<p class="has-text-align-center"><strong>Option for fixation of pay on Promotion</strong></p>



<p>Extension of Time &#8211; limit for exercise of Option for fixation of pay on Promotion by a period of three (3) months from the date of issue of MoF, DoE, New Delhi OM dated 04/07/2023 i.e. upto 03/09/2023.</p>



<h3 class="wp-block-heading">Message Title: Extension of Time-limit for exercise of Option for fixation of pay on Promotion.</h3>



<p><strong>Message:</strong></p>



<p>As per GoI, MoF, DoE OM No. 4-21/2017-IC/E.III.A dated 04/07/ 2023* read with in conjunction to MoF /DoE, New Delhi OM No.4-21/2017 IC/E-IIIA dated 15/04/2021*, the time limit for exercise/ re-exercise of Option on promotion has been further extended, by a period of three (3) months from the date of issue of MoF, DoE, New Delhi OM dated 04/07/ 2023 i.e. upto 03/09/2023.</p>



<p>Accordingly, Officers who have been promoted or granted financial upgradation on or after 01.01.2016 and <em><strong>desire to exercise/ re-exercise option for pay fixation from DNI may opt within three months from the date of issue of MoD, New Delhi OM dated 04/07/2023 i.e. by 3rd Sept 2023</strong></em>. Officers to publish Part II Orders and forward it through HRMS 2.0 along with option Form which can be downloaded from the website</p>



<p class="has-text-align-center"><strong>#The Last date of exercising option shall be 3rd Sept 2023.</strong></p>



<p>**Further, the ‘Option Calculator’ provided by office of the PCDA(O), Pune may please be referred to, for further necessary guidance while exercising your Option.</p>

Any decisions made by the user concerned based on the results given by the above calculator or the outcomes thereof shall be the responsibility of the User Officer only and PCDA (O), Pune or any employee serving under him shall not be made liable for the same.</p>



<p><strong>Note</strong>: The provisions of re-exercising Option under the said OM is only for fixation of pay on promotion from the DNI in the lower grade and should not to be construed for switching over of pay to the revised pay structure in 7th CPC.</p>

<h3 class="wp-block-heading">Subject: Issue of Concordance tables for revision of pension of pre-2016 pensioners/ family pensioners under first formulation in implementation of Govt. decision on the recommendations of 7th CPC &#8211; regarding.</h3>



<p>Reference:- Circular No. 585 dated 21.09.2017, Circular No. 608 dated 26.10.2018, Circular No. 610 dated 05.11.2018, Circular No. 617 dated 06.02.2019.</p>



<p>Attention is invited to para-2 of Gol, MoD letter No. 17(1)/2017(02)/D (Pension/Policy) dated 17.10.2018 circulated vide Circular No. 608 dated 26.10.2018 wherein it has been mentioned that Concordance tables for JCO/ORs who discharged/ died in service prior to 01.01.1986 (Prior to 01.01.1973 for sailors), were under preparation and shall be issued separately.</p>



<ol class="wp-block-list" start="2"><li>Now Gol, MoD has issued vide their letter no. F.No.PC-17(1)/2016/D(P/P) dated 10.06.2021 has issued concordance tables for fixation of notional pay as on 01.01.2016 for JCOs/ ORs of Army and Airmen of Air Force, who retired /died in various ranks after implementation of 3ʳᵈ CPC (01.01.1973). A copy of ibid Gol, MoD letter dated 10.06.2021 is enclosed herewith for further necessary action, which is self explanatory.</li><li>In view of the above, Record Offices are requested to prefer/ forward the claims for revision of pension in respect of Pre-01.01.2016 pensioners/ family pensioners in accordance with the instructions given in this Office Circular No. 585 dated 21.09.2017 and amendment thereof by using this concordance table for fixing the notional pay of<br />the pensioner.</li><li>All other terms and conditions shall remain unchanged.</li><li>This Circular has been uploaded on this office website www.pcdapension.nic.in for dissemination to all concerned</li><li>Hindi version will follow.</li></ol>

