ORDER

The Ministry of HRD vide its letter No. F.3-14/2017-UT.2 dated 26.07.2017 had conveyed the approval for:the adoption of the revised pay scales as per 7th CPC for the employees of Kendriya Vidyalaya Sangathan. The pay scales for the post of Assistant Editor (mentioned at S.No. 14) in which the Pay Matrix Level has been shown as Level-6 in place of the correct replacement scale of pay i.e. Pay Matrix Level-7. The matter was taken up with Ministry of HRD.

Now, the Ministry of HRD after taking concurrence of the D/o Expenditure, Ministry of Finance [(U.O No. 21(4}/E.III.B/2018 dated 19.6.2019], has conveyed the ex-post facto approval of the Govt. of India to revise the pay scale to the post of Assistant Editor in the PB-2 with Grade Pay of Rs. 4600/- w.e.f. 1.1.2006 and subsequently Pay Matrix Level – 7 w.ef. 1.1.2016 corresponding to the replacement of G.P of Rs. 4600/-. Accordingly the same is adopted by Kendriya Vidyalaya Sangathan.

OFFICE MEMORANDUM

Subject : Filling up of the post of Member, Staff Selection Commission, New Delhi (Joint Secretary level) in the Level 14 in the pay matrix of Rs. 144200-218200 on deputation basis.

The undersigned is directed to inform that it is proposed to fill up the post of Member, Staff Selection Commission (SSC) at New Delhi in the Level 14 in the Pay Matrix of Rs 144200-2 18200!-. The eligibility criterion is given at Annexure-I.

Applications of only such officers will be considered as are routed through proper channel and are accompanied with (i) bio-data in the proforma at Annexure-II; (ii) clear photocopies of the up-to-date AFAR dossier of the officer containing APARs of at least last five years, duly attested by a Group ‘A’ officer (if original APAR could not be sent); (iii) An attested Statement indicating the grading in the AFAR during the last five years (iv) cadre clearance; (v) clearance from vigilance and disciplinary angle; and (vi) statement giving details of major or minor penalties, if any, imposed on the officer during the last ten years.

All Ministries/ Departments and the State Governments/UTs are requested to forward the applications of willing and eligible officer in the prescribed proforma to:- Section Officer (Estt-B-I), Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training), Room. No. 215-C, North Block, New Delhi-110001, so as to reach this Office, on or before 30th July, 2019.

The applications of only those officers may be forwarded who, in the event of their selection, would immediately join the duties of the post, and whom the concerned authorities would be in a position to relieve immediately. The application once forwarded would not be allowed to be withdrawn. Applications received after the prescribed date or not accompanied with the required certificates/documents will not be entertained.

Eligibility Criterion for the post of Member, Staff Selection Commission, New Delhi.

1. Name of Post: Member, Staff Selection Commission, New Delhi.
2. Scale of pay: in the Level 14 in the Pay Matrix Rs.144200 – 218200/.
3. Eligibility: Officers of the Central Government (including officers of All India Services and Central Group ‘A’ Services) :-

(a)

• holding analogous post on regular basis in the parent cadre/ Department; or
• with five years’ service in the grade rendered after appointment thereto on a regular basis in the Level 13 in the pay-matrix (Rs. 123100 – 215900) or equivalent in the parent cadre or Department; and

(b) possessing the following educational qualifications and experience, namely:-

• Post Graduate Degree in any discipline from a recognized University or Institution; and
• 10 years’ experience in dealing with Service, Administrative, Vigilance, Establishment and Financial matters.

Period of Deputation: The person appointed as Member of Staff Selection Commission shall hold office for a period of five years or till he/she attains the age of 62 years, whichever is earlier. In case where a serving officer is appointed as Member, he shall be on deputation until he attains the age of superannuation and thereafter he may be considered for extension of tenure on re-employment terms subject to upper age limit and tenure as mentioned above.

Age Limit:- The maximum age limit for appointment by deputation shall not be exceeding 59 years as on the closing date of the receipt of applications

OFFICE MEMORANDUM

Sub: Seventh Central Pay Commission’s recommendations – revision of pay scales – amendment of Service Rules/Recruitment Rules.

The undersigned is directed to refer to this Department’s OM of even number dated 9th August, 2016 on the subject mentioned above wherein it was requested that as per the CCS (Revised Pay) Rules, 2016 issued by Department of Expenditure vide  Notification  dated 25th July, 2016, consequential amendment in the existing Service Rules/Recruitment Rules shall be made by the Ministries/Departments by substituting the existing Pay Band and Grade Pay by the new pay structure i.e. “LEVEL in the PAY MATRIX” straightaway without making a reference to the Department of Personnel and Training (DOP&T)/Union Public Service Commission (UPSC).

2. Subsequently, this Department has held meetings in October/November, 2016 with the administrative Ministries/Departments to review the progress in the  implementation of the OM. An important suggestion made in the meetings was with respect to facilitating the process of consultation with the Legislative Department for drafting notification for amendment of RRs in accordance with OM dated 9thAugust, 2016 and its Hindi translation so as to expedite the issue of notification. In this regard, this Department in consultation with Legislative Department prepared a model notification in English and Hindi for use of the Administrative Ministries/Departments. The same was issued for the use of Ministries/Departments vide this Department’s OM dated 18.01.2017.

3. Further, DoP&T vide OM of even number dated 16.02.2017 sought information with regard to implementation of OM dated 09.08.2016. However, no significant inputs on the issue were received from the Ministries/Departments despite repeated requests.

4. In View of the above, a meeting under the Chairmanship of JS (E) with all
Ministries/Departments was held on 04.01.2018. The Ministries/Departments were requested to furnish the details on the issue urgently so as to enable this Department to furnish a status report for information of PMO. The detail of the data received from various Ministries/Departments as on 24.01.2018 has been compiled and annexed. All Ministries/Departments are requested to scrutinize the data pertaining to them as per the annexure. In case some additions/corrections are required, the same may be communicated to this Division before 09.02.2018. In case no inputs are received, the data as indicated in the annexure shall be treated as final.
