Subject: Career progression for MTS staff in Central Secretariat Ministries / Departments.

The undersigned is directed to say that in pursuance of the recommendations of the 6th CPC, all Group-D posts in Govt. of India doing different duties had been re-designated as Multi-Tasking Staff vide DoPT OM No.AB-14017/6/2009-Estt (RR) dated 30th April, 2010. The Ministries/Departments were asked to adopt the designation of MTS for some common categories of posts in the secretariat offices and to classify the posts as Group-C in Pay Band-1 with Grade Pay of Rs.1800. As per the instructions therein the Ministries/Departments were supposed to amend the Recruitment Rules for erstwhile Group-D posts as per the Model RRs to fill up the vacancies of MTS.

2. Pursuance to the O.M. dated 20.4.2010, the Staff Selection Commission is also conducting recruitment for selection of MTS on annual basis based on the vacancies reported by the respective Ministries/ Departments.

3. In view of the above, for better career management of MTSs working in Central Secretariat Ministries/Departments, all the cadre units are requested to please furnish the information as per the Annexure-I through email at chowdhury.r13[at]nic.in by 10th June, 2022.

Madam / Sir,

Recruitment rules of Multi Tasking Staff (MTS), Postman / Mail Guard and Postal Assistants (PAs) / Sorting Assistants (SAs) etc. provides successful completion of mandatory training as an essential condition for completion of probation period for direct recruits. Attention is also invited to DOPT OM No.28020/1/2010-Estt(C) dated 30.10.2014 in this regard.

2. Instructions regarding probation / confirmation of direct recruits PAs/SAs have been issued vide Department of Posts’ letter No. 37-47/2010-SPB-I dated 16.04.2015, letter No. 1-22/2010-Trg dated 22.03.2017 and letter No. W-04/2/2020-SPN-I dated 04.06.2020.

3. Currently direct recruits PAs/SAs officials undergo institutional / induction training at the Postal Training Centres (PTCs)/ Regional Training Centres (RTCs) where they have to obtain minimum marks as prescribed by Training Division, in the tests for successful completion of mandatory training, which is pre-requisite for confirmation.

4. In line with the above, following instructions shall be taken into account for successfully completion of probation and / or confirmation in case of direct recruits MTS, Postman, Mail Guard and Stenographer Grade-II: –

• (a) It shall be mandatory for direct recruit probationary officials to successfully complete probation period of two years. During the probation period officials shall undergo mandatory training at PTCs/RTCs and pass all examinations with minimum qualifying marks.
• (b) If any probationary direct recruit official is unable to clear the tests held at the PTCs/RTCs in his/her first attempt, he/she may be given two more additional chances to pass the tests. These three chances (including first chance during training) may be provided within the two-year mandatory probation period. Such officials should not be posted to any sensitive post during this period.
• (c) Before the third chance is given to an official, who has failed in first two attempts, he/she should be given a written warning to the effect that his/her failure in mandatory tests does not justify his/her confirmation in the service and that, unless he/she shows substantial improvement within a specified period and clears the test, the issue of terminating him/her from service shall be considered.
• (d) If any official is still unable to clear the tests in three attempts within two years’ probation period, the probation period in his/her case will be extended by six months during which time he/she shall have to mandatorily pass the tests. For such officials, whose probation period has been extended by six months due to failure to pass the tests, a qualifying test will also be introduced which will be in addition to the existing tests.  The modalities of such qualifying test will be as finalized by Training Division of the Postal Directorate.
• (e) In case the official passes required tests and has also acted/performed satisfactorily during the entire period of probation including extension also, he/she shall be declared to have successfully completed probation period and shall be confirmed in service by the Departmental Confirmation Committee (DCC).
• (f) If any official fails in the tests and/or does not pass the qualifying test, the services of such temporary direct recruit official shall be terminated.

5. These instructions will be applicable to the officials appointed after issue of these instructions. Circles are requested to take appropriate action as per instructions outlined at para 4 above. These instructions shall be communicated to all those concerned in the Circles.

Sir/Madam,

Instructions have been issued vide Directorate letter no.1-20/2008-PCC dated 04.11.2013 regarding the application of Provisions of Para 5 of Annexure to OM on MACPs in case of officials covered by TBOP/BCR/ACP Schemes vis-a-vis Para 6.2 of Annexure to OM on MACPS dated 18.09.2009. In this context, further order was issued vide Directorate no.15(1)/10/PA/Admin. I dated 10.11.2014

2. Secretary General, FNPO is frequently raising the issue that, Circles have still not implemented the orders on MACP in respect of MTS and Postman staff with ref. to orders dated 04.11.2013.

