Please furnish names of MTS-CLKs-Auditors-Hindi Translators-DEOs-Staff Car Drivers-Canteen Employees appointed whether directly or as fresh entrant between 01.04.2016 to 31.03.2017 and also left over cases, if Auditor grade between the period should not be sent.

While furnishing names of the eligible candidates, the Part II Office Order notifying the result of passing their New Recruit Training Test and in respect of Those Clerks who are required to pass the typing test or otherwise as per conditions of their appointment Part II Officer Order, such aspect must be highlighted according to which they will be considered for confirmation If the concerned individual has passed the typing test, relevant Par II Office Order no. may be furnished along with disciplinary-Vigilance certificate. If the two years probation reports and the second year APAR still have not been sent to this office those should been sent immediately.

In the case of Inter Departmental candidates if they have already acquired substantive capacity in their previous department their names need not be furnished.

Reply should reach this office/section positively by 31/05/2019

Dear Colleagues,
After 6th CPC,the employees who are granted Rs.4200/- Grade Pay have been classified as Group ‘B’ Industrial and Non-Gazetted by DOP&T. Though these categories of employees have been appointed by the Sr. General Managers/General Managers of Heads of the establishments but disciplinary powers in respect of Group ‘B’ and ‘C’ Civil posts have been authorised to Chairman OFB.

The issue of delegation of powers to Sr.GM/GM of the respective factoris was discussed in JCM III and the same was taken up by OFB to MoD and DOP&T. Now it has been approved by amending the Part V schedule to CCS(CCA) Rules 1995 delegating the powers to the appointing authority in respect of dealing the disciplinary cases of Group ‘B’ Non-gazetted and Non-Industrial and Industrial employees drawing the Grade pay of Rs.4200/- and below. In respect of Group ‘B’ Gazetted officials will be concerned by ADCOF.

Subject: Waival of revenue stamp for all payments on the basis of ECS

A point has been scheduled to be raised in the forthcoming 23rd Ordinary Meeting of OFB JCM-III Level regarding affixing of Revenue Stamp on bills etc. It is alleged that some factories are insisting to affix Revenue stamp on bills above Rs 5000/- on or bills above Rs 25000/- while making payments through banks. In this connection please find enclosed herewith this office letter bearing No Pay Tech-I/0195 dated 8/12/2011 wherein detailed guidelines have been elaborated. It is, therefore, advised to follow scrupulously the guidelines laid down therein to avoid unnecessary confusion/ doubt while making payments made through ECS.

With reference to above cited letter please refer to Exception below Rule 92(1) of Swamy’s Compilation of Central Government Account, Receipts and Payments Rules which states- “In case of payment credited directly to the bank account of the officers/staff the acknowledgement of the bank branches for the cheque sent to them is to be watched by the Drawing and Disbursing Officers and confirmation made to Pay and Accounts Office. No formal quittance is to be obtained from the bank or officers/staff”. As such stamped receipt may not be insisted upon if payment is made through ECS.

MoD No dated 2602.2018, received under OFB. Kolkata letter bearing No. 525/Genl/Per/Policy(Vl) dated 19.03.2018 regarding payment of Overtime Allowance to the employees of the Defence Industrial Establishment governed by the Factory Act, 1948 on the basis of revised wages with effect from the date the wages have been revised i.e. 01.01.2016 subject to the conditions mentioned therein, is forwarded herewith for further necessary action at your end.

Further in case of the OT element Of Piece Workers in respect of Overtime up to 9 hours a day or 48 hours in a week is to be worked out on the basis of Piece Work Correlation on 6th CPC pay scale till finalisation Of the Same on revised pay structure.

Respected Sir,

With due regards, your attention is invited to the Anomalies Committee meeting held on 26.12.2016 under the Chairmanship of AS(J) Shri J Rama Krishna Rao wherein we have reflected our concern that the Night Duty Allowance was being paid on the notional basic pay of 4th CPC. Later, based on the Hon’ble Supreme Court judgment NDA is revised in 6th CPC pay scale and extended to all including non-petitioners w.e.f. 01.04.2007. Subsequently, PC of Fys imposed ceiling limit to the employees of Ordnance Factories that Rs.12380/-. OFB has referred the matter to MoD to remove the ceiling but this is not yet settled.

Therefore, you are requested to take necessary action so that the payment of Night Duty Allowance in defence establishments on the revised pay of 07th CPC may be granted without any ceiling.

Subject: Promotion to the post of Supervisor (NT) from Leading Fireman: Norms Relaxation in OFB.

Respected Sir,
With due regards, your attention is invited to the Agenda Point No. 63 raised by this federation BPMS in the Steering Committee meeting for the 90th Departmental Council (JCM) (MoD) held on 27.09.2013 {Refer MoD F.No. 5(2)/2013/D(JCM), Dated 24.09.2013}. This federation submitted that Hon’ble CAT/Principal Bench, New Delhi in OA No. 1396 of 2008 Shri M.R.Meena Vs Union of India has ordered that parity should be maintained between Leading Hand Fire with other feeder grades (viz. LDC, Photographer, Telephone Operator II & Subedar Durwan) for the promotion to the post of Supervisor (Non Technical).

