<p>The government is proposing a scheme to establish New Sainik Schools across the country in collaboration with NGOs, private schools, states, and others.</p>

<p>The government is proposing to bring a new scheme for setting up Sainik Schools in the country in partnership with NGOs/Private Schools/States etc. The endeavor is to provide schooling opportunities in the “CBSE Plus” type of educational environment by involving desirous Government/Private Schools/NGOs to partner in establishing/aligning their system with Sainik Schools ethos, value system, and national pride. It envisages enrolling existing/upcoming schools to be run on the lines of the Sainik Schools curriculum. The schools are proposed to be affiliated with the Sainik Schools Society.  Detailed guidelines and requisite approvals are at an advanced stage.</p>

<p><strong>Union Budget proposes to set up 100 new Sainik Schools in partnership with NGOs/ private schools/ states</strong></p>

<p>Union Budget for Financial Year 2021-22 has proposed to set up 100 new Sainik Schools in the country, in partnership with NGOs/ private schools/ state-owned schools, etc. Finance Minister Smt Nirmala Sitharaman had presented the Budget in Parliament on February 01, 2021. The endeavor is to provide schooling opportunities in ‘CBSE Plus’ type of educational environment by involving desirous Government/ Private schools/NGOs to partner in establishing/aligning their system with Sainik Schools’ ethos, value system, and national pride. It envisages enrolling existing/upcoming schools to be run on the lines of Sainik Schools’ curriculum.</p>



<p>All 100 schools are proposed to be affiliated to Sainik Schools Society. Such affiliated Sainik Schools will be provided with part financial support to incentivise the effort.</p>



<p>The aim of establishing Sainik Schools is to prepare children academically, physically and mentally for entry into the National Defence Academy and to develop qualities of body, mind and character which will enable the young boys to become good and useful citizens.</p>



<p>At present, there are 33 Sainik Schools functioning all over the country. From the academic session 2021-22, girl candidates are also eligible for admission to Class VI in all 33 Sainik Schools.</p>

<p>Admission to Sainik School is strictly merit based through a competitive exam and medical fitness. As per Sainik School Society Rules and Regulations 1997, seats for admission in Sainik Schools are reserved for candidates belonging to <strong>SC, ST and Defence categories</strong>. It has been decided on 10th January, 2020 to have <strong>27% reservation for OBCs</strong> in admissions to align with the formulations of the M/o Human Resources Development on the matter of admissions.</p>

