RO/HOO to PCDA (P). The queries should be sent to the officer-in charge of that section (which can be seen from &#8216;Organisational structure&#8217; on this Website along with the references/letter number under which claim submitted.</p>
<p>3. Check the PPO: On receipt of an intimation memo relating to notification of your pensionary awards/copy of PPO, you should check that the pensionary awards have been notified correctly as per extent rules.</p>
<p>4. Corrections required in your PPO: If you feel that some correction is required in your PPO, you should contact your RO/Head of Office /Pension Disbursing Agency (PDA) for taking up the matter with Principal Controller of Defence Accounts (Pensions), Allahabad.</p>
<p>5. In case of anychange in your residential address , you should send an intimation to your PDA/HOO/RO</p>
<p>6. Annual identification: For Annual identification you should appear before your PDA/submit Life Certificate failing which your pension may be stopped.</p>
<p>7. Loss of PPO: Where the P.P.O.(Pension Payment Order) notifying your pensionary awards has been lost you should make a request to your P.D.A. to furnish a Loss Certificate to the P.C.D.A.(P) to obtain a duplicate copy of P.P.O.</p>
<p>8. In case of re-employment in any Central or State govt./Autonomous bodies/Public Sector Undertaking, the full facts of re-employment should be given by you to your PDA (Pension Disbursing Authority) immediately after re-employment occurred. In case of non-re-employment, a declaration to this effect may be given to your PDA, once in a year in the month of May positively.</p>
<p>9. Details of family, post discharge changes: In case you have married after retirement or have children born after retirement , please furnish full details with relevant certificates to your RO/HOO. In case the joint notification of your Family Pension is not done, please ensure that same is done immediately. You can take up the issue through your RO/HOO with the PCDA(P) or other Pension Sanctioning Authority (PSA)</p>
<p>10. In case there is a handicapped child, the details of your family members including the name of handicapped child should be given to your RO/HOO and an acknowledgment should be obtained.</p>
<p>11. In the event of conviction by a court of law, full facts of the case should be reported to the PDA/P.C.D.A.(P).</p>
<p>12. Change of PDA: If you desire to draw your pension from another paying agency you should make a request to your current PDA for transfer of your pension account to the PDA from where you now desire to draw your pension. No reference is required to be made to the Pension Sanctioning Authority i.e. P.C.D.A(P), Allahabad for change of PDA.</p>
<p>13. References to PCDA(P) Office: If you desire to make a reference to the office of PCDA(P), Allahabad on any issue, please quote your PPO No,(under which your PPO was originally sanctioned, and also latest Corrigendum PPO number) apart from other details .</p>
<p>14. For restoration of commuted portion of pension after 15 years, from the date of receipt of commuted value of pension, please apply to the PDA on the prescribed form as PCDA (P) has got no role in this regard.</p>
<p>15. Please nominate the person to whom you want to authorise Life Time Arrear on your demise and submit the nomination form to your PDA. In case you want to change it please submit a change nomination form to your PDA to avoid hardship to your nominee to get the amount of Life Time Arrear .</p>

<p>The EPFO has clarified that obtaining of Aadhaar should be mandatory for the time being only for final settlement of Pension and not in withdrawl cases. The EPFO had extended the date of submission of Aadhaar Number authentication by the members of Employees’Pension Scheme 1995 upto 31st March 2017.</p>
<p>However, news item appearing in few dailies suggested that Aadhaar is not required in settlement of pension claims. Accordingly, the EPFO reiterated that the requirement of submitting Aadhaar is not insisted for the time being only in withdrawal benefit cases under Employees’ Pension Scheme, 1995. Furnishing of Aadhaar is still mandatory for final settlement of pension and scheme certificate cases.</p>