3. For the implementation of MACP orders dtd 04.11.2013 and its subsequent orders, illustrations are prepared for Postman and MTS cadre. In addition to this, Presentation has also been prepared to show all the instructions which will be helpful in the implementation of MACP orders. The presentation is also being sent by email.

4. It is requested to issue instructions to all the divisions under your control to implement the orders on MACP and send the compliance within a fortnight.

This refers to various references seeking clarification on applicability of the provisions of para 5 of DoP&T OM No. 35034/ 3 / 2015-Estt. (D) MACP 22nd October 2019 circulated vide this Directorate OM of even No. dated 30.10.2019 which inter alia stipulate that “… in all other cases, the power to approve the recommendations of the Screening Committee shall be with the Appointing Authority.” vis-a-vis the provisions contained in para 10 of this Directorate OM No. 4-7/ (MACPS) / 2009-PCC dated 18 Sept 2009, as reproduced “The recommendations of the Screening Committee shall be placed before the Director Postal Services / Director Accounts Postal / Head of the Region / Circle or Organization / Competent Authority as the case may be for approval.”, while considering the recommendations of Screening Committee, headed by an officer of JTS / STS rank, made in respect of the official(s) whose appointing authority is of the rank below Junior Time Scale of Group ‘A’.

2. The issue was examined and it has been observed that since the Modified Assured Career Progression Scheme continues to be effective from 01.09.2008 and the DoP&T OM dated 22.10.2019 ibid, comprising consolidated guidelines on MACP Scheme incorporating the provisions required as a result of the implementation of 7th CPC recommendations, is in continuation of earlier Office Memoranda on MACP Scheme, the provisions of para 10 of this Directorate OM No. 4-7 / (MACPS) / 2009- PCC dated 18 Sept 2009 will hold good.

MACP Scheme envisages grant of three financial up gradation on completion of 10, 20 and 30Years of continuous regular service or 10 Years in the grade.

As per the scheme, three financial up gradation in the entire career of an employee will be counted against regular promotions availed from the grade in which employee was appointed as direct recruit.

The financial up gradation under the scheme will be admissible whenever a person has spent 10 years continuously in the same grade pay. The 2nd financial up-gradation after completion of 10 years of regular service from the date of 1st financial up-gradation. The 3rd up-gradation after completion of 10 years of regular service from the date of 2nd financial up-gradation. If the 1st up-gradation gets postponed on account of the employee not found fit or due to departmental proceedings etc, this would have consequential effect on 2nd and 3rd up-gradation which would also get deferred accordingly.

It may be ensured that name of the official/officer who have already received this benefit are not forwarded again. Also ensure that no eligible official is left out from your office/section.

Sub:- Payment of TRCA on Sundays /Holidays to the GDS working against Leave vacancies/Vacant posts in Postman/ Mail Guard /MTS Cadre.

In the present set up, Gramin Dak Sevaks are working against the leave vacancy /vacant posts of Postman /Mail Guard /MTS Cadre in departmental Post Offices. As per Directorate order no. 47-19/90-SPB-II dated 23.04.1992 regarding grant of paid National Holidays to GDS employees when appointed against the Postman/ Mail Guard/MTS Cadre against leave vacancy/vacant posts, these GDS are getting salary for Sunday if they continuously works for 6 days. Similarly, GDS are also getting 3 National Holidays if it falls on working day, provided he/she works on both the preceding/succeeding working days to the National Holidays. However, no extra payment on account of National Holidays will be made to persons working substitutes of GDS in view of fact that payment of remuneration to GDS is made on monthly basis.

2. Similarly, GDS substituting in leave vacancy/ Vacant posts of Postman / Mail Guard / MTS Cadre are deprived of Productivity Linked Bonus for the period of officiating as Postman/ MTS is on the pretext that they are on Leave Without Allowance.

GDS: Maximum 5 Days Emergency Leave for Gramin Dak Sevaks

3. For substitutes, as per As per Directorate orders vide no.17-07/2019-GDS dated 09.10.2019, substitutes of GDS who have worked in leave vacancies/ Vacant Post in Postman/ Mail Guard /MTS Cadre are also paid on the basis of minimum of revised TRCA level of that post of GDS.

