<h2 class="wp-block-heading"><strong>Subject: One Rank One Pension to the Defence Forces Pensioners.</strong></h2>



<p>The undersigned is directed to refer to this Ministry’s letter No. 1(1)/2019/D(Pen/Pol) dated 04.01.2023 notifying revision of pension under One Rank One Pension Scheme (OROP) with effect from 01.07.2019 to all Pre 01.07.2019 Defence Forces Pensioners/Family Pensioners. Para 3 of the letter provides that detailed instructions relating to implementation of OROP along with tables indicating revised pension for each rank and each category shall be issued separately.</p>



<p>2. The undersigned is now directed to say that in order to quicken the process of revision of pension/family pension,<strong> total 121 tables indicating rates of pension/family pension under OROP scheme are appended to this order</strong>. The appended tables indicate revised rates of Retiring/ Service/ Special/ Disability/ Invalid/ Liberalized Disability/ War Injury Pension including Disability/ War Injury Element and Ordinary/ Special / Liberalized Family Pension of Commissioned Officers, Honorary Commissioned Officers, JCOs/ORs and Non-Combatants (Enrolled) of Army, Navy, Air Force, Defence Speciality Corps &amp;amp; Territorial Army Retired / Discharged / Invalided. Out from Service/died in service or after retirement. The existing pension of all Pre- 01 .07.2019 (except pensioners entered on or after 01 .07.2014 pre-matrix retirement/own request as provided in para 4 of MoD letter No. 1 2(1)/2014/D (Pen/Pol)Part.II dated 07.11.2015 as amended vide Ministry of Defence, Department of Ex-Servicemen letter No. 12(1)/2014/D (Pen/Pol) Pan-II dated 06.06.2017) pensioners/ family pensioners shall be enhanced with reference to applicable table for the rank (and group in case of JCOs/ORs) in which pensioned with reference to the actual qualifying service as shown in Column-1 of the tables subject to maximum term of engagement front time to time. The rate of pension of pensioners/ family pensioners drawing more than the revised rate of pension/ family pension indicated in annexed tables, shall remain unchanged.</p>



<h3 class="wp-block-heading"><strong>APPLICABILITY</strong></h3>



<p>3. The provisions of this letter shall be applicable to all pensioners/ family pensioners who had been retired/ discharged/ invalided out from service/ died in service or after retirement in the rank of Commissioned Officers, Honorary Commissioned Officers, JCOs/ORs and Non- Combatants (Enrolled) of Army, Navy, Air Force, Defence Security Corps, Teritorial Army &amp;amp; Ex-State Forces and are in receipt of pension/ family pension as on 01.07.2019 (except pensioners retired after previous OROP revision on pre mature retirement/own request).</p>



<p>3.1 The provisions of this letter, however, do not apply to UK/ HKSRA/ KCIO pensioners, Pakistan &amp;amp; Burma Army pensioners, Reservist pensioners and pensioners in receipt of Ex-gratia payments and pensioners retired after previous OROP revision on pre-mature retirement/own request (as provided in para 4 of MoD letter dated 07.11.2015).</p>



<h3 class="wp-block-heading"><strong>METHODOLOGY FOR IMPLEMENTATION</strong></h3>



<p>4. It is provided in para-2.6 of MoD letter dated 04.01.2023 that the pensioners retired on or after 01.07.2014 on premature retirement/own request are not eligible for benefits of OROP. The information regarding premature retirement/own request is not available in the Pension Payment Order (PPO). Hence, table-based revision by PDA in such cases is not feasible.</p>



<p>4.1 Therefore, it is decided that the pension of all pensioners retired/discharged on or after 01.07.2014 and before 01.0.7.2019) will be 7fy/6f/fC/f/6 High corrigendum PPO. Since most of the data of pensioners/family pensioners have been migrated in SPARSH application, therefore, revision of pension of migrated pensioners/family pensioners wil1 be done through SPARSH application only. The corrigendum PPO in the case of remaining pensioners retired/discharged on or after 01.07.2014 and before 01.07.2019 will be issued by Pension Sanctioning Authorities in affected cases, so-moto (where rates of pension under these orders are beneficial than the rates of their pension as on 01.07.2019).</p>



