<p><strong>Railways &#8211; 50% of officers and employees attend office with staggered times on every alternative day before further orders</strong></p>

<p><strong>Sub: Preventive Measures to contain the spread of <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" rel="noreferrer noopener">COVID-19</a> &#8211; Attendance regarding.</strong></p>



<p>Attention is invited to Office Order No.47 of 2020 on the above subject. Subsequent to Ministry of Home Affairs Order No. 40-3/2020- DM-I(A)} dated 29.07.2020 related to phased re-opening (Unlock-3), it has been decided that henceforth all officer of the level of JD and above may attend Office regularly and others( below JD level) as per roster so as to <strong><em>ensure that 50% of officers and staff attend office on every alternate days with staggered timings until further orders.</em></strong></p>



<p>1.1 In addition to above, depending on requirement/ exigencies of work, staff /officer may be called for attending Office over and above 50 % of the strength.</p>

<p>2. Other instructions as contained in Office Order No.45 of 2020 particularly with regard to social distancing norms viz distance of at least one meter between two officials, health and hygiene etc to be observed at work place, functional requirement for physical attendance particularly in respect of MTS and other supporting staff etc are to be invariably adhered to by all offictals and to be ensured by the controlling officer.</p>



<p>3. Suitable directive may be issued to all subordinate officials by the Controlling officer for strict compliance of above instructions.</p>

<p>Sub: <strong>Reporting of Officials in Board’s Office during lockdown period</strong></p>



<p>Enclosed is a copy of <a rel="noreferrer noopener" href="https://centralgovernmentnews.com/latest-dopt-order-maintain-33-percent-of-employees-attendance-roaster-work-from-home-central-govt-employees/" target="_blank">DOP&amp;T’s OM No.11013/9/ 2014-Esttt.A-IIT dated 23.04.2020</a> regarding attendance of Officers / Staff during the lockdown period.</p>



<p>2. Attention in this connection is invited to para 3 of Office Order No. 25 of 2020 and also para 2 of <a href="https://centralgovernmentnews.com/latest-dopt-orders-2020/" target="_blank" rel="noreferrer noopener">DOP&amp;T</a>’s enclosed OM for following the extant instructions in letter and spirit. While preparing the roster /asking Officials below Deputy Secretary level for reporting to Office, the guiding principle should be that only upto 33% Officials and depending on the requirement be called for working from Office and all others who are not being called at Office or are residing at Containment Zones should work from home and be available at all times on Mobile phones and other Electronic means of Communications. Officials below Deputy Secretary level should not regularly be called to avoid crowding in the Office, except in case of exigencies of work.</p>

<p>This was one of the agreements arrived at the meeting of the Indian Banks&#8217; Association with associations of bank employees and staff in Mumbai on Monday.</p>

<p>The agreement, primarily settling the long pending negotiations over the wage revision, led to the United Forum of Banking Unions (UFBU) deferring its four day strike plan later this month.</p>

<p>&#8220;It is a balancing act,&#8221; UFBU (Andhra Pradesh and Telangana) Convenor VVSR Sarma told The Hindu about the agreement on the additional holidays. The influential body of the bank staffers was insisting that all Saturdays should be holidays.</p>

<p>By limiting it to two Saturdays and making other Saturdays full working day, the banks have ensured that the impact on the customers due to the additional holidays is less.</p>

<p>On the key wage revision component, Mr.Sarma said 15 per cent increase is what the IBA has agreed. The negotiations had hit a stalemate after the banks struck to 13 per cent, while the UFBU demanded 19 per cent. According to Mr.Sarma, the cost for the banks due to the 15 per cent hike that has been agreed works out to Rs.4,725 crore.</p>

<p>The agreement on the wage revision would be implemented with effect from November 1, 2012, he added.</p>

