<p>Subject: <strong>Important instructions with regard to issues in Pension Module as well as DSC of ePPOs for PAOs.</strong></p>



<p>The undersigned is directed to refer to the subject above and state. that all as pension processing PAOs under your control must verify all the contents of e-PPO prior to DSC. It is also intimated that no DSC will be reverted through back end operation by NIC PFMS after 30th December, 2021. It is important to mention that CR DSC reversion requires back end operations and is being exercised as. an extraordinary measure and for interim period till the functionality of return flow of CPAO to PFMS is rolled out. As of now, DSC reversion can be avoided if the ePPOs are verified prior to DSC at any level in the PAO office. The appropriate action to be taken by PAO in such cases is mentioned in Annexure-I.</p>



<p>In continuation to this office OM No. MF.CGA/ITD-IMS/ Pension/Misc./2019/ 107-146 dated 14.01.2020 (copy enclosed) on the subject cited above, the following instructions are hereby communicated:</p>



<ol class="wp-block-list"><li>There is no provision to&nbsp;<strong>EDIT any data in the Pension Module except entry of PRAN Number at DH level</strong>. Every rectification is to be done at source level i.e. at Bhavishya.</li><li>After allotment of PPO Number, PAO must press generate e-PPO button so that ePPO is visible to all three levels i.e. DH, AAO and PAO for a verification. Images of&nbsp;<strong>photo and signature of pensioner and family&nbsp;</strong><strong>pensioner are visible only to PAO.</strong></li><li>DH, AAO and PAO must verify all the contents of e-PPO only after taking print out at PAO level before digitally signing. PAO must ensure that full e-PPO js visible i.e. with Photograph and signature of pensioner prior to DSC.</li><li>Payment of CVP through DDO/Bank is pre-filled field prior to allotment of PPO number and as. such, there is no requirement for selection now.</li><li>Payment of Gratuity, CVP, Withheld Gratuity and Service Gratuity, if any, must be made on the sanctions | which have been submitted and automatically forwarded to DDO through Pension Module by PAO.&nbsp; However, sanctions for Gratuity, CVP, Withheld Gratuity and Service. Gratuity, if any, will not be automatically forwarded to DDO in case of Pensioners who have opted ‘to’ draw pension from Nepal: PAO users may take a print out of the same from Pension Module, ink-sign, stamp and forward the same to the DDO for preparation of bills through Sanction Module for payment.</li><li>There is a field available for change in the date of start of ‘Reduced Pension Date’ prior to allotment of PPO number in Pension Module at PAO Login. PAO may change ‘the start of Reduced Pension Date if superannuation pension is a case processed after date of superannuation has already passed and pensioner has opted for commutation. Further, as DSC has been reverted on the request for change in start of reduced pension date, the PAO may change the date of start of reduced pension date prior to allotment of PPO number and thereafter, generate ePPO for verification at all three levels prior to DSC again.</li><li>Reference is also. invited to Point number 7 of aforesaid OM wherein it was directed to “verify all the contents of ePPO after taking print at any level with manual case before digitally signing by PAO” and.as per Point number 8 of above OM, it was also desired that “<em>If there is any problem due to technical issues, the same may be forwarded to pension helpdesk for rectification prior to DSC</em>”. Despite these above instructions, it has been observed that PAOs are not following the same scrupulously, resulting in return of cases by CPAO to PAO for rectification of errors causing undue delay. in finalization of pension cases. Reasons for DSC reversion are also attached herewith (Annexure I) for ready reference.</li></ol>



<p>5. All Pr.CCAs/CCAs/CAs (with independent charge), O/o Pr.PAO, AG Audit and O/o Pr.PAO, D/o Space are requested to please arrange .to circulate. above instructions/suggestions to all concerned immediately.</p>

<p>Subject : <strong>Procedure for extending the benefits of Old GPF / Pension Scheme to those casual workers covered under the Scheme of 1993 and regularized on or after 01.01.2004.</strong></p>
<p>It has been observed that the pension cases of casual labour who were regularized on or after 01.01.2004 and eligible for old GPF/Pension Scheme vide DOPT OM No.49014/2/2014-Estt(C) dated 28.07.2016 have not been processed by the concerned Ministries/Departments. In order to avoid the hardship to the pensioners all the Ministries/Departments/PAOs have been requested to finalise the pension cases of the pensioners after following the procedure below:</p>
<p>1) Deptt. may issue the order that the old GPF Scheme/ Pension Scheme is applicable to the concerned official.</p>
<p>2) CPAO may be requested through concerned Pay &amp; Accounts Office to stop Provisional Pension after cancellation of PPO, if issued.</p>
<p>3) NSDL may be requested by the concerned PAO to deposit the NPS subscription, Govt. Contribution plus interest thereon into the Govt. Account through ERM of NSDL.</p>
<p>4) On receipt of the amount it may be classified by the concerned PAO as below:</p>

