A Committee has formed to examine the issues of Incremental Pay in Piece Work System in Ordnance Factories.<br />
The main issue of overtime for Piece workers beyond 44 3/4 Hrs and upto 48 Hrs in a week under departmental rules.<br />

<p>Sub: <strong>Committee to examine the issue of payment of incremental pay to peice workers for working beyond 44 3/4 hrs and upto 48 hrs in a week under departmental rules.</strong><br />
A committee is hereby costituted with the following officers and staff side members to examine the issue of payment of incremental pay to piece workers for working beyond 44 3/4 hrs and upto 48 hrs in a week.</p>
<p>1. Shri Rajiv Gupta, Member/TS – Chairman<br />

<p>2. Terms of reference for the committee will be as follows…</p>
<p>(i) The committee will examine the circumstances which to the decision to stop payment of incremental element of pay as part of piece workers payment for overtime working during 3 1/4 hr (per week) / 1 hr (per day) upto 48 hrs a week or 9 hrs a day.</p>
<p>(ii) The committee will examine the admissibility of incremental pay for the said 3 1/4 hrs within the framework of existing peicework scheme.</p>
<p>(iii) The committee may explore the possibility of payment of incremental pay for the said 3 1/4 hrs as a new element to the existing scheme.</p>
<p>3. The committee will submit its report by 4th August, 2014.</p>
<p>4. This issues with the approval of DGOF &amp; Chariman/OFB.</p>

<p align="center"><strong>Transfer Policy for JWM, Sr PS, PS.</strong></p>
<p>1. <strong>Objectives </strong>:</p>
<p>To ensure reasonable tenure that promotes core competencies and domain knowledge.</p>
<p>To enable exposure to new areas of work and encourage second and third line of experts.</p>
<p>To accommodate genuine problems and difficulties of the officers in a transparent manner.</p>
<p>2. <strong>Transfer on Functional Grounds</strong>.</p>
<p>Generally, JWM should work in the factory continuously for a period of 10 years unless it is required to transfer on functional &amp; ground. As far as possible, JWM / Tech (Except Civil) may be considered for transfer in the same technology group of factories. JWM / Civil, JWM / NT, Sr. PS / PS can be considered across the technology<br />
groups but in nearby stations to the extent possible.</p>
<p>If a JWM has less than 5 years service left, he should not be considered for transfer, unless there is a request or administrative exigency, which may be recorded.</p>
<p><strong>Transfers should be delinked from promotions.</strong></p>
<p>Based  on the projected requirement from factories/units/OFBHQ, a circular should be issued twice in a year i.e. in January and July calling for applications indicating preference for posting.<br />
Transfers may be considered normally twice in a year, as on 1st April and 1st October.</p>
<p>3. <strong>Request Transfers.</strong></p>
<p>Request for transfer from employees suffering from terminal ailments shall be given priority.</p>
<p>While considering other requests for transfer, GOI instructions on spouse cases physically challenged, mentally challenged family members etc. well be followed.</p>
<p>The officer should complete at least 3 years tenure in a particular station, before his request for transfer can be considered.</p>
<p>All the request cases for transfer to factories having functional requirement may be accommodated, before considering others for transfer on functional grounds.</p>
<p>All request transfers in cases of less than 10 years stay except that at point no.1 above will be ordered in own interest.</p>
<p>4. <strong>Standing Committee for posting / transfer</strong></p>
<p>A Standing Committee comprising the following shall consider all cases of transfer including request transfer and give specific recommendation for approval of the competent authority.<br />
Composition of the Standing Committee:<br />
(i) Member / Per – Chairman<br />
(ii) DDGS of all Operating Divisions – Members<br />
(iii) DDG/IR – Member Secretary</p>
<p>5. <strong>Competent Authority</strong></p>
<p>Based on the recommendation of the Standing Committee, all transfers whether on functional ground or on request will be issued, with the approval of DGOF &amp; Chairman, OFB.<br />
Notwithstanding above, DGOF &amp; Chairman, OFB reserves the right to order or to refuse any transfer on administrative and functional grounds.<br />
All the requests for transfer (other than those suffering from terminal ailments) should be considered by determining their relative merit on point score for different grounds of compassion.</p>

The INDWF published the latest order regarding the entitlement of 30 days earned leave of option in respect of Industrial Employees of Ordnance Factory Board. The MoD order is reproduced and given below for your information…</p>

<p>Sub: <strong>Entitlement of 30days EL irrespective of option in respect of Industrial Employees of OFs</strong></p>
<p>I am directed to refer to OFB I.D &gt;No 265/A/A dated 19.02.2013 and 01.08.2013 on the subject mentioned above. The matter has been examined in consultation with D(Civ-II) and they opined that DopT OM dated 20.07.1998 inter alia provides ….”As per the agreement with the staff side of National Counsel (JCM) signed on 11.09.1997,the govt. has decided that henceforth the Industrial Employees in Central Government Department other than Railways shall be entitled to 30 Days EL for each completed year of service irrespective of the number of years of service rendered by the employee, subject to the holidays shall also count towards such Leave”. The matter had also been consulted with Ministry of Labour and they have also opined that the Industrial workers employed in Ordnance Factories are entitled to 30 days Annual Leave with wages as per the terms of agreement. Further even Section -78 of the Factories Act 1948 allows leave beyond 18 days for each year of service rendered once an agreement to this effect is in place. Accordingly , it would be applicable to all the OF Industrial Employees</p>
<p>In view of above clarifications the entitlement of Earned Leave available to the employees of Ordnance Factories may henceforth be dealt accordingly.</p>
