<p>The undersigned is directed to refer to this Department&#8217;s O.M. of even number dated 24.12.2019 (copy enclosed) wherein it has been requested to update the vigilance status of CSS officers on real time basis in the vigilance module of Web Based Cadre Management System on Quarterly basis to avoid delay in the process of clearance, voluntary rotational transfer, promotion etc.</p>

<p>2. However, it is observed that status of large number of officers has not been in the CSC MS till date. it is requested officers in the to update the vigilance status of all CSS officers in the vigilance module of <strong>CSCMS </strong>particularly the senior most officers whose have been indicted in this Department &#8216;s O.M. of even number dated 24.12.2019 to facilitate this Department to take timely action for cadre management activities.</p>

<p>The undersigned is directed to say that the Web Based Cadre Management System is functional since 2012. It is enabled to capture the data of all CSSS officers relating to their date of joining, address, posting, promotions, training etc.</p>



<p>For effective and efficient cadre management, it is necessary that the data of all officers be available on real time basis. In absence of complete data, CSCMS portal cannot be fully relied upon for processing cases related to Rotational Transfer, Promotion, Voluntary Retirement etc. It is seen that at the time of promotions, the cases gets delayed for want of updation of vigilance status of officers in the zone of consideration. Hence, it has been decided to strengthen the Vigilance Information System (VIS). </p>

<p>Presently, the vigilance status of the decentralized grades is available only with the cadre units and also the vigilance status of Principal Private Secretary and above level officers is shared with CS.II Division, only at the time of promotion etc. </p>



<p>As such, it has now been decided that vigilance status of all grades of officers will have to be updated on a quarterly basis by all the cadre units on the CSCMS portal. If any change in the vigilance status of any officer happens in the interim period, the same must be updated immediately. The process to be followed for all grades of CSSS cadres is as under :-</p>



<p>In the first instance, all the Cadre units will update the vigilance status of all the officers. Subsequently, the same will be reviewed by them on quarterly basis and revised. If there is a change in vigilance status within the three months&#8217; period, the same has to be updated/ reflected on the CSCMS portal immediately.</p>



<p>This exercise will be completed in a phased manner. In the first phase, the vigilance status of the senior most officers as identified below may be updated :-</p>

<p>The vigilance status of these officers may be updated on the portal on or before 29.02.2020.</p>



<p>In the second phase, the vigilance status of the rest of the officers may be updated. This information should be updated comH.ylsorily &amp; immediately but not later than 15.03.2020. Subsequently, the status may be updated for all officials/officers every quarter ending March, June, September and December respectively starting from March, 2020.</p>



<p>A hard copy of vigilance status of Principal Private Secretary and above level as mentioned in para 5 may also be made available to AVD.I, DOPT, North Block, New Delhi with a copy to the undersigned. In this regard for reference a copy of O.M.No.21/1/2014- CS.I(U) dated 09.05.2014 explaining the procedure for updating the vigilance status in CSCMS is enclosed for necessary action of the Nodal Officers of all Ministries / Departments. The pathway is as under:-</p>



<p>CSCMS&gt; Vigilance&gt; Request for status&gt; filling up of drop down items as per cadre unit&gt; go&gt; select the cadre personnel&gt; vigilance for the purpose to be filled up&gt;send vigilance request&gt;intimation of status&gt; modify&gt; fill up the fields accordingly&gt; update. If still the status under Ministry  / Department shows as pending, then CS Division may be contacted for a solution.</p>



<p>Therefore, Nodal Officers of all Ministries/ Departments is requested to update the data of all CSSS officers working under them including their experience/ training details, category etc. on PRIORITY, if not done so far. The rights have been opened for Nodal Officers as well as for individual officer (to a limited extent as may be allowed to access) to update the fields in CSCMS.</p>



<p>A new feature has been added to upload one&#8217;s photograph in CSCMS through employee details&gt; Documents&gt; photograph. All officials/ officers of CSSS cadre are also requested to upload their latest photograph in the CSCMS on PRIORITY.</p>

