<p>Please furnish names of MTS-CLKs-Auditors-Hindi Translators-DEOs-Staff Car Drivers-Canteen Employees appointed whether directly or as fresh entrant between 01.04.2016 to 31.03.2017 and also left over cases, if Auditor grade between the period should not be sent.</p>



<p>While furnishing names of the eligible candidates, the Part II Office Order notifying the result of passing their New Recruit Training Test and in respect of Those Clerks who are required to pass the typing test or otherwise as per conditions of their appointment Part II Officer Order, such aspect must be highlighted according to which they will be considered for confirmation If the concerned individual has passed the typing test, relevant Par II Office Order no. may be furnished along with disciplinary-Vigilance certificate. If the two years probation reports and the second year APAR still have not been sent to this office those should been sent immediately.</p>



<p>In the case of Inter Departmental candidates if they have already acquired substantive capacity in their previous department their names need not be furnished.</p>

<p>Kindly find, enclosed, HQ office letter quoted under reference on the above subject alongwith its enclosure.</p>
<p>It has been inferred in Para 5 of the aforesaid letter that the provisions of Para 8(iii) of DoP&amp;T OM No 3/3/2016-Estt (Pay-II) dated 01.05.2017 and hence Para 3(v) of DoP&amp;T OM No 3/19/2009-Estt (Pay II) dated 05.04.2010, which is analogical to para 8(iii) of OM No 3/3/2016-Estt (Pay-II) dated 01.05.2017, are applicable only for the pay fixation of retired Gr A officers on re-employment and not for the pay fixation of PBORs on re-employment in civil posts. Accordingly, pay fixation of persons who retired as PBOR and got re-employed in civil posts, in the revised structure of 6th CPC is to be regulated as per the provisions laid down in para 4(b)(i), 4(b)(ii) read with para 4(d) of DoP&amp;T OM No 3/19/2009-Estt (Pay II) dated 05.04.2010.</p>

<p>A point has been scheduled to be raised in the forthcoming 23rd Ordinary Meeting of OFB JCM-III Level regarding affixing of Revenue Stamp on bills etc. It is alleged that some factories are insisting to affix Revenue stamp on bills above Rs 5000/- on or bills above Rs 25000/- while making payments through banks. In this connection please find enclosed herewith this office letter bearing No Pay Tech-I/0195 dated 8/12/2011 wherein detailed guidelines have been elaborated. It is, therefore, advised to follow scrupulously the guidelines laid down therein to avoid unnecessary confusion/ doubt while making payments made through ECS.</p>

<p>With reference to above cited letter please refer to Exception below Rule 92(1) of Swamy&#8217;s Compilation of Central Government Account, Receipts and Payments Rules which states- &#8220;In case of payment credited directly to the bank account of the officers/staff the acknowledgement of the bank branches for the cheque sent to them is to be watched by the Drawing and Disbursing Officers and confirmation made to Pay and Accounts Office. No formal quittance is to be obtained from the bank or officers/staff&#8221;. As such stamped receipt may not be insisted upon if payment is made through ECS.</p>