<p>4.2 In all other cases i.e pensioners retired/discharged rip to 10.06.2014, invalided out prior to 01.07.2019 and family pensioners, this revision will be implemented based on the pension tables as appended with this order. All Pension Disbursing Agencies (PDAs) hand high disbursement of pension to Defence pensioners are hereby authorized to carry out revision of Retiring/ Service/ Special/ Disability/ invalid/ Liberalized Disability/ War Injury Pension including Disability/ War Injury Element and Ordinary/ Special/ Liberalized Family Pension of all, such pre-01.07.2019 pensioners/family pensioners drawing pension as on 01.07.2019 in terms of this order with applicable rates of dearness relief without calling for any applications from the pensioners and without any further authorization from the Pension Sanctioning Authorities concerned.</p>



<p>4.3 The revised rates of pension under this letter are average of in minimum &amp; maximum rate of pension for a rank and a qualifying service of live data of 2018 retirees. Wherever, the rates of higher qualifying service of a rank are lower than rates of lower qualifying service in sane rank or data is/are blank for higher qualifying service then the same have been protected by higher rate of lower qualifying service, due to this, many rates in same column appears equal. Similarly, wherever the revised rate of pension under this order are lower in higher rank than rate in lower rank in same qualifying service then the same have been protected with higher rates of pension in lower rank in same qualifying service resulting similar rate in some qualifying service in two adjacent columns.</p>



<p>5. Where the revised pension as on 01.07.2019 worked out in terms of this letter, happens to be less than the existing pension/ family pension as on 01.07.2019, the pension shall not be revised to the disadvantage of the pensioner/ family pensioner.</p>



<p>6. Arrears on account of revision of pension front 01.07.2019 till date of its implementation shall be paid by the Pension Disbursing Agencies in four half yearly installments. However, all the family pensioners including those in receipt of Special/Liberalized family pension and all Gallantry award winners shall be paid arrears in one installment.</p>



<p>7. The initial Pension Payment Order (PPO) or its Corrigendum PPO (Corr PPO) indicates rank, group and qualifying service for which the individual has been pensioned. This information is available with Pension Disbursing Agencies as they have revised pension of all such pensioners in the recent past in terms of Government orders issued for implementation of recommendations of 7th CPC. Hence, however, any information regarding qualifying service, rank, group etc., is not available with Pension Disbursing Agencies, such cases may be referred to Pension Sanctioning Authority concerned on the Piofollra enclosed as Annexure A. The Pension Sanctioning Authorities concerned will provide the requisite information from the available records within 15 days of the receipt of request from the Pension Disbursing Agencies.</p>



<p>8. In case of any doubt relating to revision of pension in terms of this letter, Pension Disbursing Agencies way immediately take tip the matter with Nodal Officers of respective PSAs, details of which shall be notified by Pr. CDA (P), Prayagraj in their implementation instructions.</p>



<p>9. The revised rates of pension under this letter shall be basic pension from 01.07.2019 and therefore, additional pension as applicable to the old age pensioners/family pensioners on attaining the relevant age (80 years and above) shall also be enhanced by the PDAs from 01.07.2019 or the date from which the pensioner attains the age of 80 years or more, whichever is later.</p>



<h3 class="wp-block-heading"><strong>PAYMENT OF LIFE TIME ARREARS (LTA)</strong></h3>



<p>10. If a pensioner to whom the benefit accrues under the provisions of this letter has died/dies before receiving the payment of arrears, the Life Time Arrears of pension (LTA) shall be paid in the following manner .-</p>



<ul class="wp-block-list">
<li>a) If the claimant is already in receipt of Family Pension or happens to be the pensioner in whose favour Family Pension already stands notified and the awardees has hot become ineligible for any reason, the LTA under the provisions of this letter should be paid to such a claimant by the PDA on their own.</li>



