<h3 class="wp-block-heading">Subject : Merger of grades of PAO (PL-9) and SrAO (PL-10) &#8211; regarding.</h3>



<p>In pursuance of Department of Expenditure OM No.15(4)E-II (B)/2021 dated 76.04.2023 and ID Note no.A-12018/1/2020- Ad.1] dated 23.08.2023 on the subject mentioned above, the post of Pay &amp; Accounts Officer in Pay Level-9 of Pay Matrix is hereby upgraded and merged into the grade of Senior Accounts Officer (Group-A) in Pay Level-10 of Pay Matrix w.e.f. 26.04.2023. Accordingly, all the existing posts of Pay &amp; Accounts Officers of CCAS Cadre are upgraded to and redesignated as the post of Sr. Accounts Officer (Group-A).</p>



<p>Subsequent to merger of the post of PAO with that of SrAO, the pay of existing PAOs will be regulated in terms of Government of India’s Orders (6) below FR-23 w.e.f. date of merger (i.e.26.04.2023).</p>



<p>After merger of the posts of PAO and Sr. Accounts Officer, the feeder cadre for promotion to the post of Sr. Accounts Officer will be Assistant Accounts Officer (Pay Level-8). Draft Recruitment Rules for Sr. Accounts Officer post notifying aforesaid amendments have already been initiated.</p>



<p>This issues with the approval of the Controller General of Accounts.</p>

<h3 class="wp-block-heading">Subject: Amendment of Para 5 of consolidated guidelines on deputation issued vide OM No.6/8/2009-Estt.(Pay-II) dated 17.06.2010 according to 7th CPC pay structure &#8211; regarding.</h3>



<p>Department of Personnel and Training’s OM No.6/8/2009-Estt. (Pay-II) dated 17th June 2010 regulates the Pay, Deputation (Duty) Allowance, Tenure of Deputation/Foreign Service and other terms and conditions of deputation/foreign service of Central Government Employees to ex-cadre posts under the Central Government, State Governments, Public Sector Undertakings, Autonomous Bodies, Universities, Union Territories Administration, Local Bodies, etc. and vice-versa. Subject to its applicability as provided in para 2 of the OM, these instructions cover cases of deputation/foreign service where Central Government is an either lending authority or borrowing authority, or both.</p>



<p>2. Para 5 of aforesaid OM dated 17th June 2010 provides the method of pay fixation on deputation from Central Government to Central Government, in foreign service/ Reverse Foreign service.</p>



<p>3, Consequent to the implementation of the recommendations of the <strong><a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th Central Pay Commission</a></strong>, it has been decided to amend the provisions of Para 5 of this Department’s OM No.6/8/2009-Estt. (Pay-II) dated 17th June 2010 with following paras:-</p>



<h3 class="wp-block-heading">7th CPC Pay Fixation on Deputation: DoP&amp;T OM dated 02.03.2021</h3>



<p><strong>“5. Pay fixation</strong></p>



<p><em>5.1 When an employee on deputation/ Foreign Service elects to draw pay in the Level (in Pay Matrix) attached to the ex-cadre post, his/her pay may be fixed as under: &#8211;</em></p>



<p><strong><em>(i)&nbsp;Deputation from Central Government to Central Government</em></strong></p>



<p><em>If the Level (in Pay Matrix) of the ex-cadre post is higher than that of the parent cadre&nbsp;</em><em>post, an increment shall be given in the Level (in Pay Matrix) of parent cadre post and&nbsp;</em><em>he/she shall be placed at a Cell equal to the figure so arrived at in the Level (in Pay&nbsp;</em><em>Matrix) of the ex- cadre post; and ifno such Cell is available in the Level (in Pay Matrix)&nbsp;</em><em>of the ex-cadre post, he/she shall be placed at the next higher cell in that Level.</em></p>



<p><em>In case Levels (in Pay matrix) of the ex-cadre post and the parent cadre post of the&nbsp;</em><em>employee are identical, the employee would continue to draw his/her basic pay.</em></p>



