<p>The undersigned is directed to say that this Department propose to frame the rules for appointment of Multi Tasking Staff in the Institution of Lokpal. A copy of the draft Lokpal (Group &#8216;C&#8217; Posts- Multi Tasking Staff) Rules, 2019 is enclosed. In terms of instructions contained in this Department&#8217;s OM No. AB-14017/61/2008-Estt.(RR) dated 13.10.2015, the above draft rules are hereby placed on the website of this Department for perusal of all concerned. It is requested that the comments of stakeholder, if any, may please be sent to this Department by post or email at &#8220;m.kumar1965gov.in&#8221; within 30 days from the date of uploading.</p>

<p>In exercise of the powers conferred by sub-section (1) of section 59 of Lokpal and Lokayuktas Act, 2013, the President hereby makes the following rules for Group &#8216;C&#8217; Multi Tasking Staff posts in the Lokpal, namely:-</p>



<p>1. <strong>Short title and commencement</strong> &#8211; (1) These rules may be called the Lokpal (Group &#8216;C&#8217; PostsMulti Tasking Staff) Rules, 2019.<br /> (2) They shall come into force on the date of their publication in the Official Gazette.</p>



<p>2. <strong>Power of Lokpal to make Regulations</strong>. </p>



<p>The Central Government hereby vests powers in the Lokpal to make Regulations for the recruitment process.</p>



<p>Provided such recruitment shall be made on the recommendation of the Personnel Committee to be constituted by the Chairperson Lokpal and the said Committee shall be chaired by the Secretary, Lokpal or any other Officer of the Lokpal as authorized by him and shall have at least three Members.</p>



<p style="text-align:left">3. <strong>Number of post, classification, Pay level in the Pay Matrix</strong>:&#8211; The number of post, its classification, the pay level or pay scale attached thereto shall be as specified in columns (1) to (4) of the Schedule annexed to these rules.</p>



<p>4. <strong>Method of recruitment, age-limit, qualifications, etc</strong>. &#8211; The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.</p>



<p>5. <strong>Disqualification</strong> &#8212; No person, &#8212;</p>



<ul class="wp-block-list"><li>(a) who has entered into or contracted a marriage with a person having a spouse living; or</li><li> (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:</li></ul>



<p>Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.</p>



<p>6. <strong>Power to relax</strong> &#8211; Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.</p>



<p>7. <strong>Savings</strong> &#8211; Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other backward classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.</p>

<p>Sub: <strong>Introduction of Annual Performance Appraisal Report (APAR) for Multi Tasking Staff(MTS).</strong></p>



<p>As per Dop&amp;t instructions, there is a provision of assessing the performance of all the employees in Group ‘C’ &amp; above posts. APAR of a Govt. Servant is an essential document for providing the basic and vital inputs for assessing his/her suitability for various administrative matters like confirmation, promotion, selection in ex-cadre posts, financial benefits under MACPS, review /retention in service under FR 56(j) etc. Recently, Railway Board has issued instructions for introduction of APARs in respect of employees in Level-1 of 7th CPC Pay Matrix on Zonal Railways.</p>



<p>Consequent upon implementation of recommendations of 6th CPC all erstwhile Group ‘D’ post viz. Messenger, Farash, Safaiwala, Cleaner, Mail, Bearer, Waterman, Khalasi etc. have been merged &amp; upgraded to Group ‘C’ Posts and re-designated as Multi Tasking Staff(MTS). The issue of introduction of APARs for MTS has also been under consideration of this Ministry and it has now been decided by the Competent Authority to introduce the provision of  APARs in respect of MTS from the financial year 2018-19.  The APAR form the MTS is enclosed.</p>



<p>2.1 ERB-V Branch will provide the APAR forms for all the MTS in service as on 31.03.2019 and who have completed not less than three months of service as on 31.03.2019. Similar practice will be adopted in subsequent years.</p>



<p>2.2 APAR will have to be written for each such posting in which MTS has continuously spent a period of ninely days or more during a financial year.</p>



<p>2.3 In respect of those MTS, who are posted in sections and with officers upto the rank of Director, APAR will be written by Section Officer/Deputy Director/Under Secretary/Joint Director/Director with whom they are posted, as the case may be.</p>



<p>2.4 In respect of those MTS who are posted with the officers in the grade of Executive Director &amp; above, their APAR will be reported by the PSOs/Sr. PPS/PPS/PS, as the case may be.</p>



