<h3 class="wp-block-heading">Sub: Clarification on pay fixation consequent upon the upgradation and merger of the post of Accounts Officer (Pay Level-09) to Sr. Accounts Officer (Pay Level-10)</h3>



<p>This HQrs. AN-VIII section has issued a letter no. AN/VIIN/8210/ RR/SAO/ 2021/p-212 dated 08.08.2023 notifying that in the DAD the posts of Accounts Officer has been upgraded from existing Pay Level-09 to Pay Level-10 and subsequently it has been merged with the post of Senior Accounts Officer.</p>



<p>2. Consequently, the following provisions may please be adhered to while regulating the pay fixation of the affected officers:-</p>



<p>(i) Assumption of higher duties and responsibilities is not involved in the upgradation and merger of Accounts Officer (L-09) with the post of Sr. Accounts Officer (L-10). Therefore, the provisions of Rule 13 of CCS (RP) Rules 2016 and FR 22(I)a(1) are not applicable. i.e. the benefit of notional/ promotional increment is not to be granted.</p>



<p>(ii) The upgradation is not a promotion and no higher responsibilities are involved, therefore. pay is to be fixed as per provision of FR 22(1)a)(2) ie. the officer shall draw as initial pay, the stage of the time-scale (L-10) which is equal to his pay in respect of the old post(L-09) and if there is no such stage, the stage next above his pay in r/o of the old post (L-09) in the upgraded Pay Level-10.</p>



<p>(iii) There is upwards revision of pay scale of the post of Accounts Officer from Pay Level-09 to the post of Sr. Accounts Officer in Pay Level-10. Therefore, FR 22(I)(a)(2),&nbsp;the officer will have an option to be exercised within one month from the date of such appointment, for fixation of his pay in the new post with effect from the date of appointment to the new post or with effect from the date of increment in the old post.</p>



<p>(iv) If the officer chooses to get his pay fixed w.e.f. his date of increment in the old post of Accounts Officer (L-09), as per FR 23, he will retain his old pay until the date on which he has earned his next or any subsequent increment. On the DNI the officer will get his usual increment in the post of Accounts Officer (L-09) and thereafter his pay will be placed in the pay Level-10 (applicable to Sr. Accounts Officer) at the same stage and if there is no such stage the stage next above his pay in Pay Level-09. The option once exercised will be final.</p>



<p>(v) As per FR 23 the holder of a post. the pay of which is changed, shall be treated as if he were transferred to a new post on the new pay. As a consequence of upgradation and merger of Posts of Accounts Officer (L-09) and Sr. Accounts Officer (L-10). the pay of incumbents is changed to L-10 as such they may be treated as if they are transferred to a new post on the new pay. As per FR 22 (1)(a)(2) in cases where pay is fixed at the higher stage, he shall get his next increment on completion of the period when an increment is earned in the time-scale of the new post. Since the qualifying service for earning increments in a post is six months, the officers would be entitled to next increment after six months of qualifying service thereafter they will be granted increment annually.</p>

<p>It 1s therefore requested that practice followed/ adopted as regards payment of Night Duty Allowance to Station Officers (erstwhile FED ‘B’) may be intimated at the earliest for onward submission of the same to PCDA(WC) Chandigarh.</p>

<h3 class="wp-block-heading">Subject : Clarification regarding admissibility of Night Duty Allowance to FED re-designated to Station Officer.</h3>



<p>Night Duty Allowance was admissible to the Fire Fighting staff as per list of categories identified for grant of NDA in accordance to the MoD OM dated 15.03.1990 (copy enclosed). It is pertinent to mention here that among the list of staff identified FED ‘B’ Fire Supervisors have been re-designated to the post of Station Officer with a revised pay level Gand GP 2800 / –</p>



<p>Further, as per DoPT OM No. A-27016/02/ 2017-Estt (AL) dated 13.07.2020. the ceiling of Basic Pay for entitlement of NDA has been upgraded to Rs.43600/- per month.</p>



<p>Since, the list of categories has not been revised w.r.t admissibility of NDA to the Fire Fighting Staff who have been re-designated to the post of Station Officer, it is difficult to conclude whether Station Officer is eligible to get NDA or not.</p>



<p>In view of the above, your views and practice followed in r/o grant of Night Duty Allowance to fire fighting staff ( FED ‘B’) re-designated to Station Officer may please be furnished to this office within 15 days for our better appreciation and enabling this office for further necessary action on the subject matter.</p>

