<strong>UAN Activated Members Can Know PF Balance Through Missed Call AND SMS Alert</strong></p>

<p>Members registered on the UAN portal may get their details available with EPFO by giving a missed call at 011-22901406 from their registered mobile number. If the UAN of the member is seeded with any one of the Bank A/c number, AADHAAR and PAN, the member will get details of last contribution and PF balance. To avail this facility, mobile number must be activated with UAN at Unified Portal. Giving missed call from registered mobile number at 011-22901406 automatically gets disconnected after two rings. This service is available free of cost to the member. Moreover, these services can be availed from non-smart phones also.</p>
<p>The information for availing missed call facility and SMS service for getting PF balance and last contribution is now available on UMANG app also.</p>
<p>Universal Account Number (UAN) activated members may know their latest PF contribution and balance available with EPFO by sending an SMS at 7738299899 from registered mobile number. The Member has to SMS &#8220;EPFOHO UAN&#8221; to 7738299899. The facility is available in 10 languages viz. English (default), Hindi, Punjabi, Gujarati, Marathi, Kannad, Telugu, Tamil, Malayalam and Bengali. For receiving SMS in any of the languages other than English, first three characters of the preferred language needs to be added after UAN. For example, to receive SMS in Telugu, then SMS to be send will be &#8220;EPFOHO UAN TEL&#8221; to 7738299899</p>
<p>SMS should be sent from the registered mobile number of UAN. In response, EPFO will send last PF contribution and balance details of the member alongwith available KYC information.</p>

<p>Under the provisions of recently introduced section 139AA of the Income-tax Act, 1961 (the Act), with effect from 01.07.2017, all taxpayers having Aadhaar Number or Enrolment Number are required to link the same with Permanent Account Number (PAN). In view of the difficulties faced by some of the taxpayers in the process, the date for linking of Aadhaar with PAN was initially extended till 31st August, 2017 which was further extended upto 31st December, 2017.</p>
<p>It has come to notice that some of the taxpayers have not yet completed the linking of PAN with Aadhaar. Therefore, to facilitate the process of linking, it has been decided to further extend the time for linking of Aadhaar with PAN till 31.03.2018.</p>

<p>Permanent Account Number (PAN) is the key identifier of taxable entity and aggregator of all financial transactions undertaken by one person. One PAN for one person is the guiding principle for allotment of PAN. However, for achieving the objective of one PAN to one assessee it is required to maintain uniqueness of PAN. The uniqueness of PAN is achieved by conducting a de-duplication check on all already existing allotted PAN against the data furnished by new applicant. Under the existing system of PAN only demographic data is captured. Some instances are found where multiple PANs have been allotted to one person or one PAN has been allotted to multiple persons despite the application of de-duplication process based on demographic data. Linkage of Aadhaar number into PAN database will allow a robust way of de-duplication as Aadhaar number is based on biometric attributes of finger prints and iris images. Further seeding of Aadhaar will allow the Income-tax Department to weed out any undetected duplicate PANs. It will also facilitate resolution of cases of one PAN allotted to multiple persons.</p>
<p>As on 27.7.2017, 11,44,211 PANs have been identified and deleted or de-activated in cases where multiple PANs were found allotted to one person. Similarly, as on 27.7.2017, 1,566 PANs have been identified as ‘Fake’ which were allotted to either non-existent person or in the names of persons with false identities. In this regard, the PAN service provider carries out onsite verification of PAN applications to verify identity and addresses of the applicant and share the report of such verification to the concerned Assessing Officer. On receipt of such report the assessing officer also conducts enquires and mark the PAN as “Fake”. If information of allotment of more than one PAN is received, the facility to delete or de-activate the PAN is available with the Assessing Officer through application software. Further, during 2004 to 2007, an exercise for de-duplication of PAN was conducted in the Department to identify probable duplicate PANs, which were consequently deleted or de-activated by the concerned assessing officers after examinations.</p>
<p>This was stated by Shri Santosh Kumar Gangwar, Minister of State for Finance in written reply to a question in Rajya Sabha today.</p>