<p>Madurai (TN), Jan 27 (PTI) Virtually sounding the Lok Sabha poll bugle in Tamil Nadu, Prime Minister Narendra Modi Sunday hit out at critics of the 10 per cent quota for the economically weaker sections.</p>
<p>A few in the state were creating an &#8220;atmosphere of suspicion and mistrust&#8221; for &#8216;selfish&#8217; interests, he said addressing a well-attended BJP rally here.</p>
<p>He took a swipe at the proposed grand alliance of opposition parties, saying they had set aside their &#8216;differences&#8217; to &#8220;remove this watchman&#8221; in the forthcoming Parliamentary elections.</p>
<p>The government was taking effective steps to rid the country of corruption and nepotism, he said, while assuring firm action against economic offenders, even if put up abroad.</p>
<p>The Centre&#8217;s 10 per cent quota for the Economically Weaker Sections (EWS) in the general category in education and government jobs will not impact the existing reservation benefits for Dalits, Tribals and OBCs, Modi said.</p>
<p>The EWS quota had been earmarked with the &#8216;spirit&#8217; of providing opportunities to all in education and employment.</p>
<p>&#8220;This decision has been taken in such a way that it doesn&#8217;t impact Dalits, tribals and OBCs who are already availing the benefits of reservation,&#8221; he added.</p>
<p>&#8220;It is unfortunate that an atmosphere of suspicion and mistrust is being created by a few people in Tamil Nadu to serve their own selfish interest. I urge all of you to be vigilant and against such negativity,&#8221; he said.</p>
<p>Opposition DMK and some other parties in the state have opposed the 10 per cent quota, saying social backwardness alone should be the criterion for reservation.</p>
<p>The DMK has moved the Madras High Court challenging the Constitution amendment providing for the EWS quota.</p>
<p>Modi further said any political thought which opposes the poor cannot benefit anyone, adding opportunities for all cannot be guaranteed as long as there were artificial concepts of high and low or ours and theirs.</p>
<p>Further, the union government was taking effective steps to rid the country of corruption and nepotism, he said.</p>
<p>&#8220;Any person who has cheated or looted the country shall be brought to justice. This is regardless of whether he is in India or abroad,&#8221; he said, in an apparent reference to economic offenders Vijay Mallya, Nirav Modi and Mehul Choksi, all of whom are staying abroad.</p>
<p>Modi said the Centre&#8217;s effort against corruption has created a &#8220;stir from Chennai to Delhi,&#8221; and that all those who were &#8220;used to making bills in government contracts, &#8220;different bills, and welfare schemes, are now facing the music.&#8221;</p>
<p>That was why they were all coming together, he said in an apparent reference to a proposed grand alliance of major opposition parties, including the Congress and DMK.</p>
<p>&#8220;They say that keeping aside all other considerations they must unite to remove this watchman. However big a group they form, out of fear and negativity, Narendra Modi will stand firmly with the poor,&#8221; he said.</p>
<p>&#8220;And I call upon the people of Madurai and the youth of Tamil Nadu to reject these forces of negativity,&#8221; he said.</p>
<p>Modi, who started his address by extending salutations in Tamil, hailed Madurai for being a seat of the ancient Tamil Sangam, and a pilgrimage city. He also paid tributes to the late Chief Minister J Jayalalithaa on the occasion.</p>
<p>Modi, who earlier laid the foundation stone for the All India Institute of Medical Sciences at nearby Thoppur, said it the hospital would be &#8220;ready soon.&#8221;</p>
<p>Work was on to establish one medical college in every three Lok Sabha constituencies which was being done with the objectives of improving medical services and providing avenues of education and employment to the youth, he said.</p>
<p>Besides direct intervention in health care, the Centre was also focused on preventive health care and the Swachh Bharat initiative has become a people&#8217;s movement with marked increase in rural sanitation, he said.</p>
<p>Nine crore toilets have been built in the last four years, with 47 lakh of them in Tamil Nadu, he said.</p>
<p>The government was working to improve the ease of living for the poor and middle class, Modi said while highlighting the increased focus on connectivity including highways and airways.</p>
<p>The speed of building highways and laying railway lines has doubled, he said, adding projects pending for years have been expedited.</p>
<p>The government has started work on a Rs 2,100 crore project to link the holy island of Rameswaram and Pamban in the state, while a new a Pamban bridge is being constructed to facilitate people in the region, he informed.</p>
<p>Madurai and Chennai will be now connected through the &#8216;ultramodern&#8217; Tejas train while the country&#8217;s fastest Train 18 will in times to come provide high speed connectivity across the country, he said.</p>
<p>Developed at the Chennai-based Integral Coach Factory (ICF), Train 18&#8217;s largescale production will create jobs for Tamil Nadu youth, the Prime Minister said, adding several other countries have also evinced interest in it.</p>
<p>On the Devendra Kula Velalar community&#8217;s demand to be scrapped from the Scheduled Castes list, Modi said he was &#8220;fully sensitive&#8221; about it.</p>
<p>A &#8216;significant&#8217; progress has been made on the matter, he said and assured &#8216;justice&#8217; to the community, which wants to be included in the OBC list.</p>

<p>Subject: <strong>Revision of income criteria to exclude socially advanced persons/sections (Creamy Layer) from the purview of reservation for Other Backward Classes (OBCs)</strong>-reg.</p>
<p>The undersigned is directed to invite attention to this Department&#8217;s Office Memorandum No. 36012/22/93-Estt. (SCT) dated 8th September, 1993 which, inter-alia, provided that sons and daughters of persons having gross annual income of Rs.1 lakh or above for a period of three consecutive years would fall within the creamy layer and would not be entitled to get the benefit of reservation available to the Other Backward Classes. The aforesaid limit of income for determining the creamy layer status was subsequently raised to Rs. 2.5 lakh, Rs. 4.5 lakh and Rs. 6 lakh vide this Department&#8217;s OM No. 36033/3/2004-Estt. (Res) dated 09.03.2004, OM No. 36033/3/2004-Estt. (Res) dated 14.10.2008 and OM No. 36033/1/2013-Estt. (Res) dated 27.05.2013 respectively.</p>
<p>2. It has now been decided to raise the income limit from Rs. 6 lakh to Rs. 8 lakh per annum for determining the creamy layer amongst the Other Backward Classes. Accordingly, the expression &#8220;Rs. 6 lakh” under Category VI in the Schedule to this Department&#8217;s aforesaid O.M. dated 8th September, 1993 would be substituted by &#8220;Rs. 8 lakh&#8221;.</p>
<p>3. The provisions of this office memorandum have effect from 1st September, 2017.</p>
<p>4. All the Ministries/Departments are requested to bring the contents of this office memorandum to the notice of all concerned.</p>

