<p>In partial modification of this office circular no.3-8(89)/2002-03/ NVS/F&amp;A(IA)/188 dated:26.10.2005 and even no.122 dated 26.09.2011 on the subject I am to convey the approval of Commissioner, NVS, the revised ceiling for pre audit of medical reimbursement claims for treatment obtained for day to day ailments by the employees of samiti for self and their dependent family members are as follows-</p>

<p>All other terms and conditions mentioned in the letter dated 26.10.2005 ibid will remain unchanged and which are reproduced as follows-</p>



<p>1. The ceiling for treatment taken from Govt./ CGHS recognised hospital for passing the claim at Vidyalaya level (excluding Principal) per employee per annum has been revised from Rs.5000 to Rs.25000 with effect from 14.05.2021 to till further order.</p>



<p>2. The ceiling for treatment taken from AMA for passing the claim at Vidyalaya level (excluding Principal) per employee per annum has been revised from Rs.5000 to 15000 with effect from 14.05.2021 till further order.</p>



<p>3. The proposals for appointment of private medical practitioners as AMAs should be in accordance to the Govt. of India decision as notified under CS(MA) rules and the proposals complete in all respect for appointment of AMAs at JNV level will be submitted to regional offices for approval and after getting the approval the claim at Vidyalaya level will be processed in accordance to above financial ceiling.</p>



<p>4. Before getting the proposals for appointment of private medical practitioners as AMAs , the regional office will issue comprehensive guidelines to all Principals for empanelment of AMAs and the same comprehensive guidelines will also be followed by regional office, while engaging the AMAs.</p>



<p>5. All the medical claims in respect of JNVs staff exceeding 25000 (Per employee per annum) for the treatment taken in Govt./ CGHS recognised hospital, will be sent to concerned regional office as per existing practice for pre audit and sanction.</p>



<p>6. All the medical claims in respect of Principals would be forwarded to regional office concerned for pre audit and sanction.</p>



<p>7. All the claims irrespective of amount seeking relaxation as per CS(MA) rules, 1944 shall continue to be sent to F&amp;A wing at NVS after proper pre audit and recommendation of concerned RO for getting approval of Commissioner, NVS.</p>



<p>8. All other conditions as conveyed vide this office circular dated 04.2003 and the rules framed as per CS(MA) 1944 will remain unchanged and is to be followed strictly.</p>

<p>Sub:- <strong>Enhancement of ceiling of Payment of Gratuity to the employees of NVS from Rs.10.00 lacs to Rs.20.00 lacs.</strong></p>



<p>It is hereby notified that the ceiling limit of Gratuity has been enhanced from Rs.10.00 lacs to Rs.20.00 lacs with effect from 29.03.2018 in respect of the employees who joined NVS prior to 01.01.2004.</p>

<p>It is also notified that the NVS-Payment of Gratuity Rules, 2007 hither to in operation has been scrapped. Henceforth, the Payment of Gratuity, as amended from time to time under Payment of <a href="https://centralgovernmentnews.com/tag/retirement-gratuity/" target="_blank" rel="noreferrer noopener" aria-label="Gratuity (opens in a new tab)">Gratuity</a> Act, 1972 ( amended in 2018) will be applicable for employees of NVS who joined NVS prior to 01.01.2004.</p>



<p>This has the approval of the Ministry as communicated vide letter No. F.No. 17-30/2018-UT-3 dated 11.02.2020.</p>

<p>Sir,<br />
In continuation to this office letter of even number dated 06.12.2018 seeking willingness of the employees with regard to introduction of alternate annuity based pension, it is to clarify the following:-</p>
<p>1. Own share of employee in the existing CPF scheme shall remain intact. It will not be utilized for creating the corpus fund of the alternate pension plan.</p>
<p>2. However, the management share of the existing CPF scheme will be utilized to form the corpus fund for the proposed annuity based pension scheme.</p>
<p>3. Proposed basic pension is 50% of the basic pay at the time of retirement and there is no provision for DA thereon.</p>
<p>4. Provision for commutation of pension upto 1/3rd of the basic pension exists..Employee at the time of retirement can get the commutation value. It would be more or less equal to the management share. Besides 213rd of basic pension per month fixed at the time of retirement is payable.</p>
<p>5. The pension is payable till the pensioner is alive. There is no provision for family pension after death of the employee.</p>
<p>6. However, proposal for provisioning of DA and family pension is also being sent to the Ministry for consideration.</p>
<p>7. In case of death of the eligible employees during service, Provision for a lump sum insured amount payable to their dependents is proposed to be covered under group term Insurance Scheme.</p>
<p>The afore mentioned information may be widely circulated amongst the eligible employees to enable them to franchise their options/willingness for the proposed annuity based pension</p>
<p>This issues with the approval of Competent Authority.</p>

<p><em><strong>Pension benefit to teachers of Jawahar Navodaya Vidyalayas</strong></em></p>
<p>The option to switchover to the GPF Scheme was available only to the employees of those institutions which were in existence as on 1.1.1986. Since the Navodaya Vidyalaya Samiti (NVS) was registered as a society only on 28.2.1986, the option of switchover to GPF scheme was not applicable to the employees of NVS.</p>
<p>The employees of NVS had been given the benefits of Contributory Provident Fund (CPF) scheme since its inception. The New Pension Scheme (NPS), which was introduced for the Central Government employees w.e.f. 1.1.2004, was made applicable to the regular employees of NVS w.e.f. 1.4.2009. Those employees who had joined NVS on regular basis before 1.4.2009 were given an option to continue with the existing CPF scheme or to join the NPS.</p>
<p>The option was to be exercised by 3.11.2009. Those employees of NVS who have opted for and are covered under the NPS, are entitled to the benefits envisaged under this scheme. Thus, the teachers of the Jawahar Navodaya Vidyalayas are already entitled to benefits of either the CPF scheme or the NPS scheme having regard to the option exercised by them.</p>
<p>This was stated by Shri Satya Pal Singh, Minister of State for Human Resource Development in a written reply to a question in Rajya Sabha on 13.12.2018.</p>
