<p>Subject:- <strong>Promotion of Accountants in the Pay Level 5, Rs. 29200 &#8211; 92300 (Pre-revised, Grade Pay Rs. 2800 under PB-I) to the grade of Sr. Accountant in the Pay Level 6, Rs. 35400-112400 (Pre-revised Grade Pay Rs. 4200 under PB-II).</strong></p>



<p>I am directed to invite attention to the subject mentioned above and to<br />enclose herewith lists of Accountants in the Pay Level 5, Rs.29200-92300, (Pre-revised Grade Pay Rs. 2800 under PB-I) who fulfill eligibility conditions and have  been approved for promotion as Senior Accountant in the Pay Level 6, Rs. 35400-112400 (Pre-revised Grade Pay Rs. 4200 under PB-II) in terms of Rule 5 and Note below Column 12 of Schedule to the Central Civil Accounts Service (Accountant and Senior Accountant Group &#8216;C&#8217; and Group &#8216;B&#8217; posts) Recruitment Rules, 2010 wef 01.01.2020 as per List-I (162 Accountants) and w.e.f. 01.01.2019 (10 Accountants) as per List-II.</p>



<p>2. The Appointing Authority in the Departmentalized Accounts Organizations may issue promotion order in respect of the Accountants working in their respective offices. While issuing the promotion orders, it may be ensured that the sealed cover procedure is observed as per the instructions issued by DOPT vide OM No. A.22011/4/91 -Estt(A) dated 14-09-1992 as amended from time to time in the concerned cases.</p>



<p>3. <a href="https://centralgovernmentnews.com/category/ldc-udc/" target="_blank" rel="noreferrer noopener">LDC</a>s promoted as Accountant on the basis of passing four papers of AAO (C) examination 2014 (cancelled) shall not be considered for promotion as Sr. Accountant at this stage as the matter is sub-judice.</p>



<p>4. Before issuing individual order, the Appointing Authority may ensure to verify the particulars of the officials being promoted as provided to DPC and CGA office are in order i.e, date of joining as Accountant, SSC CGLE Batch, Rank number, clearance of probation period, passing of Departmental Confirmatory Examination, particulars of junior official in case the promotion is approved as per note below Column 12 of<br />schedule to the RRs, etc.</p>



<p>5. The representation/ request, if any, of the official should be forwarded to this office for consideration through proper channel with approval of the concerned Appointing Authority in respective Ministry /Department. The Ministry/ Department concerned shall properly examine the representation/ request of the official and forward to this office through self-contained note alongwith recommendations/ comments of the<br />Appointing Authority for consideration of the Competent Authority in office of the CGA.</p>

<p>G. S. R. 124.- In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the India Meteorological Department (Administrative Cadres Group’A’) Recruitment Rules, 2000 except as respects things done before such supersession, the President hereby makes the following rules regulating the method of recruitment to Group ‘A’ Administrative Office Grade-I posts in the office of the India Meteorological Department, Ministry of Earth Sciences, namely :-</p>



<p>1. <strong>Short title and commencement</strong>. &#8211; (1) These rules may be called the India Meteorological Department (Administrative Cadres Group ‘A’) Recruitment Rules.</p>



<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>2. <strong>Number of posts, classification and Level of pay in Pay matrix</strong>. &#8211; The number of posts, their classification and the level of pay in Pay matrix attached thereto shall be as specified in Column 2 to 4 of the said Schedule.</p>



<p>3. <strong>Method of recruitment, age limit and other qualifications etc</strong>. . &#8211; The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in Columns 5 to 13 of the Schedule aforesaid.</p>

<p>4. <strong>Disqualification. &#8211; No person . &#8211;</strong></p>



<p>(a) who has entered into or contracted a marriage with a person having a spouse living, or<br />(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts.</p>



<p>Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party the marriage and there are other grounds for so doing, except any person from the operation of this rule:</p>



<p>5. <strong>Power to relax</strong> .- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.</p>



<p>6. <strong>Savings </strong>.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and other special categories of person in accordance with the orders issued by the Central Government from time to time in this regard.</p>