<p><em>The basic pay from time to time after pay fixation should not exceed the maximum&nbsp;</em><em>of the pay in the level of the ex-cadre post.</em></p>



<p><strong><em>(ii) In foreign service/ Reverse Foreign Service</em></strong></p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p><em>(a) When the Level (in Pay Matrix)/ Pay Scale of the post in the parent cadre and that attached to the </em>ex-cadre post are based on the same index level and the DA pattern is also the same, the pay may be fixed as under (i) above.</p><p>(b) If the appointment is made to a post whose pay structure and/ or Dearness Allowance (DA) pattern is dissimilar to that in the parent organisation, pay may be fixed by adding one increment to the basic pay of the substantive post in the parent cadre, (and if he/she was drawing pay at the maximum of the scale, by the increment last drawn) and equating the pay so raised plus dearness allowance (and additional or ad-hoc dearness allowance, Interim relief, etc., if any) with emoluments comprising of basic pay plus DA, ADA, Interim Relief,<em> etc., if any, admissible, in the borrowing organisation and the pay may be fixed at the stage in the Pay Scale/ Level (in Pay Matrix) of the ex-cadre post at which total emoluments admissible in the ex-cadre post as above equal the emoluments drawn in the cadre and if there is no such stage, pay may be fixed at the next higher stage.</em></p></blockquote>



<p><em>In case of reverse foreign service if the appointment is made to post whose pay structure&nbsp;</em><em>and/or DA pattern is dissimilar to that in the parent organization, the option for electing&nbsp;</em><em>to draw the basic pay in the parent cadre [along with the Deputation (Duty) Allowance&nbsp;</em><em>thereon and the personal pay, if any] will not be available to such employee. It is also&nbsp;</em><em>clarified that Terms and Conditions in case of appointment on deputation made prior&nbsp;</em><em>to 1.7.2017 shall be continued as per the mutually agreed terms and conditions already&nbsp;</em><em>set.</em></p>



<p><em>(c) The basic pay from time to time after pay fixation should not exceed the&nbsp;</em><em>maximum of the pay in the level of the ex-cadre post.</em></p>



<p><em>5.2 Incases of appointment from one ex-cadre post to another ex-cadre post where the employee opts to draw pay in the Level (in Pay Matrix)/ Pay Scale of the ex-cadre post, the pay in the second or subsequent ex-cadre post should be fixed under the normal rules with reference to the pay in the cadre post only. However, in respect of appointments to ex-cadre posts carrying Level (in Pay Matrix)/Pay Scale identical to that of the ex-cadre post(s) held on an earlier occasion(s), it may be ensured that the pay drawn in subsequent appointment should not be less than the pay drawn earlier.</em></p>



<p><em>5.3 Incases of appointments to a second or subsequent ex-cadre post(s) in a higher Level (in Pay Matrix)/Pay Scale than that of the previous ex-cadre post, the pay may be fixed with reference to the pay drawn in the cadre post and if the pay so fixed happens to be less than the pay drawn in the previous ex-cadre post, the difference may be allowed as personal pay to be absorbed in future increases in pay. This is subject to the condition that on both the occasions, the employee should have opted to draw pay in the Level (in Pay Matrix)/Pay Scale attached to the ex-cadre posts.”</em></p>



<p>4. These orders will take effect from 1.1.2016 and shall be applicable to all officers who were on deputation on 1.1.2016 or appointed thereafter except for the revised rates of Deputation (Duty) Allowance which shall be applicable from 01.07.2017.</p>



<p>5. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders will apply for deputation outside Indian Audit and Accounts Department as concurred in by the Comptroller and Auditor General of India.</p>

<ol class="wp-block-list"><li>Fitment in the new scales of pay shall be on a stage-to-stage</li><li>There shall be no change in the dates of annual increments because of the</li><li>In the case of Ex-servicemen category employees who have joined the Banks on and after 1st November, 2017 up to the date of this Settlement, the fixation/ fitment in the pay scales already given/ eligible to be given under the Settlement dated 25th May, 2015 shall be refixed as per the provisions of this</li><li>All employees belonging to sub-ordinate cadre shall be eligible for one extra increment for passing JAIIB and two increments for passing CAIIB examination w.e.f 1.11.2017</li></ol>

