<div style="text-align: center;"><b>PERSONNEL OF PARAMILITARY FORCES TAKING VOLUNTARY RETIREMENT</b></div>
<p>Minister of State for Home Affairs replied in Parliament(Rajya Sabha) on 27.12.2017 regarding Voluntary Retirement in Paramilitary Forces.</p>
<p>“As per information provided by Central Armed Police Forces and Assam Rifles (CAPFs &amp; AR), 19239 personnel have taken voluntary retirement from service since January, 2016.</p>
<p>Improvement in service conditions/ amenities and welfare of the force personnel is a continuous endeavour. A study was got conducted through Bureau of Police Research &amp; Development (BPR&amp;D) into the factors causing stress and suggest remedial measures and another similar study was got conducted though Indian Institute of Management, Ahmedabad (IIMA) for BSF &amp; CRPF”. Based on the above study report, the measures, which have been taken to boost the morale and improve the working conditions and reduce stress among the force personnel, are at Annexure-‘A’.</p>

<p><b>Measures taken to improve the working conditions and reduce stress among the force personnel</b></p>
<p>(i) Transparent policies pertaining to transfer and leave of CAPFs and AR personnel. The hospitalization period due to injuries while on duty is treated as on duty. Choice posting is considered to the extent possible after the personnel served in hard area.</p>
<p>(ii) Regular interaction of officers with troops to find out and redress their grievances.</p>
<p>(iii) Ensuring adequate rest and relief by regulating the duty hours.</p>
<p>(iv) Improving living conditions for troops, providing adequate recreational/ entertainment, sports, communication facilities etc. Crèche facility is also provided at various establishments (where feasible) to facilitate the female employees.</p>
<p>(v) Facility of retention of government accommodation at the place of last posting (for keeping the family) while posted in NE State, J&amp;K and LWE affected areas (except State Capitals).</p>
<p>(vi) Providing better medical facilities, also organizing talks with specialists to address their personal and psychological concerns and organizing Meditation &amp; Yoga routinely for better stress management.</p>
<p>(vii) Adequately compensating the troops deployed in difficult areas.</p>
<p>(viii) Other welfare measures like facility of Central Police Canteen (CPC), scholarship for wards etc. Also air courier service has been provided to CAPF personnel deployed in NE States, J&amp;K and LWE affected areas as welfare measure.</p>
<p>(ix) Designating retired CAPF personnel as ex-CAPF personnel for better identity and community recognition.</p>
<p>(x) Promotions are released regularly to eligible personnel as &amp; when the vacancies arise. Financial benefits under Modified Assured Career Progression (MACP) are given in case promotion does not take place for want of vacancies at 10, 20 &amp; 30 years of service.</p>
<p>Besides above, implementation of suitable model for improvement of working conditions of CAPFs &amp; AR is a continuous process and instructions in this regard are issued from time to time by this Ministry.</p>

<p>(a) to (d): The proposals from Central Armed Police Force for grant of benefits at par with Army include, inter-alia, Risk &amp; Hardship Allowance, Para Military Service Pay, Discontinuation of New Pension Scheme etc. The CAPF personnel are entitled for pension and other pensionary benefits as per Central Civil Service (Pension) Rules 1972, which are different from the pension rules applicable to Ex-servicemen. The 7th CPC has not recommended grant of Para Military Service Pay to the CAPFs. The 7th CPC has recommended a common regime of Risk and Hardship Allowance for Army and CAPFs which is under consideration of the Committee on Allowances.</p>