<figure class="wp-block-table"><table><tbody><tr><td>In case of recruitment by promotion/ deputation/ absorption grade from which promotion/ deputation/ absorption to be made</td></tr><tr><td>(11)</td></tr><tr><td><strong>Promotion :</strong><br />Administrative Officer Grade-II in Level-8 (Rs. 47,600-151,100) of the Pay Matrix with six years regular service in the Grade or Level-9(Rs. 53,100-1,67,800) of the Pay Matrix with five years regular service in the Grade and have successfully completed training of at least two weeks in the field of administration, establishment and accounts.<br /><strong>Note1.</strong>-Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.<br /><strong>Note 2</strong> .- For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1st January 2006 / the date from which the revised pay structure based on the sixth central pay commission recommendations has been extended, shall be deemed to be service rendered in the corresponding pay/pay scale extended based on the recommendations of the pay commission.</td></tr></tbody></table></figure>

<p>In pursuance of Ministry of Finance, Department of Expenditure I.D. Note No. A-12034/7/2017-Ad.I dated 25.10-2019 issued with the approval of Hon&#8217;ble Finance Minister, the post of Senior Accounts Officer in Central Civil Accounts Service Is classified as Group &#8216;A&#8217; post w.e.f. 9.4.2009 without any change in Pay Level.</p>

<p>Holding equivalent Level 13 post on regular basis, OR Officers holding Level 12 post for at least 3 years.</p>



<p><strong>Pay Level-13 in the Pay Matrix under 7th CPC [Pre-revised PB-3, Rs. 15600-39100 + GP Rs. 6600] with allowances such as DA, HRA etc. as per Govt. Rules.</strong></p>



<p><strong>Qualification:</strong></p>

<p>Respected Madam,</p>
<p>With reference to our earlier memorandum and our meeting with you on 04.07.2018, we submit this memorandum for the kind consideration of the Committee for revision of hourly rates of Incentive Bonus on estimated additional expenditure on account of revision of incentive rates based on minimum pay of respective Pay Level in 7th CPC Pay Matrix divided by 208 (standard working hours per month) &#8211; as per formula followed after 5th Pay Commissions.</p>
<p>Proposed revision of Incentive Rates is estimated to cost additionally only 1.28 percent in terms of cost of man power.</p>
<p>There are 2,38,546 workshop Group &#8216;C&#8217; &amp; &#8216;D&#8217; staff (2,19,682 Group &#8216;C&#8217; &amp; 18,864 in Group &#8216;D&#8217;) of Mechanical, Electrical and S&amp;T covered under incentive scheme as on 03.2017. (Strength of workshop artisan &amp; helper as on 31.03.2017 is given in Table-1)</p>

<p>Average annual wage per employee for Group &#8216;C&#8217; in Workshop staff including pay, all allowances, PLB, pension &amp; gratuity (Senior Technician, Supervisor (Ministry), Technician Grade-I, II &amp; Ill) is Rs. 7,09,494. (Ref. Statement 40 (II) (b) of Indian Railways Annual Statistical Statement 2016-17)</p>
<p>Average annual wage per employee for Group &#8216;D&#8217; Workshop staff including pay, all allowances, PLB, pension &amp; gratuity (semi-skilled &amp; unskilled) is Rs. 5,66,147. (Ref. Statement 40 (II) (e) of Indian Railways Annual Statistical Statement 2016-17)</p>

<p>If incentive rates are revised based on minimum of respective Pay Level divided by 208, additional expenditure is estimated to be Rs.214.09 crore.</p>
</div>
<div align="left">
<p>In terms of equivalent man power it will be 3,061 Group &#8216;C&#8217; &amp; &#8216;D&#8217; workshop staff (2,847 men in Group &#8216;C&#8217; and 213 in group &#8216;D&#8217;).</p>
</div>

<p>This will be only 1.28% of 2,19,682 strength of Group &#8216;C&#8217;&amp;&#8217;D&#8217; workshop staff available in Indian Railways as on 31.03.2017. Details of the calculation is attached in Table-2.</p>
<p>It is therefore requested that, no reduction in allowed time / man power may please be proposed for implementation of revised incentive rates, since the estimated additional cost equal to only 1.28% man power which will be compensated by additional work load due to the addition of rolling stocks &amp; new trains.</p>