<p>Subject: <strong>Nationwide rollout of India Post Payments Bank &#8211; regarding arrangements and nomination of nodal officers for monitoring of preparations in Circles.</strong></p>
<p>The Department of Posts is rolling out 650 branches and 3250 access points of India Posts Payments Bank (IPPB) simultaneously across the country on 1st September 2018. The Hon&#8217;ble Prime Minister of India has kindly agreed to preside over the national level launch function which is scheduled at Talkatora Stadium, New Delhi. Several Governors / Chief Ministers / Union Ministers / State Ministers / Member of Parliaments 1 Member of Legislative Assembly and other dignitaries and important personalities will be presiding the launch functions at 650 branches and 3250 access points which are being organized by the Circles across the country. The branch / access points level launch functions in the Circles will precede national level launch function at New Delhi. The combined Minute to Minute Programme for national and branch / access points level function is enclosed at Annexure &#8211; I.</p>
<p>The presence of Hon&#8217;ble Prime Minister and other important dignitaries / personalities in the branches and access points of IPPB across the country to simultaneously launch DoP&#8217;s flagship project &#8216;India Post Payments Bank&#8217; in 650 branches and 3250 access points will not only be historic in several aspects but will also provide massive outreach opportunity for the Department of Posts and India Posts Payments Bank (PPB) together.</p>
<p>Heads of Circles have been requested by the PBI Division to meticulously organize launch functions and put their best efforts at their disposal to make the simultaneous launch a grand success. The broad guidelines and checklist for organizing the launch events have already been shared with the Circles and Circles are already making adequate preparations accordingly.</p>
<p>Hon&#8217;ble Minister and Secretary (Posts) have been regularly reviewing the preparations of launch with HoCs and important suggestions / guidelines are given to Heads of Circles are also given responsibility of taking local level decision to organize the launch rather than waiting for instructions / guidelines from Directorate. The review meetings are being organized at the office of MoSC (I/C) on daily basis to monitor the preparations in the Circles which are currently being represented by PSI Division, IPPB and Delhi Circle. Secretary (Posts) has organized VC meetings with HoCs I PMsG I DPS which were webcasted also for larger audience in last two weeks.</p>
<p>Since the scale of the function is massive, it has been decided by the competent authority to nominate few SAG level officers working in the Dak Bhawan as nodal officers for reviewing preparations of the Circles for branch / access points launches and give Circle wise status update to Secretary (Posts) to appraise the Hon&#8217;ble Minister. The name of the officers and name of the Circles for which they are responsible for ensuring organization of successful launch functions is at Annexure -II. The nodal officers will continue to monitor the performance of Circles till the 100 days&#8217; rollout targets given to the Circles for customer and merchant onboarding Is successfully over.</p>
<p>The Heads of Circles are requested to liaison with the nodal officer for their Circle and seek support, if any, for the launch of IPPB in the Circles. They are requested to send a daily status update on the list of activities indicated in this letter to the nominated nodal officers by 4.00 pm on daily basis including weekend (25th &amp; 26th August 2018).</p>
<p>The list of activities which are requested to be monitored / reviewed by the HoCs and nodal officers on daily basis is at Annexure &#8211; III. The list of activities is non-exhaustive and only indicative. Circle Heads I Nodal Officers are requested make suitable changes in the list, if required for review.</p>
<p>The overall responsibility of successfully organizing launch functions in the Circles rest with Head of Circles. The concerned CPMsG / PMsG / DPS should visit all venues of the branch and access points launch functions personally and physically verify the preparations / arrangement for the launch in terms of</p>
<p>a)Cleanliness post offices I venue where launch function is organized</p>
<p>b) Preparations for filling the venue to capacity including security</p>
<p>c) Coordination with District Administration / Police / Mayor Office / Municipalities</p>
<p>d) Arrangements for broadcast I webcast of national level launch function</p>
<p>e) Dais plan / seating arrangement! Backdrop</p>
<p>f) Placement of hoarding I signage of IPPB</p>
<p>g) Distribution of flyers! leaflets on IPPB</p>
<p>h) Branches are operational and transactions are taking place</p>
<p>i) End Users are adequately trained I retrained</p>
<p>j) Any other arrangement I preparation for safe and successful launch</p>
<p>The responsibility of organizing national level launch function at Talkatora Stadium, New Delhi which will be presided over by the Hon&#8217;ble Prime Minister has already been given to CPMG, Delhi Circle. CPMG, Delhi Circle is attending review meeting at the office of MoSC (I/C) on daily basis and reviewing the progress of activities against a checklist. CSMO (IPPB) and his team is supporting CPMG. Delhi Circle for the National Level launch function and will continue to do so till the launch function is successfully over.</p>
<p>Secretary (Posts) will chair review meeting at 5.30 pm In the Board Room on dally basis from 23fd August 2018, to review the preparations of nationwide rollout of IPPB with nodal officers and CPMG Delhi Circle. DG (Post), Member (Technology) and CEO (IPPB) are also requested to attend the daily review meeting chaired by Secretary (Posts) at 5.30 pm in the Board Room.</p>
<p>Since a large number of dignitaries / guests / customers / public would be visiting Post Offices during the launch events which will provide huge outreach opportunity to the Members of Postal Services Board are requested to kindly review their areas of operations / services and take necessary action as well as issue necessary instructions to the Circles, if any. so that opportunity can be appropriately utilized by the Department for improving the image of the Department. Special focus may be given to the Customers and on Cleanliness of Post Offices.</p>
<p>All officers / employees of the Department of Posts and India Post Payments Bank (IPPB) are requested to constructively involve themselves with the launch function to make it a grand success.</p>