<li>b) If the claimant has already received LTA in the past in respect of the deceased to whom the benefit would have accrued, the LTA under the provisions of this letter should also be paid to such a claimant by the PDA on their own.</li>



<li>c) If the claimant is a person other than the one mentioned at 10(a) &amp; 10(b) above, payment of LTA shall be made to the legal his /hers as per extant Government orders.</li>
</ul>



<p>11. The following elements shall continue to be paid as separate elements in addition to the pension revised under this order .-</p>



<ul class="wp-block-list">
<li>i) Monetary allowance attached to gallantry awards viz. Param Vir Chakra, Ashok Chakra etc.</li>



<li>ii) Constant Attendance Allowance, where admissible.</li>



<li>iii) Dearness relief as sanctioned by the Government from time to time.</li>
</ul>



<h3 class="wp-block-heading"><strong>MISCELLANEOUS INSTRUCTIONS</strong></h3>



<p>12. No arrears on account of revision of pension/family pension shall be admissible for the period prior to 01.07.2019.</p>



<p>13. No commutation of pension Small be admissible on revised/additional amount of pension accruing as a result of revision of pension under this letter. However, the existing amount of pension, if any, that has been commuted will continue to be deducted from the revised pension.</p>



<p>14. As a result of this letter, there will be no change in the amount of gratuity already determined and paid with reference to the rules in force at the time of retire/discharge/invalidment/death.</p>



<p>15. Any overpayment of pension coming to the notice or under process of recovery shall be adjusted in full by the Pension Disbursing Agencies against arrears becoming due on revision of pension on the basis of this order.</p>



<h3 class="wp-block-heading"><strong>METHODOLOGY FOR REPORTING</strong></h3>



<p>16. An intimation regarding disbursement of revised pension shall be furnished by the Pension Disbursing Agencies to the office of the Pr. CDA(P), Prayagraj in the format prescribed as Annexure-B to this letter in the following month in which revision takes place. PDAs shall also ensure that an intimation regarding revision of pension is invariably conveyed to the pensioners concerned for their information ii respective of the fact that the same is beneficial to them or not. The Public Sector Banks disbursing defence pensions through Central Pension Processing Centers (CPPC), the progress report shall be furnished by the CPPC of the bank directly to the office of Pr. CDA (Pensions) Prayagraj through electronic sections.</p>



<p>17. All other terms and conditions which are not affected by this order shall remain unchanged.</p>



<p>18. This issues with concurrence of Finance Division of this Ministry vide their ID No10(01)/2019/Fin/Pen dated 16.01.2023</p>

<h3 class="wp-block-heading">ONE RANK ONE PENSION SCHEME</h3>



<p>2288. SHRI RAJMOHAN UNNITHAN:<br />Will the Minister of DEFENCE be pleased to state:</p>



<p>(a) the current status of implementation of the One Rank One Pension (OROP) scheme;</p>



<p>(b) whether the army veterans have been demanding revision in OROP scheme for a long time and if so, the details thereof;</p>



<p>(c) whether the Supreme Court on March 22 this year has instructed the Government to revise the pension of ex-servicemen within three months; and</p>



<p>(d) if so, the response of the Government thereto?</p>



<h4 class="wp-block-heading"><strong>ANSWER</strong></h4>



<p>MINISTER OF STATE (SHRI AJAY BHATT)<br />IN THE MINISTRY OF DEFENCE</p>



<p>(a): The Government has implemented One Rank One Pension (OROP) vide MoD letter no. 12(1)/2014/D (Pen/Pol) &#8211; Part-II dated 07.11.2015 and tables for fixation of pension were issued vide MoD letter no. 12(1)/2014/D (Pen/Policy)-Part-II dated 03.02.2016.</p>



<p>(b) to (d): Hon&#8217;ble Supreme Court vide its order dated 16.03.2022 directed that in terms of the communication dated 7th November 2015, a re-fixation exercise shall be carried out from 1st July 2019, upon the expiry of five years. Revision of pension under OROP with effect from 01.07.2019 is under process.</p>

