<p>Dear comrades</p>
<p>We know that all of you are in the midst of hectic preparation and campaign for making the 16thMarch Strike action a great success.  As has been explained in the article, which we have placed on our website, the NDA Government, led by BJP has exhibited the worst anti-employee attitude in the post independent  era of our country.  This Government has treated its own employees as its worst enemy. The decision taken by the Union Cabinet on 29th June, 2016 rejecting even the recommendations made by the high level committee chaired by the Cabinet Secretary was unprecedented. Even the setting up of various committees was nothing but an eye wash. Nothing will come out of that.  Even the NPS Committee on which the young comrades had pinned some hope of at least  getting a minimum guaranteed pension will produce nothing.  The discussions at the JCM fora has been converted into mostly monologues i.e. the official side simply listening and not reacting.  The Government, it appears, has made the Pension department to reject the one and only recommendation of the 7th CPC which was considered to be positive i.e. Option No.1 for pensioners on the specious ground that the same is not feasible to be implemented. The allowances committee has dilly dallied its deliberation and would now submit its report after the extended period of 6 months expires on 22.02.2017. Even if they make any positive recommendation, which is seldom expected, the NDA Government would not act upon it.  They have very successfully postponed the payment of the revised allowance for 15 months.</p>
<p>In the face of such terrible onslaught, betrayal and chicanery, which no Government in the past has every indulged in,  it is surprising that some of our friends who has a predominant role in the movement of the Central Government employees has unfortunately chosen to wait and watch.  It appears that they have chosen to wait endlessly hurting the cause of the workers.</p>
<p>We have no hesitation to affirmatively state the obvious that we have chosen the right path, the path of struggles, which can only the choice of the working class against tyrannical attitude of the employer, howsoever, powerful they may be. We must realize that those who are  in the saddle of power today are not permanently posted there. We were witness to the abysmal downfall of persons who were arrogant personified.  It appears that the reasonableness, righteousness and patience we had exhibited have been taken as signs of cowardice. The undeniable fact is that those who fight, only can win. We, therefore, appeal to you to carry on with conviction and courage.</p>
<p>Eight months will be over on 6th March, 2017, when the Group of Ministers held out the assurance of revisiting the minimum wage and multiplication factor.  It is now crystal clear that that was an act of chicanery.  No committee was set up and no discussions were held to seriously consider the issue.  We, therefore, appeal to all of you to ensure that the day, i.e. 6thMarch, 2017 is observed as a day of betrayal and all our members are requested to wear a Black badge with the following words inscribed on it in bold letters and conduct demonstrations in front of all Central Government offices.</p>