										<content:encoded><![CDATA[<p><strong>Extension of date for filing of Income Tax Returns extended for five days up to 5th August, 2017</strong></p>
<p>There are some complaints that the taxpayers are not being able to log on to the e-filing website of Income Tax Department or not being able to link Aadhaar with PAN because of different names reflected in PAN and Aadhaar database. While technical snags have been removed already, the main reason for failure of people to log in is because of last minute rush and panic in which those who have already logged in want to continue for the entire period for fear of losing it.</p>
<p><strong>In order to ease-out the panic situation, the Government has decided to take the following steps:</strong></p>
<ul>
<li>For the purpose of e-filing return, it would be sufficient as of now to quote Aadhaar or acknowledgement No. for having applied for Aadhaar in e-filing website. The actual linking of PAN with Aadhaar can be done subsequently, but any time before 31st August, 2017. However, the returns will not be processed until the linkage of Aadhaar with PAN is done.</li>
<li>In order to facilitate the e-filing of return, it is also decided to give extension of five days for e-filing of return. The return can be filed upto 5th August, 2017.</li>

<p>Central Civil Services Cultural &amp; Sports Board organizes tournaments for Central Government Employees in 18 disciplines of sports at its 5 venues i.e. Vinay Marg Sports Complex, R.K. Puram Lawn Tennis Centre, Bharti Nagar, Brassey Avenue and Nirman Bhawan. The Board generally requires the following items of Tent and Furniture for the year 2017-18 for its InterMinistry and AICS tournaments, which are held at the sports facilities of the Board mentioned above:</p>

<p>2. Quotations are invited from the firms for all the items indicating rent per day per item including labour &amp; cartage. Taxes if any should also be clearly spelt out. If any ambiguity is seen in the quotation then the quotation will summarily be rejected. The quo at ion should be addressed to the Secretary CCSCSB and sent in a sealed cover at the above mentioned address latest by 27.06.2017 by 2.30 pm. The quotations will be opened at 3.00 pm on 27.06.201 7. The Board reserves the right to terminate the contract at any point of time during the currency of the contract.</p>
<p>3. The bidder should have the experience of providing similar works for at least One year in any of the Department /Autonomous Institutions /Universities /Public Sector Undertakings of the Government of India or Government of NCT of Delhi or any other State Government or Public Sector Banks or Local  Bodies/Municipalities/Stadiums. Proof to this effect to be attached with Bid Document.</p>
<p>4. The rate contract would be valid initially for one year and the Board reserves the right to extend the validity of contract on mutual consent on the same rates and terms &amp; conditions for a maximum of two more years, one year at a time upon the satisfactory functioning of the Firm.<br />
5. During the period of contract, the rates will not be revised with the revision of any taxes by the Government of NCT of Delhi or by the Government of India.</p>
<p>6. The tenderer firm/agency/company should have valid registrations such as Permanent Account Number (PAN) of the Income Tax Deptt; Service Tax  Registration Number; Registration No. of the Agency/Firm; Employees Provident Fund Account Number; ESI Registration Number; License Number under Contract Labour Act. ( If Applicable).</p>
<p>7. The tenderer should submit an undertaking with the Bid to the effect that he or his firm has not been black listed by any of the Departments/Organizations of the  Government of India/Government of NCT of Delhi and no criminal case is pending against the said firm on the date of submission of this bid.</p>
<p>8. The Bids will be rejected in the event of information being found false or rejected incorrect or incomplete at any stage prescribed in the tender or any ineligibility being detected, and no correspondence thereof shall be entertained, whatsoever. It may be noted that bid of only those tenders would be considered for financial evaluation those who comply with all the requirements mentioned above.</p>
<p>9. The payment shall be made on submission of the bills (In triplicate) after the satisfactorily completion of the work assigned, at approved rates after deducting penalties if any. No advance payment will be made.</p>
<p>10. In case of any dispute, CCSCSB/any office authorized by the Board on their behalf will be the sole arbitrator to settle the dispute and his decision taken will be binding on both the parties.</p>

										<content:encoded><![CDATA[<p><strong>Income Tax department launches new facility to link Aadhaar with PAN</strong></p>
<p>New Delhi: The Income Tax department has launched a new e-facility to link a person&#8217;s Aadhaar with the Permanent Account Number (PAN), a mandatory procedure for filing IT returns now.</p>
<p>The department&#8217;s e-filing website https://incometaxindiaefiling.gov.in/ has created a new link on its homepage making it easy&#8221; to link the two unique identities of an individual.</p>
<p>The link requires a person to punch in his PAN number, Aadhaar number and the exact name as given in the Aadhaar card&#8221;.</p>
<p>After verification from the UIDAI (Unique Identification Authority of India), the linking will be confirmed. In case of any minor mismatch in Aadhaar name provided, Aadhaar OTP (one time password) will be required,&#8221; the department said in its advisory to taxpayers and individuals.</p>
<p>The OTP will be sent on the registered mobile number and email of the individual.</p>
<p>It urged them to ensure that the date of birth and gender in PAN and Aadhaar are exactly the same, to ensure linking without failure.</p>
<p>There is no need to login or be registered on e-filing website (of the I-T department). This facility can be used by anyone to link their Aadhaar with PAN,&#8221; it said.</p>
<p>The government, under the Finance Act 2017, has made it mandatory for taxpayers to quote Aadhaar or enrolment ID of Aadhaar application form for filing of income tax returns (ITR).</p>
<p>Also, Aadhaar has been made mandatory for applying for permanent account number with effect from July 1, 2017.</p>
<p>The department, till now, has linked over 1.18 Aadhaar with its PAN database.</p>
<p>While Aadhaar is issued by the UIDAI to a resident of India, PAN is a ten-digit alphanumeric number issued in the form of a laminated card by the IT department to any person, firm or entity.</p>

