<p>(ii) Railway Board&#8217;s letter No. PC-VI/2010/I/7/5/1 dated 14/03/2012.<br />
(iii) NFIR&#8217;s letter No. I.11/Part I dated 30/07/2018.</p>
<p>Federation vide its letter dated 30/07/2018 brought to the notice of Railway Board the case of non-payment of two additional increments to the Nursing Personnel at revised rates of pay as per 7th CPC, unfortunately no instructions have been issued so far.</p>
<p>Federation desires to clarify that with the implementation of 6th CPC recommendations the rates of two additional non-absorbable increments at the revised rates of pay of 6th CPC were last issued by the Railway Board vide letter No. PC-VI/2010/I/7/5/1 dated 14/03/2018 (RBE No. 33/2012), however similar instructions have not been issued by the Board, causing disappointment among the staff who are entitled for two additional increments on the 7th CPC Pay.</p>
<p>While enclosing copy of Federation&#8217;s letter dated 30/07/2018, NFIR again urges upon the Railway Board to issue instructions to all Zonal Railways to grant two additional increments (at the rate of 3% each on 7th CPC Pay) w.e.f. 01/01/2016 to the Nursing Personnel. Action taken in the matter may kindly be conveyed to the Federation.</p>

<p>Sub: <strong>Grant of two additional increments at revised rates to Nursing Personnel pursuant of revision of pay (7th CPC)-reg.</strong></p>
<p>Ref: (i) NFIR&#8217;s PNM Item No. 11/2008.</p>
<p>(ii) Railway Board&#8217;s letter No. PC-VI/2010/I/7/5/1 dated 14/03/2012.</p>
<p>The Railway Board vide letter dated 14/03/2012 had issued instructions to the Zonal Railways etc to grant two additional increments to the Nursing Staff possessing B.Sc. Degree as additional qualification in terms of para 160(2) (iii) of IREM Vol-I,1989 Edition, on the basis of pay drawn in 6th CPC Pay Band. These instructions were issued as a result of demand raised by NFIR vide PNM Item No. 11/2008.</p>
<p>Federation has since received representations from the Nursing staff of some Zonal Railways that the payment of two additional increments, based on the revised rates of 7th CPC is not yet ensured w.e.f. 01/01/2016, (the date of implementation of 7th CPC pay matrix) and payment continued at the old rates of 6th CPC Pay Band. The non-revision of additional increments rate has been causing hardships to the staff and grievances continued from Nursing Personnel.</p>
<p>NFIR, therefore, requests the Railway Board to kindly issue suitable clarification to all Zonal Railways/Production Units to grant two additional increments (3% each on 7th CPC Pay) from 01-01-2016 to the Nursing Personnel. A copy of instructions issued may please be endorsed to Federation.</p>

<p>Sub: <strong>Grant of Grade Pay Rs.6600/PB-3 to Nursing personnel i.e. staff Nurses/Nursing Sister/Matron/Chief Matron under 3rd MACP.</strong></p>
<p>The staff side (NFIR and AIRF) had demanded for grant of 3rd financial upgradation in the Grade Pay of Rs.6600/PB-3 to Nursing personnel under MACPS on the basis of OM dated 09-09-2016 issued by Ministry of Health and Family Welfare. The matter was examined in consultation with the Deptt. of personnel and Training and it has now been decided as under.</p>
<blockquote><p>a) Those Staff Nurse/Nursing Sister/Matron/Chief Matron who have been awarded 1st and 2nd financial upgradation under ACP Scheme in the hierarchy pay scale of Rs.5500-9000 and Rs.6500-10500 upto 31-08-2008 may be granted a replacement Grade Pay of Rs.4800/-PB-2 and Rs.5400/PB-3. Therefore, the 3rd financial upgradation under MACP Scheme, if granted to these categories of officials, may be revised to Rs.6600/PB-3 from Rs.5400 in PB-3.</p>
<p>b) Those Staff Nurse/Nursing Sister/Chief Matron who have been granted 1st ACP in the pre-revised pay scale of Rs.5500-9000 upto 31-08-2008 may be placed in the replacement Grade Pay of Rs.4800/PB-2. They will be entitled for grant of 2nd and 3rd financial upgradation under MACP Scheme in the Grade Pay of Rs.5400/PB-2 and Rs.5400/PB-3 only.</p>
<p>c) All the remaining Staff Nurse/Nursing Sister/Matron/Chief Matron who are to be granted 1st, 2nd and 3rd financial upgradation under MACP Scheme may be granted next higher Grade Pay.</p></blockquote>
<p>2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.</p>