<p>Cabinet Secretary in his recent directives to Revenue Secretary has emphasised that &#8216;cleanliness of work areas and improvement in the over-all ambience of office buildings as also punctuality on the part of the officials should be reviewed on sustained basis so that there is a visible improvement and that there are no report of slippages in this regard,&#8217;</p>
<p>The importance of clean and tidy office which gives an air of efficiency and observance of punctuality which is essential for maintenance of office decorum and discipline needs hardly be emphasised. Accordingly, the following instructions are brought to the notice of all Cadre Controlling Principal CCsIT and the offices under their jurisdictions for information and compliance and to help them to discharge their responsibilities in a more effective and efficient manner:</p>
<blockquote><p>(i) Precincts of each office has to be spit and span. There should be no dust, no old ACs, Almirahs, and old furniture belonging to the office lying around in corridors, or common areas near staircases, and no betel leaf-stained comers. Dustbins should be provided in the rooms, corridors and washrooms for putting waste paper and garbage. The Agency responsible for maintenance of cleanliness and upkeep of office premises should be instructed suitably to provide services of highest standard failing which penal provisions of the contract signed with the agency may be invoked. Services of Civil, Electrical and Horticulture Wings of CPWD should be obtained wherever required, to improve the overall ambience of office buildings consistent with the prevalent green building norms. To give a neat and tidy look to the sections, the officers concerned may also be impressed upon to take special interest in weeding out of obsolete papers/files and to record all closed cases after action on the issues considered thereon has been completed, as per the prescribed retention schedule.</p>
<p>(ii) All the officers and staff working in offices under cadre control of Pr.CCsIT should strictly observe the prescribed office timings. It should be ensured that they do not overstay the lunch break and leave offices early before closing of office hours. No amount of external efforts can bring about improvements in punctuality of the officials on sustained basis unless Heads of Departments themselves take a personal interest in the same and observe the prescribed office hours. Therefore, all HODS may be instructed to conduct regular ,unannounced and surprise punctuality checks alongwith checking of attendance registers of the offices to see that the officials are observing office hours meticulously. Habitual latecomers may also be warned to mend their ways failing which disciplinary action may be taken against them.</p></blockquote>

<strong>NEW DELHI: 14 JUNE, 2014</strong></p>
<p>Present whispering about reverting back to six days a week in place of the prevalent five days week working in the Administrative Office of the Central Government.</p>
<p>In this connection, the issue was discussed by Shri Shiva Gopal Mishra, Secretary Staff Side, National Council(JCM) and General Secretary, All India Railwaymen’s Federation, with the Cabinet Secretary on 13th June, 2014, and it was brought to his notice that five days a week working was introduced, way back in the year 1985 after prolonged deliberations at the National Council(JCM) level. Various aspects, including energy saving in the form of electricity and also Statutory Provision regarding working hours were kept in view.</p>
<p>After discussion, Cabinet Secretary assured to Secretary Staff Side NC/JCM, Shri Shiva Gopal Mishra, that no such proposal is under consideration with the Government at present.</p>

<p><strong>No 6-day week for Govt staff: Cabinet Secretary assures unions</strong></p>
<p>The Hindu Business Line New Delhi, June 14:</p>
<p>The Government is not considering any proposal to increase the number of working days to six from five a week in administrative offices of the Central Government, according to Shiva Gopal Mishra, Secretary – staff side, National Council, Joint Consultative Machinery (JCM), which is a joint group of various staff unions of Central Government employees.</p>
<p>Mishra stated this on the basis of assurances received from the Cabinet Secretary on Friday. The assurance came through in a meeting of the JCM with Cabinet Secretary on Friday, according to a release.</p>
<p>“After discussion, Cabinet Secretary assured to Secretary, Staff Side National Council &#8211; JCM, Shiva Gopal Mishra, that no such proposal is under consideration with the Government at present,” it said.</p>
<p>Mishra also holds the post of General Secretary, All India Railwaymen’s Federation (AIRF).</p>
<p>&#8220;Five days a week working was introduced, way back in the year 1985 after prolonged deliberations at the National Council(JCM) level. Various aspects, including energy saving in the form of electricity and also Statutory Provision regarding working hours were kept in view,” stated the release.</p>
<p>The Unions also reiterated their view to increase the salaries by merging 50 per cent of Dearness Allowance with the basic pay, Mishra told Business Line.</p>