<p><strong>Income-tax Rules amended to provide that bank shall obtain and link PAN or Form No. 60 (where PAN is not available) in all existing bank accounts (other than BSBDA) by 28.02.2017.</strong></p>
<p>Income-tax Rules have been amended to provide that bank shall obtain and link PAN or Form No. 60 (where PAN is not available) in all existing bank accounts (other than BSBDA) by 28.02.2017, if not already done. In this connection, it may be mentioned that RBI vide circular dated 15.12.2016 has mandated that no withdrawal shall be allowed from the accounts having substantial credit balance/deposits if PAN or Form No.60 is not provided in respect of such accounts. Therefore, persons who are having bank account but have not submitted PAN or Form No.60 are advised to submit the PAN or Form No. 60 to the bank by 28.2.2017.</p>
<p>The banks and post offices have also been mandated to submit information in respect of cash deposits from 1.4.2016 to 8.11.2016 in accounts where the cash deposits during the period 9.11.2016 to 30.12.2016 exceeds the specified limits.</p>
<p>It has also been provided that person who is required to obtain PAN or Form No.60 shall record the PAN/Form.No.60 in all the documents and quote the same in all the reports submitted to the Income-tax Department.</p>

										<content:encoded><![CDATA[<p><b><span data-blogger-escaped-lang="EN-US">Income Tax Department lists Transactions where PAN will be Mandatory</span></b></p>
<p><span data-blogger-escaped-lang="EN-US">The Income Tax Department prescribes a list of transactions for which quoting of Permanent Account Number (PAN) is mandatory. These are listed in Rule 114B of the Income Tax Rules, 1962 which were first inserted with effect from 1st November, 1998 and have been amended from time to time. The list under Rule 114B (read the rule here &#8211;  as on date requiring PAN to be quoted includes the following banking transactions :</span></p>
<ul>
<li><span data-blogger-escaped-lang="EN-US">Deposit with a banking company or a co-operative bank in cash exceeding fifty thousand rupees during any one day. </span></li>
<li><span data-blogger-escaped-lang="EN-US">Purchase of bank drafts or pay orders or banker&#8217;s cheques from a banking company or a co-operative bank in cash for an amount exceeding fifty thousand rupees during any one day.</span></li>
<li><span data-blogger-escaped-lang="EN-US">A time deposit with a banking company or a co-operative bank or a Post Office </span></li>
<li><span data-blogger-escaped-lang="EN-US">Opening an account [other than a time-deposit referred to above or a Jandhan / Basic Bank Deposit Account] with a banking company or a co-operative bank.</span></li>
</ul>
<p><span data-blogger-escaped-lang="EN-US">In addition to the existing requirement of quoting of PAN in respect of cash deposits in excess of Rupees fifty thousand in a day, quoting of PAN will now also be mandatory in respect of cash deposits aggregating to Rupees two lakh fifty thousand or more during the period 09th November, 2016 to 30th December, 2016 as per an amendment notified by CBDT on 15-11-2016. </span></p>
<p>The Department has already issued close to 25 crore PAN till date. The persons requiring a PAN for complying with the above requirement may do so by applying to the NSDL in a prescribed format with the necessary documentary proof. The link to the NSDL site  and the instructions for making the application are available on the official website of the Income-tax Department  <a href="http://www.incometaxindia.gov.in/" target="_blank">www.incometaxindia.gov.in</a>  under the ‘Important Links’ head  in  the lower left hand corner of the homepage.</p>

