<b>Withdrawal of cash from bank deposit accounts &#8211; Relaxation</b></p>
<p>It has been reported that certain depositors are hesitating to deposit their monies into bank accounts in view of the current limits on cash withdrawals from accounts.</p>
<p>2. As it is impeding active circulation of currency notes, it has been decided, on careful consideration, to allow withdrawals of deposits made in current legal tender notes on or after November 29, 2016 beyond the current limits; preferably, available higher denominations bank notes of Rs. 2000 and Rs. 500 are to be issued for such withdrawals.</p>

<p>Mumbai: Keeping in view that all banks have been working on overdrive since the Centre announced demonetisation, the Indian Bank Association (IBA) on Friday announced that all banks across the nation will not exchange over the counter the new 2000 rupee notes on Saturday in order to update their pending works and tend to their respective customers.</p>
<p>Speaking to ANI here, IBA Chairman Rajeev Rishi stated that ever since demonetisation was announced, all banks have been working for extended hours including holidays to ensure the public at large was not inconvenienced.</p>
<p>“In fact, we have diverted all human resource to make sure that all those who stood in queues got their money exchanged, deposited and withdrawn. In the process what we have felt is that in the last one week our own customers have actually suffered. Routine works are not done and routine works are pending in banking activities,” he said.</p>
<p>However, senior citizens are exempted from the directive and banks will be accepting all their requests.</p>
<p>“We have taken a view that on Saturday, the banks shall not be doing exchange over the counter of 2000 rupees. We will make an exception for senior citizens. But tomorrow we will spend trying to update our works and do the works in relation to our own customers,” Rishi added.</p>
<p>Asserting that the time tomorrow will be used for meeting the needs of their own customers, the chairman further said that all banks will be observing their normal hours and will ensure their patrons get the full service and undivided attention in other matters.</p>

<h3>686 petrol pumps had started dispensing cash by 4 p.m today against swiping of debit cards</h3>
<p>Cash dispensing facility had become operational at 686 retail outlets by 4 p.m today, of which 350 belonged to IOCL, 266 to BPCL and 70 to HPCL. The Public Sector Oil Companies namely Indian Oil Corporation Limited, Bharat Petroleum Corporation Limited and Hindustan Petroleum Corporation Limited, in association with State Bank of India, have come forward to ease out some of the challenges being faced by the common public regarding availability of currencies for day to day transactions, post demonetization of Rs. 500 and Rs. 1000 currency notes.</p>
<p>Senior officials of IOCL, BPCL and HPCL, had a meeting with Ms. Arundhati Bhattacharya, Chairman, State Bank of India, yesterday and it was decided that an amount up to Rs. 2000/- per day per person in cash can be dispensed against swiping of debit card from select petrol pumps where POS machines of SBI are already available. POS machines are the machines which are generally used for debit or credit card transactions. It has been decided to start this facility at around 2500 petrol pumps spread across the country including rural areas, where SBI POS machines are provided. The Oil Industry is also in further discussions with SBI and other Banks to extend this facility to over 20,000 petrol pumps gradually.</p>
<p>This facility will be available even after November 24, 2016. It may be noted that petrol pumps have been accepting currency notes of Rs. 500 and Rs. 1000 denominations and will continue to do so till November 24, 2016. There is no shortage of petroleum products at the petrol pumps and consumers can purchase them as per their needs.</p>
<p>Consumers are also advised to use cashless transactions &#8211; credit/debit cards, mobile wallets, loyalty programmes etc. for purchase of fuel so that there is no difficulty to consumers which is mainly associated with cash transactions. In this regard, such facilities for cashless transactions are already available with all the Oil Companies to which substantial number of people have already subscribed.</p>