<p>Subject: <strong>Implementation of &#8216;One Rank One Pension&#8217; to all Pre-01.06.1953 Defence pensioners, Ex. State Force Pensioners and their families.</strong></p>
<p>Reference:- GoI, MoD letter No. 12(1)/2014/D(Pen /Policy)-Part-II dated 3rd Feb, 2016 (Circular No. 555 dated 04.02.2016), Circular 557 dated 17.03.2016, Circular 58 0 dated 05.07.2017 &amp; Circular 581 dated 02.08.2017</p>
<p>Under the extant Government Orders , revision of pension under OROP scheme shall be effective with effect from 0 1.07.2014 , and payment of arrears accrued on account of revision of pension, if any, shall be made in a time bound manner as stipulated in Para 17.1 of the Circular No. 555 dated 04. 02.2016.</p>
<p>2. In this regard, it is stat ed that as per Para 4 of GoI, MoD letter No.12(1)/2014/D (Pen/Policy)-Part-II dated 03.02.2016 circulated vide this office Circular No. 555 dated 04.02.2016, provisions of OROP are also applicable to pre-01.06.1953 retirees pensioners, Ex-State Forces pensioners and their families for revision of pension/family pension. Accordingly, the benefit of ORO P also has to be given to Ex-State Forces Pensioner s/Family Pensioner s as per applicable tables, who were in receipt of pension as on 01.07.2014.</p>
<p>3. Further, rates of Ordinary Family Pension, Special Family Pension, 2nd Life award of SFP, Liberalized Family Pension, 2nd Life award of LFP, Disability/ Liberalized Disability element for 100% Disability, War Injury Element (Discharged) for 100% Disability, War Injury Element for 100% Disability (Invalid out Case) are now provided in annexed tables of this Circular as Table No. 97A , Table No. 98A, Table No. 99A, Table No. 100A and Table No. 101A, as rates of these types of pension were not given in Circular No. 555 dated 04.02.2016 and demands for these rates were raised by various PDA and pensioners. These rat es are based on applicable percentage of rates in tables no. 97 to 101 respectively.</p>
<p>4. Therefore , to expedite the timely revision of pension in respect of all Pre-01.06.1953 pensioners, Ex-State Force Pensioners and their families, the Pension Disbursing Agencies are hereby authorised to revise the pension of all Pre-01.06.1953 pensioners, Ex State Forces Pensioners and their families as per the rates applicable to Regular Armed Forces Personnel without any Corr. PPOs.</p>
<p>5. All other terms and conditions remain unchanged.</p>
<p>6. This Circular has been uploaded on this office website www.pcdapension.nic.in for dissemination to all concerned.</p>

										<content:encoded><![CDATA[<p>New Delhi: Chief of Air Staff, Air Chief Marshal Arup Raha, on Wednesday asserted that One Rank, One Pension (OROP) scheme of the government is reasonably good and said that one should accept it.</p>
<p>&#8220;The OROP by the government is reasonably good. We should accept it. The anomalies are being resolved by one-judge committee. Some of the anomalies and the discrepancies which cropped up from the transition from the sixth to seventh pay commission have been resolved… others will also be resolved,&#8221; he added.</p>
<p>Prime Minister Narendra Modi yesterday accused the Congress Party of betraying the jawans by not fulfilling the long-pending OROP demand in the last 40 years.</p>
<p>Addressing a parivartan rally in Dehradun, Prime Minister Modi said, &#8220;My Army jawans were demanding OROP for the last 40 years, the party that ruled the country then never thought of their demands.&#8221;</p>
<p>&#8220;In reality, the budget for OROP is over Rs. 10,000 crore. Why did they (Congress) betray the Jawans by allocating 500 crore for this,&#8221; he added.</p>
<p>He said the Centre was always clear that from day one that the Jawans must get their due and therefore, his government always stated that OROP will be a reality.</p>
<p>Defence Minister Manohar Parrikar earlier last month said 95 percent of veterans have already got the benefits of the OROP scheme and they are happy with it.</p>
<p>The scheme, announced in September 2015, is meant to ensure equal pension to servicemen who retired on the same rank and after the same duration of service, regardless of the year of retirement.</p>
<p>However, retired soldiers have been alleging that the government has not addressed their concerns fully about disparity in pension payments.</p>

