<p>Sir/ Madam,<br />
It is proposed to fill up vacancies of Deputy Secretary/Director level in the National Institution for Transforming India (NITI) Aayog under tile Central Staffing Scheme on lateral shift basis.</p>



<p>The officers who are working at DS/Director level in different Ministries/Departments under tile Central Staffing Scheme/Non Central Staffing Scheme/ex-cadre posts will be eligible to apply for these posts. If the officer is selected for the post, it will be treated as a &#8216;lateral shift, which would entail additional tenure of three years as per the special dispensation allowed for appointment in NITI Aayog that permits total deputation tenure up to 8 years on shift to NITI Secretariat or vice versa. The +3 option would be available only to those officers who are already working on a CSS/Non-CSS post/ex-cadre post at the centre. Tile additional tenure is subject to completion of two years on the present stint on the deputation post and availability of cadre clearance. In the absence of cadre clearance (for +3 tenure), the tenure will be restricted to the balance period of four/five years central deputation tenure.</p>



<p>The post maybe circulated amongst the officers working on deputation at Deputy Secretary/Director or equivalent  level on Central Staffing Scheme/Non Central Staffing Scheme/ex-cadre posts in the Government of India on priority basis. Names of the willing and eligible officers who can be spared by the Ministries/Departments may be forwarded to this Department along With the approval of the Minister-in-Charge, cadre clearance(for +3 tenure). vigilance clearance, detailed bio-data in the enclosed proforma and attested copies of AcR(s).</p>

<p style="text-align: center;"><strong>Monthly Payroll Data released for the first time</strong></p>
<p><strong>Numbers indicate the efforts made by the Government on job creation and formalization of the economy.</strong></p>

<p>The Employees&#8217; Provident Fund Organisation (EPFO), Employees’ State Insurance Corporation (ESIC) and the Pension fund Regulatory and Development Authority (PFRDA) have released payroll data.</p>
<p>India has, for the first time, introduced monthly payroll reporting for the formal sector to facilitate analysis of new and continuing employment.</p>
<p>The payroll data, categorized age-wise, for the months September, 2017 to February, 2018 has been released on 25th April, 2018.</p>
<p>The numbers from these three organisations are an eye opener and put an end to all speculations and conjectures regarding job creation in the economy. They also strengthen the efforts made by the Government on job creation and formalization of the economy.</p>
<p>There are other organisations also, such as ICAI, Bar Council, Medical Council and other professional bodies which could have such monthly data for payroll reporting for their professionals.</p>
<p>Data released by EPFO shows that during September, 2017 to February, 2018, 31.10 lakh new additions across all age groups were made in the payroll. Given that the data for recent months is provisional due to continuous updation of employee records, this could be called a conservative estimate. The actual figures may well be more than this.</p>
<p>From the PFRDA, the New Pension Scheme (NPS) data indicates generation of 4.2 lakh new payroll during the given period, that too only from Tier-I account. NPS currently manages the corpus of around 50 lakh employees in State and Central government. For this study the Central and State autonomous bodies have been shown under Central and State governments respectively, while non-government refers to the corporate sector employees.</p>
<p>From the above two organisations itself, 35.3 lakh new payrolls were generated during this six month period.</p>
<p>In addition, the ESIC data also mirrors the payroll growth shown in the other two sets of data from EPFO and PFRDA. Since ESIC data is not Aadhar seeded there is further scope of some modifications.</p>
<p>The payroll data from these three organisations would now be released every month. Given that till now there was no such system in place, this data would provide a more firm basis for various analysis and studies of the economy, job creation, as also aid in policy making. We may as well as bid goodbye to the days of analyses based on random sample surveys. Hopefully this would also end the debate regarding and criticisms about jobless growth in the economy.</p>
<p>A more constructive phase of focusing on deriving the most out of this data for furthering development should now begin.</p>

<p>Dear Secretary,</p>
<p>You are aware that Government of India is implementing Centrally Sponsored Schemes (CSSs) within the framework of National Development Agenda set by Committee of Chief Ministers constituted by NITI Aayog, These schemes cater to pan Indian developmental requirements and are aimed at achieving comparable levels of development and welfare across the States and regions. To this end, it is essential to maintain uniformity in the core features and implementation process of the Schemes, It should be understood that Parliamentary approvals through budget provision and appropriation have been received for implementing the Schemes as per their core features.<br />
2, Accordingly a set of guidelines is enclosed which may be suitably incorporated in the architecture of all the CSSs being implemented by your Ministry/Department to ensure proper adherence to the core features reflecting the all India character.</p>
<p>3, Action taken in this regard may be kindly intimated to the Ministry of Finance.</p>

<p><strong>Guidelines to preserve the All India Character of Centrally Sponsored Schemes (CSS)</strong></p>
<p>The specific name and details of each scheme receive Parliamentary approval through budget provision and the process of appropriation. Therefore, releases of funds for such schemes and their utilization must necessarily be strictly in accordance with the Parliamentary authorization.</p>
<p>(ii) For each CSS, a set of core features consisting of the target group, funding pattern and delivery mechanism apart from its name, logo and tag line may be made unalterable by the State Governments.</p>
<p>(iii) The existing guidelines of the Centrally Sponsored Schemes (CSS) should be examined and important elements identified which define the national character of the scheme. There should be strict directions against any change to these at local level. Names like National Mission or Prime Minister&#8217;s programme should be used to reflect the all India character of CSS.</p>
<p>(iv) All Centrally Sponsored Schemes should make suitable provisions for:</p>
<blockquote><p>(a) Media Campaign by the Central Ministries/Departments concerned .</p>
<p>(b) Development of common creatives that can be passed on to the States for implementation.</p>
<p>(c) Utilizing Doordarshan and All-India Radio for effective communication.</p>
<p>(d) Short messages could also be sent to beneficiaries for building a national<br />
perspective.</p></blockquote>
<p>(v) Programmes like the Mid-day Meal and Food Security implemented through 0/0 Food &amp; PDS may be added to the list of programmes under the District Development Coordination and Monitoring Committee (DISHA) framework.</p>
<p>(vi) Workshops may be organized by the Administrative Ministries to highlight the national character and the role of Central Government in the implementation of these schemes.</p>
<p>(vii) Ministries may take up evaluation of the performance of the schemes by experts as deemed appropriate.</p>
<p>(viii) Branding of Schemes with a well-recognized logo and a tag line is an effective way to project their All-India character. The guidelines should clearly specify the places where the logo should appear in the advertisements, display boards, written communications, etc.</p>
<p>(ix) All Ministries administering CSS may be required to maintain data bases of beneficiaries indexed with their Aadhaar Card and Mobile numbers.</p>
<p>(x) Ministries may establish appropriate mechanism for communication with the beneficiaries of the Centrally Sponsored Schemes.</p>
<p>(xi) Centrally Sponsored Schemes may be launched simultaneously in several States by dignitaries such as Union Ministers, Member of Parliament etc., to give high visibility and publicity to the Schemes for the information of the public at large.</p>
<p>(xii) Regular campaigns may be conducted involving the beneficiaries to educate them on the features and benefits of the schemes. Success stories may be given wide publicity to provide role models to prospective beneficiaries and implementing agencies.</p>
