<p>Sub: <strong>Posting of a Nurse to Factory Health Clinic- reg.</strong></p>
<p><span style="color: #993300;"><em><strong>One Nurse will be posted to Factory Health Clinics (FHC) of Factories in day shift wef 01 Jaunary, 2014.</strong></em></span></p>
<p><span style="text-decoration: underline;"><strong>This is required for the following reasons :</strong></span></p>
<p>a) Nurse is part of the staff requirement of FHC under Factory rules of various states.</p>
<p>b) Nurse will assist Medical Officer in conduct of Periodic Medical Examination of employees at FHC.</p>
<p>c) Nurse will help in investigation and treatment of routine and emergency cases at FHC and reduce referrals from FHC to main Hospital.</p>
<p>d) Nurse will supervise the work of subordinate paramedical staff.</p>
<p>02. The nurse will be posted to the FHC from overall strength of Nurses in hospital. Factories without hospitals but with independent Estate Health Clinics (EHC) will utilize the services of the Nurse of the EHC in FHC also on past time basis. In case of Factories without Hospital / FHC, Nurse will be posted to FHC from the Hospital concerned.</p>
<p>03. The above arrangement is feasible from current sanctioned strength of Nurses in hospitals with 30 beds are more. Some of the Hospitals with 25 beds or less, where sanctioned strength of nurses (Sr Nurse Gr I &amp; II + Matron) is 06, may have difficulty in making the arrangement due to restricted availability of Nursing staff. They may post a Nurse to FHC on part-time basis.</p>
<p>04. Confirmation of above arrangement may please be forwarded for record before 13-01-2014.</p>

Sub :-<strong> Restructuring of cadre of Artisan Staff in Defence Establishment in modification of recommendation of 6th CPC- clarification regarding</strong></p>
<p>While implementing this office earlier circular, as issued vide this office even No. dated 05.12.2012, one of our Br. AOs has raised the following doubts for clarification:-</p>
<p>(a) Whether bill of Un-availed Leave salary in respect of MCMs who are in receipt of MACP-III upto 2012, at the time of their retirement, will be kept in abeyance till such time necessary clarification is issued from this end.</p>
<p>(b) Which Grade Pay (Rs. 4200/- or Rs. 4600/-) will be taken into account for calculation of un-availed Leave salary.</p>
<p>The above doubts have been examined and <strong>it is decided to restrict the payment of terminal benefit claims including leave salary etc. in respect of the retirees/ death cases taking into account grade pay of Rs.4200/- and not the grade pay of Rs.4600/-, in respect of MCMs who are in receipt of 3rd MACP upgradation in the grade pay of Rs. 4600/- till such time necessary clarification is received from MoD.</strong></p>
<p><strong>In case Govt. agrees to higher Grade Pay of Rs. 4600/- to such MCMs, the arrears for such terminal benefit may be paid to them separately.</strong></p>

<div><em>For candidates residing at Assam, Meghalaya, Arunachal Pradesh, Mizorzm, Manipur, Nagaland, Tripura, Sikkim, Jammu &amp; Kashmir, Lahul &amp; Spiti District and Pangi sub division of Chamba district of Himachal Pradesh, Andaman &amp; Nikobar islands, Lakshadweep and candidates residing abroad, last date of receipt of hard copy of the application by the respective Ordnance Factories will be &#8211; 03-01-2013.</em></div>

<div>4. <strong>AGE</strong> : Between 14 to 22 years &#8211; As on 01-10-2012</div>
<div>Relaxation in Upper age limit is permitted as under</div>
<div>(a) For SC/ST Candidates —05 (Five) years.</div>
<div>(b) For OBC candidates &#8211; 03 (Three) years</div>
<div>(c) For Physically Handicapped (PH) / Physically Challenged (PC) Candidates- 10(Ten) years.</div>
<div>(d) For ITI Candidates — upper age limit will be relaxable by the period of training already undergone as per the normal duration of NCVT/SCVT, in the relevant trade.</div>

<div>5. <strong>ESSENTIAL QUALIFICATION</strong> :</div>
<div>a. For non-ITI applicants: &#8211; Passed ‘Madhyamik&#8217; (Class: X standard or equivalent), with minimum 40% marks in Aggregate and with 40% marks in each of Mathematics &amp; Science.</div>

