Subject: Cadre review of Central Hindi Training Institute/ Hindi Teaching Scheme: Details of approved posts.

No. 14034/3/2016- 0L(Trg.) – This notification is in the order of the even no. office order dated November 13, 2019, through which the approval of Central Review of Central Hindi Training Institute/ Hindi Teaching Scheme has been communicated.

Based on the approval of the Finance Minister, Ministry of Finance, Government of India, the various categories are structured under File No. 2(2)E-III/Desk/2018 dated September 20, 2019 as per the following details:-

1. Hindi Language Cadre:-

*As per the prov1s10ns contained in existing recruitment rules of Hindi Pradhyapak, eligible Hindi Pradhayapaks for promotion will be given promotion to the post of Assistant Director (Language) as per the vacancies available. Accordingly, the posts of those Hindi Pradhayapaks will be deemed abolished. The remaining Hindi Pradhayapaks will remain in the Hindi Pradhayapak’s post, till they complete the qualifying service and mandatory training according to the provisions of recruitment rules for promotion. In future, when the remaining Hindi Pradhayapaks will also complete qualifying service and compulsory training as per the provisions of the existing recruitment rules, they will also be promoted to the post of Assistant Director (Language) as per the rules, after which the posts of all Hindi Pradhayapaks will be deemed to be abolished.

(*) The post of Storekeeper will be deemed to be abolished only after the current incumbent retires or falls vacant due to any other reason.

3. Consequent to the cadre review of various cadres of Central Hindi Training Institute/Hindi Teaching Scheme, the Promotions against additionally created posts will be made as per Recruitment Rules and promotions against newly created posts will be made (in absence of notified Recruitment Rules) in consultation with Department of Personnel & Training.
4. This issues with the approval of competent authority.

Sub: Revision of pay structure of Gr. ‘B’ Gazetted posts of Official Language Department of Zonal Railways / PUs at par with the CSOLS cadre.

The issue regarding revised pay structure of gazetted posts of Official Language (OL) Cadre on Zonal Railway at par with those existing in Central Secretariat Official Language Service (CSOLS) has been under examination in consultation with Ministry of Finance (Department of Expenditure). The President Is now pleased to decide that pay structure of Group ‘B’ Gazetted posts of Official Language cadre of Zonal Railways may be upgraded subject to the following conditions:-

1. The pay structure of Group ‘B’ Gazetted posts of Official Language Department of Zonal Railways / PUs will be upgraded from existing PB-2 GP Rs. 4800/- (Level 8) to PB-3+ GP 5400/- (Level -10 ) Group “A” with designation “Rajbhasha Adhikari”. from the date of issue of this order.
2. The Recruitment Rules of the above posts in the Zonal Railways would be brought at par with that of Assistant Director(OL,) in CSOLS.
3. The functions of these posts is exactly similar to Assistant Director (OL) of CSOLS.
4. Once the upgradation of posts from PB-2 GP Rs. 4800/- L-8 to PB-3 GP Rs. 5400/L-10 is effective. further instructions regarding procedure for placement of existing incumbents in lower grade to higher / upgraded post and change of RRs will be issued separately. by Management Service Directorate.

This issues in consultation with the Official Language directorate and with the concurrence of the Finance Directorate of the Ministry of Railways.

  PAY FIXATION OF JUNIOR HINDI TRANSLATORS OF NCC:
CLARIFICATION REGARDING

(a) NCC Dte B&J letter No. 2002/Estt/CK dated 18 Dec 2012 & 11 Jul 13.
(b) NCC Dte Orissa letter No. 381/SSM/NCC(O)/Estt dated 03 Apr 13.

2. The post of JHT in NCC carried pre-revised pay scale of Rs. 5000-8000. However, VIth CPC recommended merger of three pre-revised pay scales of Rs. 5000-8000, 5500-9000 and Rs. 6500-10,500/- into new pay scale of PB-II of Rs. 9,300-34,800 with Grade Pay of Rs. 4200/-. However, this HQ had received representations from some JHTs claiming that in view of the MoF letter No 1/1/2008-IC dated 13 Nov 2009 they should be granted Grade Pay of Rs. 4600/- in PB-II.

3. Accordingly clarifications were sought from Ministry of Defence. Ministry of Defence have clarified that as per content of Min of Finance, Deptt of Expenditure OM No. 1/1/2008-IC dated 13th November 2009, only those posts which were in pre-revised pay scale of Rs 6500-10500 as on 01.01.2006 (existed in this scale before CPC) , have been granted Grade Pay of Rs. 4600/- and Therefore, the posts which have been upgraded and placed in the pre-revised pay scale after 6th CPC recommendations, are not covered under the said OM. Since JHTs were not in the pre-revised pay scale of Rs 6500-10500 before 6th CPC recommendations, they are not eligible for getting Grade Pay of Rs 4600.

OFFICE MEMORANDUM

Subject: Model Recruitment Rules for the various posts in Official Language Cadre for Subordinate Offices.

The Model RRs for the posts of Hindi Officer, Senior Translator and Junior Hindi Translator in OL cadre issued by this Department have been reviewed in the light of 6th CPC recommendations.

2. After 6th CPC, Department of Expenditure in their OM dated 24.11.2008 and 27.11.2008 have clarified that similarly designated posts existing outside the Central Secretariat Official Language Service (CSOLS) Cadre in various subordinate officers of the Central Government have been granted the same pay scale as granted to CSOLS. The designation with pay scale for various posts in OL Cadre in the subordinate offices shall be as below.

Accordingly, the revised Model Recruitment Rules for the same are enclosed as Annexure to this Office Memorandum.

2. Ministries / Departments may review the existing rules and notify the revised rules conforming to the Model Recruitment Rules. These may also be forwarded to all autonomous/ statutory bodies for adoption. The Ministry of Home Affairs is also requested to forward these Model RRs to the UT Administrations for appropriate action.
