Sir/Madam,

I am directed to refer to DoPTs letters vide dated 27.05.2024 regarding extension of timelines for recording of PARs for the year 2023-24. In this regard, it has come to notice that some AIS officers have not submitted self – appraisal of PARs and also some officers may not be able to review and record their remarks in PARs on time due to engagement in completion of General Election, 2024.

2. Accordingly, the matter has been duly considered in this Department. Therefore, keeping in view of the circumstances and in order to ensure filing of PARs by all AIS officers. It has been decided to further extend the timelines of PAR by 01 month, as indicated below:

3. Notwithstanding anything contained herein, no remarks may be recorded after 31st December, 2024 in the PAR of AIS officers for the PAR year 2023-24, in accordance with the 2nd proviso of the AIS (PAR) Rules, 2007, as amended.

4.The aforesaid relaxation is accorded as a onetime measure only.

Ref: Board’s letter of even number dated 24.03.2022.

Attention is invited to this Ministry’s letter of even number dated 24.03.22 vide which a time schedule for completion of APAR was advised.

2. In order to give effect to the time-bound recording of PARs, Board have now decided to implement the provision for auto-forwarding of PARs from one stage to the next stage after the specified due date from the assessment year 2022-23 in SPARROW. At present, this auto-forwarding of APAR will be applicable for Self-Appraisal level only. Under the newly provided schedule for completion of PAR, PARs will automatically move forward from the account of Officer Reported Upon (ORU) to the Reporting Authority on the specified due date even if the PAR is not recorded by the Reportee Officer. This will be as per time scheduled as under:

The NIC has intimated that in terms of DOP&T guidelines, closure activity for PARs for Assessment Year 2020-21 on SPARROW application will be performed on 31st March 2022 midnight.

2. It is, therefore, requested to ensure that all activities regarding PARs for Assessment Year 2020-21 are completed on or before 31st March 2022 since reversal or amendment/any sort of change will not be possible after closure activity.

3. In this regard, it is further requested that a confirmation regarding closure of APARs 2020-21 through SPARROW application may be forwarded to this HQrs office by mail before 25.03.2022.

New Delhi: The performance appraisal reports of IAS and IPS officers, who have retired two years ago, will be destroyed by the Centre.

It has asked officers of all India services – Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS) – to make a request to the central government in case they want to have a copy of their performance reports.

Existing norms allow confidential rolls of members of all-India services to be destroyed two years after their death or retirement.

The rules also provide that Confidential Reports (CRs) or Performance Appraisal Reports (PARs) of such bureaucrats can be given to them after the normal period of retention of two years is over from the date of their retirement.

“Action is accordingly being taken for destroying such CRs/PARs,” an order issued by the Department of Personnel and Training (DoPT) said.

Officers who wish to obtain their dossiers may send their requests to the Ministry till June 14, 2017, the order said.

Completion of writing of PARs of IAS officers for 2015-16 in SPARROW – reg.

Dear Sir/Madam

Please refer to my D.O. letter no.4(8)/2008-EO(PR) dated 21.4.2015 making online filing of PAR mandatory for the year 2014-15 onwards. As on date, 6975 number of PARs have been generated online for the year 2015-16. However, it is noted that still 1037 PARs are pending at the self-appraisal stage and 2905 PARs are pending at the stage of reporting authorities i.e. Reporting / Reviewing / Accepting authority (State-wise break-up is enclosed).

2. As per Rule 5(1) of AIS (PAR) Rules, 2007, if a performance appraisal report for a financial year is not recorded by 31st of December of the year in which the financial year ended, no remarks may be recorded thereafter and the officer may be assessed on the basis of the overall record and self assessment for the year, if he has submitted his self-assessment on time

3. In View of the rule position stated above, the window for SPARROW would get closed automatically on the midnight of 31.12.2016, and PARs at whatever stage in the system would also close and be treated as final, I may, therefore, request you to issue necessary instructions to the concerned designed authorities for expediting the PARs, which are yet to be recorded by the reporting / reviewing/ accepting authorities, so that all comments are recorded before 31.12.16.
