<p><strong>Observance of the Rashtriya Ekta Diwas on 31st October</strong></p>
<p>The Government has decided to observe the birth anniversary of Sardar Vallabhbhai Patel as the ‘Rashtriya Ekta Diwas’ (National Unity Day) on 31st October every year. This occasion will provide an opportunity to re-affirm the inherent strength and resilience of our nation to withstand the actual and potential threats to the unity, integrity and security of our country.</p>
<p>All the Government Offices, Public Sector Undertakings and other Public Institutions will arrange a pledge taking ceremony to observe the Rashtriya Ekta Diwas. The Ministry of Human Resource Development has been requested to issue suitable instructions that the students of Schools and Colleges may be administered the Rashtriya Ekta Diwas Pledge to motivate them to strive to maintain the unity and integrity of the country.<br />
All Ministries/Departments of the Government of India and all the State Governments/Administrators of all the Union Territories have been requested to organize appropriate programmes on the occasion in a befitting manner, including the ‘Pledge-taking Ceremony’, ‘Run for Unity’ involving people from all sections of society, March-Past in the evening by the Police, the Central Armed Police Forces and other organizations like the National Cadet Corps (NCC), National Service Scheme (NSS), Scouts and Guides, Home Guards etc.</p>

<p>Home Minister appeals to the people to participate in Rashtriya Ekta Diwas programmes</p>
<p>The Government has decided to observe the birth anniversary of Sardar Vallabhbhai Patel as the ‘Rashtriya Ekta Diwas’ (National Unity Day) on 31st October every year, to pay tributes to the efforts made by Patel to unite India. In this regard, a function to pay floral tribute to Sardar Vallabhbhai Patel will be held at Patel Chowk, Parliament Street, New Delhi at 0800 hrs.</p>
<p>The Government has also decided to hold three other programmes to mark the occasion. First: ‘Run for Unity’ programme in all major cities, district towns and other places in rural areas participated by all sections of society, particularly youth from colleges, National Cadet Corps (NCC), National Service Scheme (NSS), etc. In the National capital, ‘Run for Unity’ will be organized from Vijay Chowk to India Gate on Rajpath at 0830 hrs.</p>
<p>Second: Pledge taking ceremony will be organized in all the Government offices, Public Sector Undertakings and other Public institutions to observe the Rashtriya Ekta Diwas, the Home Minister said. The pledge timings will be decided by the concerned organization.</p>
<p>Third: In the evening ‘March-Past’ by the Police, the Central Armed Police Forces and other organizations like the NCC, NSS, Scouts and Guides, Home Guards, etc on the streets of major cities and district towns. The personnel will also take pledge. March past will be at 1600 hrs.</p>

<p>On 31st October a large number of people, particularly the youth and school children, are expected to participate in the ‘Run for Unity’ to be organised across major cities spread all over the country by the Government as part of scores of programmes to mark the birth anniversary of Sardar Vallabhbhai Patel. The event to be held in all major cities, district towns and other places in rural areas is expected to draw all sections of society, particularly youth from colleges, National Cadet Corps (NCC), National Service Scheme (NSS), etc. In the National capital, the ‘Run for Unity’ will be organized from Vijay Chowk to India Gate on Rajpath at 0830 hrs.</p>