<p>Attention is invited to DOP&amp;T OM cited under reference wherein it is explicitly mentioned that officials booking tickets to avail LTC may invariably obtain print-out of the Web Page for settlement of claim. However, this office is receiving large number of claims where this mandatory requirement is not fulfilled.</p>



<p>2, All directorates and offices are therefore advised to issue instruction to the officers/staff that Officials availing the LTC may invariably obtain print-out of the Web Page to ensure the cheapest fare in the slot and submit the same with final claim of LTC. All directorate/Offices may ensure the compliance of the same before forwarding the final claim to this office. In future claims may not be entertained without enclosing print out of the web page/lowest fare certificate issued by authorized travel agent.</p>

<h3 class="wp-block-heading">SUB: (i) Timelines for completion of various activities in the process of authorisation of pension and gratuity on retirement on superannuation of a Govt. servant.</h3>



<h3 class="wp-block-heading">(ii) Processing of cases for authorization of pension/family pension in respect of a (i) a Govt. servant who is not in a position to submit the pension form on account of any bodily or mental infirmity, and (ii) a Govt. servant who dies after retirement without having submitted the pension forms.</h3>



<p>Govt. of India, Ministry of PPG&amp;P, Deptt. Of P&amp; PW vide their OM No. 11(15)/2022-P&amp;PW (H)-8363 (1) dated 28.10.2022 and OM No. 11(15)/2022-P&amp;PW (H)-8363 (2) dated 28.10.2022 has issued provisions on the subject mentioned above. The following procedure may be adopted for processing of the case regarding timelines for completion of various activities in the process of authorisation of pension and gratuity on retirement on superannuation of a Govt. servant and authorization of pension/family pension in respect of a (1) a Govt. servant who is not in a position to submit the pension form on account of any bodily or mental infirmity, and (11) a Govt. servant who dies after retirement without having submitted the pension forms are summarized as follows:</p>



<h4 class="wp-block-heading">A) Timeline for processing of a pension under CCS (Pension) Rules, 2021</h4>



<p>(i) HOD (Head of Deptt) is required to have a list prepared by 15th day of every month, of all Govt. servants who are due to retire within the next fifteen months of that date.</p>



<p>(ii) Complete details regarding the Govt. accommodation to be obtained from Govt. servants at least one year before retirement and send these details, within 10 days to the Directorate of Estates for issuing a “No demand certificate” in respect of period preceding eight months of the retirement of the Govt. servant. If the Govt. servant is/was not occupation of any residential accommodation, HOO shall issue the “No Demand Certificate” on the basis of a declaration from the Govt. servant in this regard and after verification of the records and no separate “No Demand Certificate” from Directorate of Estates shall be necessary.</p>



<p>(iii) One year before the superannuation, the HOO will verify the service, make good the omission, imperfection or deficiencies in service .book. In order to ensure that the emoluments during last ten months of the service have been correctly shown in service book, the HOO shall verify the correctness of emoluments only the period of twenty four months preceding the date of retirement of a Govt. servant, and not for any period prior to that date. At least, eight months prior to the date of retirement of a Govt. servant, the HOO shall furnish to the retiring Govt, servant a certificate regarding the length of qualifying service and the emoluments/ average emoluments to be reckoned for retirement gratuity and pension and advise the retiring Govt. servant to submit/fill the required pension form. The Govt. servant shall submit the completed forms not later than six months prior to his date of retirement.</p>



<p>(iv) The HOO is required to send the pension forms to the AO within two months from the date of receipt of pension forms from the Govt. servant.</p>



<p>(v) On receipt of pension case the AO shall apply requisite checks and issue the pension payment order (PPO) not later than two months in advance of the date of retirement. In PPO, the AO shall indicate the name of spouse as family pensioner, the name of permanently disabled child/children, dependent parent and disabled siblings.</p>



<p>(vi) The AO shall forward a copy of the PPO duly digitally singed by him to the PDA (Pension disbursing authority) for taking necessary action to disburse the pension to the retired Govt. servant servant on the date on which it becomes due.</p>



<h4 class="wp-block-heading">(B) (a) Processing of cases for authorization of pension/family pension in respect of a (i) a Govt. servant who is not in a position to submit the pension form on account of any bodily or mental infirmity..</h4>