<p>New Delhi: The finance ministry today asked banks to consider engaging retired employees to deal with the unprecedented rush for exchange of invalid currency notes and ease pressure on existing staff.</p>
<p>In a letter written to Indian Banks’ Association (IBA), the financial services department of the finance ministry said it should look into issues, particularly employment of retired bank staff and payment of remuneration and instruct the banks suitably at the earliest.</p>
<p>“In the event of extra business hours implemented to cope up with the situation, banks may require to make deployment plan of staff on shift basis so that the same person does not work for continuous long hours,” it said.</p>
<p>Praising commendable work done by the banking fraternity, it said banks may plan and support the officers and employees working in late hours, particularly the safety and security of women employees, with arrangements for food and conveyance.</p>
<p>Additional infrastructure like more terminals, separate arrangement for cash, exchange and dispensation may be implemented and services of retired persons may also be taken so that the pressure of existing staff may ease and a larger customer base is satisfied, it said.</p>
<p>Many employee unions have made representation to the finance ministry and IBA presented the multiple problems being faced by employees and officers on account of implementation of the demonetisation scheme.</p>
<p>“We are happy that the government has addressed some of the issues raised by us,” All India Bank Employees’ Association General Secretary C H Venkatachalam said in a statement.</p>

Sub: <strong>Request for issuing instructions for disbursement of salary of Central Government Employees for the month of November 2016 in cash.</strong></p>
<p>As you are aware , the difficulties being experienced due to demonetization of Rs.500/- and Rs. 1000/- currency notes may continue for about 50 days as made clear by the Government. Further Banks have imposed a cap of 24000/- for withdrawal from savings Bank Accounts. Even for withdrawing that amount, one has to stand in long que for hours together. Naturally Central Government employees are likely to face much problem for getting their salary for this month in time. Employees waiting in que for cash may adversely affect the functioning of Central Government offices also.</p>
<p>In view of the above situation, I request you to issue necessary instructions to all pay drawing and disbursing officers, to make advance arrangements for payment of salary for November 2016, in cash, to all Central Government employees, on or before 30th November 2016.</p>

<p><em><strong>The Central Government has announced that banks will mark with indelible ink the fingers of people exchanging old currency at bank counters to stop them from coming back repeatedly and avoid multiple transactions.</strong></em></p>
<p><em><strong> </strong></em></p>
<p><em><strong>The drawing limits against Bank Accounts and from ATMs and over the cash disbursement have also been increased. It was noted that one of the primary reasons for long queues was that the same persons were visiting Bank branches, ATMs etc. repeatedly. It was also noted that certain unscrupulous elements are using the services of poor and innocent people to convert their black money into white. </strong></em></p>
<p><em><strong> </strong></em></p>
<p><em><strong>To prevent such misuse of the facility and enable larger number of persons to draw cash, indelible ink used during elections shall be used for over the counter exchange against old Rs.500/- and Rs.1000/- notes. <span style="color: #ff0000;">This is not applicable in the case of withdrawal from or deposit into accounts</span>. </strong></em></p>
<p><em><strong>Cash disbursement points, especially Bank branches will be advised to put-up notices outside their branches advising people to avoid exchange of old notes over the counter multiple times. </strong></em></p>

<p><b>Parking Charges at Airports suspended till 21.11.16</b></p>
<p><b> </b></p>
<p>The Ministry of Civil Aviation has decided to suspend the collection of parking charges at all airports till midnight of 21 November 2016. This has been done in order to facilitate the smooth movement of passengers.</p>