<p>New Delhi, Aug. 20: The sarkari babu will have to make every minute count.</p>
<p>The Narendra Modi government has ordered that an Aadhaar Enabled Biometric Attendance System (AEBAS) be implemented in all central government offices.</p>
<p>A circular issued to all central government offices in the capital today has also asked employees, of all ranks, to submit their contact details (email ID, residential address, telephone and personal mobile phone numbers) to the department of personnel and training that is with the Prime Minister’s Office.</p>
<p>Delhi police are already building a databank containing the cellphone number, email ID, name, rank and “personal number” and of every city cop, from constable to commissioner, on the orders of the PMO. A letter from the home ministry on August 5 had asked for such a databank, which will also include the municipality in which the cop lives. “All the station house officers are on the job,” an officer said.</p>
<p>The circular issued today does not give a date from which the new attendance system will be implemented. It says “Aadhaar number is mandatory to register attendance”.</p>
<p>At least one state — Jharkhand — has begun implementing the AEBAS. But a central government order means the system will have to be adopted across the country.</p>
<p>The system will be implemented in the capital first and then in all central offices outside New Delhi. The order is binding on all employees, including those in the armed forces.</p>
<p>To implement the system, all offices will have to install fingerprint scanners with Wi-fi Internet. The objective of the system, sources said, is “to check absenteeism and measure the time an employee spends in office and the time he or she checks in and checks out”.</p>
<p>Similar systems have been implemented in many corporate offices, both in the private and the public sector, though they are not based on Aadhaar, the card issued to citizens by the Unique Identification Authority of India that was headed by Nandan Nilekani and created by the UPA II government of Manmohan Singh in 2009.</p>
<p>The system will also seek to ensure that employees cannot backdate attendance or mark attendance for someone else.</p>
<p>On July 1, Nilekani had met Modi and finance and defence minister Arun Jaitley and given a presentation on the Aadhaar scheme that impressed the new regime.</p>
<p><em><strong>Police clueless</strong></em></p>
<p>Delhi police have been left befuddled by the message from the PMO asking for the databank.</p>
<p>“This is unprecedented. We are not clear about the objective behind it,” a senior officer said in private.</p>
<p>“It seems the PMO is going to be the new control room for everything: it will keep a tab on all government officials including the police,” conjectured an IPS official posted in the home ministry.</p>
<p>The Delhi police, who claim to be the world’s largest metropolitan force with their 80,000 personnel including nearly 50,000 constables, have thrown themselves into the massive exercise.</p>
<p>Delhi’s is the only police force in the country that is under the Union home ministry’s direct control. Police sources said the directive came in the form of a ministry letter dated August 5.</p>
<p>Additional deputy commissioner Mahesh Batra then wrote to all the zonal deputy commissioners to help prepare the databank.</p>
<p>“May kindly direct the concerned to collect the same from every employee under your control and feed the information by August 13,” says the letter, dated August 11, of which The Telegraph has a copy.</p>
<p>“There will not be an extension of this date, being time-bound requirement by Prime Minister’s Office….”</p>
<p>Not surprisingly, the deadline has been missed. A senior officer said the task would be completed by the end of this month.</p>

										<content:encoded><![CDATA[<p><strong>Revision of Passenger Fare &amp; Freight Rate will Come into Effect from 25.6.2014</strong></p>
<p>The Railway passenger fare and freight rate revision was done as part of interim budget presented by the previous government. But the implementation of revised rates was withdrawn by previous regime because of the elections. Meeting the annual expenditure would not be possible unless the revised rates as finalized by previous government is implemented, hence order of withdrawing implementation of revised fare and freight has been withdrawn. Accordingly, the revised passenger fare and freight rates &amp; freight structure rationalization will come into effect from 25th June 2014 (i.e. w.e.f. 0000 hours of 25th June 2014).</p>
<blockquote><p>
In nutshell, following are the changes to be effective from 25th June 2014 (i.e. w.e.f. 0000 hours of 25th June 2014).</p></blockquote>
<p><strong>FREIGHT :</strong></p>
<p>A flat 5% increase in freight rates and an additional increase of 1.4% on account of FAC (Fuel adjustment Component) which was due since April 2014. The overall increase in freight rates will be 6.5% approx .for major commodities.<br />
Withdrawal of short lead concession in charging of freight for all traffic booked upto 100 kms. Minimum distance for charge has been increased from existing 100 kms to 125 kms.<br />
The number of Low Rated Classes have been reduced from 4 to 3. Certain concessions in case of some of these commodities has also been withdrawn.</p>
<p><strong>PASSENGER :</strong></p>
<p>A flat 10% increase in all classes. There will be no increase upto minimum distance for charge. In addition there will be an increase of 4.2% in fares on account of FAC which is due from April 2014.<br />
Second Class Monthly Season Ticket (MST) fares of Suburban and Non-suburban shall be charged on the basis of 30 single journeys instead of approximately 15 single journeys.  Fares of First Class Monthly Season Tickets will be charged @ 4 times the Second Class Monthly Season Tickets (MST) Fares as is done presently.  Revised fare shall also be applicable as per the existing method of computation on Quarterly Season Tickets (QST), Half Yearly Season Tickets (HST) and Yearly Season Tickets (YST), etc.  these revisions have been shown in the Season Ticket Fare Tables.</p>
<p><strong>Other Charges:</strong></p>
<p>There shall be no change in charges for reservation fee, superfast surcharge etc.  Such charges, wherever applicable, shall continue to be levied additionally as per existing instructions.<br />
Service tax will continue to be levied as applicable as per instructions issued in this regard.<br />
The revised fares will also apply to tickets issued in advance for journeys to commence on or after 25.06.2014.<br />
In the case of tickets already issued at pre-revised rates, the difference in fares and other charges on or after 25.06.2014 will be recovered either by TTEs on the trains or by the Booking/Reservation Offices before the commencement of journey by passengers.</p>