<div>b. For ITI applicants : &#8211; Should have passed trade test from any institute recognized by NCVT or SCVT or any other authority specified through Gazette Notification of Ministry of Labour &amp; Employment, with duration as per Apprentice Act 1961.</div>
<div></div>
<div>6. ADDRESS FOR APPLICATION : Application is to be addressed to the Senior General Managed / General Manager of any of the following Ordnance Factories, where the applicant intends to undergo the Trade Apprenticeship training and to appear in the competitive induction Examination.</div>
<div></div>
<div>FOR NON-ITI : TRADES OF NON-ITI CANDIDATES WILL BE ALLOTED ON THE BASIS OF MERIT POSITION OF THE CANDIDATES, DRAWN THROUGH THE WRITTEN EXAMINATION Vis-à-vis VACANCIES IN VARIOUS TRADES AVAILABLE IN THE RESPECTIVE FACTORY.</div>
<div></div>
<div>7. <strong>HOW TO APPLY</strong> :</div>
<div>A) Candidate must apply &#8216;online’ through Ordnance Factory Board website http://ofbinida.gov.in</div>
<div>B) While filling up the application form through the website, the applicant must be ready with the following —</div>
<div>i) Scanned copy of his/her recent passport size colour photograph, and</div>
<div>ii) Scanned copy of his/her signature</div>
<div>
C) Candidates must follow the detailed instructions, which will be available on the web-site while filling up the application form,.</div>
<div>
D) The hard copy of the application form must be sent to the respective Ordnance Factory, in aclosed envelop super scribed with ‘APPLICATION FOR TRADE APPRENTISHIP where the candidate intend to apply along with the attested copy of the following documents—</div>
<div>i) Educational qualification</div>
<div>ii) SC/ST/OBC/PH (PC) certificates Candidates claiming OBC status should note that certificate on creamy layer should have been obtained within 03 years before the closing date.</div>
<div>iii) Document of Age proof</div>
<div>iv) Indian Postal Order of Rs. 30/- (non-refundable), in favor of Sr.GM/GM of the Ordnance Factory, where the candidate has applied for. Candidate should write in ink the serial no.of his/her acknowledge form at the back of IPO.</div>
<div></div>
<div>E) Candidates should note that Ordnance Factories will in no case be responsible for non receipt of their hard copy application or any delay in its receipt on any account whatsoever, Hard Copy of applications received after the prescribed closing date will not be entertained under any circumstances and all such applications received after closing date will be summarily rejected.</div>
<div></div>
<div>F) Candidates belonging to SC/ST or PH (PC) category are exempted from submitting IPO.</div>
<div></div>
<div>G) Girl applicants are exempted from submission of IPO.</div>
<div></div>
<div>H) Indian Postal Order must have been issued after the date of publication of this advertisement and should not be later than the last date of submission of the application form.</div>

<div>I) Copy of educational qualification, Age proof, SC/ST/PH (PC) certificates &amp; Photograph of the candidate must be attested by any Central / State Govt. Gazetted Officer or any other competent authority, as per Govt. rules.</div>

<div>8. <strong>ADMITCARD</strong> :</div>
<div>A) Applicants whose application form is found correct in all respects will be able to down load their Admit Card by feeding the unique sl. no. as given in the acknowledgement’, Ordnance Factory Board shall take no responsibility in case of failure to download admit card, by any candidate.</div>

<div>B) It may be noted that any application found not complying with the stipulated requirements will be summarily rejected and no correspondence with any person or organization will be made in this regard, Even in the event of rejection of the application, the IPO of Rs.30/- as submitted by the applicant will not be returned. Ordnance Factories reserve the right to accept/reject any application thus submitted.</div>