										<content:encoded><![CDATA[<p><em>A number of paramilitary chiefs today met Union Home Minister Rajnath Singh in order to present their proposals and demands vis-a-vis the forthcoming implementations of the 7th Pay Commission.</em></p>
<p><strong>7th Pay Commission – Five Directors Generals of Paramilitary Forces Met the Home Minister</strong> – The government in January had set up a high powered panel headed by Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission.</p>
<p>A number of paramilitary chiefs today met Union Home Minister Rajnath Singh in order to present their proposals and demands vis-a-vis the forthcoming implementations of the 7th Pay Commission.</p>
<p>Five Directors General (DGs), including Krishna Chaudhary (ITBP), K Durga Prasad (CRPF), Archana Ramasundaram (SSB), Surender Singh (CISF) and O P Singh (NDRF), met the Minister at his office in South Block here and presented a memorandum to him.</p>
<p>The government in January had set up a high-powered panel headed by Cabinet Secretary P K Sinha to process the recommendations of the 7th Pay Commission which will have a bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners.</p>
<p>The Empowered Committee of Secretaries will function as a Screening Committee to process the recommendations with regard to all relevant factors of the Commission in an expeditious detailed and holistic fashion.<br />

<p>“A proposal for grant of PMSP to Central Armed Police Force at par with Army personnel has been referred to the 7th Central Pay Commission. vide MHA O.M. dated 05.11.2014. The rate of Para Military Service Pay requested is @ Rs. 2,000/- per month to Personnel Below Officer Rank (PBOR) and Rs.6,000/- per month to officers upto Dy. Inspector General of Police rank, based on the rates of Military Service Pay.”</p>

<p>New Delhi: Central paramilitary forces and troops in the Assam Rifles have demanded granting of One Rank One Pension (OROP) on par with defence personnel, the Rajya Sabha was informed today.</p>
<p>&nbsp;</p>
<p>“There are demands from the in-service and retired Central Armed Police Forces (CAPFs) and Assam Rifles personnel for extending One Rank One Pension (OROP) on par with defence personnel.</p>
<p>&nbsp;</p>
<p>“CAPFs and Assam Rifles retire only on attaining the age of 57/60 years and they are entitled for pension and other pensionary benefits as per Central Civil Services (Pension) Rules, 1972. These rules are different from the pension rules applicable to ex-servicemen.</p>
<p>&nbsp;</p>
<p>“Further, CAPF and AR personnel, who are appointed on or after January 1, 2004 are covered under New Pension System,” Minister of State for Home Kiren Rijiju said in a written reply in Rajya Sabha.</p>
<p>&nbsp;</p>
<p>He was responding to a question on whether the government has taken any steps to address this issue.</p>

<p>New Delhi: With the ‘One Rank, One Pension’ (OROP) scheme for military veterans set to be notified soon, officials of central paramilitary forces, too, may be in for good news soon as the government is likely to take a final decision on granting of “organised services” status to them.</p>

<p>In a significant order by a division bench of Justices Kailash Gambhir and Najmi Waziri on September 3, Delhi High Court had asked the Centre to consider these forces as “organised services” and ensure non-functional financial upgradation (NFU) from 2006 in terms of the 6th Pay Commission.</p>
<p>“Home Ministry, the cadre-controlling authority of these officers, will soon take a final call in this regard as the court had given it eight weeks’ time to issue orders. That deadline will expire in the first week of November,” sources in the security establishment said.</p>
<p>They said the chiefs of these forces have also submitted their respective reports in this regard to the Home Ministry and have indicated that such upgradation should be granted to these personnel.</p>
<p>“Some officials of these forces, retired and serving, have also met Home Minister Rajnath Singh in this regard recently. He has assured them that the government will come out with its final decision soon,” they said.</p>
<p>Sources added that the government may take the final call on the issue post the declaration of Bihar poll results on November 8 as the model code of conduct is in place till then.</p>
<p>Defence Minister Manohar Parrikar had yesterday said that the notification for the implementation of the OROP scheme for military veterans will be made “within days” of the Bihar poll process coming to an end.</p>
<p>“The government also has the option of filing a Special Leave Petition in Supreme Court for challenging the Delhi HC order. But the forces have requested the Ministry not to take this step and instead implement the HC order, as that would be a morale booster,” they said.</p>