										<content:encoded><![CDATA[<p><b>Differences on perfect definition of OROP :  Defence ministry has remained a labyrinth &#8211; not easy to tame: Major Navdeep Singh</b></p>
<p>With political parties trading charges on the suicide of ex-soldier Ram Kishan Grewal on OROP, emotions are running high on both sides. Major Navdeep Singh, advocate in Punjab and Haryana high court, who was a member of the defence minister&#8217;s committee of experts to review service and pension matters which submitted its report in 2015, talked to Nalin Mehta about the OROP controversy and why the ministry of defence needs urgent reforms:</p>
<p><i><b>What is the current problem with OROP implementation which could have led to this suicide? </b></i></p>
<p>There are conflicting reports about the sad demise of the veteran. Some seem to suggest that he was perturbed about non-release of the approved pension under the OROP scheme by his bank. If that is the case, then it is really unfortunate since that would mean that an amount legally approved by the government was not disbursed to him.</p>
<p>Overall the ministry of defence claims to have disbursed Rs 5,507 crore in two instalments for OROP. Apart from other issues, the problem also seems to be in the distribution mechanism down the chain, particularly at the level of bank branches. This needs to be fixed.</p>
<p><i><b><br />
Government is implementing OROP but what about the larger veteran demand that what they have got is one rank many pensions, not one rank one pension?</b></i></p>
<p>Various sides have differed upon the perfect definition of OROP. Many veteran organisations have interpretational differences with OROP as notified, including the periodicity of revision. Then there were serious anomalies in OROP tables which were being looked into by a judicial committee. The committee has submitted its report. I think all sides should hold their horses till this is processed. In case, there still are problems, tackle them through remedies provided under law rather than politicise a sensitive subject. A democracy provides full opportunity to exercise legal rights in case of dissatisfaction. I personally do not agree to an approach of excessive emotional rhetoric which has the propensity of stoking discontent.</p>
<p><i><b><br />
What about disability pensions and the controversy on downgrading of status? How does that square with the pedestal armed forces are being put on?</b></i></p>
<p>The disability pension controversy was shockingly unfortunate and its origin was the twisted data and a sadistic interpretation provided to the 7th Pay Commission on disabled soldiers. In case disabilities in the defence services are increasing due to a higher stress and strain of military life, the answer is to take steps to check the deteriorating health profile and increase the payouts to compensate loss of health, not to slash disability pensions! Ditto for status issues since such moves are unilaterally imposed and result in deleterious effect on morale.</p>
<p><i><b>Chest thumping and governmental downgrading can’t go hand in hand. Does government’s left hand not know what it is doing?</b></i></p>
<p>Irrespective of the party in power, the ministry of defence has remained a labyrinth which is not easy to tame. There are structural problems wherein the defence services or even other stakeholders are not a part of the decision-making process and a one-sided view is provided to the higher layers. There is no opportunity granted to rebut or check the veracity of what is put up to decision-making authorities. It is not that one hand does not know what the other is doing, actually one hand does not let the other know what it is doing.</p>
<p><i><b>What kind of reforms do we need to fix the problems in MoD? </b></i></p>
<p>Two very simple suggestions without tinkering with the basic structure. First, the decision-making should be collegiate: probably by a &#8216;Defence Board&#8217; chaired by the defence minister with a total of three-five members, with inputs of neutral personalities and experts wherever required. When files move up, these should be referred to all stakeholders for their comments so that nobody is able to hoodwink the decision-makers by mischief. Second, there is no institutional mechanism currently for the political executive to know the pulse of the problems of serving defence personnel and veterans, like there is for civil employees and pensioners. This assumes even higher importance since defence personnel (rightly) cannot form associations. Hence, a participative system akin to the Joint Consultative Machinery (JCM) for civil employees should be constituted to resolve grievances.</p>
<p>Similarly, the government had admirably constituted a standing committee for veterans in October 2014 which was to meet after every three months, but the lower bureaucracy has ensured that not even one meeting has taken place till date. The current defence minister appears to be keen to take the bull by the horns, but all personalities should support him in a politically neutral manner rather than pinpricking him all the time.</p>