<div>9<strong>. EXAMINATION</strong> :</div>
<div>The Examination will be as follows:</div>
<div>A) For Non-ITI Candidates: Written Test (One Paper of 03 hours duration) consisting of questions on — English, General Knowledge, Mathematics and Aptitude/Reasoing as per Madhyamik( Class: X Standard or equivalent)</div>
<div>B) For ITI Candidates: Written Test (one paper consisting with 02 Parts of 03 hours duration)</div>
<div>PART — A: Questions on English, General Knowledge, Mathematics and Aptitude/Reasoning &#8211; approx. 40% out of total number of questions.</div>
<div>PART — B: Questions on the group of subject trades — approx. 60% Out of total number of questions.</div>
<div>C) Examination will consist of Multiple choice Objective Type questions.</div>
<div>D) Candidate will be allowed to write the examination in any one of the following languages, Hindi / English / Telugu / Marathi / Tamil / Bengali / Oriya, as per his option in the Application.</div>
<div>E) Candidates will be permitted to enter examination hall with ADMIT CARD only.</div>
<div></div>
<div>10. <strong>MERIT LIST</strong> :</div>
<div>Merit list for all candidates will be published through Ordnance Factory Board web-site www.ofbindia.gov.in In the event of tie in total marks obtained by the candidates,following criterion will be followed to decide position:</div>
<div>a. For Non-ITI Candidates by age seniority.</div>
<div>b. For ITI Candidates: i. Higher marks in Part-B</div>
<div>ii. Age seniority (in case marks obtained in Part-B are also identical).</div>
<div></div>
<div>11.<strong> RESERVATION FOR SC/ST/OBC &amp; PH (PC) CANDIDATES</strong> :</div>
<div>As per the relevant schedule in the Rules under the Apprentice Act’ 1961 &amp; Disability Act’ 1995 &amp; existing Govt. Rules. Final selection of the candidates will be made in order of merit In each category, separately.</div>
<div></div>
<div>12. <strong>DURATION OF TRAINING</strong> :</div>
<div>a) For Non-ITI &amp; ITI Candidates: Duration of Training period will be as specified in the Apprentices Act, 1961. However, for ex-ITI candidates, training period will be reduced by the normal duration of Trade-wise training period, the Candidate have under went training at ITI in respective trade.</div>
<div></div>
<div>13. <strong>STANDARD OF PHYSICAL FITNESS</strong> :</div>
<div>a) As per the Schedule II of the Apprentices Act, 1961 &amp; Disabilities Act, 1995.</div>
<div></div>
<div></div>
<div>14. <strong>STIPEND : </strong>&#8211;</div>
<div>During the 1st year of training, Rs.1490/- per month</div>
<div>During the 2nd year of training, Rs.1700/- per month</div>
<div>During the 3rd year of training, Rs.1970/- per month</div>
<div>During the 4th year of training, Rs. 2220/- per month</div>
<div></div>

<div>No other allowances will be paid during the entire period of Apprenticeship training. However, in case of Ex-ITI candidates, period of training already undergone by them will be considered for the purpose of determining the stipend.</div>
<div></div>
<div>15. <strong>MEDICAL EXAMINATION :</strong></div>
<div>Will be conducted by respective Ordnance Factories (for the selected candidates only). Date, Time &amp; Venue of Medical Examination will be communicated separately by the Factory concerned</div>
<div>.</div>

<div>The selected candidates will have to execute a Contract (if minor, by his/her guardian). The Apprentices will not be provided with quarters/hostel accommodation by the Ordnance Factories. During the training, the Apprentices are entitled for medical treatment from respective Ordnance Factory hospitals.</div>

<div>17. <strong>OFFER &amp; ACCEPTANCE OF EMPLOYMENT </strong>:</div>
<div>It shall not be obligatory on the part of the Employer to offer any employment to any Apprentice after completion of training, nor shall It be obligatory for the Apprentices to accept any employment if offered by the Employer. The candidates are advised to get themselves familiarized with the Rules and Regulation under</div>
<div>the Apprentice Act, 1961.</div>

<div>18. <strong>GENERAL INFORMATION</strong> :</div>
<div>Applicants are advised to note the following instructions Carefully:</div>

<div>1) Must not attempt impersonation, or take help of any impersonator at any stage of the selection process.</div>

<div>2) Any material suppression of facts or submitting forged certificates shall lead to rejection to his/her candidature.</div>

<div>3) Any candidate found using any type of unfair means in the examination will be rejected summarily.</div>

<div>4) Decision of Ordnance Factories in all matters relating to eligibility, acceptance/rejection of any application, allotment of examination centre etc. will be final and binding on the candidates and no inquiry/correspondence will be entertained n this regard.</div>

<div>5) Ordnance Factory Board reserves the right to consider / incorporate any subsequent changes modifications / additon in the terms &amp; conditions related to this examination</div>

<div align="justify">1. Extended Welcome to Chairman and DGOF, all members of OFB present and both official side and staff side for the meeting of JCM III level council.</div>
<div align="justify"></div>
<div align="justify">He thanked DGOF and Chairman for giving lot more details about the organisations role in meeting the increased requirements of the Armed forces by raising the demand of Rs.46,000 crores in 11th Five Year Plan to Rs.92000 crores which shows the confidence on Ordnance Factories by MoD.  This is an encouraging trend in the present juncture as we have seen many downfalls and were facing tough situation having no sufficient load which led to diversification and taking load from outside.  We should strive hard and work together to raise the flag high by fulfilling the commitments and not giving chance to outside players to encroach into our field.  For which on behalf of INDWF and Staff side we assure our best co-operation.</div>

<div align="justify">The proposed welfare schemes proposed by Chairman such as annual cultural meet, Housing society, creating Hostel facility at Ambjahari and coaching centre at Kanpur are welcome.  This shows the concern of OFB on our employees, Staff and Officers.</div>

