<h4 class="wp-block-heading">5.15 Item No.NC-48/9/21: Grant of Compassionate Allowance to the widows of Employees dismissed/removed from service. (D/ o P&amp;PW).</h4>



<p>Explaining the issue, Secretary, D/ o P&amp;PW, explained that the CCS(Pension) Rules, 1972 provide for payment of Compassionate Allowance to employees dismissed or removed, if the case deserves special consideration. Cases in which the widows of employees, dismissed and removed, have applied for Compassionate Allowance which has not been considered on the ground that there is no such provision in Rule 41 of CCS(Pension) Rules, 1972. Compassionate Allowance may be sanctioned to widows of the dismissed and removed employees on humanitarian grounds, in cases where such an employee has rendered more than 10 years qualifying service before dismissal/ removal. He also stated that an amendment in CCS (Pension) Rules is under consideration, wherein it is proposed that Disciplinary Authority may examine every case, and make a decision regarding grant of Compassionate Allowance, within three months after the date of issue of the order imposing the penalty of dismissal or removal from service. A provision in the Rules to also consider past cases (which were not considered earlier) within a period of 3 months from the date of notification of the revised Rules is also under consideration.</p>



<p>Shri C. Sri Kumar, member, Staff Side, specifically mentioned the cases of those deceased employees, whose applications remain undecided, and whose widows may be considered for a grant of Family Pension.</p>



<p><strong>Decision: The chairman directed D/ o P&amp;PW to take a decision in the matter at the earliest, and then the item may be treated as closed.</strong></p>





<p>(i) A Government servant who is dismissed or removed from service shall forfeit his pension and gratuity:</p>



<p>Provided that the authority competent to dismiss or remove him from service may, if the case is deserving of special consideration, sanction a compassionate allowance not exceeding two-thirds of pension or gratuity or both which would have been admissible to him if he had retired on compensation pension.</p>



<p>(ii) A compassionate allowance sanctioned under the proviso to sub-rule (i) shall not be less than Rs. 9,000/- p.m.</p>

<h4 class="wp-block-heading"><strong>5.12. Item No. NC-48/6 / 21: Withdrawal of orders of DA/ DR freeze (DoE).</strong></h4>



<p>Leader, Staff Side, stated that the 32 lakh Central Government Employees and 50 lakh pensioners have been affected by this decision of the Government and there is a need to immediately release the next instalment of DA/ DR and arrears from 01.01.2020. He said that it was a drastic decision to pause DA/ DR for one and half year &amp; that more than 80% of the serving employees as well as pensioners are low paid and are worst hit by this decision.</p>



<p>Shri Guman Singh, Member, Staff Side stated that while the Government has decided to freeze the DA/ DR in a situation when the cost of living is increasing rapidly, causing increased hardship to the employees.</p>



<p>Shri Sadhoo Singh, Member, Staff Side, stated that the retired staff has been specially hit hard by the freeze of DA/ DR.</p>



<p>Shri J.R. Bhosle, Member, Staff Side, also spoke regarding the need to roll back the Government’s decision in this regard.</p>



<p>Secretary, Staff Side, mentioned that the Hon’ble MoS, Finance made a commitment to release the withheld three instalments of DA/ DR (due from 01.01.2020, 01.07.2020, and 01.01.2021) on the Door of the Parliament which sought to be honoured.</p>



<p>Addl. Secretary (Pers.) , DoE informed that the decision to withhold three instalment s of DA/ DR was taken with the approval of the Cabinet, as per which, arrears are not to be paid. Chairman stated that the decision was taken by the Government in view of difficult circumstances faced due to the Pandemic and extremely heavy burden on the exchequer to deal with the various requirements such as vaccination, development of infrastructure etc. He assured that the Government is fully sensitive to the difficulties being faced by the employees and the pensioners and that a decision in this regard would be taken by the competent authority in due course.</p>



<p><strong>Decision: The chairman informed that the matter will be placed before the Competent Authority for an appropriate decision as early as possible.</strong></p>

<h4 class="wp-block-heading">MINUTES OF THE MEETING WITH STAFF SIDE, NATIONAL COUNCIL (JCM) ON THE SUBMITTED AGENDA ITEMS, HELD ON 09.07.2020 UNDER THE CHAIRPERSONSHIP OF SECRETARY (HFW)</h4>