4. In view of above, in supersession of this office memo of even no. dated 23.10.2019, following orders are issued with the approval of the Competent Authority:-

Central Government Offices Holiday List 2020

• Gramin Dak Sevaks when appointed against the leave vacancy/vacant post of regular Postman/MTS, these GDS will get salary for all the Postal Holidays if the Postal Holidays falls on working day, provided he/she works on both the preceding/succeeding working days to the Postal Holidays. However, no extra payment on account of Postal Holidays will be made to persons working substitutes of GDS in view of fact that payment of remuneration to GDS is made on monthly basis.
• GDS are when appointed against the leave vacancy / vacant post of regular Postman/ MTS, have to apply for leave without allowance as GDS. There is a difference in Leave Without Allowance for personal reasons and Leave Without Allowance for officiating as Postman/MTS. In this case, the GDS is on official duty and is contributing to the productivity. Hence GDS while on LWA for official duty, there is no question of deducting this period for PLB.

In exercise of the powers conferred by sub-section (1) of section 59 of Lokpal and Lokayuktas Act, 2013, the President hereby makes the following rules for Group ‘C’ Multi Tasking Staff posts in the Lokpal, namely:-

1. Short title and commencement – (1) These rules may be called the Lokpal (Group ‘C’ PostsMulti Tasking Staff) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. Power of Lokpal to make Regulations.

The Central Government hereby vests powers in the Lokpal to make Regulations for the recruitment process.

Provided such recruitment shall be made on the recommendation of the Personnel Committee to be constituted by the Chairperson Lokpal and the said Committee shall be chaired by the Secretary, Lokpal or any other Officer of the Lokpal as authorized by him and shall have at least three Members.

3. Number of post, classification, Pay level in the Pay Matrix:– The number of post, its classification, the pay level or pay scale attached thereto shall be as specified in columns (1) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification — No person, —

• (a) who has entered into or contracted a marriage with a person having a spouse living; or
• (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Savings – Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other backward classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Sub: Introduction of Annual Performance Appraisal Report (APAR) for Multi Tasking Staff(MTS).

As per Dop&t instructions, there is a provision of assessing the performance of all the employees in Group ‘C’ & above posts. APAR of a Govt. Servant is an essential document for providing the basic and vital inputs for assessing his/her suitability for various administrative matters like confirmation, promotion, selection in ex-cadre posts, financial benefits under MACPS, review /retention in service under FR 56(j) etc. Recently, Railway Board has issued instructions for introduction of APARs in respect of employees in Level-1 of 7th CPC Pay Matrix on Zonal Railways.

Consequent upon implementation of recommendations of 6th CPC all erstwhile Group ‘D’ post viz. Messenger, Farash, Safaiwala, Cleaner, Mail, Bearer, Waterman, Khalasi etc. have been merged & upgraded to Group ‘C’ Posts and re-designated as Multi Tasking Staff(MTS). The issue of introduction of APARs for MTS has also been under consideration of this Ministry and it has now been decided by the Competent Authority to introduce the provision of APARs in respect of MTS from the financial year 2018-19. The APAR form the MTS is enclosed.

2.1 ERB-V Branch will provide the APAR forms for all the MTS in service as on 31.03.2019 and who have completed not less than three months of service as on 31.03.2019. Similar practice will be adopted in subsequent years.

2.2 APAR will have to be written for each such posting in which MTS has continuously spent a period of ninely days or more during a financial year.

2.3 In respect of those MTS, who are posted in sections and with officers upto the rank of Director, APAR will be written by Section Officer/Deputy Director/Under Secretary/Joint Director/Director with whom they are posted, as the case may be.

2.4 In respect of those MTS who are posted with the officers in the grade of Executive Director & above, their APAR will be reported by the PSOs/Sr. PPS/PPS/PS, as the case may be.

2.5 In respect of MTS who are posted with two officers, APAR may be written by the officer who has observed him for longer period in consultation with the other officer. In case MTS has been posted with both the officers for similar period, the APAR will be written by the senior of the two officers. In such cases, APAR will be signed by both the officers. In both the cases, if any officer has any objection regarding the entries/grading of APAR, he/she may give a separate note about the point of disagreement.

2.6 The custodian of APARs will be Director (GA) as is the case with APARs of other Group ‘C’ officials.

The process for, reporting APARs for the year 2018-19 should be completed by 31.07.2019 and for the subsequent years, timelines as prescribed for other Group ‘C’ employees, should be followed.

All the officers are requested to follow the above instructions and report the APARs of the MTS under their control.