<p>Subject:  <strong>Implementation of Government&#8217;s decision on the recommendations of 7th Central Pay Commission &#8211; Revision of pension of pre- 2016 Pensioners/ Family Pensioners, etc</strong>.-reg.</p>
<p>DP&amp;PW vide OM No. 38/37/2016-P&amp;PW (A) dated-12.05.2017 on the above subject had issued detailed instructions to all concerned to revise the pensions of pre-2016 pensioners/ family pensioners. But while issuing instructions to PAOs vide CPAOs OM No. CPAO /IT&amp; Tech/ Revision (7th CPC)/ 19 Vol-III/2016-17/37 dated-25.05.2017 inadvertently an important point &#8220;that these orders would not be applicable for the purpose of revision of pension of those pensioners who were drawing compulsory retirement pension under Rule 40 of the CCS (Pension) Rules or compassionate allowance under Rule 41 of the CCS (Pension) Rules. The pensioners in these categories would continue to be entitled to get revised pension in accordance with the instructions contained in DP&amp;PW O.M. No. 38/37/2016-P&amp;PW(A)(ii) dated 04.08.2016&#8221; was missed.</p>
<p>Consequently, it has been noticed that some Ministries/Departments have revised the pensions of pensioners who were drawing compulsory retirement pension under Rule 40 of CCS (Pension) Rules, 1972 or Compassionate allowance under 41 of the CCS (Pension) Rules also and sent to CPAO. These cases are to be returned to the concerned PAOs by CPAO.</p>
<p>In view of the above, to avoid any further problems arising out of it, all Pr. CCAs/CCAs/ CAs/ AGs/ Administrators of UPS are requested to instruct their PAOs not to revise such cases.</p>

<p>Sub: <b>Submission of e-Revision Authorities through the e-Revision utility by the PAOs reg.</b></p>
<p>Revision of about 9.5 lakhs Pre-2016 pension cases &amp; about 16000 post-2016 cases became due as per the recommendations of 7th CPC. As per DP&amp;PW OM No. 38/37/2016-P&amp;PW(A) (ii) dated 04/08/2016, pension cases of Pre-2016 pensioners have already been revised by the banks by applying the multiplication factor of 2.57.</p>
<p>2. However, pension of pre-2016 cases needs to be revised by concerned PAOs as per OM No 38/37/2016-P&amp;PW(A) dated 12th May,2017. For these revision cases, CPAO has developed an e-Revision utility for sending the revision cases to CPAO. It has been noticed that some Ministries/Departments are sending on-line digitally signed revision authorities and also  sending the same authorities manually to CPAO.</p>
<p>3. All the Ministries/Departments are requested to instruct PAOS of their Ministries/Departments that if PAOs have already sent authorities through e-Revision utility and signed digitally, there is no need to send manual revision authorities to<br />
CPAO/</p>

<p><strong>Subject:- Roll out of e-Revision utility of CPAO for 7th CPC revision of pension in all Delhi based PAOs.</strong></p>
<p>In continuation of CPAO OM No. CPAO/IT&amp;Tech/Revision (7th CPC)/19.Vol-III/2015-16/248 dated 08.02.2017 followed by OM No. CPAO/IT&amp;Tech/Revision (7th CPC)/19.Vol-III/2016-17/254 dated 27.02.2017 regarding pilor implementation of eRevision utility of CPAO in 46 PAOs, it has been decided io roll out e-Revision utility of CPAO to all the remaining Delhi based PAOs w.e.f. 15/05/2017. A training on this utility for these PAOs is being scheduled between 15/05/2017 to 19/05/2017. In the first phase, CPAO would train three officials of each PAO of Ministry/Department selected for the use of this utility. The Ministry/Department wise schedule of training will be communicated separately.</p>
<p>2. Digital Signatures of the PAOs and their registration on PFMS website are prerequisites to process the pension revision through this utility, therefore, all the PAOs who do not have digital signatures are required to procure the same and get them registered on PFMS before start of training.</p>
<p>3. In view of above, all concerned Pr.CCAs/CCAs/CAs are requested to instruct their pension processing PAOs located at Delhi to start use of new e-revision utility to process Post-2016 pension cases under 7th cpc from 15/05/2017 and arrange the digital signatures for those PAos who have not yet procured the same. They are further requested to nominate three officials at the level of PAO/AAO for the proposed training at INGAF, Delhi. A step by Step User Guidance along with login details of PAOs is also enclosed for the facilitation ofthe PAOs on the new utility.</p>