<p>Kindly refer to above.</p>
<p>2. The Directorate of Income Tax (Systems) is going to roll out ITBA Phase-2, which includes the PAN module. To access PAN module under ITBA system by new as well as existing ITD users, name based email id is mandatory to receive credentials of login. Reference may be made to earlier instructions (ITBA Instruction No. 6 dated 19/08/2015) in this regard on the subject of creation of new name based email ID.</p>
<p>3. Over 2000 AOS/ITD Users have been identified who do not having name based email id to receive login credentials and, therefore, may not be able to access the new PAN module under the ITBA system. To speed up the process, name based email ids have been created based on the details available in the system and provided to respective CIT(CO) on their official email id.</p>
<p>4. All ADS/Users who do not have name based email id require access to the ITBA-PAN module may kindly contact respective CIT(CO) for obtaining the password for the assigned name based email id. For this purpose, RCC user would have to obtain the user’s Tarang mobile number and select Reset password after updating Tarang mobile through the “Name Based Email ID” interface available in HRMS application. May kindly note that without valid Tarang mobile number, email password would not be communicated. In case name based email id is not assigned, RCC user would process for new email id as per ITBA instruction No. 6 dated 19/08/2015.</p>
<p>5. After receiving name based email id and password, AOs/Users need to follow below steps to access ITBA-PAN module:</p>
<ul>
<li>Step 1: Open ITBA system in web browser (URL=itba.incometax.gov.in)</li>
<li>Step 2: Click on Forgot Password</li>
<li>Step 3: Enter UserlD (“U” followed by the Employee ID) in User Login box and click on Submit button. The new ITBA password would be sent on user’s name based email id</li>
<li>Step 4: Open income tax webmail in web browser (URL=webmail.incometax.gov.in)</li>
<li>Step 5: Type name based email id (without @incometax.gov.in) as Username and Password. After Authentication, AO can view the new password for ITBA portal. Ao may note down new ITBA password.</li>
<li>Step 6: For security reason, Ao should change the system generated password of provided email id. To change email password, please select Options–&gt;Global–&gt;Change password.</li>
<li>Step 7: AO can then open ITBA system (URL=itba.incometax.gov.in). Enter UserlD &amp; ITBA Password provided in email and BSA number and click on login button. System would prompt (user to change the system generated ITBA password, please follow steps and login again with changed ITBA password. After successful authentication, user would be able to see PAN option in the ITBA system to open PAN module.</li>
</ul>
<p>6. For any clarifications/difficulties, user may be advised to contact helpdesk of ITBA.</p>

<div style="text-align: justify;">2. e-Samarth. a web-based application, follows a very transparent approach in providing a comprehensive resource of GPF-related information through a website open to all account holders and accounting units. All account holders will be able to get the information regarding their GPF accounts directly from internet. The subscribers will be able to view the current status of their request for GPF Withdrawal, Advances, Final</div>
<div style="text-align: justify;">Payment, Deposit Linked Insurance Scheme (DLIS), and Transfer Out and balances,etc.</div>

In the present system of maintenance of GPF accounts, new account number is allotted to the subscriber at the time of his first deduction towards GPF or at the time of his transfer from one office to another either within Ministry or inter-Ministry, resulting in holding of multiple account numbers by a subscriber with a possibility of GPF credits scattered over different accounting Units. In such cases, subscribers do not know what balance is lying in their accounts.</div>

<div style="text-align: justify;">4. In e-Samarth application, a subscriber can view his/her GPF details through a unique number only. It is therefore mandatory to map all his/her existing account numbers through a Unique Key. It has been decided that PAN (allotted by Income Tax Department) would be treated as a Unique Key to map all the account numbers allotted to a subscriber.</div>

<div style="text-align: justify;">5 It is, therefore, compulsory for all the PAOs to first capture the PAN Number details of all the GPF Accounts opened in their COMPACT database and also update their Date of Birth, Date of Joining Govt. Service and Date of Superannuation so that the multiple account numbers of a subscriber could be mapped and unique Id could be allotted. A new upgrade of COMPACT is available at www.pao2000.nic.in. All the</div>
<div style="text-align: justify;">PAOs have to upgrade their COMPACT before capturing this information. In order to further facilitate in data entry, a separate off-line utility has also been available at www.pao2000.nic. A User-guide for the utility is attached as annexure-1.</div>

<div style="text-align: justify;">6. It is therefore requested to instuct all the PAOs under your control to obtain PAN number and update Account Allotment General Information of all the subscribers under their control latest by 5th October, 2012 so that multiple account numbers of a subcriber could be mapped and unique IDs could be issued to all the Account Holders.</div>