<p>Sub: <strong>Government’s decision on recommendation of the 7th Central Pay Commission -Transport Allowance to the Railway employees &#8211; Deprivel of higher rate to those working in pay Level 1 &amp; 2-reg.</strong></p>
<p>Ref: Railway Board’s letter No. PC-V/2017/A/TA/1 dated 17/08/2017 (RBE No.96/2017).</p>
<p>NFIR invites kind attention of the Railway Board to the modified instructions issued vide Board’s letter dated 17/08/2017 on payment of Transport Allowance at revised rates, stating that the Railway employees who are drawing pay of Rs.24,200/- &amp; above in Pay Level 1 &amp; 2 of the 7th CPC Pay Matrix are entitled for Transport Allowance @ Rs.3600 plus DA thereon in cities mentioned in the Annexure to Board’s letter dated 03/08/2017 and @ Rs.1800 plus DA thereon at all other places.</p>
<p>In this connection, Federation desires to state that with the issuance of instructions dated 17/08/2017, an anomalous situation has arisen wherein the Railway employees in Pay Level 3, drawing pay Rs. 21,700/- and above upto Level 8 are entitled for Transport Allowance @ Rs. 3600 + DA thereon (in Al/A class cities and in other cities @ Rs. 1800 + DA thereon), while those in Pay Level 1 &amp; 2 are made eligible for the Transport Allowance at the said rate (i.e. Rs. 3600/- + DA thereon) on reaching the Pay of Rs. 24,200/- and above.</p>
<p><em><strong>Federation further desires to state that pursuant to the recommendations of 5th CPC and 6th CPC, the following instructions were issued:-</strong></em></p>

<p>Above position reveals that all the employees working in pay scale below Rs. 6500-10500 i.e. upto Rs. 6000-9800 (S1 to S1OA) were allowed Transport Allowance at the uniform rate of Rs. 100/- p.m. in Al/A class cities irrespective of their pay.</p>
<p><strong>Recommendations of 6th CPC -Transport Allowance</strong></p>

<p>From the above, it could be seen that the employees were allowed higher rate of Transport Allowance on reaching the pay @ Rs.7440/- irrespective of their Grade Pay (PB-) viz., GP 1800,1900,2000,2400,2800.</p>
<p>The above position shows that the Board&#8217;s instructions dated 03-08-2017 and 17-08-2017 have deprived the Transport Allowance at Rs.3600/- + Da thereon to the staff working in pay Level 1 &amp; 2 of 7th CPC Pay Matrix due to the restriction that such higher rate of Transport Allowance is allowed on reaching the pay of Rs.24,200, inspite of the fact that they were already drawing higher rate when their pay was Rs.7,440/- in 6th CPC Grade Pay 1800,1900,2000,2400 and 2800.</p>
<p>Federation contends that the ends of justice would be met if the Railway employees working in Pay Level 1 &amp; 2 are also allowed payment of Transport Allowance at higher rate i.e.Rs.3600/- + DA thereon when their pay is Rs.21,700/- instead Rs.24,200/-.</p>
<p>NFIR, therefore, requests the Railway Board to make out a case and refer the matter to the Ministry of Finance for removal of aberration for ensuring justice to lower level staff (i.e.Pay level 1 and 2 also). A Copy of the reference made to the Ministry of Finance, may be provided to the Federation for follow up action.</p>

<p>Subject:- <b>Implementation of the recommendations of the 7th Central Pay Commission relating to grant of Transport Allowance to Central Government employees.</b></p>
<p><b> </b>In partial modification of this Department&#8217;s OM. of even number dated 07.07.2017 regarding implementation of the recommendations of the Seventh Central Pay Commission relating to grant of Transport Allowance to Central Government employees, the President is pleased to decide that <b>Central Government employees who are drawing pay of Rs.24200/- &amp; above in Pay Level 1 &amp; 2 of the Pay Matrix, shall be eligible for grant of Transport Allowance @ Rs.3600/- plus D.A. thereon at the cities mentioned in the Annexure to the above cited OM. and @ Rs.1800/- plus D.A. thereon at all Other Places.</b></p>
<p>2. All other contents of the above cited OM. dated 07.07.2017 shall remain unchanged.</p>
<p><b>3. These orders shall be effective from 1st July, 2017.</b></p>
<p>4. These orders will apply to all civilian employees of the Central Government. The orders will also apply to the civilian employees paid from the Defence Service Estimates. In respect of the Armed Forces Personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.</p>
<p>5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller &amp; Auditor General of India.</p>