<p>The Prime Minister Shri Narendra Modi reviewed the position with regard to supply and availability of currency notes for the second consecutive day yesterday (14.11.2016) late evening. The Meeting, which went on till about midnight, was attended among others by the Union Minister for Finance and Corporate Affairs, Shri Arun Jaitley, Minister of State (Independent Charge) for Coal &amp; Power, Shri Piyush Goyal, Principal Secretary to the Prime Minister Shri Nripendra Misra and Additional Principal Secretary to the Prime Minister, Dr. P.K.Mishra, Cabinet Secretary, Shri P.K.Sinha, Governor, RBI, Dr. Urjit R Patel, Secretaries from the Finance Ministry and other officials from PMO. A detailed review was made with regard to the steps that have been taken for smooth distribution and dispensing of cash through various channels of disbursement.</p>
<p><b>After detailed discussions, the following decisions were taken:</b></p>
<p>1. Highest importance should continue to be given to ensure convenience for the public. Effort should be made to avoid long queues in Bank branches, ATMs, etc. Already separate queues for senior citizens, divyang persons etc. have been announced. The drawing limits against Bank Accounts and from ATMs and over the cash disbursement have also been increased. It was noted that one of the primary reasons for long queues was that the same persons were visiting Bank branches, ATMs etc. repeatedly. It was also noted that certain unscrupulous elements are using the services of poor and innocent people to convert their black money into white.</p>
<p><strong>To prevent such misuse of the facility and enable larger number of persons to draw cash, indelible ink used during elections shall be used for over the counter exchange against old Rs.500/- and Rs.1000/- notes. This is not applicable in the case of withdrawal from or deposit into accounts.</strong></p>
<p>Cash disbursement points, especially Bank branches will be advised to put-up notices outside their branches advising people to avoid exchange of old notes over the counter multiple times.</p>
<p>2. Already instructions have been issued permitting District Central Cooperative Banks (DCCBs) for cash withdrawal from existing accounts, subject to limits applicable in the case of Banks. Arrangements have been made to enhance the availability of cash with the DCCBs.</p>
<p>3. Arrangements have been made to make available adequate cash to the Postal Department for their use including the branch Post Offices. There are 1.3 lakh branch Post Offices having wide coverage in the rural areas. Availability of adequate cash with the branch Post Offices will ensure wider coverage of the rural areas.</p>
<p>4. <strong>Contributions are made in hundis and separate boxes in places of worship. Such establishments have their accounts with the Bank branches. Bank branches have been advised to approach the concerned authorities in these establishments to obtain the currency notes, especially of lower denomination and put them back into circulation. This will help in improving the circulation of lower denomination currency notes.</strong></p>
<p><strong> </strong></p>
<p>5. Information has been received that there is sudden spurt in the quantum of deposits in several Jan Dhan Accounts. There are also reports of unscrupulous elements using Jan Dhan Accounts of poor and innocent persons to convert their black money into white. Such spurt in deposits will be looked into closely. <strong>Jan Dhan Account holders are requested not to allow their accounts to be misused by anyone. Further, it is also clarified that Jan Dhan Account holders will not be put to any kind of inconvenience for carrying-out their legitimate activities.</strong></p>
<p><strong> </strong></p>
<p>6. Old Rs.500/- and Rs.1000/- notes are accumulating in Post Offices and Bank branches. Special efforts will be made to shift such notes and create space in the Post Offices and Bank branches to receive new notes.</p>
<p>7. A high level Task Force consisting of representatives from various agencies is being set-up to monitor movement/receipt of fake notes in vulnerable areas. This Task Force will also take special efforts to monitor black money being deposited into Bank/Postal Accounts, especially under fictitious and other names.</p>
<p>8. A technology team is being set-up to popularize the use of e-wallets.</p>
<p>9. Government is closely monitoring the supply of essential commodities.</p>
<p>10. A coordination group chaired by the Cabinet Secretary and including representatives of various Departments and major Banks is holding regular meetings to monitor the implementation of all the steps.</p>

<p>Sub: <strong>Revision in the procedure of cancellation and refund of value of Rs.10,000/- and above for the PRS counter tickets booked from 09.11.2016 to 11.11.2016.</strong></p>
<p>Ministry of Railways desire that tie procedure for cancellation of tickets and refund of value of Rs.10,000/- and above for the PRS counter tickets booked from 09.11.2016 to 11.11.2016 shall be revised as under:-</p>
<blockquote><p>(i) Cancellation of such tickets and refund of fare of value Rs.10,000/- and above shall NOT be allowed in cash or through green pay order or by any means involving cash across the counter. The payment shall be only through Cheque / ECS payment.</p>
<p>(ii) Such ticket may be refunded through filing of TDR only on surrendering of original ticket. TDR shall filed within the prescribed time limit for cancellation of ticket across the counter as per Refund Rule e.g. TDR shall be filed only upta half an hour before the scheduled departure of the train for RAC/WL tickets and for confirmed tickets upto 4 hours before the scheduled departure of the train, for which ticket has been issued etc.,</p>
<p>(iii) In such cases TDR and rerund of fare as per refund shall be allowed for waitlisted tickets also only through Cheque / ECS payment.</p>
<p>(iv) This shall be implemented with immediate effect.</p></blockquote>
<p>This issues with concurrence of Finance (Commercial) and Accounts Directorates of Ministry of Railways.</p>
<p>CRIS may make necessary changes in the software.</p>
<p>Ensue action accordingly and confirm.</p>