										<content:encoded><![CDATA[<p>Nodal officers from all the ministries and departments of Central Government met 7th Pay Commission Implementation Cell / Empowered Committee to discuss the recommendation of 7th Pay Commission with respect to the Ministry / Department concerned.</p>
<p><strong>7th Pay Commission Implementation cell – Minutes of the Meeting held on 2nd February 2016</strong></p>
<p>A meeting of all the Nodal Officers of various Ministries/Departments, who have been appointed to interact with the Implementation Cell in connection with the processing of the recommendations of the 7th Central Pay Commission, was held on 02.02.2016. Joint Secretary (IC), Department of Expenditure, presided over the meeting.</p>
<p>2. While explaining the background and the context in which the meeting of Nodal Officers was held, it was brought out in the meeting that after the receipt of the report of the 7th Central Pay Commission on 19.11.2015, Ministry of Finance initiated a proposal to setup an appropriate mechanism to process the recommendations of the Commission. With the approval of the Cabinet, an Empowered Committee of Secretaries (E-CoS) headed by the Cabinet Secretary has been set up on 27.1.2016 to screen the recommendations and to firm up the conclusions for approval of the Cabinet. An Implementation Cell (IC), as a dedicated and focused wing in the Department of Expenditure (DoE) has been created to work as the Secretariat for the E-CoS.</p>
<p>3. As the recommendations of the Commission relate to various Ministries/ Departments, their views/comments would be essential to process the matter for submitting the same before the E-CoS. JS(Pers), D/o Expenditure wrote a d.o. letter to the Secretaries of various Departments on 21.11.2015, wherein all the Departments were requested to formulate their views/comments on the recommendations of the Commission pertaining to them after taking into account the representations of the Staff Associations and also to nominate a Joint Secretary level Nodal Officer for interaction with the Implementation Cell. While a number of Ministries/Departments have sent their comments and nominated their Nodal Officers, the comments received from some Ministries are simply in the nature of forwarding the representations of the Staff Associations without their comments.<br />
4. In the above background, JS(IC) explained that there was a need for all the Ministries/Departments to furnish their comments in a structured format so that their collation and analysis could be placed before E-CoS in a systemic manner. Accordingly, JS(IC) impressed upon the following action points to be acted upon by the Nodal Officers to enable an expeditious processing of the recommendations of the 7th Central Pay Commission:</p>
<blockquote><p>(i) Departments who have not yet nominated a Nodal Officer, should do it within the next 2 days.</p>
<p>(ii) To be ensured that Nodal Officers are not changed midway, unless extremely unavoidable.</p>
<p>(iii) Nodal Officers may get acquainted with the recommendations of the Commission as specifically applicable to their Departments. Nodal Officers to find out which Wing/Office (attached or subordinate or UT) is concerned with the recommendations of the Commission. The mechanism of Nodal Officers should also be put in place in attached/subordinate/UTs so that the comments of such offices could be properly coordinated at the level of the Department concerned without any further delay.</p>
<p>(iv) The comments of the attached/subordinate offices/UTs should be compiled by Nodal Officers at the Department level itself.</p>