<p><strong>No. A-12(11)10/2015-Estt. I</strong>. &#8211; In exercise of the powers conferred by sub-section (1) of section 97 read with clause(xxi) of sub-section (2) and sub-section (2A) of that section and sub-section (2) of section 17 of the Employees’ State Insurance Act, 1948 (34 of 1948) the Employees’ State Insurance Corporation hereby makes, with the approval of the Central Government and in consultation with the Union Public Service Commission, the following regulations regulating the method of recruitment to the posts of Staff Car Driver (Special Grade) in the Employees State Insurance Corporation, namely:</p>



<p><strong>1. Short title and commencement.</strong> &#8211; (1) These regulations may be called the Employees’ State Insurance Corporation Staff Car Driver (Special Grade) Recruitment Regulations, 2020.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p><strong>2. Number of posts, classification and level in the pay matrix.</strong> &#8211; The number of the said post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.</p>



<p><strong>3. The method of recruitment, age-limit, qualifications, etc.</strong> &#8211; The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.</p>



<p><strong>4. Disqualification.</strong> No person, &#8211; (a) who has entered into or contracted a marriage with a person having spouse living; or(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:</p>



<p>Provided that the Director General of the Employees State Insurance Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation.</p>



<p><strong>5. Power to relax.</strong> Where the Director General of the Employees State Insurance Corporation is of the opinion that it is necessary or expedient so to do, he may, by order and for reasons to be recorded in writing and with the prior approval of the Central Government and in consultation with the Union Public Service Commission, relax any of the provisions of these regulations, with respect to any class or category of persons.</p>

Savings.</strong> Nothing in these regulations shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time, in this regard:</p>

<p><strong>1. Short title and commencement.</strong>&#8211; (1) These regulations may be called the Employees’ State Insurance Corporation, Lower Division Clerk (Group ‘C’ Post) Recruitment Regulations, 2020.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p><strong>2. Number of post, classification and level in pay matrix.</strong> The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.</p>

<p>S.R.O. 19(E). &#8211; In exercise of the powers conferred by Section 184 of the Navy Act, 1957 (62 of 1957), the Central Government hereby makes the following regulations to amend the Navy Officers Pay Regulations namely:</p>



<p><strong>1. Short title and commencement.</strong>&nbsp;&#8211; (1) These regulations may be called Navy Officers Pay (Amendment Regulations, 2017.</p>



<p>(2) They shall be deemed to have come into force on the 1st day of January, 2016.</p>



<p>2. In the Navy Officers Pay Regulations, 2017.-</p>



<p>(a) in regulation 3, in clause (g), the following Note shall be inserted, namely: &#8211;</p>



<p><strong>Note:</strong>&nbsp;<em>“In any kind of calculation which attempts to work with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC”;</em></p>



<p>(b) in the Schedule, for Part ‘A’ the following Part shall be substituted namely:- “PART A”.</p>

<p>S.R.O. 18(E). &#8211; In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Army Officers Pay Rules, 2017, namely: </p>



<p><strong>1. Short title and commencement.</strong>&nbsp;&#8211; (1) These rules may be called Air Force Officers Pay (Amendment) Rules, 2017.</p>



<p>(2) They shall be deemed to have come into force on the 1st day of January, 2016.</p>



<p>2. In the Air Force Officers Pay Rules, 2017.-</p>



<p>(a) in rule 3, in clause (g), the following Note shall be inserted, namely: </p>



<p><strong>Note:</strong>&nbsp;<em>“In any kind of calculation which attempts to work with the maximum pay of a particular level the last figure of the Level shall not be calculated and the end-points of the Level, representing the possible highest and lowest pay in that level, may not be treated as the maximum and minimum of any closed pay scale, as used to prevail prior to the implementation of the 6th CPC”</em>;</p>