										<content:encoded><![CDATA[<p><b>Historic announcements on ending corruption and black money by PM; Five hundred and one thousand rupee notes will no longer be legal tender from midnight tonight</b></p>
<p>In a historical move that will add record strength in the fight against corruption, black money, money laundering, terrorism and financing of terrorists as well as counterfeit notes, the Government of India has decided that the five hundred and one thousand rupee notes will no longer be legal tender from midnight, 8th November 2016.</p>
<p>The Government has accepted the recommendations of the RBI to issue Two thousand rupee notes and new notes of Five hundred rupees will also be placed in circulation.</p>
<p>Notes of one hundred, fifty, twenty, ten, five, two and one rupee will remain legal tender and will remain unaffected by the decision today.</p>
<p>Prime Minister Shri Narendra Modi made these important announcements during a televised address to the nation on the evening of Tuesday 8th November 2016. He said that these decisions will fully protect the interests of honest and hard-working citizens of India and that those five hundred and one thousand rupee notes hoarded by anti-national and anti-social elements will become worthless pieces of paper.</p>
<p>The Prime Minister said the steps taken by the Government would strengthen the hands of the common citizens in the fight against corruption, black money and counterfeit notes.</p>
<p>Fully sensitive to some of the difficulties the common citizens may face in the coming days, the Prime Minister has announced a series of steps that will help overcome the potential problems.</p>
<p>Persons holding old notes of five hundred or one thousand rupees can deposit these notes in bank or post offices from 10th November onwards till 30th December, the Prime Minister announced. There are also some limits placed on the withdrawals from ATMs and bank for the very short run.</p>
<p>Shri Modi stated that on humanitarian grounds notes of five hundred and one thousand rupees will be accepted at government hospitals, pharmacies in government hospitals (with prescription of a doctor), booking counters for railway tickets, government buses, airline ticket counters, petrol, diesel and gas stations of PSU oil companies, consumer cooperative stores authorized by the state or central government, milk booths authorized by state government and crematoria, burial grounds.</p>
<p>Shri Modi emphasized that there is no restriction on any kind of non-cash payments by cheques, demand drafts, debit or credit cards and electronic fund transfer.</p>
<p>In his address the Prime Minister shared the insight into how the magnitude of cash in circulation is linked to inflation and how the inflation situation is worsened due to the cash deployed through corrupt means. The Prime Minister added that it adversely affects the poor and the neo-middle class people. He cited the example of the problems being faced by the honest citizens while buying houses.</p>
<p><b>A time-tested commitment to eradicate black money</b></p>
<p>The Prime Minister has time and again said that the Government is committed to ensure that the menace of black money is overcome. Over the past two and a half years of the NDA Government, he has walked the talk and led by example.</p>
<p>The very first decision of the Prime Minister led NDA government was the formation of a SIT on black money.</p>
<p>A law was passed in 2015 on disclosure of foreign bank accounts. In August 2016 strict rules were put in place to curtail benami transactions. During the same period a scheme to declare black money was introduced.</p>
<p>The efforts have borne fruit. Over the past two and a half years, more than Rs. 1.25 lakh crore of black money has been brought into the open.</p>
<p><b>Raising the issue of black money at the world stage</b></p>
<p>Prime Minister Narendra Modi has time and again raised the issue of black money at the global forum, including at important multilateral summits and in bilateral meetings with leaders.</p>
<p><b>Record growth in last two and a half years</b></p>
<p>The Prime Minister said that the efforts of the Government have led to India emerging as a bright spot in the global economy. India is a preferred destination for investment and India is also an easier place to do business in. Leading financial agencies have shared their optimism about India’s growth as well.</p>
<p>Combined with this, Indian enterprise and innovation has received a fillip due to the &#8216;Make in India&#8217;, &#8216;Start up India&#8217; and &#8216;Stand up India&#8217; initiatives that seek to celebrate enterprise, innovation and research in India.</p>
<p>The historic announcements made by the Prime Minister will add value to the already thriving efforts of the Central Government.</p>

<p>Report of the 7th Central Pay Commission (CPC) headed by Retired Supreme Court Justice, Ashok Kumar Mathur was submitted to Government on 19th November 2015 after 21 months. The Union Cabinet announced its decision to implement the recommendations on 29th June 2016. Through the press release circulated to media and the statement of Finance Minister, the Government made a calculated move to create an impression among the public that the Modi Government is magnanimous enough to extend big bonanza to the Central Government employees. Eventhough, immediately after submission of the 7th CPC report, the Joint Council of Action of Central Government Employees (NJCA) representing Railways, Defence and Confederation including Postal had submitted a memorandum to Government demanding modifications of the retrograde recommendations of the 7th CPC, the Government while announcing its decision, rejected all the demands raised by the staff side.</p>

<p>The 7th CPC recommended only Rs.18000/- as minimum pay by arbitrarily modifying and manipulating Dr. Aykroyd’s Need based minimum wage formula on untenable premises and incorrect data. The main demand of the NJCA is to re-compute the minimum wage on the basis of actual commodity prices as on 01.07.2015 and factor Dr. Aykroyd formula stipulated percentage for housing, social obligations and children’s education etc. and to revise the fitment formula and all pay scales on the basis of the so determined minimum wage. The methodology adopted by 7th CPC is irrational, imaginary and even absurd.</p>