<p>The undersigned is directed to say that the Department of Personnel &amp; Training under the Ministry of Personnel, Public Grievances and Pensions is the nodal department for Government of India&#8217;s Scheme for compassionate Appoinment. While considering requests for compassionate appointment, a balanced and objective assessment of financial condition of the families of the applicants has to be made taking into account the assets and liabilities and other relevant factors. The main object of the Scheme is to alleviate the family of the deceased government servant/member of the Armed Forces from indigence and help it get over the emergency. Accordingly, vide Ministry of Defence I.D. No.271/93/D(Lab) dated 2.11.93, Ministry of Defence had developed a 100-point weightage system containing various parameters/attributes to decide the most deserving cases amongst the large number of Defence ID No. 19(4)/824-99/1998-D(Lab) dated 9.3.2001. Consequent upon implementation of the 6th CPC Report, parameters of all these attributes were further revised in 2010 vide MoD note No. 19(3)/2009/D(Lab) dated 22.1.2010 and 14.5.2010. Presently, the attributes on 100-points scale are &#8211; Quantum of Family Pension (20 Points); Terminal Benefits (10 points); Monthly income of family from other sources (05 points); Movable/immovable property held by the family (10 points); No. of dependents (15 points), No. of unmarried daughters (15 points); No. of minor children (15 points) and Left over service (10 points). As per the parctice, compassionate appointment is given to the highest score earner.</p>
<p>&nbsp;</p>
<p>2. Now, consequent upon implementation of the 7th CPC pay structure, the finacial parameters are required to be revised again. Certain organisations/ formations under Ministry of Defence have been requesting for revision of relative merit points and procedure for selecting the most indigent applicant(s) for compassionate appointment after death/medically boarding-out of the Government servant/member of the Armed Forces on whose income the family was wholly dependent.</p>
<p>&nbsp;</p>
<p>3. As per 7th CPC structure, the minimum pension stands revised from Rs.3,500 p.m. (as per 6th CPC) to Rs.9,000 p.m. which approximately comes out to be 2.57 times the old pension. The Govt. of India have also approved this factor of 2.57 for working out revised pay, based on which DCRG, Family Pension and Leave encashment are calculate. Accordingly, the monetary parameters/attributes such as Family Pension, Terminal Benefits, Monthly income of earning member(s) and income from property and lates market value of the Movable/Immovable property have been revised by the multiplying the fitment factor of 2.57 or so, for arriving at the present-day weightage points. However, other non-monetary parameters/attributes viz. No. of Dependents, No. of Unmarried Daughter, No. of Minor Children and Leftover Service have been kept unchanged.</p>

<p>5. the revised guidelines will take place with immediate effect. However, cases already considered by the Boards of Officers constituted for considering requests for compassionate appointment as per the previous guidelines need not be re-opened.</p>
<p>6. However, for considering belated requests for compassionate appointment where the death/disablement of Govt. servant/member of Armed Forces took place long ago, weightage points towards &#8216;Terminal Benefits&#8217; may be awarded in the following manner:-</p>
<blockquote><p>(a) For cases where death of the deceased Govt. servant occured prior to 9.3.2001, parameters of &#8216;Terminal Benefits&#8217; given in MoD ID note dated 2.11.1993 will be applicable:</p>
<p>(b) For cases where death of the deceased Govt, servant occurred on or after 9.3.2001 till 21.1.2010, parameters of &#8216;Terminal Benefits&#8217; given in Mod ID note dated 9.3.2001 will be applicable: and</p>
<p>(c) For cases where death of the deceased Govt. servant occurred on or after 22.1.2010 till 31.12.2015, parameters of &#8216;Terminal Benefits&#8217; given in MoD ID note dated 22.1.2010 will be applicable.</p></blockquote>
<p>7. All the concerned are advised to strictly follow these weightage points and guidelines keeping in view the instruction issued by the DoP&amp;T/MoD, from time to time for assessing comparative merit of the applicants for compassionate appointment.</p>

<p>It has now been for a year that Govt. has declared the 7th CPC recommendations and accordingly this office has undertaken necessary initiative for extending the benefits of 7th CPC to the eligible officers and staffs. As per our official records almost every single cases has been attended to in this regard. There are few cases where the same could not be done for want of certain documents/ options etc. Service Books are also being monitored to ensure that benefits have been extended to each and every officers/staffs.<br />
2. However, this office is seeking confirmation in this regard from your end that there are no left over cases in this regard.</p>
<p>3. it is, therefore,enjoined upon all concerned to look into the matter and details of pending cases, if any, may be forwarded forthwith with necessary options etc so as to complete the work of extending the financial benefits based on the recommendation of the 7th CPC.</p>

