Subject: Non Functional upgradation for Officers of Organized Group ‘A’ Services in PB 3, PB 4 and HAG.

A reference is invited to this Department OM No. AB.14017/64/2008 Estt.(RR)
dated 24.04.09 on the above subject. The details of batch of the officers belonging to the Indian Administrative Service who have been posted at the Centre in various grades of PB 3, PB 4 and HAG was last circulated in this Depai intent OM of even No. dated 11th August, 2016.
2. The details of the IAS officers who have been subsequently posted in the Centre in the various grades as well as the date of posting of the first officer belonging to the batch is annexed. Necessary action may be taken for grant of higher scale for the Officers belonging to batches of Organized Group A Services that are senior by two year or more and have not so far been promoted to that particular grade in accordance with the provisions of this Department’s OM No. AB.14017/64/2008 Estt.(RR) dated 24.4.2009.

Subject: Clarification regarding Pay fixation on grant of Non-Functional Upgradation to the officers of Organized Group A Services

The instructions for grant of NFU as per 6th CPC for officers of Organized Group ‘A’ services have been issued in DOPT OM dated 24.04.2009. The terms & conditions for grant of NFU as laid down in Clause-7 of the Annexure to the above said 0.M., prescribe that pay fixation on grant of NFU under these orders will be done as per the provisions of CCS (RP) Rules, 2008 i.e. officers will be granted one increment at the rate of 3% of basic pay and the difference of grade pay will be added to their basic pay. As for the officers posted under the Central Staffing Scheme, they will be granted one increment on account of NFU, but their grade pay will remain unchanged as they are holding a tenure post with a specific grade pay under Central Staffing Scheme.

2. The provisions of FR 22-(I)(a)(1) have been extended to promotions after 01.012006 vide Department of Expenditure O.M. F.No. 1/1/2008-IC dated 13th September, 2008(Clarification No.2). References have been received in this Department seeking clarification on whether the officers on grant of NFU will also be entitled to exercise option to get their pay fixed from the date of grant of NFU or from the date of the next increment.

3. The issue has been considered in consultation with the Department of Expenditure. It is clarified that the officers may be permitted the option for pay fixation as in the case of promotion with the condition that no re-fixation of pay would be allowed at the time of promotion. As per the terms and conditions for grant of NFU all the prescribed eligibility criteria and promotional norms including ‘benchmark’ for up-gradation to a particular grade pay would have to be met at the time of screening for grant of higher pay scale.

The undersigned is directed to refer to this Department’s OM of even number dated 01.04.2014 on the subject mentioned above and to say that the clarification issued therein was about the manner of fixation of pay of Section Officers of CSS upon granting NFS only.

2. It is emphasized that as per the prevailing instructions, only ‘regular’ Section Officers of CSS with four years approved service would be considered for grant of NFS subject to DPCNigilance Clearance.

2. The matter has been examined in consultation with the Estt.(Pay) Division of this Department, It is clarified that Section Officers who have completed 4 years approved service in the grade may be granted NFS and their pay may be fixed notionally w.e.f. from the 1st July of the year in which they have completed the prescribed approved service with actual financial benefits w.e.f. from the date of assumption of duty in the post of Section Officer, whether on ad hoc or regular basis.

Subject : Grant of Grade Pay of Rs.4200/- to Stenographers Grade ‘D’ of CSSS in Non Functional Selection Grade (NFSG)- clarification regarding.

The undersigned is directed to refer to this Departments O.Ms. of even numbers dated 22.09.2011 and 27.05.2013 on the subject mentioned above and to say that the references have been received in this Department from various Ministries /Departments seeking advice as to whether the Non Functional Selection Grade (NFSG) of Rs.4200/- can be granted to those Steno Grade ‘D’ whose ACRs/APARs for the last 5 years are not available though they have completed 5 years of approved service in the Grade. It has also come to the notice of this Department that some Ministries / Departments have already granted NFSG of Rs.4200/- to their Steno Grade ‘D’ whose ACRs / APARs for the last 5 years were not available.

2. The O.M. creating a new grade of UDC (NFSG) of CSCS and Stenographer Grade ‘D’(NFSG) of CSSS bad been issued vide this Department’s O.M. No.20/49/2009-CS-II(B) dated 22.06.2011 in consultation with the Department of Expenditure. It has been laid down in para 1(b) of ibid O.M. dated 22.06.2011 that an Internal Committee will be constituted by the concerned Cadre Unit who shall consider the last 5 years’ ACRs/APARs of the officials concerned and, as per their recommendations, suitable officials will be placed in the NFSG. In the case of SC/ST officials, they may be granted the NFSG even if they do not fulfill the criteria as laid down in para 1(b) (iii), provided they are not found unfit by the Committee.

3. In view of the above, all Ministries / Departments are advised to strictly follow the procedure laid down in this Department’s O.M. dated 22.06.2011 and grant the NFSG on the bass of the overall performance of the officials during the last 5 years’ ACRs/APARs of the officials concerned irrespective of the category i.e. UR or SC/ST. They are further advised to take appropriate action, If any official has been allowed NFSG of Rs.4200/- without considering his / her performance on the basis of ACRs/APARs for the last 5years.

Subject:- Grant of Grade Pay of Rs. 4200/- to Stenographers Grade ‘D’ of CSSS – Issuance of ‘Zone of Consideration’ for placement of eligible Stenographers Grade ‘D’ in Non Functional Selection Grade (NFSG) —regarding.

The undersigned is directed to refer to this Department’s O.M. of even number dated 22nd September, 2011 by which a Zone of Consideration for placement of eligible 98 Steno Grade ‘D’ in Non Functional Selection Grade (NFSG) was issued in the grade pay of Rs.4200/- in Pay Band-2 in CSSS Cadre.

2. Based on the Common Seniority List of Stenographers Grade ‘D’, a List containing names of Stenographers Grade ‘D’ who are eligible to be considered for grant of NFSG is annexed to this O.M. Stenographers Grade ‘D’ from S.No. 1 to 19 of Annexure to this O.M. who had already completed the approved service of 5 years as on 1st July, 2012 are eligible to be considered for grant of NFSG w.e.f. 1st July, 2012 and Stenographers Grade ‘D’ from S.No. 20 to S.No. 89 of Annexure to this O.M. who will be completing the 5 years of approved service on 1st July, 2013 are eligible to be considered for grant of NFSG w.e.f. 1st July, 2013, subject to suitability.

3. Accordingly, the Cadre Units of CSSS are requested to place the eligible Stenographers Grade ‘D’ as given in Annexure to this O.M. in the NFSG after following the procedure as prescribed in O.M. No. 20/49/2009-CS-II(B) dated 22nd June, 2011 and also furnish the details of Stenographers Grade ‘D’, if any, whose name is not in the list attached but eligible to be considered for grant of NFSG. A copy of the order granting NFSG to eligible Stenographers Grade ‘D’ may please be furnished to this Department for the purpose of record.

4. Cadre Units should send a report to CS-II Division, detailing the officers who have been granted NFSG, by 15th July, 2013.