<p>2.5 In respect of MTS who are posted with two officers, APAR may be written by the officer who has observed him for longer period in consultation with the other officer. In case MTS has been posted with both the officers for similar period, the APAR will be written by the senior of the two officers. In such cases, APAR will be signed by both the officers. In both the cases, if any officer has any objection regarding the entries/grading of APAR, he/she may give a separate note about the point of disagreement.</p>



<p>2.6 The custodian of APARs will be Director (GA) as is the case with APARs of other Group ‘C’ officials.</p>



<p>The process for, reporting APARs for the year 2018-19 should be completed by 31.07.2019 and for the subsequent years, timelines as prescribed for other Group ‘C’ employees, should be followed.</p>



<p>All the officers are requested to follow the above instructions and report the APARs of the MTS under their control.</p>

Zonal Railways and Production Units etc.,</p>
<p>With reference to Railway Board&#8217;s letter dated 08/08/2018 inviting applications from the staff working in Zonal Railways etc., for filling the vacancies of Multi-Tasking Staff in Rail Bhavan, New Delhi, it is informed that on some Zonal Railways the applications of staff are not entertained on the plea that no replacement is available and on a few Zones, the Board&#8217;s circular is not being circulated resulting the staff not able to submit their applications. Staff are disappointed over the negative approach of Zonal Railways and they also fear that the only opportunity now provided for them to join Rail Bhavan, New Delhi will be lost.</p>
<p>NFIR therefore requests the Railway Board to kindly issue clear instructions to the GMs etc., to circulate widely Board&#8217;s letter and forward the applications of staff promptly.</p>

<p>The Department of Posts has redesigned the uniform for Postmen (both male and female) and MTS cadre in consultation with National Institute of Fashion Technology, Delhi (NIFT). The uniform has been redesigned keeping in view the functionality, comfort and durability. The uniform will provide a strong brand identity of the Department of Posts as it provides for easy identification of postmen staff.</p>
<p>The Department enjoys credibility and respect through the field operatives that is the postmen. He is the face of the Department as he delivers letters and parcels to every door. Therefore, it is important that the uniform he wears, which identifies him with the Department should be such that he stands out. Khadi being indigenous to our culture and comfortable in all climatic zones of the country was found suitable for the postmen.</p>
<p>As per the recommendation of 7th CPC, the Government has decided to provide Rs. 5,000/- as dress allowance per year. Khadi and Village Industries Commission (KVIC) under the Ministry of Micro, Small &amp; Medium Enterprises has agreed to provide dresses for the postmen from its outlets in each district of the country. The Postmen can purchase dresses from outlets of KVIC from the dress allowances provided to them.</p>
<p>Hon&#8217;ble Minister of Communications, Shri Manoj Sinha launched the redesigned uniform for postmen/postwomen and MTS in New Delhi in the august presence of Hon&#8217;ble Minister of State (I/C), MSME, Shri Giriraj Singh. The 90,000 postmen/postwomen, Mail Guard, Multi Tasking Staff will get benefitted by the redesigned uniform.</p>

<p>G. S .R In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in accordance with DOPT O.M.No. AB.14017/6/2009- Estt.(RR) dated 30.4.2010 and in supersession of the Staff Selection Commission (Group &#8216;D&#8217; posts) Recruitment Rules, 1978; Staff Selection Commission (Examination Work Attendant) Recruitment Rules, 1989 and Staff Selection Commission (Senior Gestetner Operator and Senior Peon) Recruitment Rules, 1996 notified on 31.05.1980, 09.10.1989 and 04.10.1996 respectively, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff<br />
(Group &#8216;C&#8217;) in the Staff Selection Commission, namely :-<br />
1. <strong>Short title and commencement:-</strong>  These rules may be called the Staff Selection Commission Group &#8216;C&#8217;</p>
<p>&#8220;Multi Tasking Staff&#8217; Recruitment Rules, 2017.</p>
<p>They shall come into force from the date of their publication in the Official<br />
Gazette.</p>
<p>2. <strong>Number of Posts, Classification and Scale of pay :-</strong> The number of posts,<br />
its classification and the Pay Level in Pay Matrix attached thereto shall be<br />
as specified in Column 2 to 4 of the Schedule annexed to these rules.</p>
<p>3. <strong>Method of recruitment, age limit and other Qualifications, etc.:-</strong> The<br />
method of recruitment to the said post, age limit, qualification and other<br />
matters relating to thereto shall be as specified in column 5 to 13 of the<br />
said Schedule;</p>
<p><strong>4. Disqualification:- No person,</strong><br />
(a) Who has entered into or contracted a marriage with a person having<br />
a spouse living, or<br />
(b) Who, having a spouse living, has entered into or contracted a<br />
marriage with any person,<br />
shall be eligible for appointment to the said post.<br />
Provided that the Central Government may, if satisfied, that such marriage<br />
is permissible under the personal law applicable to such person and the<br />
other party to the marriage and that there are other grounds for so doing,<br />
exempts any person from the operation of this rule.<br />
<strong>5. Power to relax :-</strong> Where the Central Government is of the opinion that it<br />
is necessary or expedient to do so, it may, by order, and for reasons to be<br />
recorded in writing, relax any of the provisions of these rules with respect<br />
to any class or category of persons.<br />
<strong>6. Saving:-</strong> Nothing in these rules shall affect reservations, relaxations of<br />
age limit and other concessions required to be provided for the Scheduled<br />
Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen or any<br />
other special category of persons in accordance with the orders issued by<br />
the Central Government from time to time in this regard.<br />