<p>A meeting was convened under the chairpersonship of Secretary (HFW) with Staff Side, National Council (JCM) on 09.07.2020 at 11:30 am, in Committee Room No. 155-A, Nirman Bhawan, New Delhi, on the agenda items pertaining to COVID-19 and other related matters of Staff welfare in respect of Central Government Health Scheme (<a href="https://centralgovernmentnews.com/category/cghs/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">CGHS</a>) and Central Services (Medical Attendance) [CS(MA)] Rules, 1944.</p>



<h4 class="wp-block-heading">List of participants is enclosed at Annexure – ‘A’.</h4>



<p>2. The Chairperson welcomed all the participants. Opening the discussions, Secretary (HFW) thanked all central government employees who have been working tirelessly during the ongoing COVID pandemic to keep moving the work of Government. She also outlined the steps taken by the Ministry of Health &amp; Family Welfare (MoHFW) regarding treatment and care of both Non-COVID and COVID positive patients during the pandemic period. After a brief round of introduction, Joint Secretary (CGHS) briefed about the agenda items raised by Staff Side and these items were taken up one by one for discussion.</p>



<p>At the outset, Shri Shiva Gopal Mishra, Secretary, National Council expressed his gratitude towards Secretary (HEW) for holding this Meeting at a short notice as well as proactively taking decisions for the benefit of <a href="https://centralgovernmentnews.com/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">central government employees</a>. He also brought out the problems being faced by government employees.</p>



<p>Thereafter, discussion on the agenda began and action taken thereon is as under:</p>



<figure class="wp-block-table"><table><thead><tr><th>Agenda No.</th><th>Issue</th><th>Action Taken</th></tr></thead><tbody><tr><td>1</td><td><strong>FIXATION OF PACKAGE RATE FOR TREATMENT OF <a href="https://centralgovernmentnews.com/tag/covid-19/" target="_blank" aria-label="undefined (opens in a new tab)" rel="noreferrer noopener">COVID-19</a> PATIENTS: </strong>In spite of the repeated instructions from your Ministry, the CGHS beneficiaries are facing lot of difficulties and problem in getting treatment of COVID-19 Virus infection. The Hospitals are charging between Rs. 1 Lakh to 2 Lakh for PPEs Kits alone. All put together the CGHS empanelled hospitals are charging more the Rs. 3 lakhs from each patient. Since there is no package rate prescribed by the Ministry of Health and Family Welfare for the COVID-19 infection treatment, the Hospitals are abnormally charging from the CGHS beneficiaries. Such incidences have been brought to our notice from the Central Govt. Employees working in Chennai and Hyderabad. To avoid such type of abnormal charges being levied by the CGHS Empanelled Hospitals, it is essential that the Ministry of Health may finalize a package rate of the treatment of COVID-19 infection. Considering the urgency in the matter a favorable decision may be taken at the earliest.</td><td>The proposal regarding fixation of rates for COVID-19 treatment at private hospitals empanelled under CGHS is already under process. Secretary (HFW) directed that order may be issued immediately.</td></tr><tr><td>ii.</td><td><strong>REIMBURSEMENT OF COVID -19 TEST CHARGES LEVIED BY CGHS EMPANELLED HOSPITALS.</strong> This is to inform you that in spite of your instructions to all the Chief Secretaries of the State Governments, even now some of the Private hospitals, especially CGHS empanelled private hospitals are refusing to give medical treatment to the Central Govt, employees. The CGHS empanelled Hospital whichever is at present giving treatment for other diseases is insisting that before admitting the patient for treatment, the patient have to undergo COVID-19 tests and for that purpose the hospital are charging almost Rs.10,000, which include the testing charges and the PPE charges both for the patients and for the care taker. At present, there is no provision for reimbursement of this COVID-19 test charges either under the CS (MA) Rules or under CGHS Rules.In view of the above it is requested that Ministry of Health may issue necessary instructions for reimbursing the COVID-19 testing charges being levied by the CGHS empanelled Private hospitals.</td><td>In case of CGHS beneficiaries, orders regarding CGHS rates applicable for COVID -19 test is already notified vide OM Z.15025/18/ 2020/DIR/CGHS dated 10.06.2020 ( Annexure-I). Joint Secretary (CGHS) informed that similar order for COVID-19 test will be issued shortly for CS (MA) beneficiaries.</td></tr><tr><td>iii</td><td><strong>REIMBURSEMENT OF OPD MEDICINES TO CS (MA) BENEFICIARIES IN VIEW OF COVID-19</strong>. The Ministry of Health and Family Welfare vide its OM Dated 27th March 2020 have issued instructions that Considering the guidelines for maintaining social distancing between individuals, the CGHS beneficiaries are permitted to purchase medicines based on the prescription already with them. However this benefit has not been extended to CS (MA) beneficiaries. Majority of the Defence Civilian Employees are governed under CS (MA) Rules. Therefore it is requested that the CS (MA) beneficiaries also may be permitted to procure medicine from the local Pharmacy and to reimburse the same with the existing prescription and for new cases by not insisting for AMA’s prescription. Medicines purchased based on the prescription from a Registered Medical Practitioner may be allowed to be reimbursed till the COVID-19 Pandemic is down.</td><td>MoHFW vide OM No. S.11011/12/2020 &#8211;  EHS dated 01.04.2020 (Annexure-II) has issued instructions that CS (MA) beneficiaries getting medicines for chronic diseases may purchase medicines from the local pharmacy till 30.04.2020, based on the prescription of Authorized Medical Attendant, already held by the beneficiaries. The medical claim for reimbursement shall be submitted by the beneficiary to the concerned Ministry / Department/ Organization for further processing. This special sanction was further extended by OMs dated 05.05.2020 and 03.06.2020 (Annexure-II) and this special sanction of local purchase is allowed upto 31.07.2020. </td></tr><tr><td>iv</td><td><strong>REFUSAL OF TREATMENT / CASHLESS TREATMENT BY CGHS EMAPNELLED HSOPITAL</strong> Instances have come to our notice from different cities that after the declaration of Nationwide lockdown as a preventive measure against the spread of COVID-19 Virus some of the CGHS recognized the hospitals are refusing for giving treatment to the Central Govt. Employees including Defence Civilian employees. Some of the Hospitals are admitting the patients with the conditions that they will not be given cashless treatment and that they should deposit the treatment charges in advance, in case they want medical attention. You will appreciate when the whole country is in crisis and the medical community is struggling to save human beings from the COVID-19 Virus, we fail to understand how these corporate hospitals are refusing to treat the Govt. Employees and their families. Therefore it is requested that you may kindly intervene in the matter and necessary instructions may please be issued to all the CGHS empanelled hospitals to compulsorily give medical treatment to all the central government employees and pensioners by extending the Cashless treatment facilities.</td><td>Joint Secretary (CGHS) stated that Advisory to CGHS empanelled hospitals is already in place and notified vide OM No. 15025/18/2020 /DIR/CGHS dated 09.06.2020 (Annexure-III). It was assured by the chair that advisory will be reiterated.</td></tr></tbody></table><figcaption>CGHS CASHLESS TREATMENT</figcaption></figure>