<p>The Government’s claim that big increase is given to the employees is totally false. In para 4.2.9 of the report, the 7th CPC has given a table depicting the percentage of increase provided by the successive pay commissions appointed after independence. According to the table, the 2nd CPC has made a paltry increase of 14.2.% (1960), the 3rd CPC gave a rise of 20.6% (1973), the 4th CPC 27.6% (1986), the 5th CPC 31% (1996) and 6th CPC 54% (2006) whereas the average increase granted by 7th CPC is only 14.29% (2016), while the percentage increase had been in ascending order all along, the 7th CPC has sought to reverse that trend. The megre increase recommended and accepted by the Government without any change is the worst ever any pay commission has recommended since 1960. In 1960 five days historic strike of entire Central Government employees took lace demanding modifications of 2nd CPC recommendations.</p>

<p>Another claim of the Government is that it has accepted the recommendations of the 7th CPC to increase the existing salary by 2.57 times !!!. This is a totally misleading propaganda. The existing basic pay of a lowest level employee of the Central Government called Multi-Tasking staff (MTS) is 7000 plus 125% Dearness Allowance as on 01.01.2016. Thus the total salary as on 1st January 2016 is 7000 + 8750 DA = 15750. The Minimum pay recommended by 7th CPC is 18000 i.e; the actual increase in salary is Rs. 2250/- only at the lowest level. The fitment factor of 2.57 is worked out excluding the 125% DA an employee is getting at present. As the next wage revision takes place only after ten years in 2026, the above increase of 2250/- in the salary is megre.</p>

<p>In the past, every time, either before or immediately after the appointment of pay commissions, the employees are granted DA merger, Last time, before appointment of 6th CPC, Government has granted merger of 50% DA in 2004 and the merged DA is treated as Pay for all purposes. This time no DA merger is granted. Suppose, as in the past, the Government has accepted the demand for merger of 50% DA as on 01.01.2011 when DA crossed 50%, the total salary of an employee at the lowest level as on 01.01.2016 will become Rs.18395/- (7000 + 50% DA 3500 = 10500 + remaining 75% DA as on 01.01.2016 Rs.7875 = 18395). Thus it can be seen that even if no pay commission is appointed by Government, simply by granting DA merger alone the lowest level salary will become more than 18000/- which is recommended by 7th CPC after 21 months study and spending crores of rupees for its functioning.</p>

<p>The Government’s press release further claim that the ratio between lowest and highest salary (compression ratio) is 1:3.12. The highest level employees are Cabinet Secretary and Secretaries of various departments. The recommended salary of the Cabinet Secretary is 2,50000. Government deliberately avoided comparison between salary of lowest employee and highest level employee, instead compared with middle level Class-I officer only. Actual ratio between the lowest and highest salary come to 1:14 (18000:2,50000). No other pay commission has recommended such a huge margin.</p>

<p><b>Other retrograde recommendations of the 7th CPC are as follows:</b></p>

<p>1. House Rent Allowance (HRA) rate reduced from 30%, 20% and 10% to 24%, 16% and 8%</p>
<p>2. 52 existing allowances are to be abolished.</p>
<p>3. All interest-free advances including Festival advance, are to be abolished. Only interest bearing advances to be retained.</p>
<p>4. Salary for the second year of Child care leave granted to women employees should be reduced to 80%.</p>
<p>5. For Three Time bound promotions (Assured Carreer Progression) passing examination and other conditions made mandatory.</p>
<p>6. New Pension Scheme (NPS) shall continue, recommended only some cosmetic changes.</p>
<p>7. Contractorisation and casual labour System shall be continued.</p>
<p>8. Outsourcing of Government functions to continue.</p>
<p>9. Employment of retired personnel to be legalized and panel of experienced retired personnel should be kept ready.</p>
<p>10. Filling up of vacancies – commission pointed out that there are six lakhs unfilled vacancies in Central Government services, but no recommendations for filling up the vacancies in a time bound manner by special recruitment.</p>
<p>11. Regularisation of Gramin Dak Sevaks of Postal department – rejected.</p>
<p>12. Increase in minimum pension percentage, Fixed medical Allowance to Pensioners and increment rate – rejected.</p>