<div>12. India is the world’s oldest civilization. Today it is also a country with the largest population of the youth. We must equip and nurture our youth with the right kind of education, skill-set and opportunity to reap this demographic dividend. My government will strive to transition from Youth Development to Youth-led Development. It will set up Massive Open Online Courses and virtual classrooms. It will formulate a National Education Policy aimed at meeting the challenges posed by lack of quality, research and innovation in our educational institutions. We will set up IITs and IIMs in every state. In order to empower school teachers and students, a national e-library will be established. With the motto of “<strong>Har Haath Ko Hunar</strong>”, my government will strive to break the barriers between formal education and skill development, and put in place a mechanism to give academic equivalence to vocational qualifications. With the goal of Skilled India, my government will also launch a National Multi-skill Mission.</div>

<div>21. My government is committed to providing a clean and efficient administration focussed on delivery. The institution of Lok Pal is important to curb corruption and my government will endeavour to formulate rules in conformity with the Act. My government will take steps to build the confidence and morale of our bureaucracy; enabling it with the freedom to work, and welcoming innovative ideas. The government will stress on putting in place transparent systems and timebound delivery of government services. Government systems and processes will be revisited to make them citizen friendly, corruption free and accountable. Efforts will be made to eliminate obsolete laws, regulations, administrative structures and practices. Rationalization and convergence among Ministries, Departments and other arms of the government will be ensured to have focussed delivery. Digitization of government records will be done for improving accessibility.</div>

<div>22. E-governance brings empowerment, equity and efficiency. It has the power to transform peoples’ lives. The backbone of my government’s new ways of working will be a Digital India. IT will be used to drive re-engineering of government processes to improve service delivery and programme implementation. We will strive to provide Wi-Fi zones in critical public areas in the next five years. My government will rollout broad band highway to reach every village and make all schools e-enabled in a phased manner. Technology will be used to prepare our children for a knowledge society. The National e-governance plan will be expanded to cover every government office from the centre to the Panchayat; to provide a wide variety of services to citizens. Emerging technologies like Social Media will be used as a tool for; participative governance, directly engaging the people in policy making and administration.</div>

<div>23. My government is determined to rid the country of the scourge of corruption and the menace of black money. As a first step in this direction, the government has already constituted a SIT to unearth black money stashed abroad. This will be followed up vigorously by proactively engaging with foreign governments.</div>

<div>24. Keeping in mind that justice delayed is justice denied, my government will adopt a multi-pronged approach to address the problem of high pendency of cases in our judicial system. It will progressively modernize the courts to improve their operational efficiency, and start reform of the criminal justice system to make dispensation of justice simpler, quicker and more effective. It will initiate a mission mode project for filling vacancies in the judiciary and for doubling the number of courts and judges in the subordinate judiciary in a phased manner. The government will give special emphasis to the development of Alternate Dispute Resolution mechanisms.</div>

<div>27. For rapid creation of jobs in the manufacturing sector, the government will strategically promote labour-intensive manufacturing. Employment opportunities will also be expanded by promoting tourism and agro-based industries. My government will transform Employment Exchanges into Career Centres &#8211; connecting our youth with job opportunities in a transparent and effective manner through the use of technology as well as through counselling and training. The government will strengthen the pension and health insurance safety nets for labour force of all categories and would provide them access to modern financial services.</div>

<div>28. We need to transform ourselves into a globally competitive manufacturing hub powered by <strong>Skill, Scale and Speed. </strong>To this end, the government will set up world class investment and industrial regions, particularly along the Dedicated Freight Corridors and Industrial Corridors spanning the country. My Government will encourage the domestic industry to innovate and collaborate internationally. It will strive to move towards a single-window system of clearances both at the Centre and at the States through a hub-spoke model.</div>

<div>40. My Government will carry out reforms in defence procurement to increase efficiency and economy. It will encourage domestic industry, including the private sector; to have a larger share in design and production of defence equipment. We will introduce policies to strengthen technology transfer, including through liberalised FDI in defence production. With readily available skilled human resource, India can emerge as a global platform for defence manufacturing including software, which will strengthen our defence and spur industrial development as well as exports.</div>

<div>41. The country is proud of its Armed Forces. They serve the nation with professionalism, dedication and valour; securing our nation and supporting relief and rescue operations in the wake of disasters and calamities. We will strengthen defence preparedness by modernising our Armed Forces and addressing the shortage of manpower on priority. Recognising the importance of coastal security, my government will set up a National Maritime Authority.</div>