<p>In addition to above, some other issues were also taken up for discussion, which are summarized below:-</p>



<p><strong>(a) Provision of immunity boosting drugs/ medicines</strong></p>



<p>Staff Side requested the Ministry to make arrangement for the supply of immunity boosting drugs/ medicines to the beneficiaries.</p>



<p>JS(CGHS) informed the Staff side that there are number of AYUSH dispensaries under CGHS and the beneficiaries may avail the services of these dispensaries to obtain such immunity boosting Homeopathy / Ayurveda formulations.</p>



<p><strong>(b) Extension of Health Insurance facility under COVID-19 to all central government employees.</strong></p>



<p>Staff side requested that the insurance scheme under COVID-19 provided to Health Care workers by the Ministry of Health &amp; Family Welfare be extended to all central government employees.</p>



<p>On this, the chairperson apprised the Staff side that this is beyond the purview/ mandate of this Ministry.</p>



<p><strong>(c) Different food charges levied by Railways empanelled hospitals</strong></p>



<p>Staff side members raised the issue of different food charges being levied by Railways empanelled hospitals.</p>



<p>On this, the chair assured Staff side members that this issue would be forwarded to Ministry of Railways for action as deemed fit.</p>

<p><strong><em>6.4.14 Item No.29/19 /NC-47 &#8211; Revision of Sports increment</em></strong></p>



<p>Staff Sided stated that in order to encourage sports activities, every department has been permitted to recruit sports personnel and maintain teams at the Government cost. However, presently practice of providing incentive to sports personnel varies from department to department as there are no uniform guidelines. It is necessary that some general guidelines must be issued in this regard.</p>



<p><strong>Reply of the Official Side :</strong></p>



<p>DoPT has issued guidelines from time to time on the issue of special increment in the form of personal pay to <a href="https://centralgovernmentnews.com/" target="_blank" rel="noreferrer noopener" aria-label="Central Government Servants (opens in a new tab)">Central Government Servants</a> for participation in sporting events and tournaments of national or international importance. Vide OM dated 11.06.2018, DoPT has revised the rates of these increments in the context of the 7th CPC applicable to all the Central Government Civilian Employees and posts.</p>