<p>(b) in the Schedule, for Part ‘A’ the following Part shall be substituted namely:- “PART A”.</p>

<h4 class="wp-block-heading">Sub: Calculation of monthly contribution towards cost of Pension payable during foreign service &#8211; Reg.</h4>



<p>The undersigned is directed to invite reference to this Department&#8217;s OM No. 2/34/2008-Estt (Pay-II) dated 19th November, 2009 on the above subject and to say that according to this OM w.e.f. 01.01.2006, the pension contribution payable in respect of a Government employee during the active period of his foreign service shall be based on the existing basic pay (Pay in the Pay Band plus Grade Pay) of the post held by the Government servant at the time of proceeding on foreign service, and in case he receives Proforma promotion/ financial up-gradation while on foreign service, on the basic pay (Pay in the Pay Band plus Grade Pay) fixed on such promotion/ financial up-gradation.</p>

<p>2. Consequent upon implementation of the recommendations of the <a href="https://centralgovernmentnews.com/7th-pay-commission-latest-news/" target="_blank" rel="noreferrer noopener">7th CPC</a>, the matter of issuing revised instructions on the above subject has been engaging the attention of the Government of India. The President is now pleased to decide that pension contribution payable in respect of a Government servant during the active period of his foreign service shall be based on the basic pay in the level (in Pay Matrix) of the post held by him/ her at the time of proceeding on foreign service; and in case of grant of Proforma promotion/financial up-gradation while on foreign service, the same shall be based on basic pay in the Level (in Pay Matrix) fixed on such Proforma promotion / financial up-gradation.</p>



<p>3. In respect of Government employees covered by the <strong><a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener">NPS</a></strong>, during the active period of foreign service w.e.f. 01.01.2016, it has been decided to fix the monthly Pension contribution @ 24% of basic pay in the level (in Pay Matrix) of the post held by him/her at the time of proceeding on foreign service plus DA admissible on such basic pay (i.e. employee&#8217;s contribution @ 10%, employer&#8217;s contribution @ 10% and contribution by employer for gratuity @ 4%). However, consequent to revision of Government&#8217;s contribution for NPS from 10 % to 14% w.e.f. 01.04.20 19 vide Department of Financial Services Notification dated 31.01.2019, the monthly Pension contribution for Government employees covered by the NPS w.e.f. 01.04.2019 will be 28% of basic pay in the level (in Pay Matrix) plus DA of the post held by him/her, which will include employee&#8217;s contribution @ 10%, employer&#8217;s contribution @ 14%, and contribution by employer for gratuity @ 4%. In case of grant of Proforma promotion/ financial up-gradation while on foreign service, the same shall be based on basic pay in the Level (in Pay Matrix) fixed on such Proforma promotion /financial up-gradation.</p>



<p>4. In respect of the employees covered under the Old Defined Benefit Pension Scheme, it has been decided to fix their rates of monthly contribution of pension during the active period of foreign service as 14% of basic pay in the level (in Pay Matrix) of the post held by him/her at the time of proceeding on foreign service plus DA admissible on such basic pay during foreign service w.e.f. 01.01.2016. The monthly contribution of pension during the active period of foreign service w.e.f. 01.04.2019 will be 18% of the basic pay in Pay Matrix of the post held by the officer at the time of proceeding on foreign service plus DA admissible on such basic pay.</p>



<p>In case of grant of Proforma promotion/ financial up-gradation while on foreign service, the same shall be based on basic pay in the Level (in Pay Matrix) fixed on such Proforma promotion/ financial up-gradation.</p>



<p>5. It has also been decided that these pension contributions would be in addition to the leave salary contributions for the period of foreign service, in respect of both NPS employees and the employees under Old Defined Benefit Pension Scheme.</p>



<p>6. In case of employees covered under NPS, during the period of active foreign service, the borrowing organisation shall make its part of contribution mandatorily to the NPS Account of the employee.</p>



