Subject :- Payment of DA to Board level/below Board level executives and non-unionized supervisors following IDA scales of pay in Central Public Sector Enterprises (CPSEs) on 1987 and 1992 basis.

The undersigned is directed to refer to para No. 4 of this Department’s O.M. No. 2(50)/86-DPE (WC) dated 19.07.1995 wherein the rates of DA payable to the executives holding Board level post have been indicated. In accordance with the DA scheme spelt out in Annexure-III of the said O.M, the installments of DA become payable from 1″ January, 1″ April, 1st July, 1st October, every year based on the price increase above quarterly Index average of 1099 (1960=100).

2. In continuation of this Department’s O.M. of even No. dated 03.04.2018, the rates of DA payable to the executives of CPSEs holding Board level post, below Board level post and Non-Unionized Supervisors following IDA pattern of 1992 pay scales may be modified as follows:

(a) Date from which payable: 01.07.2018

(b) AICPI (Linked to 1960=100) for the quarter Mar.2018.- May 2018

March, 2018     – 6552

April, 2018        –  6572

May, 2018         – 6596

Average of the quarter – 6573

(c) Increase over link point : 5474 (6573-1099)

(d) % increase over link point: 498.1% (5474/1099* 100)

DA Rates for various Pay Ranges

3. The payment on account of dearness allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4. The quantum of IDA payable from 01.07.2018 at the old system of neutralization @ Rs. 2.00 per point shift for increase of 23 points, may be Rs. 46/- and at AICPI 6573 DA payable may be Rs. 11735.75 to the executives holding Board level post, below Board level post and non-unionised supervisors following IDA pattern in the CPSEs of 1987 pay scales.

5. All administrative Ministries/Department of Government of India are requested to bring the foregoings to the notice of the CPSEs under their administrative control for necessary action at their end.

Dear Sirs,

Dearness Allowance Workmen and Officer Employees in banks for the months of November, December 2016 & January 2017 under X BPS/Joint Note dated 25.5.2015

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960-100) for the quarter ended September 2016 are as follows:-

July 2016 : 6391.25

Aug 2016 : 6345.60

Sep 2016 :  6322.77

The average CPI of the above is 653 and accordingly the number of slabs are 478(6353-4440 1913/4 478 Slabs). The last quarterly Payment of DA was at 455 Slabs. Hence there is an increase in DA slabs of 23, i.e.478 Slabs for payment of DA for the quarter Nov, Dec 2016 and January 2017.

In terms of clause 7 of the 10th Bipartite Settlement dated 25.05.2015 and clause 3 of the Joint Note dated 25.05.2015, the rate of Dearness Allowance payable to workmen and officer employees for the months of Nov, Dec 2016 & January 2017 shall be 47.80 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowance to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.

Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.7.2015

Guidelines issued by the Department of Pension and Pensioners Welfare for payment of Dearness Relief to re-employed pensioners have been extended by this Ministry to the ex-servicemen re-employed in civil posts. These guidelines are as under:-

• The pay of re-employed pensioners who held posts of the ranks of Commissioned Officers at the time of their retirement is fixed at the same stage as last drawn before their retirement. These pensioners are not entitled to any Dearness Relief on pension on their re-employment in civil posts.
• The pay of re-employed pensioners who held posts below the ranks of Commissioned Officers (PBOR) at the time of their retirement is fixed at the minimum of the pay scale of the post in which they are re-employed. Such pensioners are entitled to Dearness Relief on pension on their re-employment in civil posts.
• If the pay of re-employed pensioners who held posts, below the ranks of Commissioned Officer (PBOR) at the time of their retirement before attaining the age of 55 years, is fixed at a higher stage because of advance increments and no protection of the last pay drawn is being given, the pay is treated as fixed at a minimum of the pay scale for the purposes of ignoring the entire pension and allowing Dearness Relief on pension.

It is expected that the aforesaid guidelines are being implemented by all banks uniformly without prejudice to the ex-servicemen category. This information was given by Defence Minister Shri Arun Jaitley in a written reply to ShriMahendra Singh Mahrain Rajya Sabha today.

Subject: Payment of DA to the CDA pattern employees of 69 CPSEs governed by HPPC recommendations.

The undersigned is directed to refer to Para No. 2 and Annexure-III to this Department’s O.M. dated 24.10.1997 wherein the rates of DA payable to the employees of CPSEs following CDA pattern pay scales, who are governed by HPCC recommendations had been indicated.

2. In continuation of this Department’s OM of even number dated 08.05.2013, the rates of Dearness Allowance w.e.f. 01.07.2013 payable to the employees of CPSEs governed by the recommendations of HPPC, which have not revised their pay scales in terms of DPE O.M. No. 2(54)/2 08-DPE(WC) dated 14.10.2008 may be as follows:-

a) In case of CPSEs who have not allowed the benefit of merger of 50% of DA with basic pay as contained in DPE O.M. dated 24.05.2005 to their employees, the DA payable ay be enhanced from existing rate of 216% to 233%.

b) In case of CPSEs who have allowed the benefit of merger of 50% of DA with basic pay a contained in DPE O.M. dated 24.05.2005 to their employees, the DA payable may be enhanced from existing rate of 166% to 183%.

3. The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.

4.All administrative Ministries/Department of Government of India are requested to bring the foregoing to the notice of the Central Public Sector Enterprises under their administrative control for action at their end.

The undersigned is directed to refer to Para 2 and Annexure-III to this Department’s O.M. of even number dated 14.10.2008, wherein the rates of DA payable to the employees who are following CDA pattern has been indicated.

2.    The DA payable to the employees may be enhanced from the existing rate of 72% to 80% with effect from 01.01.2013.

3.    The payment of Dearness Allowance involving fractions of 50 paise and above may be rounded off to the next higher rupees and the fractions of less than 50 paise may be ignored.

4.    These rates may be made applicable in the case of CDA employees, whose pay have been revised with effect from 01.01.2006 as per DPE O.M. dated 14.10.2008.

5.    All the Administrative Ministries/Departments of the Government of India are requested to bring the foregoing to the notice of the Central Public Sector Enterprises under their administrative control for action at their end.