<p>6.3.5 Item No.3/19/ NC-47 &#8211; <strong>Benefit of proviso to rule 10 CCS(RP) Rules, 2008</strong></p>



<p>Staff Side stated that benefit of Proviso to Rule 10 CCS (RP) Rules, 2008, to those who complete 1 year service at maximum has been sought. It has been stated that there are cases when employees drawing maximum of their Pay Scale complete one year after 01.01.2006 are denied the benefit of next increment in the revised pay structure. <strong>The pay may be fixed in the revised pay scale with effect from 01.01.2006 and one increment may be granted on 01.01.2006, and the next increment on 01.07.2006.</strong></p>



<p><strong>Reply of the Official Side:</strong></p>



<p>As per Rule 10 of CCS(RP) Rules, 2008, in the 6th CPC regime, a uniform date of annual increment, viz 1st July of every year has been introduced, under which employees completing six months and above in the revised pay structure as on 1st July would be eligible for increment on 01.07.2006. OM dated 4.7.2014 has also stipulated that the increment on 01.01.2006 shall also be allowed to those who had reached the maximum of the applicable pre­ revised pay scale more than one year before 01.01.2006, and were in receipt of stagnation increment(s), provided the revised pay was fixed on 01.01.2006.</p>



<p>Therefore, the proposal/demand is not in consonance with the 1st Proviso to Rule 10 and the benefit of increment on 01.01.2006 cannot be given in these cases.</p>

<p>Today I met the Cabinet Secretary(Government of India) and shown oru anguish for inordinate delay in finalzation of demands of the Central Government Employees, particularly National Pension System (NPS), Minimum Wage and Fitment Formula.</p>
<p>The Cabinet Secretary said that, he is aware of the problems of the Staff Side(JCM) raised by them from time to time and particularly to this issue and will definitely try to resolve them</p>
<p>Particularly on the issue of National Pension System(NPS) he said that the issue active consideration of the Government of India and we are trying to find out some solution to the problems arisen because of the NPS.</p>
<p>I also persuaded him to fix-up date of the meeting of the National Council(JCM), to which he said that, the agenda came, and some queries have been raised, which are still to be compiled by the DoP&amp;T. He assured that, he will definitely fix-up the date of the meeting within a short period, and said that, before that, he will ask the Secretary(DoP&amp;T) to hold meeting with the Staff Side.</p>
<p>I told to the Cabinet Secretary that, Central Government Employees are agitated because they feel that VII CPC has not done and justice with them and government is also ready to remove the issues pending before them.</p>

<p><strong><em>MINUTES OF THE MEETING OF THE STANDING COMMITTEE HELD BETWEEN THE STAFF-SIDE, NATIONAL COUNCIL (JOINT CONSULTATIVE MACHINERY) AND THE OFFICIAL-SIDE UNDER THE CHAIRMANSHIP OF SECRETARY(P) AT 3.00 P.M. ON 03.05.2017</em></strong></p>
<p>&nbsp;</p>
<p>The meeting of the Standing Committee of the National Council (JCM) was held at 3.00 p.m. on 03.05.2017 under the Chairmanship of Secretary (P) at Room No. 119, North Block, New Delhi. The list of participants is at Annexure.</p>
<p>&nbsp;</p>
<p>2. In his introductory comments, Secretary(Personnel) while welcoming the participants, mentioned that the agenda for the meeting included the action taken statement on the 31 items discussed in the last meeting held on 25.10.2016 and 26 additional items received from the Staff Side.</p>
<p>&nbsp;</p>
<p>3. (i) In his opening remarks, Secretary, Staff-Side thanked the Chairman for convening the meeting and urged that as per the JCM Scheme, the meetings of the National Council should be held on quarterly basis. He also pointed out that the meeting of the National Council under the Chairmanship of Cabinet Secretary has not been held since 2010 which, he emphasized, was against the spirit and the basic principle of the JCM Scheme. This view was seconded by other representatives of the Staff-Side.</p>
<p>&nbsp;</p>
<p>(ii) Secretary (Staff-Side) further requested to know the present position on the basic demands made by the Central Government employees about minimum wages, fitment formula, reversion to the old pension scheme and the report of the Committee of Allowances. He recalled that when a notice for strike was given in 2016, the senior Cabinet Ministers in the Central Government had met the staff side representatives and assured a positive decision on the aforesaid demands. Although that strike was deferred on this assurance, the central govt. employees are still waiting. Consequently, it is getting difficult to make the central government employees understand the reasons for delay in fulfilment of the assurances then given by the Senior Cabinet Ministers.</p>
<p>&nbsp;</p>
<p>(iii) Hence Secretary, Staff-Side requested the Chairman to convey to the Cabinet Secretary and Chairman, National Council (JCM) the duty to meet the Government employees in accordance with the JCM Scheme to avoid an atmosphere of confrontation.</p>

