<p>Sir,</p>



<p>I am to inform you that Ministry of HRD, vide letter dated 22.04.2019, has directed KVS for stoppage of retirement and death gratuity to the NPS subscribers forthwith. Therefore, death &amp; retirement gratuity and provisional family pension, in terms of CCS (Pension) Rules, 1972, will not be payable to NPS subscriber with effect from 30.04.2019 till further order.</p>



<p>This issues with the approval of the Commissioner, KVS.</p>

<p>Subject: <strong>Reg.transfer of NPS to GPF.</strong></p>



<p>I am to say that various cases for transferring NPS subscriptions into GPF account have been received to this office after order of Hon’ble High Court of Delhi in respect of WP(C) No.3834/2013 and WP(C) No.2810/2016 vide which benefits of Old pension Scheme are extended to personnel joined in the year 2004. As there is a large number of subscribers under this kind of transfer and many requests are received along with information of office orders issued by various authorities (i.e., The Commandants, The DIGs, The IGs, etc.,). In this regard, it is requested to issue appropriate orders to concerned formation to send these cases with the following documents(02 copies of each):</p>



<ul class="wp-block-list"><li>Necessary administrative approval from the administrative Head of the Department;</li><li>Application(in the format enclosed) duly filled by the subscriber;</li><li>Month-wise details of <a href="https://centralgovernmentnews.com/category/nps/" target="_blank" rel="noreferrer noopener" aria-label="NPS (opens in a new tab)">NPS</a> subscriptions duly certified by the DDO;</li><li>Copy of office documents such as court order etc, related to counting of previous Government service rendered before 01.01.2004;</li><li> Copy of order vide which previous service of the subscriber is counted(if applicable);</li><li> Copy of technical resignation of the subscriber(if applicable);</li><li> and cases should be sent only after NPS subscription is stopped and GPF subscription is started from salary.</li></ul>



<p>Further, the cases should be sent through the Administrative Head of Department to this office. There are some instances where offices are asking subscribers to apply for re-issue of PRAN card for submission with the case for NPS to GPF transfer. In this regard it is to inform that only if PRAN card is available it may be sent and there is no need for re-issue the PRAN card for this purpose. The details of PRANs are available in pay and service related records. The cases can be forwarded to Principal Accounts Office, MHA for further processing only after the aforementioned documents are received.</p>

<p>Are you an NPS subscriber who has applied for partial withdrawal from PRAN but has yet to receive the funds?</p>
<p>If yes, please read and act upon the following message immediately:</p>
<p>An NPS subscriber is permitted to make partial withdrawal for specified purpose after three years of joining. If the subscriber has applied for partial withdrawal, the completed hard copy form and documents are also required to be submitted to the concerned nodal office for verification and authorization. In absence of submission of the hard copy form and documents to the nodal office, the online partial withdrawal request will remain pending in the system and the subscriber will not receive the funds.</p>
<p>As per advisories issued by the Pension Fund Regulatory &amp; Development Authority (PFRDA) on 06 December 2018, in case of all partial withdrawal requests captured in the system till 30 November 2018, the required forms, information and documents need to be submitted to the respective nodal offices immediately so that verification and authorization can be completed<br />
latest by 31 December 2018. The nodal offices will be: Pay &amp; Accounts Office (PAO) / District Treasury Office (DTO) / Drawing &amp; Disbursing Office (DDO) for the government sector subscribers and Points of Presence (PoPs) for subscribers in other sectors. If a request for partial withdrawal is not authorized in the system by 31 December 2018, it will be treated that the subscriber is no longer interested to seek partial withdrawal and the application / request will be considered as withdrawn.</p>
<p>You are therefore requested to liaise with your nodal office to ensure your online partial withdrawal request, supported by hard copy application and other documents, is duly processed by them well before 31 December 2018.</p>

<p><strong>Pension Fund Regulatory and Development Authority prescribes New NPS Subscriber Registration Form &#8211; Additional Mandatory Requirements</strong></p>

<p>Pension Fund Regulatory and Development Authority (PFRDA) has been established by the Government of India for regulation and development of Pension Sector in order to protect the old age income security of subscribers. PFRDA takes various initiatives from time to time in order to simplify and improve the operational issues in National Pension System (NPS) like new functionality development under NPS architecture, simplification of account opening, withdrawal, grievance management etc. In this regard, it has been decided by the Authority to make bank account details and mobile no. mandatory to provide ease of operation for the benefit of subscribers and make the process of Exit from NPS hassle free.</p>
<p>Further, in compliance with the Prevention of Money Laundering Act guidelines issued by the Government of India, Foreign Account Tax Compliance Act (FATCA) and Central Registry of Securitization Asset Reconstruction and Security Interest (CERSAI) have been made mandatory for new as well as existing subscribers. These have been made mandatory in the new Common Subscriber Registration Form (CSRF) forms that are required to be filled in by the new subscribers. The existing subscribers have been provided the facility to submit online FATCA Self-Certification in their login (www.cra-nsdl.com or https://enps.karvy.com/Login/Login ). The information regarding the said functionality is also made available on Central Record-keeping Agency (CRA) websites. The steps to be followed by the subscriber to submit online FATCA self-certification are also mentioned on the website.</p>
<p>It is to be ensured by the subscribers to fill the mandatory fields correctly and not leave them blank in order to avoid rejection of their forms.</p>