										<content:encoded><![CDATA[<p><strong>Cabinet approves setting up of a Commission to examine the Sub-Categorization within OBCs </strong></p>
<p>The Union Cabinet chaired by Prime Minister Shri Narendra Modi today approved a proposal for setting up of a Commission under article 340 of the Constitution to examine the issue of sub-categorization of the Other Backward Classes (OBCs).</p>
<p>The Commission shall submit its report within 12 weeks from the date of appointment of the Chairperson of the Commission. The Commission shall be known as the Commission to examine the sub-categorization of Other Backward Classes.</p>
<p><strong>The proposed terms of references of the Commission are as follows:</strong></p>
<blockquote><p>(i) To examine the extent of inequitable distribution of benefits of reservation among the castes/ communities included in the broad category of OBCs, with reference to the OBCs included in the Central list.</p>
<p>(ii) To work out the mechanism, criteria, norms and parameters, in a scientific approach, for sub-categorization within such OBCs, and,</p>
<p>(iii) To take up the exercise of identifying the respective castes/communities/ sub-castes/ synonyms in the Central List of OBCs and classifying them into their respective sub-categories.</p></blockquote>
<p>The Supreme Court in its order dated 16.11.1992 in WP(C) No. 930/1990 (Indra Sawhney and others vs. Union of India) observed that there is no Constitutional or legal bar to a State categorizing backward classes as backward or more backward and had further observed that if a State chooses to do it (sub-categorization), it is not impermissible in law.</p>
<p>Nine States of the country viz., Andhra Pradesh, Telangana, Puducherry, Karnataka, Haryana, Jharkhand, West Bengal, Bihar, Maharashtra and Tamil Nadu have already carried out sub-categorization of Other Backward Classes.</p>

<p>Chennai: More than two decades after implementation of Mandal commission report, which mandates 27 percent reservation for OBCs in central government jobs, an RTI data shows that less than 12 percent of employees of central government ministries, departments and statutory bodies are from other backward classes (OBCs) as on January 1, 2015.</p>
<p>What’s more, 40 ministries, including social justice and 48 departments held back the information sought by Chennai based scientist E Muralidharan under the Right to Information Act. Among the departments that have not provided any information is ministry of human resources, which is a major employer of group A employees like professors in IITs and other central educational institutions.</p>
<p>Going by the data available, under the group A, B,C and D category of employees, out of 79,483 posts, there are only 9,040 OBC staff.</p>
<p>Surprisingly, data provided by the department of personnel and training, which was the recipient of the RTI appeal and is responsible for the appointments, itself fares poorly in this regard, with 12.91 percent Scheduled Castes (SC), 4 percent Scheduled Tribes (ST) and 6.67 percent OBC forming the pool of employees under the reservation laws. The total number of personnel in the department is 6,879.</p>
<p>This means that a significant number of posts which have been allocated for these communities are yet to be filled, which raises questions on the effective implementation of the Mandal committee recommendations, Muralidharan said.</p>
<p>A closer look at the data indicates that there is not a single OBC Grade A officer in the President’s secretariat; less than 9 percent of the 651 Union Public Service Commission (UPSC) staff is from the OBC category. The higher education department employs only 5 percent OBC in Grade A officers and 10 percent OBC staff. Out of 41 Grade A posts in the department of scientific and industrial research, there is only one OBC officer.</p>
<p>Muralidharan has repeatedly filed RTIs every year to check the performance of the central government in appointments under reserved categories. “The departments are supposed to release the data, but they have been found wanting,” he said.</p>
<p>In the RTI query, Muralidharan asked what action was initiated against ministries and departments which did not provide the data. The under-secretary of the department of personnel and training, Raju Saraswat replied that two reminders were sent to the departments concerned, but he failed to state if any action was taken.</p>
<p>Muralidharan said that it was mandatory for the departments and ministries to furnish these details to DoPT by January 1 every year as per an office memorandum (OM No. No.43011/10/2002-Estt (Res.), dated December 19, 2003.</p>
<p>He pointed out that the poor implementation of caste-based reservations would result in the wedge of inequality increasing. “Reservations should be time-bound and there must be a of the positions filled,” he said.</p>