<p>Inspite of several round of country wide agitational programmes conducted by NJCA including massive Parliament March, the NDA Government refused to negotiate the demands with the staff side, but declared unilateral implementation of the recommendations without any modifications. The resentment, anger and protest of the entire Central Government employees increased day-by-day and the NJCA decided to go ahead with indefinite strike from 11th July 2016 and preperations and campaigning for making the strike a thundering success went on in full swing. Modi Government understood that if it still refuse to discuss with the NJCA then from 11th July 6 AM onwards the entire Central Government establishments including Railways, Defence, Postal and other departments. will come to standstill marking the commencement of the biggest strike action of the Central Government employees.</p>

<p>It is in this background the Hon’ble Prime Minister directed three Cabinet Ministers including Home Minister Shri Rajnath Singh, Finance Minister Shri Arun Jaitly and Railway Minister Shri. Suresh Prabhu to hold discussion with the NJCA leaders on 30th January 2016. Major demands in the Charter of demands were discussed with particular reference to Improvement in Minimum wage and fitment formula. Issues relating to parity in pension was also discussed. Finally the Ministers assured that a high level committee will be appointed to consider the issues raised by the NJCA.</p>

<p>As no written minutes or communications is forthcoming from the Government regarding the 30th June discussion and assurances, the NJCA decided to go ahead with the strike. Country wide demonstrations were held daily in front of all offices and at all important centres. On 6th July 2016 when the NJCA meeting was in progress, Hon’ble Home Minister Shri Rajnath Singh again invited the NCA Leaers for discussion. The Minister reiterated the earlier assurances and told that Finance Minister will issue a press statement making the Government stand clear on the demands.</p>

<p>Accordingly, the Government issued a press statement on 6th July 2016 in which it is stated that – “The Ministers assured the Union leaders that the issues raised by them would be considered by a High Level Committee.”</p>

<p>Thus, the unite struggle of the entire Central Government Employees compelled the unwilling NDA Government to accept the reality that modification in the 7th CPC recommendations is a must and before arriving at a final conclusion the staff side should be given a fair chance to present and discuss the case with the Government. It was assured that the proposed High Level Committee to be appointed by the Government shall complete its task within a time frame.</p>

<p>Advancement in the wages and service conditions of Central Government Employees can be achieved only through the united struggle of all Central Government employees for which the unity built up under the banner of NJCA is to be maintained and strengthened. Further the neo-liberal policy offensives of the NDA Government in the Central Government Employees Sector including privatisation, outsourcing, downsizing, contractorisation, corporatization, winding up of departments, New Pension Scheme etc. can only be resisted and reverted by building up united movement of the entire employees. Eventhough the strike is deferred, the Central Government employees shall continue its united struggle against the anti-people and anti-labour policies of the NDA Government. We should self-critically analyze the strength and weakness of the NJCA and shall arrive at proper conclusion for taking corrective measures, if necessary, and also for further unity and advancement. The final outcome of the united struggle is, no doubt, one step forward.</p>