<p>Sub: <strong>Feedback of the meeting held between the Cabinet Secretary(Government of India) and Secretary(Staff Side), NC/JCM</strong></p>
<p>A meeting was held today between the Cabinet Secretary(Government of India) and Secretary(Staff Side), National Council(JCM), wherein the undersigned raised the issue of non-holding of meeting of the NC/JCM since more than last four years.</p>
<p>While emphasizing on improvement in functioning of JCM Forum, I demanded effective functioning of the National and Departmental Council(JCM) at all levels.I raised the issue of non-consultation with the Staff Side while deciding Terms of Reference of VII CPC on the back of Staff Side.</p>
<p>I demanded inclusion of issue of <strong>Merger of Dearness Allowance with Pay and Payment of Interim Relief should</strong> either be settled by the Central Government or it should be referred to VII CPC with specific instructions that, it should be deliberated immediately, and the issue of Interim Relief must be decided within three months.</p>
<p>I also raised the issue of rumour spread in the air for <strong>bringing 5 days a week working to six days a week</strong>. The Cabinet Secretary said, so far <strong>there is no proposal of five days a week working at the anvil</strong>. Copies of the letters written by the undersigned to the Cabinet Secretary in connection with the above subjects are being enclosed herewith for ready reference.</p>
<p>The Cabinet Secretary discussed all these issues and heard viewpoint of the Staff Side very patiently and assured that he would try to hold meeting of the National Council(JCM) at an earliest.</p>
<p>So far as merger of DA with Pay and Payment of Interim Relief are concerned, <strong>Cabinet Secretary assured for appropriate action</strong>.</p>
<p>He also assured for effective and smooth functioning of the JCM Forum .</p>

<p>New Delhi: Speculation is rife in various union ministries that the new government under Narendra Modi may revert back to the six-days a week workdays in central government offices after about three decades.</p>
<p>Although there is no move yet by the government in this regard the issue is subject of much discussion among the bureaucrats. It was former PM Rajiv Gandhi who, in the mid-1980s, had decided to go in for the five-day week.</p>
<p>The aim at that time was to promote efficiency since it gave the bureaucrats much-needed rest over the weekend on the assumption that the work-culture would improve during week-days.</p>
<p>The closure of Government offices on Saturdays also resulted in saving of electricity and other expenses of the Centre. But despite the current five-day week, some of the ministers even in the previous UPA-2 government were known to attend office on Saturdays and attend to files and other important work.</p>

Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-</p>
<p>(a) whether the Government is aware of adverse impact of long working hours on people working in Government offices and certain Non-Governmental Organisations (NGOs);</p>
<p>(b) if so, whether the attention of the Government has been drawn to the statement of the Chief of the New Economic Forum Think Tank according to which the working hours should be reduced to 30 hours to maintain good health and not to put family life at risk;</p>
<p>(c) if so, whether the Government is contemplating to reduce the working hours of Government servants;</p>
<p>(d) if so, the details thereof and the time by which it is likely to reconsider the working hours; and</p>
<p>(e) if not, the reasons therefor?</p>

<p>(a) Government employees working in Central Government administrative offices observe 40 working hours per week in 5 day week system. The 6th Central Pay Commission had separately examined this aspect and observed that since this system provides more time to the employees for rest and recreation while enabling them to fulfil their domestic and social obligations and actually contributes to their physical and mental well-being and consequently to increase of efficiency, it should continue. In the Non-Governmental Organisations (NGOs) the working hours are governed by the appropriate labour laws.</p>
<p>(b) to (e) In view of (a) above, does not arise.</p>
