<p>Sub : <strong>Implementation of Digital Life Certificate Programme-regarding enrollment of Defence Civilian and Defence Civilian Pensioner.</strong><br />
Ref: This office DO letter No. PT/3088/DLCP/Vol-II dated 30.03.2017 and latest letter dated 13.06.2016.</p>
<p>1. Please refer to this office DO/letter cited under reference regarding furnishing of weekly report on enrollment of Defence Civilians (in service/pensioner) for Aadhar  Card, which is being forwarded to HQrs office. Now the same is monitored by CDA (IDAS), New Delhi directly.</p>
<p>2. It is pertinent to mentioned here that 100% enrollment in Adhar is mandatory as per HQrs mandate but it has been observed that the progress in this regard is not satisfactory and the report has also not been updated since long. It is therefore requested to furnish the latest updated report immediately to this office for onward submission to CDA (IDS) office and a letter may also be issued to all concerned units from where reports are not being forwarded or sufficient progress achieved. Concerted efforts may please taken to achieve the target.</p>
<p>3. Further, a report regarding Strength of Defence Civilian (Non-DAD). is still awaited from most of the offices, which is called for vide this office letter No PT/3088/DLCP/Vol-IV dated 31.03.2017 under which Name of the units, their strength, having Adhar No. etc were to be furnished in the enclosed proforma.</p>

<p>Sub:  <b>Aadhar enabled Biometric Attendance System for marking attendance.</b></p>
<p>The Department of Personnel &amp; Training vide letter No.11013/9/2014-Estt(A-III) dated 21st November 2014 (circulated vide Hqrs Office letter No. AN/III/3012/Misc/BAS dated 20.02.2015) has decided to use an AADHAR based Biometric Attendance System (AEBAS) in all offices of the Central Government, including attached/sub-ordinate offices in India.</p>
<p>Biometric Attendance System is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply. As per extant instructions, half-a-day’s casual leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority. In addition to debiting Casual Leave(or Earned Leave, when no CL is available) disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming.</p>
<p>Therefore, all the staff and officers will mark their attendance through AEBAS only. The manual attendance may be discontinued immediately.</p>

<p>The Employees Provident Funds &amp; Misc Provision (EPF&amp;MP) Act gives the framework for operating three important social security schemes for the workers of the country. These Schemes are (i) The Employees Provident Funds (EPF) Scheme 1952; (ii) The Employees Pension Scheme (EPS) 1995; and (iii) The Employees Deposit Linked Insurance (EDLI) Scheme, 1976. Under the provisions of the Employees pension scheme, 1995, pension security is provided for the employees who joined on or after 16.11.1995. In order to provide a bare minimum amount as pension which may help towards social security of EPS Pensioners, the Govt had started providing a minimum pension of Rs.1000/- p.m. to the pensioners under the scheme initially form 1.9.2014 for the year 2014-15.</p>