<p>7. This OM will be effective from 01.01.2016. In respect of persons who are already on foreign service as on 01.01.2016, the pension contribution will be calculated at the above rates on the revised pay as per 7th CPC from the date which they opt to come over to the revised pay structure after implementation of 7th CPC recommendations, in their parent cadres. For the earlier period, the pension contributions will be as per extant orders i.e. the order in force during period prior to 01.01.20 16 from time to time.</p>



<p>8. The modalities! mechanism of payment of pension contribution during the active period of foreign service in respect of NPS subscribers will be issued separately.</p>

<p>9. In their application to the persons belonging to Indian Audit and Accounts Department, these orders are issued under Article 148(5) of the Constitution and after consultation with the Comptroller &amp; Auditor General of India.</p>

<p>G. S. R. 124.- In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the India Meteorological Department (Administrative Cadres Group’A’) Recruitment Rules, 2000 except as respects things done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group ‘A’ Administrative Office Grade-I posts in the office of the India Meteorological Department, Ministry of Earth Sciences, namely :-</p>



<p>1. <strong>Short title and commencement</strong>. &#8211; (1) These rules may be called the India Meteorological Department (Administrative Cadres Group ‘A’) Recruitment Rules.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>2. <strong>Number of posts, classification and Level of pay in Pay matrix</strong>. &#8211; The number of posts, their classification and the level of pay in Pay matrix attached thereto shall be as specified in Column 2 to 4 of the said Schedule.</p>



<p>3. <strong>Method of recruitment, age limit and other qualifications etc</strong>. . &#8211; The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in Columns 5 to 13 of the Schedule aforesaid.</p>

<p>4. <strong>Disqualification. &#8211; No person . &#8211;</strong></p>



<p>(a) who has entered into or contracted a marriage with a person having a spouse living, or<br />(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts.</p>



<p>Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party the marriage and there are other grounds for so doing, except any person from the operation of this rule:</p>



<p>5. <strong>Power to relax</strong> .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.</p>



<p>6. <strong>Savings </strong>.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.</p>

<p>Sub: <strong>Allotment of qualification based pay matrix &#8211; ECG Technicians in Railways.</strong></p>



<p>Ref: (i) Railway Board’s reply to GS/ NFIR vide letter No.PC-VII/2018/R-U/8 dated IR’s letter No.II/1/2019 dated 30th March, 2019 and 18th April, 2019 to the Railway Board.<br />(iii) NFIR’s PNM agenda item No.25 (sent to Railway Board on 29th May, 2019).</p>



<p>Kind attention is invited to the references cited above, on the above subject relating to allotment of qualification based pay matrix to the ECG Technicians in <a href="https://centralgovernmentnews.com/category/railways/" target="_blank" rel="noreferrer noopener">railways</a>. Federation once again furnishes below, the important facts relating to the demand for granting higher entry grade pay to the <strong>ECG Technician</strong> category with appropriate cadre structure for their growth.</p>



<ul class="wp-block-list"><li>The ECG Technicians appointed in Dr. Ram Manohar Lohia Hospital, New Delhi (under Ministry of Health and Family Welfare) have never been in possession of the standard qualification relating to the job expected from an ECG Technician, while in Railways, the ECG Technicians possess “Diploma in ECG Lab Technology”.</li><li>ECG Technicians in Railways have never been treated atleast equal to those working in the Central Government Hospitals and have rather been treated inferior. This negative situation has been prevailing since the period of 3rd CPC.</li><li>The DR qualification prescribed for the post of Sr. ECG Technician pay scale Rs.1400-2600 (IV CPC)/5000-8000) V CPC)/ PB-2 GP 4200 (VI CPC)/ Pay Level-6 in <a href="https://centralgovernmentnews.com/category/7cpc/" target="_blank" rel="noreferrer noopener">7th CPC</a> in Dr. Ram Manohar Lohia Hospital is Bachelor’s Degree in Science with Physics with one year experience in handling cardiological equipment or 3 years Diploma Course in Electronics/ Electrical communication Engineering. Whereas in Railways, though the qualification for the post of ECG Technician got revised during 6th CPC regime to Degree in Science plus Diploma in ECG Lab Technology/ Cardiology/ Cardiology Technician/ Cardiology Techniques of reputed institution [refer Railway Board’s letter No. E(NG)II/2001/RR/45 Pt. A dated 29/09/2015], this category has not been treated at par with those ECG Technicians of Dr. Ram Manohar Lohia Hospital.</li></ul>