<p>Kinnaur: The first installment of nearly Rs 5,500 crore has been paid for implementing the OROP scheme, Prime Minister Narendra Modi today said while asserting that he has “fulfilled the promise” he made to ex-servicemen on the issue that has been hanging fire for the last 40 years.</p>
<p>The Prime Minister, while celebrating Diwali with army and ITBP personnel in Sumdo here, over 270 km from state capital Shimla, also lauded the role of the security force personnel guarding and protecting the country.</p>
<p>“Spent time with our courageous @ITBP_official &amp; Army Jawans at Sumdo, Kinnaur district, Himachal Pradesh. Jai Jawan! Jai Hind!,” he tweeted.</p>
<p>Earlier in his ‘Mann ki Baat’ programme on All India Radio, he saluted the valour of the armed forces and lauded their sacrifice while dedicating the festival of Diwali to them.</p>
<p>“The OROP was not about just Rs 200 or Rs 500 crore, but Rs 10,000 crore… After I became the PM, and decided that I had to do (implement) it, the entire government lost sleep over it… It was not possible for the government to pay in one go, so I requested the ex-servicemen to accept it in four instalments.</p>
<p>“The money will reach them in four installments. Nearly, Rs 5,500 crore has been paid as the first installment,” Modi said.</p>
<p>He said the issue had been pending for “40 years” as certain people in the previous governments “did not know” about OROP (scheme), and therefore “only Rs 500 crore was allocated” for the purpose.</p>
<p>Modi also said that many people thought that if the scheme was not implemented, a section of “ex-servicemen would turn against the government”.</p>
<p>The Prime Minister, on his way to Sumdo, met civilians at Himachal’s Chango village, close to the Sino-Indian border.</p>
<p>“Made unscheduled stop at Chango village, close to Somdu, to wish people on Diwali. Was deeply touched by the impromptu reception &amp; their joy,” Modi tweeted.</p>
<p>“The Prime Minister spent time with ITBP jawans and personnel of Dogra Scouts of army at Sumdo on border of Kinnaur and Spiti, and distributed sweets to them,” an official said.</p>
<p>Modi also met personnel of the General Reserve Engineering Force (GREF), a branch of Border Roads Organisation (BRO), entrusted with construction and maintenance of border roads and also executing the Rohtang Tunnel project, the official said.</p>
<p>After coming in power in 2014, the Prime Minister had celebrated his first Diwali with soldiers posted in Siachen, and in 2015, he celebrated it at the India-Pakistan border in Punjab.</p>

So far 18,90,635 out of 20,68,292 Ex-servicemen / family pensioners have been paid Rs.3,819.33 crores as arrears / revised pension under OROP Scheme.</p>

<p>A Judicial Committee on OROP headed by Justice L. Narasimha Reddy, Retired Chief Justice of Patna High Court has been appointed vide notification dated 14.12.2015 to look into anomalies, if any, arising out of implementation of OROP. The Committee will submit its report within one year of its constitution.</p>

Narasimha Reddy, Retired Chief Justice of Patna High Court has been appointed vide Government order dated 14.12.2015 to look into anomalies, if any, arising out of implementation of OROP. The Committee shall make its recommendation within one year of the date of its constitution.</p>