<p><strong>Attention is invited to this Department’s O.M of even number dated 10th October 2013 wherein the authorized travel agents namely M/s Balmer Lawrie &amp; Company Limited (BLCL) M/s , Ashok Travels &amp; Tours (ATT) and Indian Railways Catering and Tourism Corporation Ltd. (IRCTC) were allowed to levy ‘Facilitation Fee’ @ Rs.100/- per ticket for domestic sector and Rs.300/- per ticket for international sector for air travel. Wherein Government of lndia bears the cost of air passage.</strong></p>
<p><strong>2. The issue has been re-examined in consolation with the Ministry of Civil Aviation and Department of Legal Affairs in the light of provisions of the Air craft’s Rules,1937, as amended from time to time and it has been decided to Withdraw this Department’s O.M of even number dated 10th October 2013 with immediate effect. Consequently, no service charges (by whatever nomenclature), which are not included in the tariff charged by Air India / Airlines, are required to be paid to the authorized travel agents.</strong></p>
<p><strong>3. payment to the authorized travel agents for the Bills raised by them for air tickets produced/ purchased till date in respect of air travel already undertaken or due to be undertaken would be regulated as per O.M of even number dated 10.10.2013. it is reiterated that as far as possible air tickets on Government account may be obtained directly from Air India/ Airlines (booking counter/offices/website) and if obtaining tickets directly from Air India/ Airlines is not possible should the services of authorized travel agents be availed of.</strong></p>
<p><strong>4. All Ministries/Departments are advised to bring these instructions to the notice of all concerned from compliance.</strong></p>

<p>Subject: <strong>Payment of Night Duty Allowance (NDA) at revised rates to the eligible civilian employees working in the Establishments under the Ministry of Defence.</strong></p>
<p><strong> </strong></p>
<p>Kindly refer to this office earlier circular No.Pay/Tech-II/1206/07 dated 28/05/2015 and No.Pay/Tech-II/1206/2015/08 dated 29/05/2015 under which the orders for payment of NDA at revised rate have been issued. In this regard it is to mention that the ceiling of pay for entitlement of NDA was Rs. 2200/- pm’ vide DOPT order dated 04/10/1989. Keeping in view of pay structure under 6th CPC it has been decided that the ceiling limit for entitlement of NDA may be fixed at Rs.12380/-. While making payment of NDA, an employee’s pay in the pay band will be compared with that figure and if pay in the Pay Band is less than above limit then he will be eligible for NDA at current rates otherwise he is not.</p>
<p>&nbsp;</p>
<p>If any of the employees have been paid NDA already in terms of this office earlier circulars dated 28/05/2015 and 29/05/2015 whose pay in the pay band is beyond this ceiling limit, recovery action may please be initiated.</p>

<p>The same may please be communicated to all the Br. AOs under your jurisdiction, for necessary action at their end.</p>

<p>Attention is invited to DoPT O.M. No. 31011/2/2015 Estt.(A-IV) dated 2th January 2015 and Deptt. of Expenditure, Min of Finance, O.M. No. 19046/2/2008-E.IV dated 22/04/2015, it is clarified that travel by Premium Trains by Central Government servants on LTC/Official Duty/Tour/Training/Transfer etc. is <strong>not allowed</strong> and therefore, the fare charged for Premium Trains by the Indian Railways for the journey performed by Premium Trains shall not be reimbursable. In cases where journey on Official Duty/Tour /Training/Transfer etc. has already been performed by Premium Trains, the amount reimbursed shall be restricted to the admissible normal fare for the entitled class of train travel or the actual fare paid, whichever is less.</p>
<p>It is, therefore, once again impressed upon all concerned <strong>not to travel by premium trains on LTC/Official duty / Tour / Training/ Transfer etc.</strong> and Controlling / Countersigning Officers are requested to regulate the said claims in terms of the Govt. of India letters cited above.</p>

<p>Attention is invited to HQr office CGDA, New Delhi letter No. AN/XIV/14162/TA/DA/LTC/Vol-II dated 04/03/2014 in regard to above mentioned subject wherein it is clarified that “areas falling within Urban Agglomeration of a city but within different districts may be termed as same station for the purposes of LTC Rules”.</p>
<p>It is, therefore, once again impressed upon all concerned to comply the aforesaid guidelines while availing home town conversion in LTC.</p>