<p>(iv) He stated that a number of agenda items proposed by the Staff-Side have been deleted and no formal communication has been sent to them on the reasons for deletion. He requested that the views of official side on this may be communicated to them. This sentiment was echoed by other members of the Staff Side. He also mentioned that the senior Cabinet Ministers had issued a statement about constitution of a High Level Committee to look into the aforesaid basic demands made by the Staff Side while giving the strike notice. However, even after more than 10 months, nothing has happened and only one meeting was taken by Additional Secretary in Department of Expenditure.</p>
<p>&nbsp;</p>
<p>(v) On allowances, he informed that there is a lot of uncertainty on whether the allowances would become admissible prospectively or from 01.01.2016 i.e., the date of implementation of 7th Central Pay Commission.</p>
<p>&nbsp;</p>
<p>(vi) The following points were also raised by Leader JCM (Staff-Side):</p>
<blockquote><p>(a) The assurance given by Senior Ministers on 30t h June 2016 on 7th CPC issues-mainly minimum wage and multiplying factor have not been fulfilled. Only one meeting was held by Addl. Secretary (Expenditure) with the Staff side and thereafter nothing is known with regard to progress made even though 10 months passed.<br />
(b) On 7th CPC recommendation for revision of pension on the basis of option the contents of the Committee’s Report are not made available to the JCM (Staff Side). There is need to see that transparency is ensured for preserving healthy industrial relations.<br />
(c) On Allowances, the Leader JCM (Staff Side) expressed disappointment as there has been no positive outcome even after lapse of several months. He requested the Chairman that the JCM (Staff Side) demand to revise the Allowances w.e.f. 01/01/2016 should be considered and Staff Side demand be taken to the level of Cabinet Secretary and the Government.<br />
(d) Although Ministry of finance Resolution dated 25t h July 2016 stipulates that 14.29% hike in the pay of Running Staff in the Railways be ensured, unfortunately, the same has not been complied with. The said hike has not been ensured. He requested the Chairman to kindly take appropriate initiative on the proposal sent by Ministry of Railways which is pending with the Ministry of finance. He also pointed out that the references made by different ministries to the DoP&amp;T/MoF pursuant to the discussions held by the JCM Constituents with the respective Departments/Ministries are pending. He requested that speedy response be ensured by DoP&amp;T/MoF. While concluding, the Leader, JCM (Staff-Side) expressed confidence that the NC/JCM meeting as well Standing Committee meetings will be convened regularly in accordance with the JCM rules for paving way for healthy industrial relations”.</p></blockquote>
<p>(vii) The Staff-Side drew attention to the fact that since 1966 Joint Committees used to be set up for discussing contentious issues which has since stopped. References from the Departments are also remaining unanswered. The members of the Staff Side requested that DOP&amp;T should take a view on all these issues as a number of them have not been settled. The Staff Side also requested that the duration of Standing Committee meetings should be extended so that all issues can be discussed and resolved quickly and the meetings should also be held every quarter.</p>
<p>&nbsp;</p>
<p>(viii) The Staff-Side also pointed out that items of agenda sent by them are to be included, if it is found to be appropriate to be discussed. Since there had been permanent subcommittees under the Chairmanship of Secretary (Health) and (Pension), the agenda items pertaining to those two ministries can be referred to those two sub-committees. The sub-committees are to deliberate and report back to the Standing Committee for a final decision. They wanted the said procedure to be followed as the items sent by the Staff Side to the meeting contained many Pension and Health related issues.</p>
<p>&nbsp;</p>
<p>(ix) Referring to the convening of the Departmental Council, the Staff Side said that the situation has not registered any significant improvement. They also pointed out that in the details provided; no dates of the last meeting held had been indicated. They pleaded that the Department of Personnel has to evolve a mechanism to monitor the functioning of the Departmental council.”</p>
<p>&nbsp;</p>
<p>(x) In view of the ongoing ban on recruitment imposed by the Department of Expenditure, the staff are having to work long hours. This is despite the Task Force, set up by Ministry of Railways on safety-related matters, having suggested that additional staff be mobilized to ensure safety. Even the Hon&#8217;ble Prime Minister in his speeches has stressed the need for safety; but the Ministry of Railways have chosen to ignore.</p>
<p>&nbsp;</p>
<p>(xi) Another point raised was about the instructions issued by the DOP&amp;T following the assurance given to the Hon’ble Supreme Court in a contempt case which was said to have created a situation where the DPCs are not being held and the employees are retiring without getting promotion. It was stated that UPSC is also refusing to accept DPC proposals and insists that clarification from DOP&amp;T may first be obtained. As a result promotions are not taking place and many officers have retired without promotion. The Staff-Side requested that necessary clarifications may be issued by DOP&amp;T urgently so that DPCs can be held in the Departments.</p>
<p>&nbsp;</p>
<p>4. Chairman, in his reply, said that no agenda points had been deleted and, in order to ensure that discussions are complete in a meeting, it was decided in consultation with the Secretary(Staff-Side) to limit the number of agenda points for today’s meeting. He further stated that if the Staff-Side insists that the remaining points which have been left out should also be taken up for discussion, they would need to be circulated to the concerned Departments in advance for their comments. He emphasized that the Government attaches the highest priority to the Staff-Side and the concerns expressed over the assurance given after the strike call would be conveyed to the concerned authority. On the issue of the Allowances Committee’s report not being shared with the Staff Side, the Chairman stated that the sentiment would also be conveyed to Ministry of Finance along with the concerns over pay revision etc.</p>
<p>&nbsp;</p>
<p>5. After these opening remarks the Action-Taken-Note on the minutes of the last meeting held on 25.10.2016 was taken up for discussion.</p>

