Cabinet
Cabinet approves Atal Bhujal Yojana

24 DEC 2019

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for the implementation of the Atal Bhujal Yojana (ATAL JAL), a Central Sector Scheme with a total outlay of Rs.6000 crore to be implemented over a period of 5 years (2020-21 to 2024-25).

Also check: World Bank approves Rs. 6,000 crore Atal Bhujal Yojana

The scheme aims to improve ground water management through community participation in identified priority areas in seven States, viz. Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh. Implementation of the scheme is expected to benefit nearly 8350 Gram Panchayats in 78 districts in these States. ATAL JAL will promote panchayat led ground water management and behavioural change with primary focus on demand side management

Out of the total outlay of Rs. 6000 crore, 50% shall be in the form of World Bank loan, and be repaid by the Central Government. The remaining 50% shall be through Central Assistance from regular budgetary support. The entire World Bank’s loan component and Central Assistance shall be passed on to the States as Grants.

ATAL JAL has two major components:

A. Institutional Strengthening and Capacity Building Component for strengthening institutional arrangements for sustainable ground water management in the States including improving monitoring networks, capacity building, strengthening of Water User Associations, etc.

B. Incentive Component for incentivising the States for achievements in improved groundwater management practices namely, data dissemination, preparation of water security plans, implementation of management interventions through convergence of ongoing schemes, adopting demand side management practices etc.

ATAL JAL will result in:

Institutional strengthening for improving ground water monitoring networks and capacity building of stakeholders at different levels which will enhance ground water data storage, exchange, analysis and dissemination.

Improved and realistic water budgeting based on an improved database and preparation of community-led Water Security Plans at Panchayat level

Implementation of Water Security Plans through convergence of various ongoing/ new schemes of the Government of India and State Governments to facilitate judicious and effective utilization of funds for sustainable ground water management.

Efficient use of available ground water resources with emphasis on demand side measures such as micro-irrigation, crop diversification, electricity feeder separation etc.

Impact:

Source sustainability for Jal Jeevan Mission in the project area with active participation of local communities.

Will contribute towards the goal of doubling the farmers’ income.

Will promote participatory ground water management.

Improved water use efficiency on a mass scale and improved cropping pattern;

Promotion of efficient and equitable use of ground water resources and behavioral change at the community level;

Background:

Ground water contributes to nearly 65% of total irrigated area of the country and nearly 85% of the rural drinking water supply. The limited ground water resources in the country are under threat due to the increasing demands of growing population, urbanization and industrialization. Intensive, and unregulated ground water pumping in many areas has caused rapid and widespread decline in ground water levels as well as reduction in the sustainability of ground water abstraction structures. The problem of reduction in ground water availability is further compounded by deteriorating ground water quality in some parts of the country. The increasing stress on ground water due to over- exploitation, contamination and associated environmental impacts threaten to endanger the food security of the nation, unless necessary preventive / remedial measures are taken on priority.

The Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti has taken a pioneering initiative for ensuring long term sustainability of ground water resources in the country through the Atal Bhujal Yojana (ATAL JAL) by adopting a mix of ‘top down’ and ‘bottom up’ approaches in identified ground water stressed blocks in seven states, representing a range of geomorphic, climatic and hydrogeologic and cultural settings. ATAL JAL has been designed with the principal objective of strengthening the institutional framework for participatory ground water management and bringing about behavioral changes at the community level for sustainable ground water resource management. The scheme envisages undertaking this through various interventions, including awareness programmes, capacity building, convergence of ongoing/ new schemes and improved agricultural practices etc.

Lok Sabha Elections 2019: Narendra Modi will take oath for a second consecutive term as Prime Minister on May 30, 2019

Narendra Modi to take oath as PM on May 30

Narendra Modi will take oath for a second consecutive term as Prime Minister on May 30 at 7 pm in Rashtrapati Bhavan, along with members of the Union Council of Ministers.

President Ram Nath Kovind will administer the oath and secrecy of the Prime Minister and other members of the Union Council of Ministers, a statement issued by the President’s Office mentioned.

“The President will administer the Oath of Office and Secrecy to the Prime Minister and other members of Union Council of Ministers on 30.05.2019 at 07.00 p.m. at Rashtrapati Bhavan,” the press statement read.

Riding on muscular nationalism and a strident anti-Congress plank spearheaded by Modi, the BJP on May 23 got an overwhelming majority in the Lok Sabha, crossing on its own the 300 seat mark while storming back to power for the second consecutive term.

The BJP, which had won 282 seats in the 2014 Lok Sabha elections, managed to increase its tally and notched up 303 seats in the 2019 elections.

This will be the first time when a non-Congress party has managed to secure a majority on its own for the second consecutive term after Indira Gandhi had won in 1971. Earlier, Jawaharlal Nehru had performed that feat.

Use social media for public service and not self-promotion, Prime Minister Narendra Modi told bureaucrats on Friday, even as he pulled up a section of officials who he said spent too much time online.

“If the social media is used for announcing the date for the anti-polio vaccination then it’s very good,” Modi said in his address to bureaucrats on the 11th civil service day, asking officials to make better use of online interaction tools.

“But giving two drops of polio vaccine and then circulating the photo through social media should not be done,” he added.