<p><a name="more"></a></p>
<div align="justify">To achieve the goals/Targets, OFB may come out with an Action Plan which can be discussed and jointly make it implementable and achievable.</div>
<div align="justify"></div>
<div align="justify">Expansion by adding new organisations with OFB will boost our activities by utilising the available infrastructure.</div>
<div align="justify"></div>
<div align="justify">This Bipartite participation system should be strengthened and be utilised to its best so that the industrial Relation situation may be kept in better control.</div>
<div align="justify"></div>
<div align="justify">2. HAPP Trichy though originally established to manufacture Tank Ammunition but now the factory is facing raw material problem i.e. Tungsten powder import due to which FSAPDS production is not taking place.  Import action may be expedited.  RGB-60 &amp; 12 product was successfully established by HAPP to Navy.  Load is available but the existing capacity is very less.  PINAKA production is also added.  Therefore, the draft project report in this respect for augmentation may be cleared at the earliest by which Factory can get manpower, Machineries and additional buildings etc.</div>

<div align="justify">3. OF Trichy was manufacturing 5.56 Rifles which has now come to minimum requirement of only 10,000.  OFT has successfully established assault Rifles which is considered equivalent to AK47.  MoD is importing Assault Rifles.  Therefore, orders may be obtained for Assault Rifles projected to OFT in respect of 30 mm Canon 105 nos, 12.7 only 15 nos this may be revised upward otherwise the Factory come to under utilisation.</div>

<div align="justify">4. At OF Muradhnagar Hand grenade last year load was 8.7 lakh and current year need to be produced 13 lakh nos. No supplies of orders at least immediately 5 lakh order may be given to utilised and engage the manpower.  It is understood OF Chanda is not having detonators to assemble and therefore orders/Demand was not given.  This may be noted and orders may be given.</div>

<div align="justify">5. 81 mm HE Bomb body forgings from OFAJ were to be supplied to OFM for machining.  Till date no order.  This may be expedited.</div>
<div align="justify"></div>
<div align="justify">6. We are thankful that OFB considered and granted 1975 posts of Labourer SSK for Direct Recruitment in Ordnance Factories.  This is a welcome decision by this contract Labour engagement will reduce we should gradually do away in engaging contract labour in Ordnance Factories which is resulting in Theft, indiscipline and improper utilisation of this manpower.</div>

<div align="justify">7. With regard to IR situation in Ordnance Factories, earlier it was dealt by deputing Officers from OFB Personnel Division and Federation Leaders to settle the issues.  Now this is given less priority and few Factories are adopting unfair Labour practice leading to conflicts and unrest as well as victimising the Union leaders.  A Mechanism may be evolved to control and settle the Industrial Relation situation.</div>

<div align="justify">8. Piece work Co-relation on 6th CPC pay needs to be expedited by holding discussions at the Apex level between OFB and Federations mutually so that the proposal can be forwarded to M of D for early approval.  Priority may be given to this.</div>
<div align="justify"></div>
<div align="justify">9. With regard to GSF, 4 Grade Structure in respect of IE’s has not been implemented yet on the reasons that the matter is sub-judice.  It is requested that the GSF management and OFB should take necessary steps to vacate the stay order for implementation.  Many employees are superannuating from service, the beneficiaries are loosing on an average Rs.2000 to Rs.3000 every month which is leading to frustration, kindly expedite.</div>

<div align="justify">10. Despite various clarifications sought by Factories and issued by OFB still many Factories are yet to implement and accord the financial benefit.  This may be monitored and the Action Taken Report may be obtained for the information of the Council.</div>
<div align="justify"></div>
<div align="justify">11. There are many issues pertaining to Factories and OFB in respect of Personnel matters which are being raised frequently in all the meetings by the Staff side members and issues are pending unresolved.  It is therefore suggested to form small Working Groups to study and find out the actual reasons and suggest the remedial measures by which issues can be settled/closed and the time can be saved.  Also as it was proposed Audit in administration matters in respect of Promotions, Seniority, Reservation, Maintaining ratio in Promotion and Recruitment etc., can be maintained without any kind of manipulations. Etc.,</div>

<div align="justify">12. Centralised Seniority in respect of NIE’s &amp; NGOs may be updated every year and be made available to the Factories.</div>
<div align="justify"></div>
<div align="justify">13. Policy adopted in respect of Medical Officers now and the orders issued for transfers has created not only disturbance to them but also created vacuum in Hospitals particularly HVF Hospital where Surgeon, Anaesthesia and Gynaecologist and Two other medical officers are transferred.  This may be reviewed on their Children’s study, near retirement etc., and to avoid frustrations.</div>