<p>Subject: <strong>Review of payment function of Group Insurance of All India Services through E-payment.</strong><br />
Sir,<br />
I am directed to refer to this Department&#8217;s letter No. 11024/1/99-A1S-II dated 9/10th March, 2005 regarding simplification of procedure for payment of insurance/saving funds to the members of All India Service on their retirement/death. Now the simplified procedure calls for the State Governments to either make the payment of insurance/saving fund to the members of the All India Services and get the amount reimbursed from the Central Ministries controlling the respective All India Services for such payment or forward the claim of the retiring, officers to the Central Government for payment.<br />
2. Accordingly, the Central Ministries Controlling the respective All India Services are making payment to the member of service on his retirement/death after due verification of the bill with data of remittances maintained by their PAOs. However, of late, it has been observed that the State Government are sending bills for an amount exceeding of 25,000/- to be paid to the member of service against claim(s) like Group Insurance. etc. inviting avoidable remarks or returning of the bills from the Controller General of Accounts, as the same being in violation of their extant guidelines in this regard.</p>
<p>3. The Controller of General of Accounts, Department of Expenditure vide their O.M. No. C11021/45/CGA/CVO/Mise/1133 dated 26/8/2015 (copy enclosed) has reviewed the payment functions. They have recently returned bills towards Group Insurance contribution of certain members of service emphasizing for strict compliance of its guidelines that no cheques are to be issued for an amount exceeding of 25,000/- towards any claim by the member of service. Therefore, such bills should be forwarded to the Central Ministries Controlling the respective All India Services alongwith requisite Bank details for making E-payment directly into the beneficiary account.<br />
4. The State Governments are requested to furnish the following details of the beneficiary bank account on separate sheet along-with their claim:</p>
<p style="padding-left: 30px;">(i) Name of the beneficiary<br />
(ii) Bank and its Branch<br />
(iii) Account No.<br />
(iv) IFSC Code<br />
(v) MICR Code</p>
<p>5. It is also to state that as and when the account is credited with the remittance of savings of Group Insurance, the same may immediately be acknowledged to the Drawing &amp; Disbursing Officer (DDO) of the respective Central Ministries, controlling the cadre of All India Service.</p>

<div style="text-align: justify;">As a part of mission towards bringing transparency and strengthening the Information (GPF Module) System of the O/o CGA this office has decided to expand the e-Samarth application to all PAOs of Civil Ministries, presently running in four PAOs of CISF, M/o Home Affairs and PAO (NIC).</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">2. e-Samarth. a web-based application, follows a very transparent approach in providing a comprehensive resource of GPF-related information through a website open to all account holders and accounting units. All account holders will be able to get the information regarding their GPF accounts directly from internet. The subscribers will be able to view the current status of their request for GPF Withdrawal, Advances, Final</div>
<div style="text-align: justify;">Payment, Deposit Linked Insurance Scheme (DLIS), and Transfer Out and balances,etc.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">3. In the present system of maintenance of GPF accounts, new account number is allotted to the subscriber at the time of his first deduction towards GPF or at the time of his transfer from one office to another either within Ministry or inter-Ministry, resulting in holding of multiple account numbers by a subscriber with a possibility of GPF credits scattered over different accounting Units. In such cases, subscribers do not know what balance is lying in their accounts.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">4. In e-Samarth application, a subscriber can view his/her GPF details through a unique number only. It is therefore mandatory to map all his/her existing account numbers through a Unique Key. It has been decided that PAN (allotted by Income Tax Department) would be treated as a Unique Key to map all the account numbers allotted to a subscriber.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">5 It is, therefore, compulsory for all the PAOs to first capture the PAN Number details of all the GPF Accounts opened in their COMPACT database and also update their Date of Birth, Date of Joining Govt. Service and Date of Superannuation so that the multiple account numbers of a subscriber could be mapped and unique Id could be allotted. A new upgrade of COMPACT is available at www.pao2000.nic.in. All the</div>
<div style="text-align: justify;">PAOs have to upgrade their COMPACT before capturing this information. In order to further facilitate in data entry, a separate off-line utility has also been available at www.pao2000.nic. A User-guide for the utility is attached as annexure-1.</div>
<div style="text-align: justify;"></div>
<div style="text-align: justify;">6. It is therefore requested to instuct all the PAOs under your control to obtain PAN number and update Account Allotment General Information of all the subscribers under their control latest by 5th October, 2012 so that multiple account numbers of a subcriber could be mapped and unique IDs could be issued to all the Account Holders.</div>