<p><strong>Implementation of One Rank One Pension</strong></p>

<p>The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval for implementation of One Rank One Pension (OROP). The details are as follows:</p>
<p>&nbsp;</p>
<p>1. The benefit will be given with effect from 1st July, 2014.</p>
<p>&nbsp;</p>
<p>2. Pension will be re-fixed for pre 1.7.2014 pensioners retiring in the same rank and with the same length of service as the average of minimum and maximum pension drawn by the retirees in the year 2013. Those drawing pensions above the average will be protected.</p>
<p>&nbsp;</p>
<p>3. The benefit would also be extended to family pensioners including war widows and disabled pensioners.</p>
<p>&nbsp;</p>
<p>4. Personnel who opt to get discharged henceforth on their own request under Rule 13(3) 1(i)(b), 13(3) 1(iv) or Rule 16B of the Army Rule. 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.</p>
<p>&nbsp;</p>
<p>5. Arrears will be paid in four half-yearly instalments. However, all the family pensioners including those in receipt of Special/Liberalized family pension and Gallantry award winners shall be paid arrears in one instalment.</p>
<p>&nbsp;</p>
<p>6. In future, the pension would be re-fixed every 5 year.</p>
<p>&nbsp;</p>
<p>7. Constitution of Judicial Committee headed by Justice L. Narasimha Reddy, Retd. Chief Justice of Patna High Court on 14.12.2015 which will give its report in six months on the references made by the Government of India.</p>
<p>&nbsp;</p>
<p>The implementation of OROP will result in enhanced pension for the pensioners/family pensioners of Defence Forces. The setting up of the Judicial Committee headed by Justice L. Narasimha Reddy will help in the removal of anomalies that may arise in the implementation of OROP order dated 7.11.2015.</p>
<p>&nbsp;</p>
<p>Financial implications on account of grant of OROP including Pre-Matured Retirees (PMR) cases would be Rs. 10925.11 crore for payment of arrears and annual financial implication would be Rs. 7488.7 crore. Till 31st March, 2016, 15.91 lakh pensioners have been given the first instalment of OROP, which amounts to Rs. 2,861 crore. Information is being gathered for processing on priority basis, the cases of 1.15 lakh pensioners after filling in the gaps of information such as the length of service being assessed, etc.</p>

<p>The government had in November last year formally notified the OROP scheme for the more than 24 lakh defence ex-servicemen and 6 lakh war widows in the country.</p>

<p>“As per government guidelines, first instalment (1/4th of the total arrear amount up to February, 2016) to service pensioners and full amount of arrears to ‘family pensioners’ and ‘gallantry award’ pensioners will be paid on 14th March, 2016,” SBI Chairman Arundhati Bhattacharya said in a statement.</p>

<p>“All pensioners will get revised basic (pension) from March, 2016 onwards,” she said.</p>
<p>&nbsp;</p>
<p>The bank has the largest share of defence pensioners and serves about 50 per cent of total defence pensioners across the country, he said.</p>
<p>&nbsp;</p>
<p>“The first tranche of arrear payment by SBI will be around Rs 1,465 crore,” Bhattacharya said.</p>
<p>SBI noted that while the bank has taken utmost care in the computation and release of arrears to maximum number of eligible defence pensioners, there could be cases where it has not been able to release OROP arrears due to information gaps in the data available with the bank.</p>
<p>&nbsp;</p>
<p>“All such persons may approach their pension-disbursing branch and provide the missing information for an early release of the arrears,” it added.</p>
<p>&nbsp;</p>
<p>SBI has introduced facilities in all branches and Centralised Pension Processing Centres (CPPCs) to provide arrear details to the pensioners.</p>
<p>&nbsp;</p>
<p>Despite a demand by protesting ex-servicemen to implement OROP with effect from April 1, 2014, the government has said that arrears would be paid with effect from July 1, 2014, and has pegged the arrears till December, 2015 at Rs 10,900 crore.</p>

<p>As per government directions, payment of arrears would be made by the pension-disbursing authorities in 4 installments, except for family pensioners and pensioners in receipt of gallantry awards, who will be paid arrears in one installment.</p>

<p>The OROP scheme is expected to cost the government Rs 7,500 crore per year.</p>