<p>A meeting of Confederation of Central Government Gazetted Officers Organisations (CCGGOO) delegation with DOP&amp;T Secretary is scheduled to be held on 13th October 2015 (Tuesday) at 10.30Hrs in North Block, New Delhi.</p>

<p>A meeting of the National Council (JCM) Staff side with Joint Secretary, DOP&amp;T, Joint Secretary (Pers.) Department of Expenditure and Joint Secretary, Ministry of Labour is scheduled to be held on Friday, the 9th October 2015 at 1500 hours in Room No.190, Conference Room, North Block, New Delhi, to discuss the issues raised in the Charter of Demands of 02/09/15 All India Strike which includes</p>
<p><strong> </strong></p>
<p><strong>CHARTER OF DEMANDS</strong></p>
<ul>
<li>Effect wage revision of the Central Government Employees from 01.01.2014 accepting memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA; Include Gramin Dak Sevaks within the ambit of 7th CPC. Settle all anomalies of 6th CPC.</li>
<li>Removal of all ceilings on payment and eligibility of bonus, provident fund; increase the quantum of gratuity.</li>
<li>Remove the ceiling on payment on bonus</li>
<li>Urgent measures for containing price-rise through universalisation of public distribution system and banning speculative trade in commodity market.</li>
<li>Containing unemployment through concrete measures for employment generation. No ban on creation of new posts. Fill up all vacant posts.</li>
<li>Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measure for violation for labour laws. Against Labour Law Amendments</li>
<li>No labour reforms which are inimical to the interest of the workers.</li>
<li>Universal social security cover for all</li>
<li>Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme. Assured enhanced pension not less than Rs. 3000/- P.M. for the entire working population.</li>
<li>Fix minimum wage with provisions of indexation.</li>
<li>Stoppage of disinvestment in Central/State PSUs. Stoppage of contractorisation in permanent perennial work and payment of same wage and benefits for contract workers as regular workers for same and similar work.</li>
<li>No outsourcing, contractorisation, privatization of governmental functions; withdraw the proposed move to close down the printing presses, the publications, form stores and stationery departments and medical stores Depots; regularize the existing daily-rated/casual and contract workers and absorption of trained apprentices.</li>
<li>Compulsory registration of Trade unions within a period of 45 days from the date of submitting applications; and immediate ratification of ILO Convention C 87 and C 98.</li>
<li>Revive the JCM functioning at all level as an effective negotiating forum for settlement of the demands of the Central Government Employees.</li>
<li>Against FDI in Railways, Insurance and Defence.</li>
<li>No Privatisation, PPP or FDI in Railways, Defence Establishment and no corporatization of Postal services.</li>
<li>Remove arbitrary ceiling on compassionate appointment.</li>
</ul>
