<div>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the revision of pension of BSNL pensioners and family pensioners, who retired prior to 10.06.2013 by allowing the benefit of merger of 50% DA/DR with Basic Pay/ Pension, effectively amounting to 78.2% DA/DR for the purpose of fitment, and (ii) Modifying the liability of BSNL towards the payment of pensionary benefits to the retired employees.The pension of BSNL pensioners/family pensioners, who retired prior to 10.06.2013 has been revised w.e.f. 01.01.2007 notionally with actual benefit w.e.f. 10.06.2013, by allowing the benefit of merger of 50% DA/DR with Basic Pay/ Pension, effectively amounting to 78.2% DA/DR for the purpose of fitment at par with the serving employees of BSNL. However, increase in the amount of DCRG, leave encashment and commutation of pension in respect of these pensioners shall not be increased on this account.</p>
<p>The pension liability in respect of employees of Department of Telecommunications (DOT) / Department of Telecom Services (DTS) / Department of Telecom Operations (DTO) who retired prior to 01.10.2000 is solely borne by Government of India and the BSNL will have no liability in respect of these employees. In respect of employees who are absorbed in BSNL, the liability on account of pensionary benefits shall be fully borne by Government while BSNL will continue to discharge pension liability by way of pension contribution in accordance with FR-116 for the period they so work/worked.</p>

<p>The revision entails an estimated recurring annual expenditure of approximately Rs 129.63 crore for pensioners and Rs 24.93 crore for family pensioners and arrears from 2013-14 would be Rs 239.92 crore approximately for pensioners and Rs 44.62 Crore approximately for family pensioners. Approximately118500 pensioners all over India will be benefitted by this revision.</p>
<p>This revision will fulfill the long pending demand of revision of pension of BSNL absorbed employees who retired prior to 10.06.2013 and will bring the pensioners at par with the serving employees of BSNL by removing the anomalies. It will help in reducing the financial burden of BSNL and removing prospects of industrial unrest in BSNL while fulfilling the commitment of Government.</p>
<p><b>Background:  </b>The decision of the Cabinet has come in the wake of an anomalous situation created in the difference of pension formula among the BSNL retirees who retired before and after 10.06.2013. Further, the decision regarding pensionary liability is on persistent demand from various quarters and a series of deliberations at different levels to fulfill the assurance given by the Government before corporatization i.e. before formation of BSNL.</p>

<p style="text-align: center;"><em>Enhancing Military Capabilities is the Top Priority– Manohar Parrikar</em></p>
<p><em> </em>The Defence Minister Shri Manohar Parrikar has said that his top priority is to enhance military capabilities of the country with due focus on modernization of the armed forces. Inaugurating a two-day Controllers’ Conference of Defence Accounts Department, here today, he said, high serviceability levels of equipment and weapon systems and high morale of soldiers is also necessary which is possible with an effective and optimum resource utilisation. He stressed on working as an integrated whole with shared resources of data and information, specifically in area of pension, payments, compilation and accounting preferably on real time basis. The Defence Minister emphasized that faster and transparent decision making and focus on “Make in India” are the two pillars of our strategy for leapfrogging our economy to a higher growth. Shri Parrikar cautioned the Defence Accounts officials against any attack of hackers on their database.</p>

<p>Shri Parrikar also inaugurated Pension Call Centre for dealing the queries from the pensioners and their families regarding their entitlement and pension payments. The Pension call centre for Army pensioners has been established in the office of PCDA (Pension) at Allahabad and can be accessed through the toll free number 1800 180 5321. The Defence Minister also hinted that an order regarding implementation of One-Rank-One-Pension (OROP) may be issued very soon. He said after the implementation of OROP the pension related anomalies will be reduced. On this occasion a statistical hand book on defence expenditure was also released by the Defence Minister. Earlier, Director General of Bureau of Indian Standard (BIS) Shri MJ Joseph presented a ISO 9001 certificate to Controller General of Defence Accounts (CGDA) Shri Arvind Kaushal for its Delhi Defence Accounts Office.</p>

<p>Chief of Air Staff Air Chief Marshal Arup Raha, Chief of Army Staff General Dalbir Singh, CGDA Shri Arvind Kaushal and Financial Advisor (Defence Services) Ms Vandana Srivastava were amongst the dignitaries who graced the inaugural function.</p>

<p>The theme of the conference is ‘Good Governance through strategic collaboration. During the conference, four business sessions concerning shared Database, E-Governance, Strengthening of IFAs System and HRD issues have been planned covering the Department’s working and emphasizing synergy with its client etc. of the defence services. Senior officer of the department as well as defence forces will lead the panel discussions on these issues and provide a road map for collaborated system improvements.</p>

Ex-servicemen of Lucknow have approached defence minister AK Antony with their demand to rectify anomalies in their pension policies. Retired soldiers of the army, navy and air force, under the pan India banner — Indian Ex-servicemen Movement (IESM) — have, in a letter to the minister, pointed out a “serious lacuna’’ that the ministry of <a href="http://centralgovernmentnews.com/category/defence/">defence </a>(MoD) has committed while formulating the pension guidelines for <a href="http://centralgovernmentnews.com/category/retirement-age/">retired personnel</a>.</p>
<p>“On completing 21 years of service, a major rank officer gets a <a href="http://centralgovernmentnews.com/category/pension/">pension </a>higher than a lieutenant colonel, colonel, brigadier or a major general,” said wing commander (retd) AK Sahai, who is also the Lucknow convener of IESM.</p>

<p>Service chiefs meet Cabinet Secy on pension anomalies</p>
<p>Three Services chiefs met Cabinet Secretary Ajit Seth here on Wednesday regarding anomalies in salaries and pension of soldiers and long pending demand for ‘one-rank, one-pension’. The meeting came about after they complained that no Services representative was there in the high-powered panel set up by Prime Minister Manmohan Singh last month to look into the grievances of the men in uniform.</p>
<p>The panel headed by the Cabinet Secretary and comprising Defence Secretary,<br />
Principal Secretary to the Prime Minister, Secretary Department of Expenditure, Secretary Department of Ex-Servicemen’s Welfare and Secretary Department of<br />
Personnel and Training will submit its report including the issue of ‘one-rank, one- pension’ to the Prime Minister on Wednesday. He is expected to announce some welfare measures for ex-servicemen in his address to the nation on August 15.</p>
<p>Admiral Nirmal Verma, General Bikram Singh and Air chief Marshal NAK Browne had written a letter to Defence Minister AK Antony in the last week of July about the absence of a Services representative on the panel.</p>
<p>Interacting with reporters here on Tuesday, Verma said there was no Service<br />
representation in the committee. However, there was interaction with the panel and Service had briefed the committee about the anomalies.</p>
<p>Meanwhile, the terms of reference of the committee were to look into the issues like common pay-scale for in-service JCOs and other ranks, initial pay-fixation of Lt Col/Colonel and Brigadier/equivalent, review and enhancement of grade pay, placing of all Lts General in Higher Administrative Grade (HAG)+ scale and grant of non- functional upgradation (NFU) to armed forces personnel.</p>
<p>As regards ex-servicemen, the committee was directed to look into the issue of<br />
‘one-rank, one-pension’, enhancement of family pension, dual family pension and family pension to mentally/physically-challenged children of armed forces personnel<br />
on marriage.</p>
