<p>Ref: This office letter No.ECoR /Pers/R/7/ Transfer dtd 22.11.19.</p>



<p>Earlier, it was decided vide this office letter No ECoR/ Pers/R/7 /Transfer dated. 22.11.2019 that the TADKs posted on regular measure in other Departments/ Divisions/ HQ/ Units over ECoR, shall not be allowed to seek Inter Division Own Request/Mutual transfer to CRW /MCS without rendering 05 years regular service in their respective Department/ Division/ HQs after regularization.</p>



<p>2. Now, it has been decided to streamline the transfer policy of TADKs over ECoR. In addition to above, the following guidelines shall also be adopted while processing the Inter <strong><a rel="noreferrer noopener" href="https://centralgovernmentnews.com/category/railways/" target="_blank">Railway</a></strong> / Inter Division/Intra Division Own or Mutual Transfer of TADKs</p>

<ul class="wp-block-list"><li>IROT/ IRMT Request applications of erstwhile TADKs. of other Railways/PUs shall be considered for CRWI/ MGS only after 05 years of their regularization, at par with similar restrictions on their counterpart on ECoR.</li><li>The request for Change of Department/ Category to the department where TADK was originally attached as Substitute TADK shall be considered only after completion of 05 years of regular service (i.e. from the date of regularization).</li></ul>

<p>Sub:<strong> Mutual transfer of Staff in Level-1 (G.P. Rs 1800/-) belonging to two different Cadres/Departments.</strong></p>
<p>Instructions contained in Para 310 of IREM Vol.l (Revised Edition-2009), provide that a non-gazetted railway employee is allowed to go on transfer from one cadre of a Division/Office/Railway on mutual exchange basis with another non-gazetted employee belonging to the corresponding cadre of another Division/Office/Railway Further vide Board&#8217;s letter No, E(NG)/-2015/TR/15 dated 02.03.2016, General Managers of Zonal Railways were advised under Para 124 of IREC Vol.I to decide whether the cadres the two employees seeking mutual transfer are corresponding to each other.</p>
<p>2. Both the Federations, AIRF and NFIR have requested for permitting all employees in Level-1 (G.P. Rs 1800/-) to go on mutual transfer without insisting on &#8220;corresponding cadre.&#8221; The matter has been reviewed. It has been decided that in relaxation of the above provisions,  and an erstwhile  Group &#8220;D&#8221; employee working in (G.P Rs.1800/-) belonging to any Department/Cadre of a Division/Office/Railway/PU/Unit without applicability of the term &#8220;corresponding cadre&#8221;. This dispensation is, however, subject to the fulfilment of the prescribed Medical Standard. The staff so transferred should invariably be imparted requisite training in the new Unit wherever considered essential before putting him/her on a working post. This training period will be counted as duty. <strong>These instructions are intended only for effecting transfer on mutual exchange basis in Level-I posts and not for any other kind of transfer.</strong></p>
<p>3. The existing provisions in respect of all other non-gazetted railway employees working in Level-2 and above shall remain unaltered.</p>
<p>4. Accordingly, the Indian Railway Establishment Manual, Vol.l, (Revised Edition-2009) is ammended as per ACS No. 250 enclosed.</p>

<p>Instructions were issued vide Board&#8217;s letter of even number dated 15.09.2017 ( R.B.E. No. 130/2017) advising Zonal Railways and Production Units to spare staff awaiting mutual transfer where the requests had been accepted by both the Railways/Production Units. Detailed guidelines were subsequently issued under Board’s letter of even number dated 22.09.2017 (R.B.E. No. 131/2017) regulating the process of mutual transfer stipulating time limit for each step involved therein.</p>
<p>2. In partial modification of instructions contained in Board’s letter No. ERP/Portalm-Transfer/2013 dated 30.042014 stipulating that once the mutual transfer order is issued the senior person should be relieved first, it has now been decided by the CRB that all mutual transfer cases where NOC has been given by both the Railways/Units i.e. accepting and relieving, both the employees should be spared immediately within a week, without either unit waiting for the reliever.</p>
<p>3. A photocopy of Service Record and unvetted LPC should be given to the employee for submission at the new Division. Original Service Records/LPC should also be sent positively within 15 days.</p>

<p>Sir,<br />
It has been brought to the notice of this Department that female employees of Public Sector Banks (PSBs), married or unmarried, when placed/transferred away from their husbands or parents, as the case may be, to distant locations face a genuine hardship and develop a feeling of insecurity. Keeping this in view, it has been decided:</p>
<blockquote><p>i) To accommodate as far as possible placement/transfer of married female employee, on her request, at a place where her husband is stationed or as near as possible to that place or vice versa; and</p>
<p>ii) To accommodate as far as possible placement/transfer of unmarried female employee, on her request, at a place where her parents, are stationed or as near as possible to that place. PSBs are, therefore, advised to frame a policy on the subject with the approval of their Board suitably incorporating the above and take immediate action for implementation and compliance. Pending requests may also be considered under these guidelines. A line of confirmation may be sent to this Department immediately after adoption of the policy by the Board of the Bank.</p></blockquote>
