<p>The Railway Board vide reply sent to the Federation under letter dated 27/02/2018 (NFIR’s PNM Agenda Item No. 1-B/2012) on payment of Special Allowance to Nursing Personnel working in Operation Theatre/Incentive Care Units etc., has admitted that the issue is still under consideration in consultation with MoH &amp; FW, the nodal Ministry, whose reply is still awaited despite several reminders and the Ministry of Railways cannot take decision for revision of rates of the Special Allowance from Rs. 120 p.m. to Rs. 360 pm. unilaterally and that as and when such a communication is received from MoH &amp; FW, the rates will be revised. Similar position has also been conveyed to the Federation during NFIR’s PNM meeting held with the Railway Board on 10/11-05-2018 through Action Taken Statement as the Agenda Item could not be discussed due to paucity of time. Federation feels sad that though a period of more than ten months passed, there has been no progress in the matter, while the subject is under discussion since over six years.</p>



<p>In this connection, Federation places following points for consideration in order to take independent decision on the issue:-</p>



<p><strong>The 6th CPC vide Para No. 4.2.81 relating to Miscellaneous Allowances made following recommendation :-</strong></p>



<p>“Similarly, rates of Allowances specific to different Ministries/Departments/ Organizations not covered in this report will also be doubled. The rates of these Allowances will be increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%”.</p>



<p>The above recommendation of the 6th CPC was accepted by the Government as notified in the Gazette of India: Extraordinary-29/08/2009.</p>



<p>Consequently, the operation Theatre Allowance (Special Allowance) to Nursing Personnel working in the Operation Theatres/ICUs etc., should have been doubled from Rs.120 p.m. to Rs.240 p.m. w.e.f. 01-09-2008. This amount should have been revised to Rs.300 p.m. w.e.f 01-01-2011 due to DA hike upto 50%. Similarly, the Special Allowance should have again been revised to Rs.360 p.m. w.e.f. 01-01-2014 as the DA touched 100% of pay.</p>



<p>It is noteworthy to appreciate that the Railway Board have issued orders independently, revising the rates of Operation Theatre Allowance and other Specialized Allowances to the Nursing Personnel working in the Railway Hospitals vide letter dated 27-12-2017, consequent upon acceptance of the recommendations of 7th CPC.</p>



<p><strong><em>Note</em></strong>: Railway Board may also take into account that many Nursing personnel have since retired after 01-09-2008, therefore they should also be covered for payment of the Special Allowance.</p>



<p>Federation also brings to the notice of Railway Board that the first O.M.vide No.E(P&amp;A)I-2009/SP-1/Genl/1 dated 09-07-2010 was sent by the Railway Ministry to the Ministry of Health &amp; Family Welfare i.e more than nine years ago which shows that abnormal delay had already been caused in the matter while the Allowance as per the 7th CPC recommendations have already been implemented.</p>



<p>NFIR again requests the Railway Board to consider the above points and accord approval, revising the Special Allowance from Rs.120 p.m to Rs.240 p.m., Rs.300 p.m and Rs.360 p.m. to the Nursing Personnel with effect from the dates mentioned above. A copy of the order may be endorsed to the Federation.</p>

<p>Subject:- <strong>Admissibility of Nursing Allowance during absence of more than 30 days.</strong></p>
<p>References have been received in this Department seeking clarification regarding admissibility of Nursing Allowance to Nursing personnel working in various hospitals and institutions during absence of full calendar month(s) due to leave, training, tour etc.</p>
<p>2. The matter has been considered in this Department. It has been decided that Nursing Allowance will be admissible to Nursing personnel during absence of more than 30 days due to leave, training, tour etc., however, duration of such leave will be restricted to maximum 60 days. Beyond 60 days leave/ absence, the Nursing Allowance will not be admissible.</p>

										<content:encoded><![CDATA[<p><strong>Demand for pay scales review by All India Nursing Association</strong></p>
<p>Government have not received any representation/demands from All India Nursing Association. However, representation from All India Government Nurses Federation (AIGNF) was received in the Ministry demanding revision in pay and allowances against 7th Central Pay Commission&#8217;s report. The Government examined their demands along with demands of other Associations. The Government accepted the Commission&#8217;s recommendations on minimum pay, fitment factor, Index of Rationalisation, Pay matrices and general recommendations on pay without any material alteration vide Resolution dated 25.07.2016. The recommendation on allowances was referred to an Empowered Committee. The Empowered Committee examined the demands of the Nurses Associations. The accepted recommendations on allowances were notified vide Government of India notification dated 06th July, 2017. The Government of India has accepted to retain and rationalize Nursing allowance and Operation theatre allowance. Uniform and washing allowance has been retained and subsumed under the Dress allowance. Most of the demands of AIGNF have been considered and concluded to their satisfaction</p>
<p>Nursing Association has not given any notice for strike. However, to avoid any such scenario a robust system of monthly interaction with Nurses has been put in place where grievances of Nurses, if any, are discussed.</p>
<p>This was stated by the Minister of State for Health and Family Welfare Shri Ashwini Kumar Choubey in a written reply to a question in the Parliament on 6.3.2018.</p>

<p> Subject: <b>Revision of rates of Nursing Allowance to the Nursing Personnel &#8211; Implementation of the recommendations of the 7th Central Pay Commission &#8211; regarding</b></p>
<p>Consequent upon the decision taken by the Government of India on the recommendations of the 71h Pay Commission, the President is pleased to sanction the revision of existing rate of Nursing allowance to the Nursing Personnel of all categories at all levels working in Central Government/ UT Hospitals/ Institutions and Centrally funded autonomous Bodies like AIIMS, New Delhi, PGIMER, Chandigarh, JIPMER, Pondicherry etc., subject to the following conditions and as per the details given below:</p>
<blockquote class="tr_bq"><p>(a) Nursing Allowance will not be treated as a part of pay as already decided vide Ministry of Health and Family Welfare Oder No. Z-28015 /86/97-N dated 28th July, 1998.</p>
<p>(b) The additional expenditure due to enhancement of Nursing Allowance would be met by the respective institutions from their sanctioned budget.</p></blockquote>
<p>2. The revised rates of Nursing Allowance shall be admissible with effect from the 01st of July, 2017. The rates of Nursing Allowance will go up by 25% each time the Dearness Allowance payable on revised pay scale rises by 50%.</p>
<p>&nbsp;</p>
<p>3. Nursing Allowance will be payable to all Nurses whether working in Dispensaries or in Hospitals.</p>
<p>&nbsp;</p>
<p>4. This issues with the approval of SS&amp;FA vide Dy.No.2897/ 17-IFD dated 10.08.2017 and Department of Expenditure vide ID Note No.300347605/2017 dated 24.08.2017.</p>