According to existing SRO 30, dated 14.07.2010, Ministry of Defence, Ordnance Factories, Supervisor (Non-Technical) and Telephone Operator Grade II Group C Posts Recruitment Rules, 2010, 50% vacant posts of Supervisor (Non-Tech) will be filled up by promotion from Photographer, Telephone Operator Grade-II, Subedar Durwan and Leading Hand Fire. This fifty per cent post of Supervisor (NT) may be filled up by 64% from the Leading Hand Fires in the Pay Band I Rs. (5200 to 20200) plus Grade Pay of Rs. 2000/- with five years of regular service in the grade and possessing any of the following qualification:

(a) having passed the Senior Fire Supervisory Course from Defence Institute of Fire Research, Ministry of Defence, New Delhi; or

(b) having passed the Sub Officer’s Course from National Fire Service College, Nagpur or any other recognized institute; or

(c) having passed Station Officer’s Course or Assistant Divisional Officer’s or Divisional Officer’s Course from National Fire Service College, Nagpur or any other recognized institute;
or
(d) Degree in Fire Engineering from Nagpur University or any other recognized institute; or

(e) having passed Graduateship from Institute of Fire Engineers United Kingdom or Graduateship from Institute of Fire Engineers India

It is to be noted that this fifty per cent post will be be filled up by 17% from amongst Telephone Operators in the Pay Band I Rs. (5200 to 20200) plus GP Rs. 1900/- with 08 years regular service; 12% from Subedar Durwan in the Pay band of Rs. (4400 to 7440) plus GP Rs. 1600/- with 14 years regular service in the grade; 7% from Photographer in the Pay band I Rs. (5200 to 20200) plus GP Rs. 1900/- with 08 years regular service. From above it is seen that Leading Hand Fire should have more qualification in comparison to the other feeder categories for Supervisor (NT) whereas all the incumbents have to perform the same responsibility with the same Grade Pay, i.e. Rs. 2400/- (Pre Revised Rs. 4000 to 6000).

It is to be kept in the mind that Vide Ministry of Finance (Department of Expenditure) Notification G.S.R. 622(E), dated 29.08.2008 CCS (RP) Rules, 2008 has been introduced and the First Schedule Part-B, Section II states that Station Officer’s pay scale Rs. (4000 to 6000) (Fire Fighting Staff) has been upgraded to Rs. (4500 to 7000) and revised to GP Rs. 2800/-, whereas Supervisor (NT) is being granted the GP Rs. 2400/- on promotion from the post of Leading Hand Fire. Thus, the provisions of SRO 30 have not been framed considering the CCS (RP) Rules, 2008 as the qualification of only one of the feeder posts Leading Hand Fire has been enhanced but the Grade Pay of promotional post Supervisor (NT) for Fire Fighting Staff has not been enhanced to Rs. 2800/-

In this regards, comments offered by D(Estt./NG) is enclosed for your ready reference. Therefore, your attention is invited to Rule 6 of SRO 30 which empowers the Central Government to relax the provisions of these rules to any class or category of persons and you are requested to take appropriate action so that existing Leading Hand Fire incumbents who are not fulfilling the requisite qualification may also be promoted to the post of Supervisor (NT) by granting relaxation in qualification as mentioned hereinabove.

2. Govt of India, MoD vide letter No. 8(14)/2015 dated 04 Mar 2016 has extended Canteen facilities to family pensioners of retired Defence Civilian employees. The procedure for processing of application will be as per this Dte letter No. 96301/Q/DDGCS/Policy dated 12 Aug 2015. The applicant must write Family Pensioner of retired defence civilian on the application form.

3. All HQ are requested to disseminate this letter to all Fmns/Units/URCs in their jurisdiction.

Sir,
Three Recognised Federations in Defence have served Strike notice to go for Strike from 17.02.2014 to the Secretary, Ministry of Defence o settle some of the outstanding and long pending demands of Defence Civilian Employees.

On the basis of the Strike notice, a meeting was convened by ministry of Defence to discuss the demands under the Chairmanship of Addl. Secretary, Ministry of Defence on 06.02.2014. During the discussion some of the issues were agreed and accordingly necessary orders were issued on the settled demands.

In this particular demands i.e. granting of Rs.4600/- Grade Pay w.e.f.01.09.2008 for those Industrial Employees who have completed 30 years of regular and continuous service and got Rs.5000-8000 on or before 31.12.2005 irrespective of their grade on completing 24 years service under ACP Scheme has been agreed to consider.

Accordingly after the meeting M of D,(Civ-I) has issued necessary order vide I.D.No.11(5)/2009-D (Civ-I) Dt 06.02.2015. to grant Rs.4600/- on completion of 30 years of regular service either w.e.f 01.09.2009 or after the date of completion of 30 years through MACP-III. In this letter, M of D mentioned that the benefit of MACP-III will be granted for HS/MCM employees only whereas, there are many number of skilled employees who got Rs. 5000-8000 due to stagnation on or before 31.12.2005 and are also eligible along with HS/MCM employees since they did not get promotions in their hierarchy. This draft and final order is merely an error, that it was not viewed skilled employees are also available in the Directorates due to heavy stagnation and continue to remain in the Skilled grade for 30 years.

This error is purely due to unnoticed and not brought to the knowledge of M o D but this has created a serious anomaly and denied the benefit of granting MACP Rs.4600/- Grade Pay to skilled employees. This M of D letter was issued with the acceptance and approval of Defence Finance authorities.

When the issue was raised by the Staff side several times in the steering committees and in the main meetings of Departmental Council JCM, M of D, necessary action has been initiated by M of D to consider/include skilled category employees who got ACP-2 Rs.5000-8000 on or before 31.12.2005. Unfortunately, it seems Def (FM) refused to consider and also DOP&T has also not agreed.

In this respect, we would like to submit that this issue is very much genuine and the skilled grade employees are also equally eligible for MACP-3 for Rs.4600/- either from 01.09.2009 or on completion of 30 years along with HS/MCM. It is also pertinent to mention that grade is not the criteria for ACP/MACP, only the present Pay/Grade pay and total number of regular and continuous service is the only criteria for granting financial upgradation.

It is therefore, requested the M of D may issue suitable amendment to the M of D letter Dated 06.02.2014 to grant the financial upgradation to skilled employees to avoid an ligation on the subject.