<div>42. My government will do everything to repay the debt of our brave and selfless soldiers. It will appoint a Veterans Commission to address their grievances, so that they know that we don’t stop caring for them when they retire from active service. The government will build a National War Memorial to honour the gallantry of our soldiers. <strong>One Rank, One Pension scheme will be implemented.</strong></div>

<strong>Uniform terms of appointment and conditions of service of chairpersons/members of tribunals/quasi-judicial bodies</strong></p>

<p>The Union Cabinet today gave its approval on the recommendations of the Group of Ministers (GoM) on uniformity of tenure, retirement age, re-appointment, pension, salary and allowances including medical facilities, leave and travelling allowances for chairpersons/members of Tribunals and other quasi-judicial bodies set up for through central legislations.</p>
<p>The recommendations of the GoM, as accepted by the Cabinet, will have prospective effect through an overarching legislation.</p>
<p><em>Background:</em></p>
<p>In order to expedite delivery of justice and make available domain expertise in adjudication, the Government has set up various Tribunals under Central Acts, The terms of appointment and conditions of service of chairpersons and members of these Tribunals are different in many cases. The Government, constituted a GOM aimed at providing uniformity across all Central Tribunals. The Supreme Court has also observed the need for such uniformity.</p>

<p>Sub: <strong>Providing immediate medical treatment to victims of crimes or road accidents.</strong></p>
<p>In continuation with guidelines on the subject issued by this Department vide letters dated 30/10/1998, 31/03/2002, 27/11/2008 and 07/02/2011 all hospitals including private hospitals and nursing homes, functioning in the National Capital Territory of Delhi, are hereby directed to attend to victims of crimes and trauma in dire need of immediate medical treatment, including victims of rape and road accident, and provide them immediate treatment.</p>
<p>The above said hospitals/nursing homes shall not refuse to provide medical treatment for any reason including that the case involved is of medico-legal nature. In such cases the hospital / nursing home concerned shall also call / inform the nearest Police Station or the Police Control Room concerning the medico legal case.</p>
<p>Attention of all the above hospitals/nursing homes is drawn to clause 14.2 of the schedule appended with Rule 14 of Delhi Nursing Homes Registration (Amendment) Rules, 2011 which provides as under:</p>
<p>“14.2 The nursing home shall not refuse treatment to the injured / serious patients brought to them due to any reason, whatsoever.”</p>
<p>Any such victim brought to the hospital/nursing home either by the Police or the public or on their own, shall not be refused immediate medical treatment that may be required to stabilize the emergency medical condition of the victim.</p>
<p>Non-compliance of the aforementioned directions by defaulting hospitals / nursing homes shall attract appropriate disciplinary / punitive action including cancellation of registration.</p>

										<content:encoded><![CDATA[<p><strong>Sensitive Approach towards Women Employees</strong><br />
Article 16 of the Constitution of India guarantees equality of opportunity for all citizens in matters relating to employment or appointment to any office under the State. Further, it provides that no citizen shall, on grounds only of religion, race, caste, sex, descent, place of birth, residence or any of them, be ineligible for, or discriminated against in respect of, any employment or office under the State.</p>
<p>To enhance the employability of women, the Government is providing skill training to women through a network of Women Industrial Training Institutes. There are 11 National Vocational Training Institutes providing training facilities, exclusively for women in skills having high wage-employment and self-employment potential. Further there are women wings in general ITIs which are under the administrative control of respective State Governments. National Council for Vocational Training (NCVT) has enhanced the percentage of reservation for women from 25% to 30% in training institutes.</p>
<p>Besides this, the Government has enacted the Equal Remuneration Act, 1976 which provides for payment of equal remuneration to men and women workers for the same work or work of a similar nature without any discrimination and also prevents discrimination against women employees while making recruitment for the same work or work of similar nature, or in any condition of service subsequent to recruitment such as promotions, training or transfer. The Government has taken several steps for creating a congenial work environment for women workers and a number of protective provisions have been incorporated in various labour laws. These include provision of crèches where a certain number of women are employed, maternity benefit and safeguards against sexual harassment of women workers at their work places, etc. With these efforts more and more women would be encouraged to take up employment. However, it is difficult to quantify the number of women likely to be benefitted therefrom.</p>
<p>This was stated by Smt. Krishna Tirath, Minister for Women and Child Development, in a written reply to the Lok Sabha today.</p>
