</strong><br />
Those who were due to get their annual increment between February, 2006 to June, 2006 may be granted one increment as on 01/01/2006 in the pre-revised pay scale as a one time measure,  and, thereafter, will get the next increment in the revised pay structure on 01/7/2006.</p>

<p>Sub: <strong>Grant of one increment in pre-revised pay scale &#8211; Board’s letter dated 23/03/2012 &#8211; clarification regarding</strong>.</p>
<p>Board’s letter of even number dated 23.03.2012 provides that, those <a href="http://centralgovernmentnews.com/category/railways/">Railway</a> employees who were due to get their annual increment between February, 2006 to June, 2006 may be granted one increment as on 01/01/2006 in the pre-revised pay scale as a one time measure and, thereafter, will get the next increment in the revised pay structure on 01/7/2006.</p>
<p>2. As per Board’s letter No.PC-VI/2008/I/RSRP/1 dated 11/9/2008 fitment tables have been prescribed in Annexure-E thereto, specifying the stage of revised pay in the revised pay band with reference to each stage of pre-revised pay in various pre-revised pay scales. As per the fitment tables, the stage of revised pay in the pay band has been mentioned at the same stage in respect of two consecutive pre-revised stages of pay in cases of certain pre revised pay scales.</p>
<p>3. References have been received seeking clarification as to whether in cases where the fitment table provides for the same revised stage in case of two consecutive pre-revised stages in a particular pre-revised scale of pay, the benefit of bunching is admissible after grant of one increment in the pre revised pay scale by virtue of Board’s letter dated 23/03/2012.</p>
<p>4. The matter has been considered and it is clarified that Fitment Table contained in the aforesaid letter dated 11/9/2008 is to be strictly followed for fixation of pay in the revised structure without any deviation.</p>
<p>5. In cases where the stages of fixation of pay in the revised pay band as per fitment table contained in the aforesaid letter dated 11/9/2008 provides for the same revised stage in the Pay Band with reference to two consecutive stages of pre-revised pay in the corresponding pre-revised scales, then in such cases due to application of Board’s letter dated 23/3/2012, there will be no change in the revised pay as on 01/01/2006, if the revised stage with reference to the pre-revised pay after accounting for one increment in the pre revised scale does not undergo any change as per the Fitment Table. It is also clarified that no further bunching will be allowed in such cases and no re-fixation of pay will be admissible in the revised pay as on 01/01/2006.</p>
<p>6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<blockquote><p><em><strong>Decision in the right time –will avoid more funds to allocate as arrears!</strong></em></p></blockquote>
<p>At last, the most eagerly awaited announcement of additional dearness allowance has been declared by the cabinet, due from January 2013 to Central Government employees and Pensioners.</p>
<p>In general the announcement of dearness allowance has been made in the month of March every year. But this year this has been declared in the month of April. Though it was announced after some delay, there is no any loss, as the dearness allowance hike has to be paid with effect from 01-01-2013.</p>
<p>Before this announcement, there was a rumour that 50% dearness allowance will be merged with basic pay or otherwise dearness allowance will not be hiked, but the cabinet committee decision cleared these doubts.</p>
<p>Employees and Pensioners will get one more month arrears from January to April. Government has to allocate more funds as arrear due to delay.</p>
<p>If the decisions concluded in the right time, there will be no chance to allocate more fund for the payment of arrears and also prevent practical problems to accounting staff.</p>
<p>Even the National anomaly committee, after six years it was formed, has not solved all the problems raised due to the implementation of 6th CPC.</p>
<p>After the implementation of 6th CPC in 2008 with effect from 01.01.2006 , arrears had to be paid to Central Government servants. To avoid the additional financial burden, the Central Government decided to pay the arrears’ in two installments in 2008 and 2009. For this, government had to allocate more fund from budget. It can be avoided by early constitution of 7th pay commission.</p>
<p>So, to find the solution to all including disbursing authorities, setting up of 7th Central Pay Commission at early stage to implement in the right time, the same is demanding by the central trade unions and associations.</p>
<p>Every decision in the right time –will avoid more funds to allocate as arrears!</p>

<p>Sub: <strong>Railway Services (Revised Pay) Rules, 2008 — The re-exercise of option under Rule 6 of the Railway Services (Revised Pay) Rules, 2008 in the case of employees covered under letter dated 23.03.2012.</strong></p>
<p>As per provisions contained in Rules 5 &amp; 6 of the Railway Services (Revised Pay) Rules, 2008, the railway employee had an option to elect to come over to the revised pay structure either from 01.01.2006 or from the date of his next increment or from the date of promotion, upgradation of pay scales. Such an option was to be exercised within 3 months from the date of publication of Railway Services (Revised Pay) Rules, 2008. The rule also provides that the option once exercised shall be final.</p>
<p>2. This Ministry issued instructions vide letter of even No dated 23.03.2012 providing that those Railway employees who were due to get their annual increment between February, 2006 to June, 2006 may be granted one increment on 01.01:2006 in the pre-revised pay scale as a one time measure and, thereafter they will get the next increment in the Revised Pay structure on 01.7.2006 as per Rule 10 of the Railway Services (Revised Pay) Rules, 2008.</p>
<p>3 In view of the benefit extended to the employees as per the aforesaid letter dated 23.03.2012 the issue relating to according of a fresh opportunity to the employees to re-exercise their option to come over to the revised pay scale as per Revised Pay Rules, 2008 was raised by the Staff Side of the Joint Consultative Machinery in the meeting of the National Anomaly Committee held on 17.7.2012.</p>
<p>4. The matter has been considered by the Government and having regard to the fact that the provisions of the aforesaid letter dated 23,03.2012 bring about a material change n the basis for exercise of option to come over to the revised pay structure in terms of the Railway Services (Revised Pay) Rules, 2008 in respect of employees who are covered under the said letter dated 23.03.2012, the President is pleased to decide that all those employees who are covered under the provisions of aforesaid letter dated 23.03.2012 may once again be permitted to re-exercise their option to come over to the Revised Pay Structure.</p>
<p>5. The benefit under these orders for re-exercise of option shall be available for a period upto 31.03.2013. The revised option shall be intimated to the head of the office by the concerned employees in accordance with the provision of Rule 6(2) of Railway Services (Revised Pay) Rules, 2008.</p>
<p>6. All the Zonal Railways/Production Units etc. are requested to bring the content of this letter to the notice of their employees so that such employees can avail themselves of the same within the stipulated time period.</p>
<p>7. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p><strong>One Time Increment Arrears &#8211; Employees whose increment is due between Feb &amp; Jun 2006.</strong></p>
<p>South Central Railway Employees Sangh has published an office order on its website on 7.6.2012 about the re-fixation of pay and payment of arrears for Railway employees whose increment is due between February and June 2006.</p>
<div align="justify">The procedure of fixation and calculation of arrears for the eligible employees has been explained in the office order. As per the order, payment of arrears of increment is scheduled on 29.6.2012. The arrears payment will be credited to the eligible employee&#8217;s bank accounts respectively. Additionally said in the order , <span style="text-align: left;">the schedule </span><span style="text-align: left;">should strictly followed for payment of arrears on increments. </span><span style="text-align: left;">We have reproduced the order and given below for your convenience&#8230;</span></div>

<p>Consequent upon Board&#8217;s letter dated 23.03.2012 cited, the railway employees who are due to get their annual increment between February and June in 2006 may be granted one increment on 01.01.2006 in the pre-revised scales as one time measure. The pay of these eligible employees is, therefore, to be re-fixed. In this regard, the following schedule is laid down for arranging payment of arrears of increment.</p>
