<p>Will the Minister of EDUCATION be pleased to state:<br />(a) whether the Government proposes to construct <a href="https://centralgovernmentnews.com/category/kv-school/" target="_blank" rel="noreferrer noopener">Kendriya Vidyalayas</a> (KV) in the Khalari, Silli and Chandil of Ranchi parliamentary constituency;<br />(b) if so, the details thereof and if not, the reasons therefor;<br />(c) the reasons for the non-existence of a Kendriya Vidyalayas in these area of Jharkhand;<br />(d) the details of the steps taken by the Government to improve the educational infrastructure and facilities at schools and colleges in Jharkhand specially in Ranchi Lok Sabha Constituency;<br />(e) the list of KV schools currently in operation and proposed to be built, State-wise including Jharkhand;and<br />(f) the measures taken/proposed to be taken by the Government to improve the quality of education provided in public schools?</p>

<p>a) to c): Proposals for opening of new Kendriya Vidyalayas (KVs) are considered only if sponsored by the Ministries or Departments of the Government of India/State Governments/UT Administrations in the prescribed proforma, thereby committing resources for setting up the KV, as well as on availability of sanction of the Government. Proposals fulfilling the pre-requisites as per the norms of KVS are processed further for approval of the Competent Authority. No proposal has so far been received in the prescribed proforma from the State Government of Jharkhand for opening of new KVs at Khalari, Silli and Chandil of Ranchi Parliamentary constituency.</p>



<p>d): Government has taken various steps to improve the educational infrastructure and facilities in schools and colleges in the country including Jharkhand as per the Right of Children to Free and Compulsory Education (RTE) Act and has specified certain essential norms and standards for educational institutions. These norms include norms for number of teachers (Pupil Teacher ratio), minimum number of working hours, teaching learning equipment, library, play material, games and sports equipment, school organization as well as infrastructure. Support for these provisions is provided under the integrated Samagra Shiksha Centrally Sponsored Scheme.<br />Under the Centrally Sponsored Scheme of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), central support has been approved for 13 institutions in Ranchi under various components of the scheme namely infrastructure grants to colleges/ universities, upgradation of existing Degree college to Model Degree College, enhancing quality and excellence in select autonomous colleges and creation of universities by way of upgradation of existing autonomous colleges. Out of the total approval of Rs.104 crore, the central share is Rs.62.4 crore and Rs.51.72 crore has been released as central share to 13 institutions in Ranchi district.</p>

<p>f): The Central Government has taken several steps to improve the quality of education in the schools which inter alia include the following:</p>



<ul class="wp-block-list"><li>In order to focus on ensuring competencies, the Central rules to the Right of Children to Free and Compulsory Education (RTE) Act, 2009 have been amended to include reference on class-wise, subject-wise Learning Outcomes, which have, accordingly, been finalized and shared with all States and UTs;</li><li>Under Samagra Shiksha, funds are given to all States and UTs for strengthening of infrastructure and provision of other facilities in schools to ensure that all schools meet the prescribed norms, besides other interventions to improve the quality of education such as training of in-service teachers, remedial teaching for academically weaker students, library grants to schools, ICT and digital initiatives;</li><li>Approval has been given for conducting a Census based audit of school infrastructure called Shagunotsav of all Government and Government aided schools in all States and UTs;</li><li>A performance Grading Index (PGI) has been designed to grade the States and UTs on a matrix based on 70 indicators;</li><li>Approval has been accorded for National Initiative for School Heads and Teachers Holistic Advancement (NISHTHA), an Integrated Teacher Training Programme to train 42 lakh teachers and other functionaries to make classrooms learner-friendly and improving children’s competencies in critical thinking, problem solving, creativity as well as social qualities such as cooperation, team work etc.</li></ul>