<p>New Delhi: Government officials undertaking foreign trips will have to clearly spell out the outcome of such tours. All those who undertook official foreign visits since 2013-14 need to submit details of the outcome of such tours in the next few days.</p>
<p>The move comes against the backdrop of persistent feeling in many quarters that the trips, ostensibly for gaining experience and insights, often turn into pleasure jaunts.</p>
<p>There have been cases of officials traveling abroad in numbers more than necessary, stretching the duration of stay and visiting and stopping at places irrelevant to the stated purpose of the trip.</p>
<p>In keeping with the new work culture, the NDA government has created a website under its Software Management Information System for uploading details of foreign tours and visits by officials.</p>
<p>Ministries and departments have set a December-end deadline for its officials to upload details on this portal.</p>
<p>Moreover, every ministry and department has been directed to prepare a “rolling plan” for future foreign visits to be undertaken by officials.</p>
<p>“The idea behind the rolling plan is to submit the proposed trips of officials in the next quarter. This can be updated and amended. Government wants foreign trips by officials on government expenditure to be result-oriented,” said a senior government official.</p>
<p>According to sources, cabinet secretary Pradeep Kumar Sinha recently called a meeting to ensure that officials and departments comply with the decision.</p>
<p>“In certain cases, it’s difficult to get the details of foreign visits by officials, who have already gone back to the states or are retired. But the message has gone to one and all to provide the outcomes of their visits since they must be keeping some details.</p>
<p>We are also trying to get the records kept in departments so that some details can be uploaded,” said a government source.</p>

<p>Hyderabad: The NDA government is mulling to lift the subsidy on LPG cylinder for consumers whose annual income is above Rs 10 lakh, Union Minister M Venkaiah Naidu said here on Saturday.</p>
<p>“Dharmendra Pradhan (Minister for Petroleum and Natural Gas) told me that the Government has found many of illegal gas connections and is saving thousands of crore of rupees by stopping supply to those consumers,” the Union Minister for Urban Development and Parliamentary Affairs said.</p>
<p>“They (the government) are also planning that the consumers whose income is above Rs 10 lakh, gas subsidy will not be given. Why do they need subsidy? Why ministers need subsidy? So far, 30 lakh people have given up LPG subsidy.</p>
<p>That subsidy will be given to poor people,” he said.</p>
<p>Naidu was speaking at an awards function organised by Federation of Andhra Pradesh and Telangana Chambers of Commerce.</p>
<p>He said the government has so far brought out about 35 changes in the Foreign Direct Investment (FDI) policy across 15 sectors.</p>
<p>Seeking support from the opposition parties for passing some crucial Bills such as GST Bill, the Union Minister said the government is willing to talk to them on pursuing its agenda.</p>
<p>“Our government agenda is development, good governance, elimination of poverty and empowerment of youth and women. The opposition should also cooperate with the government in pursuing these reforms. People want politics of development.</p>
<p>We seek support of all political parties in pursuing developmental agenda in the larger interest of the country,” he said.</p>
<p>Taking a dig at those criticising Prime Minister Narendra Modi, Naidu said they should respect the mandate of the people with tolerance.</p>
<p>“Knowingly or unknowingly, some incidents took place in the country and one should not magnify them and show the country in poor light,” he said.</p>
<p>He said India is moving on the path of development and attracting investments from outside.</p>

<p>The Centre of Indian Trade Unions congratulates and salutes the working class of India for the unprecedented and historic strike today against the anti worker, anti people and anti national policies of the BJP led NDA government.</p>
<p>&nbsp;</p>
<p>Over 15 crores workers employed in almost all the sectors of the country’s economy covering the organised and unorganised sectors, public and private sectors, the central and state government sectors and the scheme workers participated in this strike. <strong>Protest demonstrations, rasta roko and rail roko were held across the country in which thousands of workers participated.</strong></p>
<p><strong> </strong></p>
<p>Police was used on the workers in several states. The Trinamool government in West Bengal used the brutal force of its police as well as its goons to physically attack the workers on strike. In fact attack by Trinamool goons to foil the strike started at least three days before the strike date and during this period several processions and meetings for strike campaign in different places in the state were attacked, offices were ransacked and many activists were injured. On the day of the strike, police along with Trinamool goons carried on brutal attacks on the strikers and TU activists throughout the state severely injuring many of the activists including senior leaders. Workers and their leaders were arrested in several places in the state. Police resorted to severe lathi charge and arrests in many other states including Assam, Jammu and Kashmir etc. CITU congratulates the workers, particularly in West Bengal for heroically resisting these attacks and participating in the strike in a massive manner.</p>
<p>&nbsp;</p>
<p>In many states, including West Bengal, Kerala, Tripura, Odisha, Andhra Pradesh, Haryana, Telangana, Himachal Pradesh, many districts of Karnataka, Madhya Pradesh etc the strike turned into a virtual bandh with road transport and normal activities coming to a grinding halt. The manufacturing activities in several industrial clusters across the country totally stopped due to the strike.</p>
<p>&nbsp;</p>
<p><strong>The unprecedented response to the strike reflects the anger and resentment of the workers against the attacks on their working and living conditions and the attempts to deny their basic justifys by amending the labour laws to benefit the national and multinational corporations</strong>. It reflects the anger at ignoring their basic demands that were being raised since the last several years. It also reflects the determination of the working class to fight back the nefarious design of the corporate-serving Govt at the centre to impose slavery on them through draconian changes in all labour laws. Through this strike the working class of India has warned the government that it was not going to take lying down the attacks on its basic justifys. It also warned the government that policies that mortgage the country to corporate interests, both foreign and domestic will not be tolerated.</p>
<p>&nbsp;</p>
<p>The CITU extends its gratitude to the massive support and solidarity extended to the strike by various sections of the people including kisans, agricultural workers, adivasis etc.</p>

