OFFICE MEMORANDUM

Subject: Nomination of Area Welfare Officers for the calendar years 2023 and 2024 for Delhi/Delhi NCR and outside Delhi.

The undersigned is directed to refer to the above subject and to say that the officers, whose particulars are indicated in the enclosed list, have been nominated as Area Welfare Officers (AWOs), for the calendar years 2023 and 2024 for the areas in Delhi/New Delhi and outside Delhi, as indicated against their names.

2. It is further stated that tenure of the Area Welfare Officers mentioned in the list shall be up to 31.12.2024 or till his/her services are required by the Government or the officer resigns or retires from service, whichever is the earliest. The AWOs shall be entitled to avail the facilities as decided by the Government from time to time. A list of their functions is also enclosed, alongwith the list of AWOs.

Note:

It is requested that the list of Area Welfare Officers may be brought to the notice of all concerned officers/local authorities with the direction that full cooperation should be extended to the AWOs in the matters pertaining to the Central Government Employees of the area under their jurisdiction. Nominated AWOs are requested to inform the local Civil Authorities/ Police Authorities about their nomination as Area Welfare Officer.

FUNCTIONS OF AREA WELFARE OFFICER

1. To function as coordinating officer between the CGHS Dispensary and its beneficiaries regarding complaints from either side.
2. To attend to all emergency hospital work like help in expeditious hospitalisation of serious cases, attending to complaints regarding hospital care, etc.
3. To serve on the CGHS Area Advisory Committee for considering suggestions for the improvement of services and facilities.
4. To act as liaison officer for Community Hall and look to its proper functioning and improvement.
5. To act as liaison officer between the Ministry of Personnel, PG and Pensions and the local Associations in all matters and disputes and to mediate in election disputes at the request of the parties.
6. To investigate all cases of neighbourly disputes referred to him by the Deptt. of Personnel and furnish report on the basis of which action can be taken by the Directorate of Estates for shifting the erring party to another locality.
7. To act as liaison officer between the Associations and Municipal authorities in all complaints regarding civic services, water electricity, street lighting, drainage, bus service, sanitary service and vaccination and inoculation services.
8. To act as liaison officer with local police authorities regarding any incident in the locality involving law and order.
9. To act as liaison officer with the Education Directorate regarding complaints about school timing, admission etc.
10. To act as liaison officer between the Co-operative consumer store and the beneficiaries in the area.
11. To act as liaison officer between CPWD authorities and the allottees regarding complaints lodged with the CPWD enquiry office for their speedy disposal.
12. To keep in touch with all the social and cultural bodies in the area.
13. To act as liaison officer with all activities of Grih Kalyan Kendra in the area including ‘Creche’.
14. To act as liaison officer between the colony and the Central Secretariat Sports Control Board in all activities of the Board.
15. To mediate in family dispute to bring about harmony in the home life in the context of Home Ministry circular for maintaining the wife in a reasonable comfort and matter relating to notation of monograncy.
16. To assist and cooperate in campaigns and measures such as vaccination in Oculation blood donation family planning etc., launched by the Ministry of Health and Family Planning.

OFFICE ORDER

Subject: Empanelment of private hospital (including dental clinics and eye centres) and diagnostic centres under CGHS Delhi & NCR.

In continuation of this Directorate’s Office Memorandum of even no. dated 26.12.2017 regarding empanelment under continuous empanelment scheme, the undersigned is to convey that in addition to the list of the hospitals (including dental clinics & eye centres) and diagnostic laboratories already empanelled, the hospitals (including dental & eye centres) and diagnostic laboratories as per the list attached (22 HCOs) have also been empanelled under CGHS in Delhi & NCR with issuance of this order. The newly empanelled hospitals (including dental clinics & eye centres) and diagnostic laboratories may be treated as included in the existing list of empanelled health care organization under CGHS on same terms and conditions as have been indicated in the Office Memorandum dated 26.12.2017.

Shortlisting of HCOs under continuous empanelment scheme in Delhi/NCR.
Following Health Care Organizations have technically qualified for consideration of their empanelment under CGHS Continuous empanelment scheme in Delhi/NCR.
Technically qualified HCOs which were empanelled under CGHS earlier are now required to submit letter of acceptance of CGHS rates, MoA & Performance Bank Guarantee of requisite amount (where PBG already submitted has expired) for consideration of their empanelment with CGHS within a period of 10 days but not later than 30 days from issuance of this order. The remaining HCOs which were not on CGHS panel earlier would be inspected by CGHS for physical amenities before further processing of their application for empanelment.