<div align="justify">14. The issue of acute stagnation in the Store Keeping cadre may be considered as important and priority should be given to implement the proposal of AWATI Committee by diverting some posts of Chargeman (T) to relieve the stagnation of Storekeeping Cadre as an immediate measure.  Cadre Review Proposal is a long term relief and the immediate relief is most important.</div>

<div align="justify">15.  JCM members and Federation Leaders are provided the accommodation at IB.  Due to renewal of IB, the Mayur Bhawan, HANS Bhawan was constructed. But at times we are denied accommodation when approached through OFB.  It is therefore, we request at least 4 Rooms in Mayur Bhawan may be kept under the Control of OFB to provide accommodation for JCM II, III and Federation Leaders when not occupied by these leaders, during that time Factory may utilise under the intimation to OFB.</div>

<div align="justify">16. Ordnance Factory Board may consider to introduce Job Guaranteed Training Schemes like Journeyman Ship Training, SCT, SAT training etc for future requirements and to impart better Training so that they will be better qualified for future Supervisory posts.</div>
<div align="justify"></div>
<div align="justify">17. On LTC Home town, necessary clarification may be issued by PC of A Fys for converting to All India LTC.</div>
<div align="justify"></div>
<div align="justify">18. JWMs working in Factories for a longer period say 20-30 years and also in one section may be rotated within the Factory or between the Factories to avoid monopoly.</div>
<div align="justify"></div>
<div align="justify">19. OCF Chandigarh we received representation that many trees have been rooted out and the timber is piled/stocked at the Factory which is not with the approval of the Forest Department which may be enquired and corrective steps may be taken.</div>
<div align="justify"></div>
<div align="justify">20. Employees of MCM grade were promoted to Chargemen(T) against their objection between 01.01.2006 and after, since MCM and Chargeman (T) are drawing identical Pay it is not a promotion, only Transfer.  But Factory is treating as Promotion and refusal of promotion is not entitled for MACP Rs.4, 600/- which may be settled by reverting to MCM grade.</div>

<div align="justify">21. In respect of DBW and CPW for DR in SSK the desirable qualification trade background etc., may be clearly notified including the Trade Test specification as number of candidates are not available in AOCP Trades.</div>
<div align="justify"></div>
<div align="justify">22. Taking into account of the present workload, the sanctioned manpower may be revised in all Ordnance Factories, the sanction should not be more than the authorisation and sometimes authorisation is less than the sanction.  This may be revised.</div>
<div align="justify"></div>
<div align="justify">23. Member representing in the APEX Productivity council (APC) should be considered as equal to JCM members and if they are serving employees, they should be given all facilities and representation alike JCM members in Factories.  Necessary instructions may be issued.</div>
<div align="justify"></div>
<div align="justify">24. The norms decided by OFB for allowing candidates to appear in Limited Departmental Competitive Exams may be made clear for the information of the House and also necessary amendments be made in SRO.</div>
<div align="justify"></div>
<div align="justify">25. Teachers strength may be increased in Factory schools as per demand and also the applicability of RTE Act in OF Schools may be clarified.</div>
<div align="justify"></div>
<div align="justify">26. Employees deputed to various locations for attending Official Duties other than Ordnance Factories should be taken care of their Overtime, Incentive Loss.  A suitable decision is required to be taken to avoid financial loss to them.</div>
<div align="justify"></div>
<div align="justify">27. New Pay slips may be introduced for wage disbursement of Industrial Employees for August to be paid in the month of September.</div>
<div align="justify"></div>
<div align="justify">28. Cadre review of Chargeman and JWM, a committee under the Chairmanship of Shri R.N.Ralegaonkar, AGM/OFAJ, to be constituted and the same to be undertaken</div>
<div align="justify"></div>
<div align="justify">29. Direct Recruitment for the post of Chargeman for 829 posts has been sent to SSC.</div>
<div align="justify"></div>
<div align="justify">30. Factories have been asked to project their requirement of Teaching staff in the Ordnance Factory Schools and a proposal will be made to MoD for Direct Recruitment sanction as per requirement of Ordnance Factory Schools.</div>
<div align="justify"></div>
<div align="justify">31. MACP and PLB pending for Teaching staff is taken up with MoD.</div>
<div align="justify"></div>
<div align="justify">32. Computer Classes to be arranged in Ordnance Factory Schools for the betterment of the Children studying in the Ordnance Factory Schools.</div>
<div align="justify"></div>
<div align="justify">33. High level committee to be formed for Explosive Factories for discussion on Safety Points.</div>