<ul class="wp-block-list"><li>The Disability/Liberalized Disability/War Injury pension (i.e. total of service element plus disability/liberalized disability/war injury element as the case may be), shall be subject to minimum of Rs.18,000/- per month irrespective of degree of disability of the personnel.</li><li>The amount of special family pension,admissible to the families of Armed Forces personnel, shall be subject to a minimum of Rs.18,000/- per month.</li><li>The amount of liberalized family pension, admissible to the Child/Children of Armed Forces Personnel, shall be subject to a minimum of Rs.18,000/- per month.</li></ul>



<p>3. All other provisions stipulated in above mentioned circulars which are not affected by the provisions of this letter, shall remain unchanged. </p>



<p>4. the provisions of this letter shall take effect from 01.01.2016</p>

<p>Reference:- Gol, MoD letters No. 12(1)/2014/D(Pen/Policy)-Part-II dated 07.11.2015 and 03.02.2016 circulated vide this office Circular No. 555 dated 04.02.2016 and amended vide Circular No. 557 dated 17.03.2016, Circular No. 566 dated 16.09.2016, Circular No. 580 dated 05.07.2017, Circular No. 581 dated 02.08.2017.</p>
<p>A Copy of GoI, MoD letter No. 12(1)/2014/D(Pen/Pol)-Pt-II dated 17.10.2018 which is self explanatory, is forwarded herewith for further necessary action and immediate implementation.</p>
<p>2. Consequent upon issuance of GoI, MoD letter dated 17.10.2018, the tables No. 5, 14, 23, 32, 41, 50, 63, 64, 74, 83 and 92 have been modified to the extant mentioned in ibid Govt. letter. Pension of the affected pensioners may be reviewed and revised according to amended tables. However, if pension revised in these cases according to amended tables w.e.f. 1.7.2014 is less than the pension as on 30.06.2014, the same will not be revised of the disadvantage to the pensioners.</p>
<p>3. Further, in table No. 7, the pension rate of Hony. Nb. Subedar with qualifying service of 13 years has not been protected with reference to the lower rank viz Havildar of same qualifying service i.e. 13 years. As such following amendment may be carried out in tables No. 7.</p>

<p>Attention is invited to Para-4 of Gol, MoD letter No. 17 (01)/2017/(02)/D(Pension/Policy) dt 05.09.2017 circulated vide Circular No. 585 dated 21.09.2017, wherein it has been mentioned that revision of pension/family pension of all Armed Forces Personnel who retired! died prior to 01.01.2016 under first formulation was to be revised by notionally fixing their pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale! pay band and grade pay at which they retired! died. This was to be done by notional pay fixation under each intervening Pay Commission based on the formula for revision of pay. The revised rates of Military Service Pay, Non Practising Allowance, where applicable, and ‘X’ Group pay Classification Allowance for JCOs/ ORs, if applicable, notified in terms of 7th CPC orders, also to be added to the amount of pay notionally arrived at under the 7th CPC pay matrix and termed as notional reckonable emoluments as on 01.01.2016. The higher of the two Formulations i.e. the pension/family pension already revised in accordance with Gol, MoD letter No. 17(01)/2016-D(Pen/PoI) dated 29th October 2016 and modified vide letter No. 17(01)/2017 (01)/D(Pen/PoIicy) dated 04.09.2017 or the revised pension/ family pension worked out in accordance with Para 5 above, shall be granted to pre-2016 Armed Force Pensioners as revised Pension/ Family Pension w.e.f. 01.01.2016.</p>
<p>2. GoI, MoD vide letter No. 17(01)/2017/(02)/D(Pension/ Policy) dated 17.10.2018 has issued concordance tables to facilitate fixation of notional pay of pre-2016 defence pensioners! family pensioners by the concerned Record offices and attached Pay Account Offices in case of JCO/ORs of the three Services and PCDA(O) Pune/ Naval Pay Office, Mumbai/ AFCAO New Delhi in case of Commissioned Officers of Army/ Navy/Air Forces respectively. A copy of ibid Gol, MoD letter dated 17.10.2018 enclosed herewith for further necessary action, which is self-explanatory.</p>
<p>3. In view of the above, Record Offices are requested to prefer/forward the claims for revision of pension in respect of Pre-1.1.2016 pensioners/family pensioners in accordance with the instructions given in this office Circular No. 585 dated 21.09.2017 by using this concordance table for fixing the notional pay of the pensioner. However, it is informed that the LPC-cum-Data Sheet circulated in Circular No. 585 dated 21.09.2017 is under modification along with amendment in the software programme. An utility programme in this regard is also under development. The same along with detailed instructions will follow shortly.</p>