<p>Today  (13.11.2016) Finance Ministry has  reviewed  the  position  regarding  availability and  distribution of all denomination of bank notes. Some of the highlights of the review and the decisions taken are as follows:<br />
1. In the first four days ( from November 10th to 13th , upto 5 pm ) about Rs 3.0 lacs crores of old Rs.500/- and Rs.1000/- bank notes have been deposited in the banking system and about Rs.50,000 crores has been dispensed to customers by either withdrawal from their accounts or withdrawal from ATM’s or by exchange at the counter. Within these four days, the banking system has handled about 18 crore transactions.</p>
<p>2. Coordination is being continuously done by Ministry of Finance with RBI, Banks and Post Offices to make all denomination notes available at all locations.</p>
<p>3. Instructions have been given to the Banks and Post Offices to ensure proper distribution of all denomination notes. Banks have also been especially advised to ensure the availability and distribution of small denomination notes.</p>
<p>4. Chief Secretaries of the States have been requested to identify the rural pockets, if any, where availability of cash has been a problem and provide all support to the Banks and Post Offices in order to ensure the last mile distribution of small denomination of notes is done through mobile banking vans and Banking Correspondents (BCs).</p>
<p>5. It has been reported that certain business houses viz. Hospitals , Caterers , Tent houses etc. are not accepting Cheques/Demand Drafts and online payment transfer from customers. It is advised that in such cases customer can make a complaint to the concerned District Magistrates/District Administration for action against such establishments.</p>
<p>6. Government of Assam has arranged a Mobile Banking Vans with support of Banks and State Government Staff at certain Hospitals for carrying out emergency banking transactions. All Banks have now been advised to arrange mobile banking vans to the extent possible at major hospitals to carry out emergency banking transaction for patients.</p>
<p>7. Banks have been advised to make arrangements for separate queues for Senior citizens and Divyang persons. Separate queues will also be arranged for exchange of cash to cash and transactions against Bank accounts.</p>
<p>8. Government of Arunachal Pradesh has made special arrangements like cash deposits /withdrawal and opening of new bank accounts in the remotely located areas with the help of Banks and State Government staff. State Governments have been requested to facilitate opening of new Bank accounts as a part of financial inclusion programme.</p>
<p>9. The issuance of the new series of Rs.500/- notes has already commenced.</p>
<p>10. Banks have been advised to increase the Business Correspondents limit of dispensing cash to Rs.2500/- for withdrawal from bank accounts.</p>
<p>11. Banks have been advised to increase the exchange limit over the counter from the existing Rs.4000/- to Rs.4500/-.</p>
<p>12. Banks have been advised to increase the Cash Withdrawal limit at ATMs from the existing Rs.2000/- to Rs.2500/- per day in the recalibrated ATMs, other ATMs will continue to dispense Rs.50/- and Rs.100/- notes until they are recalibrated.</p>
<p>13. The weekly limit of Rs.20,000/- for withdrawal from Bank accounts has been increased to Rs.24,000/-. The limit of Rs.10,000/- per day has been removed.</p>
<p>14. Banks have been advised to increase the issuance and use of mobile wallets and debit/credit cards as also to provide them to those customers and establishments not having access to these non-cash means of payment</p>
<p>15. The last date for submission of the annual life certificate for the Government Pensioners which is to be submitted in November every year has been extended up to January 15, 2017.</p>