<p>Where the HOO 1s satisfied that the Govt, servant who retires, is not in a position to submit the pension forms on account of any bodily or mental infirmity, he may allow the spouse or in the case absence of spouse, the member of the family eligible to receive family pension on death of a Govt. Servant, to submit Form 4 and Form 6. If there is no member of the family eligible to receive family pension on death of Govt. servant, a member of the family in whose favour a nomination was made by the Govt. servant for payment of gratuity, may be allowed to submit the said form. No commutation of pension is admissible in such cases.</p>



<h4 class="wp-block-heading">B (b) In case for authorization of pension, gratuity and family pension in respect of a Govt. servant, who has died after retirement without submission of pension form is required to be processed in the following manner.</h4>



<p>In order to avoid any hardship to the family of a retired Govt. servant who dies without submitting the pension papers, it has been decided by Deptt. Of P&amp;PW vide their OM No. 11(15)/2022-P&amp;PW (H)-8363 (2) dated 28.02.2022, that following procedure may be adopted for processing of the case for sanction of pension/family pension to his/her family.</p>



<p>(i) The HOO shall allow the spouse or in the case absence of spouse, any other member of the family eligible to receive family pension on death of a Govt. servant, to submit the claim in Form 10 along with Form 4 and an undertaking to the bank in Format 9. If there is no member of the family eligible to receive family pension on death of Govt. servant, a member of the family in whose favour a nomination was made by the Govt. servant for payment of gratuity, shall be allowed to submit Form 6 in place of Form 10 and the said member of the family shall indicate , the details of his or her Bank account in Form 6.</p>



<p>(ii) The HOO shall fill up Form 7 for payment for pension and retirement gratuity in respect of the deceased retired Govt. servant and he shall also make an indication in Form 7 to the effect that the case pertain to a_ retired Govt. servant, who did not submit Form 6 and other documents before his death and if a claim for family pension has been submitted in Form 10, the HOO shall also issue a sanction in Format 13 for authorization of family pension to the eligible member of a family.</p>



<p>iii) The HOO shall send Form4 ,Form7, Form10 or Form 6, as the case may be, Format 9 and Format 13 (if applicable) with a forwarding letter in Format 10 to the Accounts Officer for authorization of pension, retirement gratuity and family pension, if applicable.</p>



<p>(iv) The AO shall authorize the pension ,retirement gratuity and family pension (if applicable) in PPO and he shall also authorize the HOO to make payment of arrears of pension for period from the date following the date of retirement up to the date of death to the member of the family who is authorized to receive family pension. If there is no member of the family eligible to receive family pension, the arrears of pension shall be paid to the member of the family who has been authorize to receive retirement gratuity.</p>



<p>(v) If a family pension has been authorized to a member of the family, the Accounts Officer shall forward a copy of the PPO duly digitally singed by him to the PDA (Pension disbursing authority) along with the undertaking in Format 9 for taking necessary action to disburse the family pension.</p>



<p>In view of the above, all Head of Departments are requested to issue suitable instructions (along with copy of this circular) to all the Head of Office under their administrative control to ensure the compliance of above provisions.</p>

<p>All the Defence Pensioners drawing Pension through System for Pension Administration (Raksha) or SPARSH are requested to complete Annual Identification by 20th February, 2023. The completion of the Annual Identification/Life Certification is a statutory requirement for the continued and timely credit of the monthly pension.</p>



<p>It may be recalled that the Ministry of Defence (MoD) had earlier approved the extension of pension payment for three months for banks’ pensioners, who migrated to SPARSH and whose identification was due in November 2022. Three lakh ninety thousand three hundred and sixty-six (3,19,366) Defence pensioners drawing pension through SPARSH have not yet completed their Annual Identification, as per the information currently available with the Defence Accounts Department. It is imperative that such pensioners complete the Annual Identification/ Life Certification before the deadline.</p>

<p>Legacy Pensioner (pre-2016 Retiree) who has not yet migrated to SPARSH can perform their Life Certification as was being done by them in previous years. For performing life certification through Jeevan Pramaan, they have to select respective Sanctioning Authority as “Defence – Jt.CDA(AF) Subroto Park” or Defence – PCDA (P) Allahabad” or “Defence – PCDA (Navy) Mumbai &amp; Disbursing Authority as your respective pension disbursing bank/DPDO etc.</p>



<p>SPARSH is a web-based system for processing pension claims and crediting the pension directly into bank accounts of defence pensioners without any external intermediary. The system is being implemented by MoD for meeting the pension, sanction and disbursement requirements of Armed Forces. It is a centralized sanction, claim and pension disbursement system with easy validation and rectification of data through self-verification thereby creating &#8220;First-time correct data&#8221; with assured accuracy. It uses digital process for pensioner identification, removing the requirement of multiple visits by pensioners to the pension offices.</p>