Modi has more than 29 million Twitter followers with whom he constantly interacts besides using the 140-character interface to highlight government programmes.

The Prime Minister said the power of social media should be used only for people’s welfare and public causes.

“I see officers of district level so busy on social media that most of the time is spent on this (social media),” Modi said.

Modi said he was aware of the power of social media but added that at his meetings with bureaucrats through video conferences, he has often seen them busy taking pictures of the meeting on their mobile phones

7th Pay Commission: How Jaitley saved Crores of Rupees this Financial year.

It has been more than six months since the Narendra Modi government cleared the recommendations of the 7th Pay Commission

Government employees are, however, yet to enjoy the full benefits of the recommendations with the decision on allowances still to be announced.

The 7th pay commission recommendations cover more than one crore government employees and pensioners. The commission recommended a 14.27 per cent hike in basic pay.

HOW MR. ARUN JAITLEY SAVED CRORES FOR THE GOVERNMENT:

1. The hike in basic pay has resulted in a marginal increase in the total salary drawn by government employees. This is because allowances form a sizeable chunk of their pay.

2. Till date, the government has not made announcements on when exactly does it plan to start giving out the allowances to its employees.

3. The government had asked the Committee on Allowances headed by Finance Secretary Ashok Lavasa to review the recommendations of the 7th Pay Commission on allowances.

4. The government has given the committee an extension up to February 22, 2017 to submit its report on higher allowances. In October last year, Finance Secretary Ashok Lavasa had said the committee was ready with its report.

However, no extension of period was asked by the committee, but still the government delayed the implementation by this extension.

5. The government’s dilly-dally on allowances has largely been attributed to demonetisation and the Assembly elections in five states. The 7th Pay Commission has recommended scrapping 53 of the 196 allowances, and merging a few others.

6. The hiked salary, as per the recommendations of the pay commission, is given in two parts. The increase in the basic salary is calculated from the time the government implements the recommendations of the commission, i.e. on a back date basis. As a result, employees are eligible for arrears on their basic pay.

7. The increase in allowances, however, is applicable from the date the government decides to disburse it. Therefore, government employees are not entitled to arrears.

8. Usually, once the recommendations of the pay commission are approved, the increase in basic pay is followed by an increase in allowances.

9. It is widely believed that the government will decide on a hike in allowances once the Assembly elections are over. In other words, employees can expect to get allowances from April, which marks the beginning of the new financial year.

So, finally the government has acted smart, the government has effectively saved a lot of money this financial year by not making an announcement on allowances. Government employees, on the other hand, have expressed their disappointment over being denied the full remuneration for a long time, but who cares about it!

7th Pay Commission: Will BJP pay the price for not implementing 7CPC before Assembly polls?

The state governments, especially those ruled by opposition parties, used the 7th Pay Commission recommendations as an effective tool to woo voters ahead of Assembly polls.

New Delhi, Jan 16: Prime Minister Narendra Modi led government approved the recommendations of the 7th Pay Commission in June last year. It’s been six months and the Modi government is yet implement the 7th Pay Commission recommendations. However the state governments, especially those ruled by opposition parties, used the 7th Pay Commission recommendations as an effective tool to woo voters ahead of Assembly polls. Uttar Pradesh Chief Minister Akhilesh Yadav and his Uttarakhand counterpart Harish Rawat outsmarted the Modi government on implementation of the 7th Pay Commission ahead of Assembly elections in their states. Will the BJP pay the price for not implementing the 7th Pay Commission before Assembly polls?

The Assembly Elections will be held in Uttar Pradesh, Punjab, Uttarakhand, Goa and Manipur in the first quarter of the year. Of the five states, three – Uttar Pradesh, Uttarakhand and Goa – have announced they will implement the recommendations of the 7th Pay Commission. While Uttar Pradesh is governed by Samajwadi Party, Uttarakhand in under Congress rule. Bharatiya Janata Party (BJP) is in power in Goa.

When the demonetisation drive of Prime Minister Narendra Modi was making headlines in December last year, Chief Minister Harish Rawat led Uttarakhand government announced it will implement the 7th Pay Commission recommendations. Uttarakhand was the first to implement the 7th Pay Commission’s recommendations. With the populist announcement, Harish Rawat hopes to fight anti-incumbency in the state.

Similarly, Uttar Pradesh CM Akhilesh Yadav announced implementation of the 7th Pay Commission on December 13 last year, months before the crucial Assembly polls. The implementation of the 7th Pay Commission is likely to benefit more than 21 lakh state government employees, teachers and pensioners. The move is being seen by many as an attempt to offer sops to the government employees ahead of the crucial state assembly polls in 2017.

Goa, where the ruling BJP is fighting with Congress and Aam Aadmi Party, also announced it will implement the 7th Pay Commission recommendations before the model code of conduct came into force on January 4.

With pay hike decision under the 7th Pay Commission, the parties holding power in poll-bound states are trying to influence about 28 lakh employees and pensioners, and their dependents during the upcoming polls. On the other hand, the Modi government lost this battle politically as the model code of has come into force. It means the Modi government cannot announce the implementation of the 7th Pay Commission before March 8, by when the assembly polls would be over and budget presented.