<p>(v) Nodal Officers to take note of any representation or demand of the Staff Association under the administrative purview of their Department. Nodal Officers to ascertain the views/comments of the concerned office on the recommendation of the Commission in the light of the representation /demands raised by the Staff Association.</p>
<p>(vi) In case, there is any need for consultation with the Staff Association at the level of the Department, the same may be done as per the assessment of the Department.</p>
<p>(vii) Thereafter, the formal views/comments of the Department should be sent to the Implementation Cell (IC) on the recommendations of the Commission, which are specifically and directly related to that Department.</p>
<p>(viii) In case, the Department is of the view that any recommendation which are specifically related to their Department, need any modification, adequate justification in clear-cut terms should be brought out while sending the comments to the Implementation Cell (IC).</p></blockquote>
<p>In case of any modification, the extra financial implications (per annum) over the recommendation of the Commission should be clearly indicated.</p>
<p>If no modification of the recommendations of the Commission is suggested, approval of the Secretary of the Department should be obtained before sending the recommendations to the Implementation Cell (IC). If, however, any modification is suggested, approval of the<br />
Minister should be obtained.</p>
<p>(xi) While the views/comments of the Departments on the recommendations of the Commission directly and specifically applicable to that Department are mandatory, a Department is free to offer views/comments on the recommendations which are of general nature or concerning other<br />
Departments.</p>
<p>(xii) Besides sending the commentslviews of the Department in the running format, the same should also be sent to the Implementation Cell (IC)in the `prescribed proforma’ within two weeks. The soft copies of the same should also be sent through email. The email id of JS(IC) is : jsic¬cpc@nic. in</p>
<p>(xiii) Nodal Officers shoud regularly keep a watch on the website of the Finance Ministry at the link http://www.finmin.nic.in/the ministry/dept expenditure/ notification/7cpc/index.asp. E-mails should also be checked regularly for the purpose. The updates/further action to be taken shall be posted there to facilitate quick action.</p>
<p>5. Apart from the above action points, it was also felt that sub-groups may be formed after the receipt of comments from the Ministries/Departments to accord focused consideration to certain specific issues, if necessary.</p>
<p>6. Besides above, after detailed deliberations, the Nodal Officers also agreed to the following :</p>
<blockquote><p>(i) Even if the Department has no comments, it should send a response, saying that it has ‘Nil Report’.</p>
<p>(ii) While certain Departments have already given their comments, these comments would be sent again in the `prescribed format’ and in accordance with the points brought out in para 4 above.</p>
<p>(iii) Nodal officers would ensure that the comments of their Departments on all the recommendations of the Commission and also on the representations received so far from the Staff Associations are forwarded to Implementation Cell (IC) in the prescribed format in a consolidated fashion and not in piece-meal within next two weeks.</p>
<p>(iv) If a representation was made by a Staff Association before the 7th Central Pay Commission and the Commission after due diligence has not accepted the demand made therein, the same matter should normally not be considered at this stage. However, if Departments consider that the issues are of such nature that they require consideration at this stage also, then they may give their comments with full justifications to the Implementation Cell (IC).</p></blockquote>