<p>CITU demands the government to scrap all the anti worker amendments to the labour laws and take immediate concrete action on all the demands raised by the joint trade union movement.</p>

<p>It calls upon the working class to further strengthen the unity at the grass root level and be prepared for more intense struggles if the government chooses to continue with its policies.</p>

<p>New Delhi:Those hiring a full-time domestic help may soon have to pay them a minimum salary of Rs 9,000 per month, compulsory paid leave of 15 days a year, and maternity leave to boot.</p>
<p>&nbsp;</p>
<p>To safeguard the interest of domestic workers, the NDA government is readying a national policy incorporating these features, besides a host of benefits, including social security cover and provisions against sexual harassment and bonded labour.</p>
<p>&nbsp;</p>
<p>The ‘National Policy for Domestic Workers’ is likely to be presented before the Union Cabinet soon.</p>
<p>Domestic servants, who stare at an uncertain future when they grow weak with age and are thrown out of their job, will now have the cushion of a social security scheme under which the employer will have a mandatory contribution.</p>
<p>&nbsp;</p>
<p>The policy envisages the right to domestic helps to pursue education, a safe work environment and a mechanism for redress of their grievances.</p>
<p>&nbsp;</p>
<p>Workers and employers will also have the right to form groups and engage with each other for ‘collective bargaining’.</p>
<p>&nbsp;</p>
<p>A draft note in this regard, prepared by the Director General Labour Welfare (DGLW), was submitted to Labour Minister Bandaru Dattatreya last week.</p>
<p>&nbsp;</p>
<p>“The Domestic Workers Policy has to be framed. Domestic workers are also subjected to exploitation and therefore the welfare and protection of domestic labour force is very important,” Dattatreya told PTI.</p>
<p>&nbsp;</p>
<p>“The policy framework is on par with the standards of the International Labour Organisation. India has adopted the ILO convention on domestic workers and therefore we have to make a policy for this segment of the society,” he said.</p>
<p>&nbsp;</p>
<p>Once the policy takes effect, it will be mandatory for the employer, the employee and the intermediary agency that connects the two, to enter into a tripartite agreement, which will have legal sanctity.</p>
<p>The draft policy recommends minimum monthly wage for unskilled, semi-skilled, skilled and highly-skilled categories of the domestic workers.</p>
<p>&nbsp;</p>
<p>“Highly-skilled and those giving full-time service should be eligible to get a salary of at least Rs 9,000 per month,” an official said, adding the policy seeks to empower domestic workers by making this large workforce a services industry over time.</p>

<p><strong>IESM ANNOUNCES MAHA RALLY ON 01.02.2015 AT JANTAR MANTAR FOR O.R.O.P.</strong></p>