<p>G.S.R &#8230;- In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Institute of Secretariat Training and Management (Multi Tasking Staff) Recruitment Rules, 2013, except as respects things done or omitted to have been done, before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff in the Institute of Secretariat Training and Management, Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, namely:-</p>
<p>1. <strong>Short title and commencement:-</strong><br />
(1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Institute of Secretariat Training and Management (Multi Tasking Staff) Recruitment Rules, 2016.</p>
<p>(2) They shall come into force on the date of their publication in the Official Gazette.</p>
<p>2. <strong>Number of post, classification and Level in the pay matrix:-</strong> The number of the said post, its classification and Level in the pay matrix shall be as specified in columns (2) to (4) of the schedule annexed to these rules.</p>
<p>3. <strong>Method of recruitment, age limit, qualifications, etc.:-</strong> The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.</p>
<p>4. <strong>Disqualification:- No person,</strong></p>
<p>(a) who has entered into or contracted a marriage with a person having a spouse living; or<br />
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:</p>
<p>Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.</p>

<p>NB: Prasar Bharati reserves the right to fill up all the posts or alter the number of posts or even to cancel the whole process of recruitment without assigning any reason. Abbreviations: VH: Visually Handicapped; HH: Hearing Impaired; OH: Orthopedically Handicapped; OA: One Arm; OL: One Leg; OAL: One Arm &amp; One Leg; B : Blind; LV: Low Vision; H: Hearing and C: Communication.</p>
<p>The minimum disability for PWD candidates is 40%. Sub-category of disability, i.e. Visually Handicapped (VH), Hearing Impaired (HH) and Orthopedically Handicapped (OH) is to be indicated.</p>
<p>1.2. Definition of Disabilities (As per DOPT OM No. 36035/3/2004-Estt. (Res) dated 29th December, 2005).</p>
<p><strong>VH : Visually Handicapped</strong><br />
Blindness: &#8220;Blindness&#8221; refers to a condition where a person suffers from any of the following conditions, namely:</p>
<p>(i) Total absence of sight; or<br />
(ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses; or<br />
(iii) Limitation of the field of vision subtending an angle of 20 degree or worse;</p>
<p><strong>Low Vision:</strong> &#8220;Person with Low Vision&#8221; means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of the tasking with appropriate assistive device.<br />
<strong>HH :</strong> Hearing Impaired &#8211; (Persons suffering from Hearing Impairment). &#8220;Hearing Impairment&#8221; means loss of sixty decibels or more in the better ear in the conversational range of frequencies.</p>
<p><strong>OH :</strong> Orthopedically Handicapped: &#8220;Locomotor disability&#8221; means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.</p>
<p><strong>NOTE:</strong> Candidates would produce valid original medical certificate of disability issued on or before 23.01.2017 from Medical Board duly constituted by central or state Government at the time of joining.</p>

<p style="text-align: right;">March 18, 2015</p>
<p>The number of sanctioned posts and number in position of Class-C employees including erstwhile Group D employees in various Ministries/Departments as available in the Brochure on Pay and Allowances of Central Government Civilian Employees 2012-13 as on 1.3.2012, published by Pay Research Unit, Department of Expenditure, Ministry of Finance, is 33,52,380 and 28,06,369 respectively.</p>
<p>The posts sanctioned in Government Departments are required to be filled as and when vacancies arise as per the Recruitment Rules. Instructions have been issued that requisitions for Multi-Tasking Staff (MTS) may be made to the recruiting agency.</p>
<p>This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Ram Tahal Choudhary and Dr. Manoj Rajoria in the Lok Sabha today.</p>