<p>Sub: <strong>Payment of dearness relief to re-employed pensioners and employed family pensioners: Clarification thereof.</strong></p>
<p>Ref: This office Circular No. 166 dated 07/03/2013, Circular No. 173 dated 07/04/2014 and Circular No. 179 dated 12/05/2015.</p>
<p>Provisions for payment of dearness relief to re-employed pensioners and employed family pensioners is laid down in Ministry of Personnel, Public Grievances &amp; Pensions (Deptt. of Pension &amp; Pensioners Welfare) OM No. 45/73/97-P&amp;PW(G) dated 02/07/1999 issued under this office Important Circular No. 07 dated 13/08/1999. As per the ibid OM, before 18/07/1997, in terms of the existing orders, Dearness Relief to pensioners and family pensioners is to remain suspended during the period a pensioner/family pensioner is re-employed/employed under the Central or State Govt. or in a Statutory Corporation/Company/Body/Bank under them in India or abroad. The above facts are also applicable to the pensioners and family pensioners permanently absorbed in Statutory Corporation/Company/Body/Bank under the Central or State Government.</p>
<p>2. Representations from various agencies as well as pensioners/family pensioners including Pension Disbursing Agencies are being received for clarification on Payment of dearness relief to re-employed pensioners and employed family pensioners. The matter has been examined in this office and following points are clarified.</p>
<p>3. However, w.e.f. 18/07/1997, it has been decided by the Govt that: (i) In so far as re-employed pensioners are concerned, the entire pension admissible is to be ignored at present only in the case of those civilian pensioners who held post below Group &#8216;A&#8217; and those ex-servicemen who held post below the ranks of Commissioned Officers at the time of their retirement. Their pay, on re-employment, is to be fixed at the minimum of the pay scale of the post in which they are re-employed. Such pensioners will consequently be entitled to Dearness Relief on their pension. (A) For this purpose, the Central Government Departments concerned, including subordinate organizations. State Government, Corporation/Company/Body/Bank etc. employing a Central Government pensioner shall be required to issue of certificate indicating the following:</p>
<blockquote><p>(a) The re-employed pensioner retired from a civil or military post in the Central Government and was holding a post not included in classified as group &#8216;A&#8217; or a post below the rank of commissioned officer in the armed forces;</p>
<p>(b) The entire amount of pension sanctioned by the Central Government was ignored in fixation of the pay on re-employment i.e. no part of the pension was taken into account in such fixation of pay in the pay scale of the post in which the Central government retired/retiree was re-employed/absorbed; and</p>
<p>(c) The pay of the re-employed/absorbee was/is fixed at the minimum of the pay scale of the post in which he had/has been initially re-employed after his retirement from the Central Government.</p>
<p>(d) If the pay fixed at a higher stage because of advance increments and no protection of the last pay drawn is being given.</p></blockquote>
<p>(B) In the cases where PBOR (below Commissioned Officer) retired before attaining the age of 55 years and re-employed thereafter and their pay fixed at a higher stage because of advance increments and no protection of the last pay drawn were given, the pay should be treated as fixed at a minimum for the purpose of ignoring the entire pension and allowing Dearness Relief on pension. For benefit of advance increments, the policy for the same should exist in the re-employing department and a copy of such policy matter should be enclosed with the required certificate. But, after granting benefit of advance increments, the last pay drawn by the pensioner is protected, the pensioner in such case will not be entitled for dearness relief on pension.</p>