<p>The Ministry of HRD vide letter F.No.7-50/2018-UT-2 dated 06th August, 2018 has conveyed the approval of Government of India for setting up of 13 new Kendriya Vidyalayas under Civil / Defence Sector all over the country whereby the sponsoring authorities have scored maximum weightage points under the &#8220;Challenge Method&#8221; against the 13 remaining sanctions available out of 50 Kendriya Vidyalayas sanctioned in March 2017.</p>
<p>2. Further, pursuant to clause -I (ii) of Annexure-I of the norms prescribed for opening of new Kendriya Vidyalayas under Civil Sector, the sponsoring . authority is required to transfer the identified and demarcated land to KVS on lease or permanent transfer basis prior to opening of the new Kendriya Vidyalayas.</p>
<p>3. Necessary administrative sanction orders for the opening of the new Kendriya Vidyalaya will be issued immediately after transfer of the land in favour of Kendriya Vidyalaya and after its possession is given to KVS. Therefore, all sponsoring authorities are required to transfer the requisite extent of land in favour of KV and also fulfill the requirement of transfer of temporary building to Kendriya Vidyalaya authorities for running of Kendriya Vidyalaya besides completing other requirements.</p>
<p>4. The details of proposals which have been considered for opening of new Kendriya Vidyalayas are as under:-</p>

<strong>Cabinet approves opening of 13 new Kendriya Vidyalayas in seven States and opening of second Jawahar Navodaya Vidyalaya at Alot, District Ratlam, Madhya Pradesh</strong></p>

<p>The Cabinet Committee on Economic Affairs chaired by Prime Minister Shri Narendra Modi has approved the proposal for opening of 13 new KendriyaVidyalayas (KVs) in seven States and a second JawaharNavodayaVidyalaya(JNV) in Alot, District Ratlam, Madhya Pradesh.</p>
<p>These 13 schools are in Banda (Uttar Pradesh), Washim (Maharashtra), Chakpikarong (Manipur), Parbhani (Maharashtra), Nawada (Bihar), Mirjapur (Uttar Pradesh), Bhadohi (&#8220;Uttar Pradesh), Palamau (Jharkhand), Siddipet (Telangana), Kudamalakunte, (Karnataka), CISF Surajpur (Uttar Pradesh), Devkund (Bihar) and Baoli (Uttar Pradesh).</p>
<p>The CCEA also approved the establishment of an additional Jawahar Navodaya Vidyalaya(JNV) at Alot, Ratlam District, Madhya Pradesh.</p>
<p>Ratlam district of Madhya Pradesh has a high percentage of SC and ST population and there is huge demand for establishing an additional JNV in that district. Moreover, the State Government has also shown readiness to earmark the required extent of land and temporary accommodation for setting up the Vidyalaya.</p>
<p><strong>Benefits:</strong></p>
<p>At present the KVs are imparting quality education to more than 12 lakh students and JNVs are providing modern education free of cost to nearly 2.50 lakh students in different parts of the country. With the openingof these 13 new KVs about 13000 more eligible categories of students will be able to access affordable quality education and an additional 560 students will be benefitted from the second JNV at Alot once it becomes fully functional from Class VI to XII.</p>
<p><strong>Background:</strong></p>
<p>The Cabinet Committee on Economic Affairs had at its meeting held in March, 2017 approved a proposal for setting up of 50 new <strong>Kendriya Vidyalayas</strong> (KVs) under Civil/Defence Sector in the country under &#8220;Challenge Method&#8221; at an estimated outlay of Rs.1160 crore. These new KVs were to be opened only in those locations where the sponsoring authorities come forward and offer land as well as provide temporary accommodation as per norms of KVS, on &#8216;first come first served&#8217; basis and the sanctions were to be utilized accordingly.</p>
<p>In pursuance of this approval, <strong>KVS</strong> has so far issued administrative orders for opening of 37 new KVs consequent upon, the sponsoring authorities fulfilling the requisite norms.</p>
<p>Detailed guidelines for consideration of proposals under the &#8220;Challenge Method&#8221; were issued in September, 2017. Thereafter, all the remaining proposals and other new proposals received by KVS were considered by a duly constituted committee which recommended the proposals for opening of new <strong>KVs</strong> to be considered under the &#8220;<strong>Challenge Method</strong>&#8220;. 13 proposals scoring maximum weightage points under &#8220;Challenge Method&#8221; were recommended by the committee for being placed before the competent authority for approval.</p>