<p>Subject: <strong>Revision of rates of Operation Theatre allowance (Special allowance) to the Nursing Personnel working in Central Government Hospitals as per recommendations of  the 7th CPC &#8211; regarding</strong>.</p>
<p>Consequent upon the decision taken by the Government of India on the recommendations of the 7th Pay Commission, the President is pleased to revise the rate of Operation Theatre allowance (Special allowance renamed as Operation Theatre allowance) from Rs.360/-per month to Rs.540/- per month to the Nursing Personnel working in the following specialized areas in Central Government Hospitals / Institutions under the Ministry of Health &amp;Family welfare</p>
<p>a. All Major Operation Theatres.<br />
b. All Intensive Care Units / Intensive Care Treatment areas<br />
c. Coronary Care Units /Cardiac Catheterization Laboratories<br />
d. Dialysis Unit/ Ward and Transplant Units/ Wards<br />
e. Intensive Care Units for Burns<br />
f. Tetanus Wards and Rabies Wards<br />
g. Paediatric Nursery/ Neonatal Units</p>
<p><strong>Operation Theatre allowance admissible to nursing personnel is subject to the following conditions:</strong></p>
<blockquote><p>i. The allowance shall be paid to the nursing personnel for such period only when the concerned staff is actually working in the specified areas. The minimum period for working in the specialized areas will be two to three years.</p>
<p>ii. No Nursing Officer with less than one year of service is to be posted. for duty in these areas.</p>
<p>iii. This allowance is restricted to 35% of  the total staff strength of nursing staff of any hospital/ Institution.</p></blockquote>
<p>3. The revised rates of allowances shall be admissible with effect from the 1st of July, 2017.</p>
<p>4. This issues with the approval of Deptt of Expenditure vide ID No.A.27023/1/2017/E.II.B(7th CPC)/Pt. dated 14.09.2017.</p>

<p> Subject: <b>Revision of rates of Nursing Allowance to the Nursing Personnel &#8211; Implementation of the recommendations of the 7th Central Pay Commission &#8211; regarding</b></p>
<p>Consequent upon the decision taken by the Government of India on the recommendations of the 71h Pay Commission, the President is pleased to sanction the revision of existing rate of Nursing allowance to the Nursing Personnel of all categories at all levels working in Central Government/ UT Hospitals/ Institutions and Centrally funded autonomous Bodies like AIIMS, New Delhi, PGIMER, Chandigarh, JIPMER, Pondicherry etc., subject to the following conditions and as per the details given below:</p>
<blockquote class="tr_bq"><p>(a) Nursing Allowance will not be treated as a part of pay as already decided vide Ministry of Health and Family Welfare Oder No. Z-28015 /86/97-N dated 28th July, 1998.</p>
<p>(b) The additional expenditure due to enhancement of Nursing Allowance would be met by the respective institutions from their sanctioned budget.</p></blockquote>
<p>2. The revised rates of Nursing Allowance shall be admissible with effect from the 01st of July, 2017. The rates of Nursing Allowance will go up by 25% each time the Dearness Allowance payable on revised pay scale rises by 50%.</p>
<p>&nbsp;</p>
<p>3. Nursing Allowance will be payable to all Nurses whether working in Dispensaries or in Hospitals.</p>
<p>&nbsp;</p>
<p>4. This issues with the approval of SS&amp;FA vide Dy.No.2897/ 17-IFD dated 10.08.2017 and Department of Expenditure vide ID Note No.300347605/2017 dated 24.08.2017.</p>

<p>Sub: <strong>Grant of GP 6600/- in PB-3 as 3rd MACP to Nursing Personnel in Railways-reg.</strong></p>
<p>Ref: Ministry of Health and Family Welfare’s O.M. No. Z-28015/5/2016-N(Pt.) dated 09th September 2016.</p>
<p>NFIR invites kind attention of Railway Board to the O.M. dated 09th September 2016 issued by the Ministry of Health and Family Welfare (copy enclosed) on the subject relating to granting GP 6600/- (PB-3) as 3rd MACP to the Nursing Personnel of the Central Government. Para A of the said O.M. states that those staff nurses/nursing sisters/assistant nursing superintendents who have been awarded 1st and 2nd financial upgradation under ACP Scheme in the hierarchy of Pay Scales Rs. 5500-9000 and 6500-10500 upto 31st August 2008 are entitled for replacement Grade Pay of Rs. 4800/- (PB-2) and Rs. 5400/- (PB-3). In the said para it has also been stated that the 3rd financial upgradation under MACPS wherever granted in GP 5400/- (PB-3), the same be revised to GP 6600/- (PB-3).</p>
<p>From the above decision of the Ministry of Family Health and Welfare, it is clear that those Nursing Personnel in Railways, promoted to Scale Rs. 5500-9000 (V CPC) or got ACP benefit are to be treated as holders of GP 4800/- (PB-2) and those who were in Pay Scale Rs. 6500-10500/7450-11500 either through 2nd ACP or through promotion upto 31st August 2008 be treated as holders of GP 5400/- (PB-3). As the MACPS came into effect from 01/09/2008, those Nursing Personnel who got Grade Pay 5400/- (PB-3) and fulfilled the condition for entitlement of 3rd financial upgradation, they should be granted GP 6600 (PB-3) as 3rd MACP. The Federation states further that the cases of Nursing personnel who have been granted GP 5400 as 3rd financial upgradation under MACPS, needs to be reviewed for granting GP 6600 as 3rd MACP instead GP 5400 (PB-3).</p>
<p>NFIR, therefore, requests the Railway Board to issue modified instructions to the GMs etc., for allowing GP 6600/- (PB-3) as 3rd financial upgradation under MACPS to the Nursing Personnel in lieu of GP 5400 (PB-3).</p>