<p>NFIR therefore requests the Railway Board to take action for revising the pay structure of ECG Technicians of railways for the purpose of providing entry grade pay 4200/Level 6 of pay matrix with further avenue of promotion to pay level 7, similar to the pay structure of ECG Technicians of Dr Ram Manohar Lohia Hospital, New Delhi.</p>

<p>Minutes of the discussions held on 22nd July, 2020 between IBA representation Management of banks which are parties to the Bipartite Settlement and Workmen Unions and Officers’ Associations on wage revision.</p>



<p>Discussions were held between the Indian Banks’ Association representing Managements of banks and the authorized representatives of workmen Unions and Officers’ Associations on wage revision for officers and workmen in banks.</p>



<p>The management and the Unions representing Officers and Workmen staff, acknowledge the need for a robust banking system which is representative to the challenges facing the country and the need to improve further the productivity, efficient and responsiveness to the needs of the customers and various state holders. With this commitment, it has been agreed to resolve the pending wage settlement issue and enter into an MoU as under:-</p>



<ol class="wp-block-list"><li>The wage revision will be effective from 1.11.2017.</li><li>The annual wage increase in salary and allowances is agreed at 15% of the wage bill as on 31-3-2017 which works out to Rs.7,898 crores on Payslip components.</li><li>The new pay scales will be constructed after merging Dearness Allowance corresponding to 6352 points (average Index point as applicable for the Quarter of June, July, August 2016) and adding thereon a loading of 2.50% on Basic Pay plus Dearness Allowance as on 31″ March 2017 amounting to around Rs. 1155/- Crores.</li><li>Distribution of annual wage increase between Workmen and Officers will be worked separately and proportionately based on breakup of establishment expenses as on 31.3.2017.</li><li>In today’s Banking scenario, there is stiff competition amongst different category of banks i.e., Public sector, Private sector, Foreign banks. In order to inculcate a sense of competition and also to reward the performance, the concept of Performance Linked Pay is felt to be introduced. After prolonged discussions and deliberations on this matter, it has been agreed to introduce Performance Linked Incentive (PLI) in Public Sector Banks, which will be based on Operating/ Net Profit of the individual bank (optional for private &amp; foreign banks). The PIA is payable to all employees annually over and above the normal salary payable. The PLI matrix decides the amount payable to the employees (in number of days of pay-Basic+DA) depending on the annual performance of the bank. All the employees will get the number of days of pay as incentive depending on where in the matrix the bank’s performance fits in, broadly as per pay Matrix under :</li></ol>

<p>* 3rd &amp; 4th slabs are payable only if the Bank has Net Profit. If a Bank has growth in Operating profit of 5% &amp; more, but there is no Net Profit, then minimum 2nd slab of 5 days will be payable.</p>

<ol class="wp-block-list" start="6"><li>From the calendar year 2020, besides encashment of PL at the time of retirement and during availment of LFC, PL Encashment would be permitted at 5 days every calendar year (7 days in case of employees/officers of 55 years of age and above) at the time of any festival of their choice.</li><li>It has been agreed to increase the banks contribution to the <a href="https://centralgovernmentnews.com/category/nps/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">NPS</a> fund to 14%, i.e. 14% of Pay &amp; Dearness Allowance instead of the present rate of 10% from the prospective date of signing the settlement subject to approval of the Govt.</li><li>All other issues of the Managements and Unions/Associations discussed during the process of negotiation will be settled to the mutual satisfaction.</li><li>The parties will meet on mutually convenient dates to draw out a detailed Bipartite Settlement / Joint Note on the various issues on which consensus positions have been reached. The parties will endeavor to finalize the Bipartite Settlement / Joint Note within a period of ninety days from the date of this minutes.</li></ol>