<p>Subject : <strong>Implementation of Government decision on the recommendations of the 7th Central Pay Commission (CPC)-Revision of Disability / War Injury Pension for Pre 01.01.2006 Deference Forces Pensioners : Clarification Regarding.</strong></p>
<p>Reference : This office Circular No. 582 dated 05.09.2017, Circular No. 585 dated 21.09.2017 and Circular No. 596 dated 09.02.2018.</p>
<p>Of late complaints are being received from the pensioners that PDAs are not revising the pension of Pre-01.01.2006 retiree Armed Forces Pensioners in terms of Got, MoD letter No. 17(01)/2017(01)/D(Pen/Policy) dated 23.01.2018 (circulated vide this office Circular No. 596 dated 09.02.2018) under which method of re-computation of Disability/War Injury Element before applying the multiplication factor of 2.57 has been provided.</p>
<p>In view of the above, PDAs are requested to revise the Disability/War Injury Pension of Pre-01.01.2006 retired Armed Forces Personnel strictly in terms of GoI, MoD letter dated 23.01.2018 till receipt of Corr. PPO based on Notional Pay Fixation method. Cases in which PDAs are facing any difficulty to identify the pensioner, if any, as mentioned at Para 5 of Circular No. 596 dated 09.02.2018, the case may be forwarded to Audit Section of this office. The revision of such cases may be done on priority basis.</p>
<p>It is reiterated that where the disability of the pensioner was assessed as 50% in discharge cases, then it will be rounded to 75% as mentioned in Para -3 of the Circular No. 596. However, if the individual has already been given rounding off benefit through PPO (in invalid out cases) then rounding off benefit in such cases should not be given.</p>

<p>Ref: This office Circular No. 9 dated 10/06/2011 and Circular No. 30 dated 22/12/2017.<br />
The rates of Monetary Allowance attached to pre and post independence Gallantary Awards have been revised by the Govt w.e.f. 30/03/2011 and 01/08/2017 and the same have been issued to all the Pension Disbursing Agencies (PDAs) vide this office Circular No. 9 dated 10/06/2011 and Circular No. 30 dated 22/12/2017 respectively. These circulars are also available on this office web site www.pcdapension.nic.in.</p>
<p>However, complaints from various agencies as well as the pensioners/family pensioners &amp; Pensioners&#8217; Associations are being received at various levels including Ministry of Defence (MoD) stating that PDAs are not making payment of enhanced rate of Monetary Allowance attached to pre and post independence Gallantry Awards.</p>
<p>On examining the cases, it has been noticed that monetary allowance of Gallantry award has neither been revised as per this office Circular No. 9 dated 10/06/2011 nor Circular No. 30 dated 22/12/2017. Non-revision of monetary allowance of Gallantry Awards by the PDAs has resulted in huge arrears. Non-payment of dues to the pensioners/family pensioners as well as accumulation of such cases has been viewed seriously by the MoD. The MoD has further directed to ensure that such incidents do not recur.</p>
<p>Therefore, PDAs are requested to review all cases of monetary allowance attached to pre and post independence Gallantry Awards and ensure that revision as per circulars mentioned above has been carried out by them and payment is being made at correct rates. The Pension Disbursing Agencies are also requested to submit detailed status report on payment of correct rate of Monetary Allowance attached to pre and post independence Gallantry Awardees.</p>
<p>Details of Gallantry awardees extracted from pension payment scrolls for the month of January, 2018 received from the Banks in respect of whom monetary allowances are still awaiting for revision in terms of the above circulars is being forwarded separately to each CPPC for immediate revision of the same and to ensure credit the payments along with arrears in pensioners/family pensioners Bank Account. PDAs other than Banks are requested to review all cases of Gallantry awardees and confirm to this office that payment is being made as per the above quoted circulars.</p>

<p>Since, Aadhaar Act has now mandated by Govt. of India and the pensioner is required to furnish Aadhaar was for using the Aadhaar information. Therefore, Pension Disbursing Authorities are advised to obtain the consent of all the defence pensioners/family pensioners drawing their pension/family pension from their offices as per the sample Template for Jeevan Pramaan / Digital Life Certificate enclosed herewith.</p>