Subject:- Revision of rates for various treatment procedures under CGHS.

With reference to the above mentioned subject the undersigned is directed to draw attention to O.M. No. S.11045/36/2012-CGHS (HEC) dated 1.10.2014 whereby CGHS package rates for various treatment procedures were notified by the Government empanelled hospitals under CGHS Delhi and NCR. This Directorate has been receiving representations from different stake holders regarding discrepancies in these notified rates. The matter was examined in this Directorate and now it has been decided with the approval of competent authority to revise the rates of following treatment procedures under CGHS.

Shortlisting of HCOs under continuous empanelment scheme in Delhi/NCR.

Continuous empanelment scheme had been started in all CGHS cities except Mumbai w.e.f. 10.12.2014. In Delhi/NCR applications received till 19.01.2015 has been scrutinized by screening committee regarding their technical eligibility and names of the qualified HCOs is given below.

Now all qualified HCOs are required to submit letter of acceptance of rates, MoA & Performance Bank Guarantee of requisite amount (from those HCOs which are either freshly empanelled new HCOs or earlier empanelled HCOs where PBG already submitted had expired) for consideration of their empanelment with CGHS within a period of 10 days but not later than 30 days from issuance of this order.

OFFICE MEMORANDUM

The undersigned is directed to invite reference to the empanelment of hospitals under CGHS vide Ministry of Health and Family Welfare’s Office Memorandum No: S.11011/23/2009-CGHS D.II/Hospital Cell (Part IX) dated 14.02.2013, vide which ‘Continuous Empanelment Scheme’ for private hospitals (including dental clinics and eye centres), diagnostic laboratories and Imaging Centres under CGHS was revived with a view to empanel more health care institutions for CGHS beneficiaries. Accordingly, after following due process, a list of following hospitals (including dental clinics and eye centres), diagnostic centres and Imaging centres has been finalized as per terms and conditions laid down in the O.M. referred to above as well as signing of MOA and execution of performance Bank Guarantee by them signifying acceptance of terms and conditions of empanelment and rates notified by CGHS in 2010 & in OM No. Misc.1002/2006/CGHS(R&H)/ CGHS (P) dated 7/2/2013.

2. The hospitals (including dental clinics and eye centres), diagnostic laboratories and Imaging Centres, which find their names in the list of hospitals, diagnostic laboratories and Imaging Centres approved for empanelment under CGHS in Delhi & NCR are empanelled for a period of one year from the date of issue of this Office Memorandum or till next new empanelment, whichever is earlier.
3. This Office Memorandum and the rates applicable under CGHS for hospitals (including dental clinics and eye centre), diagnostic laboratories and Imaging Centres can be downloaded from the website of CGHS, http://msotransparent.nic.in/cghsnew/index.asp.

Subject: Distribution of Life Saving Medicines / Anti Cancer Medicines to CGHS beneficiaries in NCR towns at Wellness Center level

The undersigned is directed to refer to the subject mentioned above and to state that the Ministry has been receiving requests from CGHS beneficiaries residing in the NCR towns of NOIDA, Ghaziabad, Gurgaon and
Faridabad, for providing the delivery of life saving medicines / anti cancer medicines at the CGHS Wellness Centre level as against the present system in which these are provided at the Medical Store Depot (MSD). Gole Market, New Delhi. In view of the hardships faced by the CGHS beneficiaries in collecting the above medicines, it has been considered sympathetically by the Ministry and it has now been decided to arrange delivery of the life saving drugs and anti cancer drugs to the CGHS beneficiaries in the above cities at the CGHS Wellness Centre level.

The life saving medicines and anti cancer medicines will be delivered at the Wellness Centre by the supplier between 11AM to 1 PM on third day of placing the indent. The beneficiaries can collect their indented medicines from the Wellness Centre accordingly. In case of emergency they can also collect medicines from Medical Store Depot (MSD), Gole Market, New Delhi, itself on the next working day after due confirmation from the Medical Store Depot (MSD).