<p>We all, in most disciplined manner and peacefully, have been waiting the implementation of OROP as promised by the UPA Government and then by Shree Modi the Prime Minister of the NDA Government.</p>
<p>Unfortunately for us the NDA Government has made a U Turn on its pre-poll promises and repeated announcement by Shree Narender Modi since the time he became the PM.</p>
<p>&nbsp;</p>
<p>As per the latest announcement made by the RM, he is planning to give us only 80% of our demand and he still wants to call it OROP. What a shame to the NDA Government.</p>
<p>&nbsp;</p>
<p>It is the Babus who seem to be running the country and not the PM and his Government.</p>
<p>&nbsp;</p>
<p>We have only one option left now –</p>

<p>Dear Comrades,<br />
<strong>Sub: Holding of National Convention of the National Council (JCM)(Staff Side)</strong></p>
<p>As you are aware, the Staff Side, JCM National Council had, as desired by the 7th CPC,<strong> submitted a separate memorandum on Interim Relief and Merger of DA, copy of which had also been sent to the Finance Ministry. During the Informal Discussions the Staff Side had with the Pay Commission, they had assured us to take up the issue with the Government seeking amendment to the Terms of Reference to enable them to act upon our memorandum.</strong><br />
We have received reply from the Finance Ministry, which is indicative of a refusal of both the demands. The NDA Government has adopted the same plea made by the UPA II Government to reject our demands. The 7th CPC have so far not communicated to us, the decision they have taken on our memorandum.</p>
<p>From the steps so far taken by the BJP Government, it is unambiguous that they would be pursuing the neo-liberal economic policies with much more intensity than even the UPA Government. Having got a clear majority in the Parliament, they would be able to push through necessary legislations to pursue reforms. The outsourcing of Railway functions, privatization of Defence manufacturing Units, increased FDI inflow in various core sectors of economy, dismantling of the administrative price mechanism, de-nationalization efforts in the Banking, Insurance and Coal Sectors and above all the adherence to New Contributory Pension Scheme are some of the bold anti worker steps taken by the new Government.</p>
<p>The matter of fact approach and urgency which was visible in the initial days of the 7th CPC appears to have vanished. It is a matter of pride for all of us that we could submit our final memorandum on common issues to the Commission within the stipulated time frame. We are also happy to note that almost all service organizations of Central Government employees have endorsed our formulations on the wage structure and other service benefits. It is also a fact that all these organizations have submitted their memoranda on department-specific issues before 31st July, 2014. Despite having received such large number of memoranda, the 7thCPC has so far not commenced taking oral evidence giving an indubitable impression that the Commission might not be able to submit its report within the stipulated time of 18 months.</p>
<p>All these issues came up for the consideration of the members of the Staff side when they met a few days back. The unanimous opinion was to pursue the issues through organizational methods. Accordingly, it was decided to hold a National Convention, eliciting the participation of the representatives of all Service organizations participating in the JCM to discuss the emerging situation and decide upon future course of action. Incidentally, we must mention that the JCM conceived as a negotiating forum has been made ineffective by the Government over the years by not convening its meetings periodically.</p>
<p>The National Convention will be held at MPCU Shah Auditorium, Sree Gurjarathi Samaj, Raj Niwas Road, Civil Lines(Opposite Civil Lines Metro Station), Delhi, on 11th December, 2014. The Convention will commence at 12 Noon and will be concluded by 4.00 PM. 740 delegates will participate in the convention, of which 370 shall be Railwaymen(AIRF and NFIR), 150 will be Defence Civilian employees (AIDEF and INDWF) and the rest 220 will be represented by other Central Government employees (Confederation of Central Government employees and workers). The participating organizations will issue separate circular letter indicating the number of delegates of each Branch/Unit, Divisions/Zones, Circles/States, and affiliates may deploy to the Convention.</p>
<p>The Staff side will meet again to finalize the draft declaration to be placed before the Convention for discussion and adoption. The date and venue of the meeting will be intimated in due course.</p>