<p>1. We have received certain grievances in last few days wherein a message has been received by pensioners from SPARSH. The message talks about generation of pensioner ID and corr PPO against original PPO and pensioners have been asked to login to SPARSH after 24 hr of receipt of the message.</p>



<p>2. However, pensioners have not been provided any login credentials for SPARSH. This has led to unrest and anxiety amongst the affected pensioners. The matter has been referred to SPARSH team at PCDA(P), Allahabad.</p>



<p>3. There could be a technical issue due to which such messages have got triggered. SPARSH team is examining it and is likely to be corrected shortly. It may otherwise be noted that consequent to receipt of migration of pension acct message, the SPARSH login credentials would be generated in due course of time. <strong>Pension of Veterans will continue and will not get affected by this</strong>. The same has been clarified by PCDA(P), Allahabad.</p>



<p>4. It is for your information that few mandatory data i.e. mobile no, e-mail, Aadhar and PAN of offrs and spouse are directly taken from concerned bank of retirees by PCDA (P), Allahabad at the time of migration to SPARSH. User ID and password are sent to veterans through SMS/e-mail by PCDA (P), Allahabad only after generation of SPARSH PPO.</p>



<p>5. However, after Login, if a pensioner finds that any of above details are not there in SPARSH after migration, he can approach bank to send those details to SPARSH Cell, PCDA(P), Allahabad on email sparsharmyco.dad[at]gov.in with copy to DPCC on e-mail liaison.1986[at]gov.in.</p>



<p>6. During the process of migration/partial migration, password and Login ID will not be issued by PCDA(P), Allahabad and password and login ID, if issued during partial migration, it will be functional only after full migration.</p>

<p>The office of the Principal Controller of Defence Accounts (Pensions), Prayagraj will be conducting 176th Raksha Pension Samdhan Aayojan (RPSA) on 5th &amp; 6th January, 2023 at Kerketta auditorium, Dipatoli cantt. Ranchi for redressal of grievances of Defence pensioners including Defence Civilians in the State of Jharkhand.</p>



<p>Defence pensioners including Defence civilian and their families having any specific grievances relating to sanction or disbursement of Defence pension are requested to submit their representation, in writing, in duplicate, to:</p>

Photocopies of Pension payment order, Corr PPO, discharge certificate and supporting documents if any must be enclosed<br />3. Registration number will be allotted on each application. The same should be quoted in all future correspondence.<br />4. Incomplete and unsigned representations will not be accepted.</p>

<h3 class="wp-block-heading">Important instructions for submission of Life Certificate by NRI Pensioners living abroad on SPARSH</h3>



<p>NRI pensioners/ family pensioners have to submit their life certificate for current year through following way/ method as per Proforma No. 5 of Appendix-11 of DPPI-2013 issued by an authorized official of the Embassy/ High Commission of India, Consules of Indian Consulates or a Notary Public or an officer on an Indian Public Sector Bank attached to its branch in the country, where the pensioner is residing.</p>

<p>A copy of Ministry of Finance, Dept of Expenditure OM No.19024/03/2021 -E.IV dated 16.06.2022  received under HOQrs letter No.Estt.-Pay Tech/19015/ Govt Orders/ TADA/ LTC/ Medical dated 01.07.2022 is forwarded herewith for information, guidance and strict compliance please.</p>



<p>Off late AN Pay II section is in receipt of claims wherein Officers &amp; Staffs are booking the air tickets through unauthorised agents/ Airline website as a matter of routine and seeking relaxation for condoning the same which has been viewed very seriously by the Competent Authority.</p>



<p>Seeking relaxation vide Para 10 of MoF OM dated 16.062022 wherein it is stated that &#8220;in case of unavoidable circumstances where the booking of ticket is done from unauthorised travel agent/ website, the FA of Ministry/Dept and HOD not below the rank of Joint Secretary in subordinate/ attached offices are authorised to grant relaxation&#8221;, seeking relaxation as a routine matter is not permitted and should not be encouraged.</p>



<p>In view of the above, it s reiterated that Air Tickets for the purpose of TD/LTC be strictly booked through Authorized agents only. Air Ticket booked/purchased through other than the authorised agents will not be entertained.</p>
